Abstract

Village development is a priority in national development, so what can be done in village development is to find the root of the problems that have been experienced by rural communities. To achieve national development goals, villages are leading government agents that can reach real target groups who want to be prosperous, in an effort to improve community welfare, namely by forming a business entity, namely Village Owned Enterprises (BUMDes). This study aims to determine the management of village-owned enterprises (BUMDes) in Kembang Kenanga, Pisang Berebus Village, Gunung Toar District, Kuantan Singingi Regency. The theory used in this research is management theory by George R. Terry in Grace 2021. This type of research is descriptive qualitative with interview, observation and documentation data collection techniques. Based on the results of the study, it can be seen that the Management of Village-Owned Enterprises (BUMDes) Kembang Kenanga, Pisang Berebus Village, Gunung Toar District, Kuantan Singingi Regency is still not running fully optimally.

Abstract

Inovasi dalam suatu instansi pemerintahan pelayanan publik adalah suatu hal penting dalam lingkungan pemerintahan yang menjadi permasalahan publik yang sering terjadi. Inovasi yang diciptakan dapat meningkatkan kualitas dan kepuasan terhadap pelayanan kepada masyarakat. Inovasi pelayanan antar langsung adalah suatu program yang diciptakan oleh Badan Pertanahan Nasional Kota Pekanbaru. Metode yang digunakan dalam penelitian adalah deskriptif kualitatif. Teknik pengumpulan data di peroleh dari hasil observasi dan wawancara. Konsep teori yang digunakan dalam penelitian adalah teori Rogers dalam Wuri mengenai atribut inovasi. Penelitian ini bertujuan untuk mengetahui proses pelaksanaan pelayanan antar langsung di Badan Pertanahan Nasional Kota Pekanbaru. Hasil dari penelitian ini secara keseluruhan dari keuntungan, kesesuaian, kerumitan, kemungkinana, dan kemudahan sudah berjalan sesuai dengan program. Faktor penghambat terdapat dalam proses pelaksanaan program inovasi pelayanan antar langsung yaitu kesalahan dalam penginputan data alamat pemohon mengakibatkan para petugas pelayanan antar langsung mengalami kesulitan dalam pengantaran berkas mengakibatkan terjadinya salah pengantaran berkas yang tertukar. Dan kesalahan yang terdapat pada pemohon layanan yang tidak lengkap memeberikan alamat kepada petugas pelayanan antar langsung (Petarung). Rekomendasi dari Pelayanan Antar Langsung ini masyarakat tidak perlu datang lagi ke kantor untuk mengambil berkas atau produk karna para petugas akan mengantar langsung kerumah pemohon. Saran yang dapat penulis berikan mengenai proses pelaksanan inovasi pelayanan antar langsung di Badan Pertanahan Nasional Kota Pekanbaru agar dapat berjalan secara optimal adalah : petugas petarung harus lebih teliti lagi dalam penginputan data alamat pemohon,dan masyarakat harus lebih lengkap lagi memberikat alamat yang akan di antar berkasnya kepada petugas petarung agar petugas pelayanan antar langsung tidak mengalami kesulitan dalam pencarian alamat pemohon.

