Abstract

This research has a goal to identify the role of Komunitas Sahabat Difabel as a Community-based Organization (CBO) in the fulfillment of employment rights of people with different abilities in Semarang District. How the difable community play its role so that it cann succeed in fighting for the rights of employment of people with different abilities (difable), and also explain the opportunities and obstacle faced by the community. The Difable’s Employments Rights are based on the Central Java Regulation on the Fulfillment of the Rights of Persons with Disabilities. The type of this research is descriptive through a qualitative approach. The source of data comes from primary data derived from the results of in-depth interviews of research informants and secondary data come from the archives and documentation activities. The technique of selecting informants using purposive sampling. The results of the study found that the roles that has been successfully executed are holding job training in cooperation with the government, giving information of a job vacancy and facilitator of recruitment of difable labors with companies, provide marketing facilities of difable products by forming Saung Happy Difabel SMEs, and accompanying labor recruitment process and consultant of the companies when there is a problem of difable labors with the company. Its opportunities are reputation and strategic location of the existing community in the city center in Central Java. While some of the obstacles are the behavior of the difable labors who often become industrial relations disputes, the work conditions incriminating the difable, and the stigma of the business against the ability of people with disabilities. The recommendations for Komunitas Sahabat Difabel are to improve the internal organization including defining tasks and authority within the organizational structure, optimizing empowerment and and creative marketing for Saung Happy Difabel SME, and improve the relationships with external sectors, such as government, private, and other community. Abstract

Based on the data with regard to the hawkers (pedagang kaki lima) in the city of Bandung, a few issues were discovered which currently still are the duties of Bandung government particularly in hawkers rearrangement and relocation along with the infringement behavioural of the hawkers. Starts from those issues, thus the government of Bandung has made a local regulation of Bandung No. 04 year 2011 about hawker’s rearrangement and development. Based on the local regulation, the government of Bandung does relocate the place for business for the hawkers. As it’s written in the article No. 12, the location of the hawkers is divided by three zones, there are: first, red zone is the location that is prohibited for the hawkers; second, yellow zone is the location that can be both opened and closed based on time and place; and the third, green zone is the location that allows for doing business for the hawkers. Because there are still a lot of hawkers who don’t obey the regulation which already is determined and to confirm the orderliness of the hawkers in the city of Bandung, since 1 February 2014 the government of Bandung has been applying a regulation that fines one hundred million rupiahs (Rp. 1.000.000) to the residents who go shopping in the hawkers area. The approach that is used in this research is descriptive with quantitative data analysing along with the data collection methods: questionnaire, observation, documentation, and interview. Population in this research is society (considered as consumers) who are potentially to go shopping at the red zone which is located at Kepatihan area, Bandung. Samples of this research are the societies who are potentially to go shopping at the red zone at Kepatihan area, Bandung. The determination of the sample or the respondent of the questionnaire in this research is using Isaac Michel approach in regards of the population criterion is not able to be known exactly. Sampling in this research is using accidental sampling technique. The results of the analysis of the perception of the society towards forced fee sanctions regulation at Kepatihan area related to the hawkers management in the city of Bandung can be seen in three indicators. First, cognitive indicator shows that the societies know and understand that there is forced fee sanctions regulation with the average score 64.38% which is categorised as high; second, affective indicator shows that the societies who are pleased and agree with the regulation are at average score 68.67%; and the last indicator is conative which shows that the societies feel the regulation has to be applied at Kepatihan area and will have positive impact for the societies with the average score 70.58%. 2 Based on the writer’s research, concluded that the society in the city of Bandung who were the respondents understand, support the regulation of forced fee sanctions which is applied by the government of Bandung that related to the hawkers management at the red zone, particularly at Kepatihan area. The respondents agree with the partition of prohibited zones for the hawkers in Bandung, so that when the perception of the society about the regulation is positive, thus this regulation is effective to be applied in Bandung related to the hawker’s issues. Abstract

The old town area of semarang city often gets the spotlight as one of assets of the inheritance. The old town which is in fact very experienced strategic shift functions, resulting in the death of the area. The efforts made by the Government in Semarang is Program of revitalization as a form of reviving the area, buildings, roads and environment to boost economic activity, social, tourism and culture. The program is part of revitalization strategy and tourism development programme implemented by the Government of the Semarang city. Revitalizing the old town area of semarang is a manifestation of support fully agains preserving tourism and culture while simultaneously empowering potential of Semarang as one of tourism so as to provide a more significant contribution in organizing, development and empowerment of Goverment assets Semarang. This research is a policy studies to analyze how the implementation of the program of revitalizing the old town area as a Tourism area in Semarang City and know the obstacles and factors by using a descriptive qualitative research methods. Descriptive research can be defined as a study that attempted to describe a phenomenon or events systematically. With the techniques of data collection through interviews, documents and observations. The research results obtained stated that in general the success of implementation of policy the old town area Revitalization Program is currently quite good but yet everything is still in the process of developing optimal towards Old Town area as a tourism destination in 2020. There are still some obtacles in doing stages Revitalization due to the implementation of polices, there is some variable that can affect the perfomence of the implementation of the policy. Abstract

