Abstract

ABSTRACTThis study was conducted to describe the implementation of programe in the “electronik Kartu Tanda Penduduk/e-KTP” (electronic civil ID card) in Pemalang regency. The program is motivated by the development of information and communication technologies are adopted into the system of governance in the form of e-government. Implementation of e-KTP is intended to manifest valid demographic data base. So that it can be support the implementation of good governance.To explain the research implementation of e-KTP, then used descriptive qualitative research methods. Subject and object in this study is the Department of Population and Civil Registration Pemalang, Head of Population Registration, Technical Supervisor District, operator services, and society in general. The method of data collection was through interviews and observations with the selection of purposive informants.The study says that the implementation of e-KTP recording in Pemalang can be said is not maximized. Many constraints make the implementation of this program to be blocked, such as a less effective socialization, inadequate recording facility and bad mobilization planning.Recommendations for future research, is needed good socialization, communication, coordination and cooperation between the government and the public, in order to unify the views in the policy implementation process. In addition, the use value of the e-KTP itself should really be utilized for the distribution of welfare of the people and to improve public access to all public services provided by the government.

Abstract

ABSTRACTION On the implementation of legislative general election in 2014, each candidate legislature was expected to maximize his political marketing strategies alone. It was because a political party only gave directions without forming a mass of support for each candidate legislative. In semarang city, PKB experienced inconsistency of the ballot in every convention of legislative election. In 2004 , PKB got 66.337 votes of sending 6 deputy legislative  and in 2009 the ballot of PKB decreased drastically which only got 25.063 votes ( only sent 1 deputy legislative ). The inconsistency of this ballot was caused by the presence of the influence of internal conflicts the party protracted and the implementation of marketing strategy of the political less maximal. Whereas, general election in 2014, PKB experienced an increase in voting became 66.400 and sent 4 vice legislatives. That is why the statement of the problem in this research is “how are the PKB candidates’ political marketing strategies in the legislative general election 2014 espescially in Semarang city? and what are the reasons of the candidate using that political marketing strategies ?This research using qualitative method with type of the research is descriptive analytical because this research is done by interviewing and providing analysis of the ilustration of the indications and the facts in the field. So it can be seen how the strategy of political marketing conducted by legislative candidates PKB of semarang city to face legislative election in 2014.The results of this research show a model of political marketing through the socialization door to door to be one of the main strategies the successful of some legislative candidates PKB in semarang city to obtain the support of a mass. This is because through the socialization door to door, legislative candidates can interact with the society directly, give understanding and instruction to vote the ballot. Then, one of the key victory of PKB legislative candidates semarang city  in legislative general elections 2014 is marketing political by doing socialization door to door and by process of monitoring and evaluating of the successful performance of the team. The process of monitoring and evaluating this performance is in order to marketing team able to maximize the process of political marketing and they don’t move to other legislative candidate. Then, one thing that causes the failure of some legislative candidates PKB semarang city is lack of cooperation and coordination between legislative candidates and lack of the process of supervision of team success.So, it is causing the marketing political less maximal and there are differentiation in the ballot legislative candidates who are in one local election significantly. Hence, in the process of political marketing, each candidate legislature is expected to establish cooperation and coordination with other legislative candidates as well as monitoring and evaluating of the successful performance of the team routinely. The goal is in order to legislative candidates able to minimize competition between legislative candidates in internal political parties and maximize his political marketing strategies in the base of support areaKeywords       : Legislative General Election, Legislative Candidate, Political Marketing Model.

Abstract

ABSTRACTThe birth of the Village Act, namely Law number 6 of 2014 bring changes in the financialmanagement of the village, because the existence of Law of the village each get an extra sourceof income i.e. the village Fund (DD) estimated to be Rp 1.4 billion per year. The Batursarivillage is one of the recipients of the funding of the village as well as a recipient of funds (DD)the highest village in the Regency of Demak. With the income of the village with the sum high,certainly should be managed properly. If financial management of the village are not managedproperly, it will bring up a variety of issues.This research uses qualitative research methods with types of descriptive researchtechniques and data collection through interviews and documentation. The technique ofdetermination of informants in this study using a Purposive Sampling. As for thesubject/informants in this study is the head of the village, the village Secretary, Treasurer of thevillage, and BPD (Chairman) of the village of Batursari.The research indicates that the planning stages in the management of the village Fundthere are decision-making through deliberations undertaken the present hamlets to villages andinvolves elements of society. At this stage of implementation, the village Fund used properly aswell as the existence of the report and accountability for the use of the funds. At the stage ofmonitoring already exercised by the parties – the authorities do so. As for the implications of theexistence of the Village Laws against village fund management i.e. faster satisfy all the needsand wishes of the community, reporting APBDes using an application, its strategic role inescorting the BPD uses of the village Fund. However, the management of the Fund at the villageBatursari village can not be said to be fully transparent and accountable, yet the existence ofincome and expenditure details shapping Fund as well as the realization of the use of funds ofthe village on the information boards that are in the Hall of the village, the village so theGovernment must immediately pinned the financial details on the village Board the villageinformation so that the public is aware of and can supervise the use of the money.Keywords: Laws of the village, the Fund village, financial management

