Aplikasi Signal merupakan inovasi pelayanan pajak daerah yang dikeluarkan oleh BAPENDA Provinsi Riau untuk meningkatkan pelayanan pajak daerah yang memudahkan wajib pajak dalam mendapatkan pelayanan pajak daerah yang di inginkan. Namun masih terdapat kendala dalam pelaksanaan inovasi pelayanan Pajak Kendaraan Bermotor (PKB) melalui Signal di Kota Pekanbaru seperti sulitnya dalam memverifikasi data dan kurangnya sosialisasi dan masih banyaknya wajib pajak yang belum mengetahui aplikasi Signal ini. Tujuan dari penelitian ini adalah untuk mengetahui apakah inovasi pelayanan Pajak Kendaraan Bermotor (PKB) melalui Signal di Kota Pekanbaru sudah berjalan dengan baik atau belum. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan yang dilakukan pada teknik analisis data. Teori yang digunakan dalam penelitian ini adalah teori dari Rogers dalam Melinda dengan lima indikator, yakni Relative Advantage, Compatibility, Complexity, Triability, Observability. Hasil penelitian ini menunjukkan bahwa inovasi pelayanan Pajak Kendaran Bermotor (PKB) melalui Signal di Kota Pekanbaru belum berjalan dengan baik. Faktor yang menjadi penghambat dalam pelaksanaan program ialah masih sulitnya dalam melakukan verifikasi data dan kurangnya sosialisasi aplikasi Signal di Kota Pekanbaru.

Abstrak: Keikutsertaan masyarakat dalam pembangunan sering terkendala dengan kompetensi yang tidak memungkinkan untuk mengelola pelaksanaan pembangunan bersama-sama dengan sektor publik dan sektor komersial. Dari itu, perlu adanya pemberdayaan masyarakat dari stakeholder seperti yang dilaksanakan oleh tim Universitas Riau yang tergabung dalam program Matching Fund tahun 2022 bersama BUMDes daerah setempat. Tim melaksanakan Capacity Buliding dengan tujuan untuk memberikan solusi bagi permasalahan yang dihadapi mitra dan masyarakat dalam pengelolaan limbah serai wangi ataupun sumber daya alam yang sebelumnya hanya diperjual belikan dalam bentuk bahan mentah seperti nanas dan hortikultura lainnya. Metode pelaksanaan dilakukan dengan kualitatif yang didukung dengan kegiatan penyuluhan, sosialisasi, dan pelatihan. Capaian hasil dari pengabdian mengalami peningkatan skill dan pengetahuan yang awalnya hanya manfaat menuju kepada pemanfaatan dan pengelolaan. Selain itu, limbah yang sebelumnya hanya dibuang dan bahan mentah yang sebelum nya hanya sebatas diperjual belikan, kini telah memiliki produk jadi yang siap dipergunakan secara mandiri atau pun dipasarkan sebagai ciri khas dari ekonomi kreatif daerah pengabdian.Kata Kunci: Pengabdian; Masyarakat; Pemberdayaan.Abstract: Community participation in development is often constrained by competencies that make it impossible to manage the implementation of development together with the public and commercial sectors. From that, there is a need for community empowerment from stakeholders as implemented by the Riau University team who are members of the Matching Fund program in 2022 with local regional BUMDes. The team carried out Capacity Buliding with the aim of providing solutions to problems faced by partners and the community in managing citronella waste or natural resources that were previously only traded in the form of raw materials such as pineapple and other horticulture. The implementation method is carried out qualitatively which is supported by extension activities, socialization, and training. The results of the service have increased skills and knowledge which initially only benefited towards utilization and management. In addition, waste that was previously only disposed of and raw materials that were previously only limited to being traded, now has finished products that are ready to be used independently or even marketed as a hallmark of the creative economy of the service area.Keywords: Devotion; Public; Empowerment

Tujuan penelitian ini adalah untuk menganalisis pelaksanaan pelatihan dan pengembangan sumber daya manusia PT PJB dan PJB Service di Pembangkit Listrik Tenaga Uap (PLTU) Tenayan Kota Pekanbaru dan untuk mengidentifikasi kendala-kendala dalam pelaksanaan pelatihan dan pengembangan sumber daya manusia PT PJB dan PJB Service di Pembangkit Listrik Tenaga Uap (PLTU) Tenayan Kota Pekanbaru. Penelitian ini merupakan penelitian kualitatif dengan pendekatan Fenomenologi bersifat Eksplanatif. Analisis data menggunakan metode analisis data interaktif Miles dan Huberman. Hasil penelitian ini menunjukkan bahwa pelaksanaan pelatihan dan pengembangan sumber daya manusia PT PJB dan PJB Service di Pembangkit Listrik Tenaga Uap (PLTU) Tenayan Kota Pekanbaru baik ditandai dengan PT PJB dan PJB Service PLTU Tenayan berkerja sama dengan PJB Academy dalam pelatihan dan pengembangan karyawan yang kompeten dalam pembangkit listrik. Kemudian, Kesesuaian materi dan metode yang diberikan serta partisipasi karyawan dalam proses pembelajaran yang baik. Kemudian, kendala-kendala dalam pelaksanaan pelatihan dan pengembangan sumber daya manusia PT PJB dan PJB Service di Pembangkit Listrik Tenaga Uap (PLTU) Tenayan Kota Pekanbaru yaitu keterbatasan anggaran, kesulitan dalam penyesuaian jadwal, kurangnya eveluasi dan penilaian efektifitas, dan kesulitan dalam menyesuaikan materi dengan kebutuhan karyawan.