ABSTRACTTubanan village is a village with a large number of the population in the district Kembang subdistrict of Jepara. Tubanan village is also famous for its PLTU Tanjung Jati B located in the Tubanan village. Many pros and cons with the existence of the PLTU Tanjung Jati B in the Tubanan village. The problems that occurs is hampered by land acquisition price of the land that does not comply with requests from the public. Of the problems that often occur in Tubanan village, a group of community building Non-Government Organizations (NGO) that aim to help and assist the public role in resolving cases.The purpose of this study to determine the role of Non-Government Organizations (NGO) in community development afterbuilding PLTU Tanjung Jati B in Tubanan village, Kembang districts. The method of this study used a qualitative descriptive approach-analytic.PLTU Tanjung Jati impacts both positive and negative. The community also affected by the environmental damage resulting from the operation PLTU Tanjung Jati B. In the case of course Non-Government Organizations big role and contribute in helping resolve problems that occur. Compagnie is a Non-Government Organization that is still active in the Tubanan village. This Non-Government Organization very active role for the community in solving a case. Besides development helps the community in a new job.The role of Non-Government Organizations in the Tubanan village inactive value. However, the need for improvement in terms of supervision of theNGO. So the need for cooperation by the Non-Government Organizations,community and village government in terms of solving a case.Key words : Non-Government Organization, Community Empowerment.

Abstract

Demokrasi yang kuat dan sehat tidak hanya membutuhkan dunia politik (political society) yang kuat. Tentu saja, penting memiliki partai yang kuat, pemimpin yang kuat, dan pemerintahan yang kuat. Namun, demokrasi juga membutuhkan dunia masyarakat (civil society) yang juga sehat dan kuat. Sebagai salah satu penyangga kekuatan civil society Meski hasilnya belum seimbang sesuai dengan harapan publik. Potensi serta modal sosial jika dapat dimanfaatkan secara maksimal oleh GP Ansor tentu akan memiliki dampak yang amat besar bagi perkembangan kehidupan, baik dari segi sosial, ekonomi, budaya serta politik dalam tubuh Ansor maupun masyarakat secara luas sehingga mampu menjadi penggerak dalam penguatan civil society di Indonesia khususnya di Jepara. Tidak dapat dipungkiri keberadaan GP Ansor selama ini terkesan begitu kental dengan aroma politik. Hal ini memang karena aktivis Ansor banyak terlibat di ranah politik. Aktivis GP Ansor lebih tertarik menjadi politisi ketimbang sebagai penyangga gerakan civil society. Sayangnya, naluri politik tersebut belum berkorelasi positif terhadap usaha-usaha GP Ansor dalam turut memberikan pemahaman dalam membangun iklim demokrasi pada masyarakat.

Abstract

AbstractIndonesian migrant workers are still being a vulnerable group who facing a various problem, beside their contribution for the national budget income. Vulnerability situation became an implication of the unsafe labor migration processes, and also the un-fulfillment of the rights and interests of migrant workers which is being a responsibility of the state. In the age of democratization on Reformation-era, migrant workers issue and problems are being a public attention. Especially for the civil society organization that have a focus on struggle to advocates the rights and interest of Indonesian migrant workers, one of them is Migrant CARE. This research aims to see how the role of Migrant CARE as an entities of civil society in advocating the interests of Indonesian migrant workers in 2014 through 2016, and also to analyze for the supporting and obstacles factors for Migrant CARE in carrying their role.The type of research is qualitative analytical descriptive. Data was obtained from several sources such as primary data and secondary data that used as an instrument of analysis. Data collection techniques used were in-depth interviews, literature/documents study, and observation.The results showed that the role of Migrant CARE as civil society entities in 2014-2016 was effective to build a solutional efforts in advocating the interests of Indonesian migrant workers. This was manifested through the Migrant CARE's performances in their advocacy efforts, from law assistance to policy advocacy, developing a research, as well as empowering migrant workers by encourage the initiative of safe labor migration and sovereignty for migrant workers, through a social movements. Some of the supporting factors for Migrant CARE to carried their role such as the positive image, strategies and goals that were socially accepted, and support in financial and political aspects. Although, there are several obstacles factors such as the government's ray perspective to see migrant worker problems, corruption in the labor migration services, and also internal situation in the Migrant CARE’s organization. Recommendations from this research are addressed to Migrant CARE for giving more attention about their role’s sustainability, other recommendation addressed to Indonesian Government for giving more appreciation and bigger space of involvement to civil societies in policy-making processes.Keywords: Role of Civil Society, Migrant CARE, Migrant Workers