ABSTRACKThe requirement for cheap, safety and comfortable of public transportation are reflection ofsome people’s hope. Semarang City Office of Transportation with Semarang City Government tries topursue people’s dreams, by creating a new transportation modes in Semarang City. BRT (Bus RapidTransit) is a breakthrough in order to achieve people’s expectation on cheap, safety and comfortablepublic transportation service. Therefore it’s necessary to evaluate performance of BRT Trans Semarangpublic service, in order to determine quality of BRT Trans Semarang public service.The population of this research are BRT Trans Semarang public service users, at three corridorthat is operated by providers of BRT Trans Semarang. Main indicators of this research consisted of:physical appearances, reliability ,empathy , security guarantee, and accessbility. Data collectiontechniques of this research used quiestionner that distributed throughout all BRT Trans Semarangcorridor, with number sample of population were 60 respondens.The priorities that must be considered from the result of this research at hygiene and punctualityproblem. Those problems expected to be a concern for increasing BRT Trans Semarang public servicequality. Abstract

 AbstractOne of the things that can be favored by the Semarang District is processed foods made from pumpkin. Although now there are SMEs that can process the pumpkin into other foods such as geplak, chips, Gelek, pumpkin seeds, egg roll and others, SME development also requires rule of Local Government, especially the Department of Cooperatives, SMEs, Trade and Industry in order to develop properly, either through partnerships, funding and even promotion. So that the production of this pumpkin processing SMEs into Regional Competitive Products (PUD) District Semarang. The method used in this study is a qualitative stud. The result shows that the role of the Semarang District Government through the Department of Cooperatives, SMEs, Trade and Industry has been good enough in implementing development through existing programs although in some sectors not yet optimal.

Abstract

Infrastructure development is an important part of an expansion of a regionand country which is the duties and obligations of the center or local government. Ininfrastructure development social aspects should be noticed in order to realize a participatoryand quality development. MRT (Mass Rapid Transit) development policy is a policy to increasethe infrastructure development. This research was a development study which reviewed on howthe perception and participation of the society towards the infrastructure developmentparticularly in MRT (Mass Rapid Transit) development in Lebak Bulus District, South Jakarta.This was a mixed research method between quantitative and qualitative with samplingtechnique using questionnaire, interview and document. Abstract

Deversity often becomes the bases for an  individual or a group to be involved into conflict vertically as well as horizontally due to the idiological or ethnic differences and the difference in perspective between one another. These differences become very fundamental in a conflict. In Indonesia, the country in many different forms ranging from religious to ethnic differences is highly vulnerable to different horizontal conflict. This study uses a qualitative research method which is descriptive in nature, which means that the most important research instrument is the researcher herself. While the object of the study is in accordance with the formulation of the problems that have been described and is focused on parties to the conflict, that is, Agom and Balinuraga villagers, and also the elites in the villages as well as the South Lampung regency administration. One of the ethnic conflicts in Indonesia is an ethnic conflict between Balinese ethnic which is settled in Balinuraga village and Lampungnese ethnic which is settled in Agom village. The two ethnic groups occupy the same territory that is in the South Lampung regency. Small conflicts grew to the largest conflict in October 2012 and resulted in loss of life. The violent conflict that took place on 27 October - 29 October 2012 as the accumulation of small conflicts that often occurred between the two ethnic groups in the study leads to a question, that is, what is really the root cause of the ethnic conflict in South Lampung regency and what efforts are taken by the government as the conflict resolution mediator. The most dominant factor in the cause of inter-ethnic conflict in South Lampung regency after doing research in the field is the lack of space interaction between different ethnic societis. Historical factors when ethnic Balinese society first arrived as transmigration in South Lampung district and placed in an uninhabited area and no native settlements ethnic makes Balinese people a very exclusive and does not mingle with the natives and other ethnicities in the district of South Lampung. South Lampung regency administration has tried well to solve the conflict by acting as a conflict mediator between ethnic Bali and Lampung. Therefore, the Local Government with indigenous organizations that have been formed as MPAL (Assembly of high Indigenous people of Lampung) and FKDM (Forum Early Awareness Society) implements development on an ongoing basis so that the interaction between inter-ethnic keeps running in South Lampung regency and goes well to eliminate prejudice from each ethnic.Keywords: Resolution, Ethnic Conflict, Mediator