This study aims to analyze the implementation of agile governance in public information management at the Riau Province Communication, Informatics and Statistics Service (Diskominfotik). Agile governance is a governance approach that emphasizes flexibility, responsiveness, and rapid collaboration in providing public services. The research method used is qualitative descriptive with an explanatory approach. Data collection was carried out through observation, interviews, and document studies analyzed using Nvivo 14 software. The results of the study indicate that the implementation of agile governance at Diskominfotik Riau is still faced with a number of obstacles, including limited knowledge and capacity of human resources (HR) in understanding the concept and a bureaucratic structure that does not fully support flexibility. In addition, performance evaluations that are not yet based on quick wins slow down the adaptation process. Nevertheless, Diskominfotik Riau has utilized various digital platforms to provide access to public information, although improvements need to be made in terms of responsiveness and timeliness of service. Recommendations from this study include increasing training for HR, implementing a more flexible governance model, and periodic evaluations based on short-term results. The implementation of agile governance is expected to improve the quality of public services and strengthen public trust in government transparency.

Dalam penelitian ini berfokus pada pengembangan pada media pembelajaran berbentuk aplikasi menggunakan teknologi Augmented Reality. Dikarenakan kurangnya pengaplikasian teknologi untuk pembaruan media saat pembelajaran dan terbatasnya dukungan dalam media pembelajaran IPA terlebih pada materi pengenalan planet dan benda langit yang cocok dengan kemajuan zaman agar menjadikan kebutuhan dikembangkannya media ini. Produk tersebut ialah aplikasi Augmented Reality. Penelitian ini bertujuan untuk mewujudkan media pebelajaran yang cocok digunakan, sehingga bisa dimanfaatkan oleh peserta didik serta guru. Metode yang digunakan dalam penelitian ini ialah R&D (Research & Development) dan dikembangkan dengan model menggunakan model ADDIE (Analysis, Design, Development, Implementation, Evaluation). Subjek pada penelitian adalah peserta didik kelas VI SDN Bendungan Hilir 12 Pagi. Pengujian kelayakan produk dinilai oleh 3 ahli yaitu ahli media, ahli materi, serta pakar Pendidikan. Hasil penilaian kelayakan media Augmented Reality oleh ahli media sejumlah 84%, oleh ahli materi sejumlah 100% serta oleh pakar Pendidikan sejumlah 93.3% . Hasil dari ketiga penilaian tersebut kategori yang diapatkan ialah “Sangat Baik†satau layak digunakan. Serta peserta didik juga menjadi responden pada media melalui uji kelompok besar sebanyak 20 peserta didik dan kelompok kecil sebanyak 10 peserta didik. Hasil dari kedua uji tersebut mendapatkan nilai rata-rata 95.5% dengan kategori “Sangat Baik†atau media layak dan cocok digunakan.

Public service is one of the main roles of the government to meet the needs of its people. The implementation of public services will also adapt according to the needs of the community and develop in line with changes in social life. This makes the government always try to foster motivation in creating effective and efficient services so as to provide convenience for the public. The purpose or research of this is to find out and explain how the implementation of One For Eleven Innovation in Solok City and to know and analyze the inhibiting factors that influence the implementation of One For Eleven innovation seen from product innovation, process innovation, research method innovation, strategy or policy innovation and system innovation . This study uses a qualitative method with a descriptive approach. The results of the One For Eleven innovation research in Solok City based on indicators of innovation are included in an innovation. This innovation is included in product innovation because there is a renewal of service media, including in process innovation where there are differences in service flow. This innovation is also included in the innovation of service methods where changes in service delivery. This innovation includes strategy or policy innovation because it has a vision, mission and goal of forming an innovation from the existing reality. In addition, this innovation is also included in system innovation, namely the existence of novelty in the interaction of implementing actors in managing innovation, but the implementation of innovation and its utilization by the community is not optimal because there are still many prospective brides who do not know about this innovation. The lack of socialization of innovation by implementers to the community so that there are still many people who do not know about this innovation. Then the difference in the domicile of the bride and groom as a requirement in obtaining this innovation has caused not all bride and groom to receive the One For Eleven innovation service. Lack of coordination between implementing agencies causes executors not to understand their duties.