Abstract

The importance of political participation which does not discriminate where people are can be shown in the political participation of the convicts in women’s correctional facility II A Semarang in mayor of Semarang election. The background of this research is the political participation of the convicts in mayor election. Research type that is used is qualitative – analytic descriptive, a method that tells and paraphrases the available data. The purpose of this research is to explain the political participation of the convicts inside and outside the correctional facility in the mayor election based on the facts found during the research. However, with all the limitation, the convicts were willing to participate in the mayor election and understood what political participation was. Limited information did not diminish the enthusiasm of the convicts in the election process. This should be watched by the government in order to equalize the right of the society to get information. Socialization and guidance needs to be given by the government to increase the quality of political participation of the convicts inside the correctional facility. Abstract

Tanning industry is one of the regional potential in Magetan which has existed since the end of the Diponegoro War (± 1830), the tanning industry have helped support the leather industry. But in the years 1960-1970 the tanning industry has declined and nearly died because they were unable to compete with the plastics industry. To cope the situation the Local Government Magetan . UPT Industry Leather and Leather Products Magetan aims to build through the empowerment to the tanners, either through economic empowerment and community empowerment. From this, the researchers will examine what role are being made by UPT Industry Leather and Leather Products Magetan in the empowerment of tanners in Magetan.This study aims to determine the role of UPT Industry Leather and Leather Products Magetan in empowering tanner. This type of research is descriptive qualitative analytic approach and methods used are interviews, literature, documentation, and observation.The results of this study are UPT Industry Leather and Leather Products Magetan can carry out its role properly so as to provide updates to the tanner both economically and socially. Various role of UPT Industry Leather and Leather Products in empowering tanners in Magetan can be seen from the four role that has been played by, among others, (1) Facilitative Roles and Skills, (2) Educational Roles and Skills, (3) Representatif Roles and Skills, and (4) Technical Roles and Skills.Research has been conducted to provide information that the empowerment of tanners in Magetan, UPT Industry Leather and Leather Products Magetan have contributed and perform the duties and functions in accordance with its working area. However, one thing that needs to be underlined is that basically the leather tanning industry needs a regulation that gives special attention to the tanning industry. Therefore, the leather tanning industry is not only focused on the existence of the tanning products but also on the waste produced. Abstract

AbstractGender equality is a study that has long been of concern to the Government of Indonesia. Of the Legislature, there has introduced a quota system as a form of affirmative action for women to be able to occupy the parliament. But on the bureaucracy there is still no consistent effort from the government to help the female civil servants to occupy strategic positions in the bureaucracy. In this study, researchers focused the research in a district result of the expansion that is Lamandau District. This study is focused to see the opportunities of women civil servants in to occupy the structural positions in the Lamandau District and to know what supporting and inhibiting factors.Issues to be discussed here is the opportunity of women civil servants in filling structural possition in Lamandau District Government, Central Borneo. From the background mentioned earlier, the researcher wants to conduct research in order to obtain a deeper understanding of the issue, so that the research methods that will be used by researchers is a qualitative research method with descriptive type.From the results of research in the field, all informants agreed that the opportunities and access to filling the structural possition between men and women civil servants is the same. The imbalance amount of Structural Official based on gender because there is not many women civil servants fulfilling List Sort Ranks (DUK) condition. Supporting factors for structural occupation for a women civil servants is the notion that women are more conscientious, diligent, and tenacious. While the factors that are inhibiting more to reproductive factors, lack of support from family, and the technical factor such as access to Leadership Training places away and the duration of training.That needs to be addressed here is the consistency of government to regulate career civil servants coaching pattern because there isn’t detailed pattern to manage civil servants’ career. Promotion needs to be done such as the possition auction to ensure the continuity of career civil servants. In addition, should be instilled in every women civil servant is the awareness and willingness of women to be able to achieve the highest career in order to produce a gender prespective decisions.Keywords: Gender equality, structural position, career, women civil servants, bureaucratic.