Abstract

Implementasi Program Ketahanan Pangan yang baik dari masyarakatmerupakan tujuan utamapemerintah dalam melakukan pemberdayaan dan peningkatan sumber ketahanan pangan daerah diKabupaten Kuantan Singingi. Melalui kebijakan ketahanan pangan pemerintah mengharapkan dapatmeningkatkan pertumbuhan ekonomi dan pembangunan sehingga memberikan kesejahteraan terhadapmasyarakat. Tujuan penelitian ini untuk mengetahui dan menganalisis tingkat Implementasi dan faktorfaktorpenghambat dalam Program Ketahanan Pangan Di Kabupaten Kuantan Singingi. Penelitian inimenggunakan metode penelitian kualitatif dengan pendekatan studi kasus yang bersifat deskriptif denganproses pengumpulan data malalui wawancara, observasi dan studi dokumen. Penelitian dilakukan diBalai Penyuluhan Pertanian Kecamatan Benai Kabupaten Kuantan Singingi. Hasil penelitian menunjukkanbahwa Implementasi Kebijakan Ketahanan Pangan Tanaman Padi Di Kecamatan Benai masih belumberjalan dengan baik hal ini dibuktikan dengan komunikasi antara implementor dengan pembuat kebijakanmasih belum dirasakan oleh semua petani padi, kemudian Sumber daya yang dimiliki baik berupasumber daya manusia dan sumber daya pendukung berupa fasilitas juga belum terpenuhi dengan baik,selanjutnya Disposisi/sikap pelaksana juga belum maksimal dan lambatnya proses penurunan disposisisebuah kebijakan, terakhir yaitu struktur birokrasi yang membuat banyaknya tahapan yang harus dilaluihingga sampai ke tahap pelaksanaan dilapangan oleh petani. Faktor yang menghambat implementasikebijakan ketahanan pangan tanaman padi di kecamatan benai yaitu kurangnya fasilitas Sarana danprasarana dalam pelaksanaan program Balai Penyuluhan Pertanian Kecamatan Benai, kemudian jugakurangnya anggaran yang diberikan pemerintah untuk mendukung terlaksananya kebijakan ketahananpangan tanaman padi di Kecamatan Benai seperti pelaksanaa kegiatan baik penyuluhan, pertemuandalam penyusunanan program maupun pembutan percontohan.

Abstract

Public service is one of the main roles of the government to meet the needs of its people. The implementation of public services will also adapt according to the needs of the community and develop in line with changes in social life. This makes the government always try to foster motivation in creating effective and efficient services so as to provide convenience for the public. The purpose or research of this is to find out and explain how the implementation of One For Eleven Innovation in Solok City and to know and analyze the inhibiting factors that influence the implementation of One For Eleven innovation seen from product innovation, process innovation, research method innovation, strategy or policy innovation and system innovation . This study uses a qualitative method with a descriptive approach. The results of the One For Eleven innovation research in Solok City based on indicators of innovation are included in an innovation. This innovation is included in product innovation because there is a renewal of service media, including in process innovation where there are differences in service flow. This innovation is also included in the innovation of service methods where changes in service delivery. This innovation includes strategy or policy innovation because it has a vision, mission and goal of forming an innovation from the existing reality. In addition, this innovation is also included in system innovation, namely the existence of novelty in the interaction of implementing actors in managing innovation, but the implementation of innovation and its utilization by the community is not optimal because there are still many prospective brides who do not know about this innovation. The lack of socialization of innovation by implementers to the community so that there are still many people who do not know about this innovation. Then the difference in the domicile of the bride and groom as a requirement in obtaining this innovation has caused not all bride and groom to receive the One For Eleven innovation service. Lack of coordination between implementing agencies causes executors not to understand their duties.

Abstract

The first customary forest in Riau to receive state recognition was the Imbo Putui Forest. In Petapahan village, customary forests are managed according to their customs. Adat is the standard rule of the Petapahan community in regulating and utilizing the climate. Imbo's customary forest potential is very likely to be developed. The purpose of this research is to describe tourism development and the factors that hinder the development of Imbo Putui customary forest tourism. Cooper's development theory consists of four parts institutional, accessibility, amenity, and attractiveness. This type of research is descriptive. This study found that the development of the Imbo Putui customary forest has been carried out, but has not been optimal. The planned activities are going well, but the development is not done properly, such as facilities and accessibility. As well as the inhibiting factors. The budget that hinders development requires a long process and the lack of human resources to participate in the development of customary forests is an obstacle