The Rokan IV Koto sub-district has a BUMDes with sound credibility called BUMDes Luberti Jaya and is located in Lubuk Bendahara Timur Village. Village income contributed by BUMDes Luberti Jaya is quite small considering the slow pace of development of each existing business unit. This study aims to identify the governance of BUMDes Luberti Jaya and look at the obstacles that have caused a slowdown in BUMDes Luberti Jaya. Mardiasmo's theory (2018) is used as a theory, namely, good governance with four indicators: transparency, accountability, responsibility and equity. Using qualitative research methods with a descriptive approach. This research shows that BUMDesa Luberti Jaya has not succeeded in increasing village income in Lubuk Bendahara Timur village. This is because BUMDesa Luberti Jaya cannot maximize village income to establish its own village. shows that leadership is a barrier to the implementation of Luberti Jaya's first BUMDes governance. And the second is talking about community participation, it can be seen that the community is not very interested in building BUMDes. Lastly, elements of society do not have the motivation to participate and are less active..

The Government was formed with the intention to build a civilization and maintaining social order system so that people can live their lives reasonably within the context of the life of the State. In the process, the concept of the Government is experiencing a transformation of the paradigm of the Department of State to the orientation of the market (market or public interest), of a strong Government, large and small otoritarian to the orientation and less government, egalitarian and democratic, as well as the transformation of the system of governance of the implementation to desentralistik. The Organization of good governance is the Foundation for the preparation and implementation of the policy of a democratic State in the era of globalization. The phenomenon of democracy is marked by the rise of community control against the conduct of the Government, as in the 56th Government, development and public service. This study examines in a comprehensive manner about the application of the principles of good governance in the service of licensing in the city of Pekanbaru and Dumai, in factors that inhibit and supports the application of good governance in the service of licensing in Dumai. Results of the study found that the public approved the application of the principles of good governance in the service of licensing conducted by the Agency of Integrated Services and capital investment (BPTPM) Dumai. The application of the licensing services in the Agency's Integrated Services and capital investment (BPTPM) have started to Dumai based with good governance, which in practice is still running quite well.

The BLU-E smart card is one of the programs developed by the Indonesian Ministry of Transportation, in this case it aims to facilitate the distribution and issuance of proof of passing periodic motor vehicle tests so that it is fast, efficient, integrated, transparent and reduces data leaks. This research aims to find out and understand how the BLU-e Smart Card is implemented in KIR Services in Pekanbaru City and the supporting and inhibiting factors in the implementation of BLU-e Smart Cards in KIR Services in Pekanbaru City. The theory used in this research is aspects of program implementation according to Jones in Dedi et al. (2017) which is divided into three main indicators, including organizational aspects, interpretation aspects, and implementation or application aspects. The research method used is a qualitative approach with descriptive methods. The data collection techniques in this research are observation, interviews and documentation. The data analysis techniques used are data reduction, data presentation and drawing conclusions. The results obtained in this research are that the implementation of the BLU-e Smart Card in KIR Services in Pekanbaru City is quite good. Where the supporting factors in using the BLU-e smart card at the UPT-PKB of the Pekanbaru City Transportation Service are ease of access, minimal fraud, and transparency of the budget used. The inhibiting factor in using BLU-e smart cards at the UPT-PKB of the Pekanbaru City Transportation Service is that there are still many people who do not understand the use of BLU-e Smart cards and there is a lack of public awareness of the benefits of vehicle fitness testing.

The Online Single Submission Risk Based Approach (OSS RBA) is a program for administering risk-based business licenses which is a refinement of the previous OSS, namely OSS version 1.1 with the aim of simplifying and speeding up the business permit process based on Government Regulation Number 5 of 2021 concerning Implementation of Risk-Based Business Licensing. Purpose of this research is to find out and analyze licensing services through OSS RBA in DPMPTSPTK Kuantan Singingi Regency, as well as obstacles in its implementation. The theoretical concept used by researchers is the theory by Indrajit in Atthahara (2018), namely the elements of Support, Capacity and Value. This research is a qualitative descriptive study. With data analysis including data reduction, data presentation, and generate conclusions. The results in this study indicate that the implementation of OSS RBA has been achieved based on indicators according to Indrajit in Atthahara (2018). However, besides that, the DPMPTSPTK of Kuantan Singingi Regency continues to strive to realize and support the implementation of OSS RBA so that the community/business actors can feel the benefits in business licensing. Direct outreach to the community/business actors is still being carried out to improve community human resources, which have low understanding of, in particular, the OSS RBA in issuing business licenses. the inhibiting factor is the low level of community human resources for the OSS RBA program and inadequate supporting facilities.
