Abstract

This research describes the institutions that are created in a household in rural communities Giyombong. Giyombong Society which is a local community that still maintain the cultural values of local wisdom in Indonesia, namely in their daily lives to eat foods with ingredients called leye cassava. Institutional patterns embodied in the domestic mutual needs and mutual aid priority in the family. The ability of the community in meeting the food needs driven by natural conditions and residence located in the plateau area with cool weather, making it impossible to grow rice in Giyombong. Giyombong public awareness is a form of local knowledge that can support comprehensive food security and sustainable household to layer. In addition to the pattern embodied in the household, the role of private sector and government is also very important. Purworejo Government through the relevant agencies to consolidate through the extension and provision of cassava seedlings. Abstract

Komunitas Bike To Work Semarang adalah gerakan moral yang lahir dari keprihatinan akankemacetan, pemborosan energi dan meningkatnya polusi. Untuk memenuhi hak-hak para penggunasepeda diperlukan adanya program dan kebijakan dari Pemerintah Kota Semarang yangmengakomodir hak-hak pengendara sepeda dalam menggunakan jalan dan bahu jalan di KotaSemarang. Salah satu kebijakan yang diharapkan oleh pengguna sepeda adalah adanya jalur sepedadi setiap wilayah di Kota Semarang. Tipe penelitian ini adalah deskriptif analitis melalui pendekatan kualitatif, yang dimaksudkanmemberikan gambaran ataupun penjelasan yang tepat mengenai permasalahan yang dihadapi,betujuan membuat deskripsi atas suatu fenomena sosial/alam secara sistematis, faktual dan akurat.Sumber data berasal dari data primer maupun data sekunder. Penetapan informan dilakukan denganteknik purposive sampling, yaitu teknik penentuan sampel dengan pertimbangan tertentu denganmengambil orang-orang yang telah diketahui mempunyai pengetahuan, pengalaman, dan memahamiterkait dinamika kebijakan jalur sepeda di Kota Semarang. Pengumpulan data, peneliti menggunakan4 (tiga) metode, yaitu metode wawancara, observasi, dokumentasi dan studi pustaka. Hasil dari penelitian menunjukan bahwa penerapan kebijakan jalur sepeda oleh PemerintahKota Semarang tidak serius dijalankan. Terbukti adanya Perda Nomor 14 Tahun 2011 yangmerencanakan jalur sepeda tetapi tidak ada anggaran yang dialokasikan untuk penerapannya. Sempatterealisasikan di akhir tahun 2011 tetapi sekarang hilang tak berbekas. Komunitas Bike To Work Semarang terus berupaya dengan berbagai cara agar penerapanjalur sepeda diseriusi oleh pemerintah. Baik dengan mengkampanyekan gerakan bersepeda kepadamasyarakat Kota Semarang maupun mengadakan talk show dengan mengajak pihak pemangkukebijakan. Saran yang diberikan kepada Pemerintah Kota Semarang adalah segera bertindak serius dalam prosespengambilan keputusan tentang penerapan jalur sepeda yang juga mengikutsertakan komunitas danmasyarakat selaku objek kebijakan.

Abstract

This research’s background is widespread use of agricultural land for non-agricultural building activities in Pemalang Regency, especially in South Wanarejan Village, Taman District, Pemalang Regency. It could have an impact on the lack of agricultural land, especially paddy fields is one issue that is closely related to production quantities of rice as the main staple food. This causes a lack of production, which in turn Indonesia to import rice. In this research will describe the amount of paddy fields that has been converted and the role of the Pemalang Regency Government in an effort to control the rate of conversion of existing paddy fields. According to the existing policy, Pemalang Regency Government has issued Regional Regulation No. 3 of 2011 on Spatial Planning, which also related to the control of agricultural land conversion.The research shows low commitment of Pemalang Regency Government enforcement to Regional Regulation No. 3 of 2011 on Pemalang Regency Spatial Planning in 2011 - 2031. This is caused by many obstacle factors such as no operation BKPRD in coordination functions, the lack of public knowledge about the Regional Regulation No. 3 of 2011, weak economic conditions of the Pemalang Regency Government for redressing existing illegal building, and no replacement land for building on inappropriate land according to regional regulations. In this research also shows Pemalang Regency community low involvement in efforts to control the rate of land conversion, even nothing either of the planning, formulation, implementation, as well as to the level of policy evaluation.Keywords: Control, Land Conversion, Role of Government, Community Role