ABSTRACTThe purpose this research is to find out how the role of Semarang City Goverment ingiving protection and justies for victims of Domestic Violence ( KDRT ), in which theimplementation of government policy through the Institute of Semarang SERUNI,which stands on the grounds the urgents need for the existence of an integrated servicesystem for women and children victims of gender based violence in the city ofSemarang.The methodology used in this reserch is a qualitative reserch method, because by usingthis method researchers can facus on the actual issues throughh data collection, datapreparation, description of data and data analysis.The results proved that the presence of the Mayor SK 463/A.023 No. Dated February 2,2009 on the establishment of the integrated service team handled in and completedmany benefits such as creating a litigious sosiety. However, there are also obstaacles inthe implementation of programs such as the lack integrated service team and the lack ofinformationin the community about the existence of the institute received SERUNI.Recommendations that writer provide : 1. Program ini juga telah memberikan banyak manfaat antara lain menciptakanmasyarakat yang sadar hukum. Akan tetapi terdapat hambatan-hambatan dalampelaksanaan program tersebut seperti masih kurangnya anggota Tim Pelayanan Terpadudan masih kurangnya informasi yang diterima masyarakat tentang keberadaan LembagaSERUNI.Rekomendasi yang penulis berikan : 1. Penambahan anggota Tim Pelayanan Terpadu.2. Mengatur ulang SK Walikota Nomor 463/A.023 atau menjadikan SK tersebutsebagai Perda.Kata kunci : peran lembaga Seruni selaku pelaksana tugas pendampingan danperlindungan korban KDRT di Kota Semarang

Abstract

As an inpatient health centers have facilities and medical capabilities theinitial reference point and as an organizer of a national health insurance services(JKN) or BPJS kesehatandi Jepara district, health centers and clinics MlonggoKalinyamatan required to always improve the quality of service to meet theexpectations and customer satisfaction. Effort - the government's efforts toimprove the quality of health services for the realization of a prosperous societyby organizing a national health insurance to the public in order to get properhealth care for free. However, despite no health insurance often poor and lessable to keep trouble getting the health care they deserve. This makes the need forevaluation of the quality of services of the National Health Insurance program(JKN) in health centers and community health centers Kalinyamatan Mlonggo.This study is a qualitative research. The data source for this study issecondary data such as data obtained from the results of questionnaires that willbe used as the basis of calculation of Customer Satisfaction Index (CSI). Dataanalysis was performed with Importance-Performance Analysis.Based on respondents' perceptions of service quality indicators of thehealth center Kalinyamatan, it appears that the health center patientsKalinyamatan less satisfied with the quality of service of PuskesmasKalinyamatan. Based on respondents' perceptions of service quality indicators ofthe health center Mlonggo, it appears that the health center patients Mlonggosatisfied with the quality of service of Puskesmas Mlonggo.

Abstract

The development of social movement is increasingly widespread and more complex,especially in Indonesia. Social movement often arise because there is a injustice anddisagreement between one party with another party. That is same way with the resistance ofPegunungan Kendeng society againts Semen Indonesia project in Rembang. The rejectionbased on villagers worried to the impact of factory construction. The purpose of thisresearch is to know the dynamics and the factors that encourage the resistance movement.The research method used in this research is qualitative research method with datacollection technique that is interview, literature study, and documentation. The selectedinformer were actor and Gunem subdistricts society who affected by the construction.The result of this research shown that the dynamics of social movement in Rembang iscomplex and through the stages, start from pra condition stages, legal path stages, postSupreme Court decision stages. Beside that before doing the action, they discuss what wouldthey do during the action.The recommendation that researcher can give to Government and Investors are TheGoverment should be firm when making regulations and should be obey the rule. In otherhand, investor, especially PT Semen Indonesia should invite villagers who affected bycontsruction to their development planning.Keywords: Social Movements, Pegunungan Kendeng