Abstract

The Online Single Submission Risk Based Approach (OSS RBA) is a program for administering risk-based business licenses which is a refinement of the previous OSS, namely OSS version 1.1 with the aim of simplifying and speeding up the business permit process based on Government Regulation Number 5 of 2021 concerning Implementation of Risk-Based Business Licensing. Purpose of this research is to find out and analyze licensing services through OSS RBA in DPMPTSPTK Kuantan Singingi Regency, as well as obstacles in its implementation. The theoretical concept used by researchers is the theory by Indrajit in Atthahara (2018), namely the elements of Support, Capacity and Value. This research is a qualitative descriptive study. With data analysis including data reduction, data presentation, and generate conclusions. The results in this study indicate that the implementation of OSS RBA has been achieved based on indicators according to Indrajit in Atthahara (2018). However, besides that, the DPMPTSPTK of Kuantan Singingi Regency continues to strive to realize and support the implementation of OSS RBA so that the community/business actors can feel the benefits in business licensing. Direct outreach to the community/business actors is still being carried out to improve community human resources, which have low understanding of, in particular, the OSS RBA in issuing business licenses. the inhibiting factor is the low level of community human resources for the OSS RBA program and inadequate supporting facilities. Abstract

Management of Village Owned Enterprises (BUMDes) The Plantation Unit is a village business institution managed by the community and village government in an effort to strengthen the village economy and is formed based on the needs and potential of the village. This study aims to determine how the Management of Village Owned Enterprises (BUMDes) Amanah at the Plantation Unit in Pelalawan Regency. Data was collected by direct interviews, observation and documentation related to the research. The research method used is descriptive qualitative research. Then data analysis with data collection, data reduction, data presentation and drawing conclusions. Based on the research conducted by the authors, the results and conclusions are as follows: first, in its implementation the BUMDes Amanah has a management mechanism and is implemented well, seen from the planning stage, it has followed the procedures and planned the program to be run and managed, the organization has shown managers who are elements of the village community. , mobilization has moved members to achieve success and its implementation every 3 months. Second, the supporting factors are business capital and facilities and infrastructure.

Abstract

A conservation area that has cultural-based fisheries activities, traditional leaders play a role as activity controllers and have a vision to conserve and provide protection in the area around this customary lake. On the other hand, ecologically, Bakuok Lake is very worrying. Based on the rules regarding the prohibition on Lake Bakuok, not all of these rules were carried out and implemented properly, even though there were already monitoring, there were still violations that occurred. The number of institutions involved in the development of Lake Bakuok have so far been temporary or temporary in nature, and have run separately and have not yet formed a systematic collaboration. This study aims to see how to strengthen local institutions in the sustainable management of Lake Bakuok. This research uses qualitative research methods that aim to obtain a holistic (holistic) picture of a phenomenon in Lake Bakuok. The results showed several important items that the institutional strengthening of lolak in the management of Danau Bakuok was not optimal. As seen from the dimension of human resource development that has not been maximized where there is no training or technical provisioning in order to increase skills. The dimension of organizational strengthening is also not optimal even though there is support for several activities but it is only temporary and unsustainable. Meanwhile, in the institutional reform dimension, it was found that several rules and regulations that had been made by ninik mamak were still violated.

Abstract

The background of this research is that public information management is a process that involves collecting, storing, processing, and disseminating information owned by the government or public institutions to the public in a transparent and accountable manner using dynamic governance theory indicators. This becomes important to analyze when there are rampant corruption cases and declining bureaucratic performance, especially in the Riau provincial government. The aims of this study were (1) to identify the existing conditions of public information management in Riau Province, (2) to analyze the form of Dynamic Governance in public information management in Riau Province, and (3) to identify the challenges of public information management in Riau Province. This is done using qualitative research methods that aim to elaborate a deeper discussion. Therefore the results of the study state that Riau Province has succeeded in properly managing public information in accordance with applicable rules and procedures. The PPID (Information and Documentation Management Officer) as the main manager of public information in the regions, the Riau Province Diskominfotik, and the Information Commission (KI) play an important role in ensuring that public information services are transparent and can be accessed online by the public. The application of Dynamic Governance in the management of public information in Riau Province has been successful and has had a positive impact. Analysis of the Culture, Capabilities, and Change indicators shows significant changes in the management of public information, which makes it more transparent and easily accessible to the public. However, there are several challenges faced in managing public information in Riau Province.