Abstract

Spatial policy of Jakarta is one of the policies that are particularly vulnerable to irregularities in the implementation. Depletion of the presence of green open space to be one proof of how the results of the implementation of spatial policy Jakarta from 1965-1985 Master Plan, General Plan 2005 Spatial and Spatial Planning Jakarta in 2010 it is run with no attention to aspects of green open space which ultimately to date This availability will be in the ratio of 9% of the entire area of Jakarta. Under these conditions, this study aims to determine thecommitment of the Government of Jakarta, including the role of communities in the implementation of development policies Jakarta green open space, which refers to the Jakarta Bylaw No. 1 of 2012 on Spatial Planning Jakarta 2030. The method of this research method qualitative descriptive data. The results of the study refers to the theory of George Edward III shows that the factor of communication, resources, structures birookrasi, and disposition indicates that the implementation of green open space is still not running optimally due to the persistence of the external and internal constraints. ABSTRACT VISIT CENTRAL JAVA PROGRAM IMPLEMENTATION IN 2013 AT CENTRAL JAVA PROVINCIAL CULTURE AND TOURISM OFFICEBy Fendhi Hermawan  Visit Central Java in 2013 designed as an attempt to become the point of cultural revival and tourism central java in Indonesia and the worlds eyes. It was an attempt to accelerate the development of culture and tourism in the province of central java. And targeting tourist visit as many twenty five million local tourist and five hundred thousand foreign tourists. Visit Central Java in 2013 aims to make tourism as a central java acceleration for sustainability development potential, economic, cultural, social, and better known by the people of Indonesia and the world. Visit Central Java in 2013 also aims to realize the vision of central java as a cultural center and a major tourist destination, both for local tourists or foreign tourists. The approach used in this research is descriptive research method with the type of research is a case study, which is an approach that reviewers directed to the case of intensive, in-depth and detailed and comprehensive. With this study means that the researchers tried to describe in detail a phenomenon or situation actually happened on the efforts undertaken by the Government of the Province of Central Java in the course of the Visit Central Java in 2013. These results indicate that the initial target has been specified in the Visit Central Java is 25,500,000 tourists. Both foreign tourists and domestic tourists are expected to visit a tourist attraction and tourism events in Central Java. With details of 25 million people local tourists and 500,000 foreign tourists. Based on these targets visit Central Java program implementation in 2013 has reached or even exceeded the initial target has been declared. In 2013 the number of visitors to various tourist attraction and tourist events as much as 29,818,752 tourists, both foreign tourists and domestic tourists. It has been shown that the initial target of 25.5 million tourists have been achieved even have exceeded the initial target. This amount consists of 29,430,609 domestic tourists as people who exceed the initial target of 25 million people. Although the initial target amount has been reached. However, for the number of visitors from foreign tourists do not reach the initial target of 500,000 people. Abstract

ABSTRACTOne of the Government steps to fulfill the society needs in health sector is by making JKN program. RSUD Muntilan is Magelang Regency hospital that’s classified to be type C hospital which has facilities in medical specialist ability and becomes reference hospital in Magelang Regency and surounding. RSUD Muntilan always tries to give best service for all patients. But, in fact there are complaints from the patients who’s in JKN Program. Those complaints such as service procedures that aren’t flexible and slow respons due to patients needs.This research is done to know the service quality of JKN Program thats given to the in house patients class III in RSUD Muntilan. The indicator for service quality of JKN are reliability, responsiveness, assurance, emphaty, and tangible. This research is descriptive research with quantitative analytical to describe the service quality of JKN. The tecnic used for collecting data used quesioner given to the patients. Data proceed using Importance and Performance Analysis (IPA) which is patients expectation measurement thats linked to hospital service capability. This will be value of IPA used to count the value of analysis satisfaction index (CSI). So we can get the value of patients satisfaction level due to the service quality.The result show the service quality of JKN program that given by RSUD Muntilan Magelang regency is well done. We can know it from the CSI result that show the satisfaction level up to 83,80 %. The indicator with the highest hope level according to the patients is reliability (4,81%) while the indicator lowest hope level is tangible (4,47 %). But in assesment show that reliability has the lowest point among others (4,15). Patients themeselves haven’t gutten satisfied enough with the service especially the fast and exact service and direct service procedure. Based on the compapibility between expectation and the reliability it becomes the major priority in sevice quality improvement.2Key words : Service Quality, National Health Assurance Program (JKN),Reliability, Responsiveness, Assurance, Emphaty, Tangible

Abstract

Poor scholarship program (BSM-SMA/SMK) originated from one of theeducational problems faced by Indonesian nation is still high dropout rates and thelow participation of the poor to education. The purpose of this program is to helpstudents from poor families to obtain educational services, as well as to lower thedropout rate. The purpose of this study is to investigate the implementation of theprogram in SMK Asshodiqiyah BSM-SMA/SMK Semarang and to investigate theimpact of the program. This type of research is a descriptive study. The researchmethod used was qualitative. Informant retrieval technique using purposivesampling technique. Data collection techniques used were interviews anddocument research penilitian Results showed that: (1) The implementation is donein accordance with the provisions contained in the program guidelines issued byKemendikbud BSM-SMA/SMK. However BSM-SMA/SMK programimplementation in the city, especially in vocational Asshodiqiyah can not be saidto be successful because the fund has not been able to improve access to educationfor the poor. Abstract

Human is a social being who needs another people to interact with. Besides that, human grows older through a process. A nation is responsible for its peoples welfare, including the abandoned senior citizens, through a social security program. Social security program is given through a service for the seniors to improve their lives to a more decent one. The objective of the study is to describe how an social improvement program for senior citizens is conducted in Unit Pelayanan Sosial Lanjut Usia (Social Service Unit for Seniors) Wening Wardoyo in Ungaran, Central Java. The house is chosen because of the social conditions in this unit is relatively easy to observe, yet troublesome and it includes sufficient information for the study.The result of the study shows that the program of social welfare improvement for the seniors has been executed well and in accordance with Pedoman Pelaksanaan Peraturan Gubernur Nomor 53 Tahnu 2013 (the manuals of Governors Regulation number 53 year 2013) about organisation and technicals of social department of Central Java Province. Primary as well as secondary needs of the seniors have been fulfilled by the officers patiently and well.In accordance with this program for seniors, the writer recommends the welfare improvement program be conducted consistently as well as the addition to officers with medical backgrounds so that the health service can be conducted in day to day basis.

Abstract

ABSTRACT  In accordance with Law no.32 of 2004 article 126 and further enforced by Government Regulation 19 of 2008, present day camat hold specific roles that are different from what their predecessors had. This research aims to discover the responsibilities and functions of camat after they are made as SKPD as well as the obstacles they have to face while performing assigned tasks.Qualitative descriptive analysis is used in this research, meaning that the study provides descriptions about relevant circumstances and events and/or ongoing processes. Descriptive method is intended as solving mechanism for the observed problems by depicting condition of research subject or object.From this research, it is found that the role of kecamatan officials is to run governmental, developmental, and societal affairs. Moreover, it is also found that factors deemed to have influence on the enforcement of camat's main responsibilities and functions are camat's leadership capacity, facilities and infrastructures, and regional budget. Obstacles that are discovered in this research is brittle relationship between Camat and society which causes misunderstandings in decision making and lack of manpower to effectively run the organization.  Keywords: Camat, SKPD, Authority

Abstract

Jepara district that has a complete tourism potential when compared to other regions. One of the tourist attraction in Jepara is Karimunjawa. This study aims to determine what strategies adopted by the Government in developing the tourism Karimunjawa. And barriers faced by the tourism development efforts. Many reasons why tourism a top priority in terms of development. That is because the tourism industry is related to cross-cutting activities. In addition to generating revenue for the area of goods and services, tourism development is also to create new jobs, boosting labor absorbing growth products. Based on all the tourism potential that can be found in the Marine National Park Karimunjawa, then for utilization can not be done by way of a modest, meaning that the potential is still in need of a tour package.Keywords: Publications, tourists, strategies, governments, development.
