Abstract

AbstractSustainable forest management is a system of management of the forest resources while preserving the forest as well as attention to social conditions and welfare of the surrounding community or the community itself. In sustainable forest management, promoting maintaining environmental conditions or forest ecosystems such as flora and fauna as well as the water source. In sustainable forest management there are several parties involved in it, which involve Perhutani, social community, LMDH, as well as from external parties. LMDH itself was formed to as a bridge between the aspirations of the community forest with Perhutani. Perhutani act as policy and program makers to be executed in the system of sustainable forest management. Meanwhile, the external function is to provide empowerment training community already programmed by forestry. such as batik traning, snack made, and composting. In the Perhutani sustainable forest management and also LMDH own duty to make people aware of the importance of forest conservation. In order to achieve sustainable forest management need the cooperation of the parties involved so that later Perhutani obtain FSC certification for sustainable forest management. However, there are issues with its implementation faced the impact on the existence of programs that are not or have not been successfully executed. So we need to be able to improve program evaluation that will be made later.Program evaluation is assessing or measuring the extent to which a program or design that can be executed. Or it could mean that the judge or review the programs that have been carried out to find out what deficiencies or constraints of these programs and then find the solution, so that future programs can run on target.This research uses descriptive qualitative research method. The data collection techniques used to study the documentation and interviewing the parties involved, such as LMDH, society, and also Perhutani. LMDH and Perhutani as a key informant while supporting the community as informants.The results of the study explained that Perhutani and LMDH in creating a sustainable forest management system is realized through three aspects of sustainable forest management includes aspects of social management, production management aspects, and aspects of environmental management. As each of these aspects has its own program. That is from the aspect of social governance in the form of skills training programs to the community. socialization importance of forest conservation. from the aspect of environmental management programs will provide outreach to the public awareness of the environment by not using toxic pesticides, replaced with natural pesticides. From the aspect of production management / economics programinvolving the community in the process of forest production, and provide socialization regarding the obligation to use Personal Protective Equipment (PPE) in accordance with SOPs in production.Keywords: LMDH, Sustainable Forest Management, Perhutani, Evaluation

Abstract

Voting behavior in the presidential election is a set of activities to determine thedecision in choosing the president and vice president. In the 2014, the number ofyoungvoters of presidential election were very significant to win the electioninIndonesia, about 20-30% of the total number of voters areyoungvoters. Based onsurvey of Lembaga Survei Nasionalyoungvoters behavior included in thecategory of rational approach. This study to analyze theyoungvotersbehaviorinKendalon Election of President and Vice President using sociological approach,psychological approach, and the approach of rational choice.This research is using quantitative approach with survey method. The samplingtechnique in this studyusing Multi Stage Random Sampling with 100 respondents.This study using a questionnaire to collecting data.The results showed thatyoungvoters is using their voting rights rationally.Beginner voters ignore sociological factors, they ignored age and professionalbackground of presidential candidates, but the education and gender of beginnervoters influence their political choices.Maleyoungvoters tend to choose a matePrabowo-Hatta, while femaleyoungvoters tend to choose Jokowi-Jusuf Kalla.Basedon psychological approaches, candidates figur had larger role than bearerparty. Based on rational approaches,youngvoters believe that president theyhave chosen can alleviate poverty, enforce laws, and improve welfare.For the next researcher who willconduct research on the same topic, researchershope this study can be perfected, by using a triangulation method. Keywords: voting behavior,youngvoters

Abstract

Partisipasi perempuan dalam dunia politik saat ini memiliki peran yang beranekaragam. UU No. 7 Th. 1984 pasal 7 tentang wanita dalam kehidupan politik dan publik bahwa wanita mempunyai hak yang sama dengan pria untuk dipilih dn memilih, berpartisipasi dalam perumusan kebijakan publik pemerintahan dan implementasinya, memegang jabatan dalam pemerintahan dan melaksanakan fungsi pemerintah di semua tingkat, dan berpartisipasi dalam organisasi dan perkumpulan non pemerintahan yang berhubungan dengan kehidupan masyarakat dan politik negara. Penilitian ini bertujuan untuk mengetahui kinerja anggota perempuan DPRD di kab. kendal dalam melaksanakan tugas pokok dan fungsinya sebagai anggota legislatif perempuan di DPRD kab. Kendal dan skripsi ini juga membahas faktor apa saja yang mendukung kinerja anggota legislatif perempuan DPRD kab. Kendal untuk melaksanakan fungsinya.Penilitian ini menggunakan metode deskriptif analitis dengan menggunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, dokumen dan dokumentasi. Penilitian dilakukan di kantor DPRD kendal dan kantor Dinas yang terkait di kab. kendal.Berdasarkan hasil penilitian diketahui bahwa ada 11 anggota perempuan DPRD kab. Kendal yang terdiri dari 3 orang komisi A bidang pemerintah, 4 orang komisi B bidang ekonomi, 1 orang komisi C prasarana, 3 orang komisi D bidang sosial. anggota legislatif perempuan di kab. kendal sudah bekerja dengan baik dalam menjalankan fungsi legislasi, dilihat dari cukup banyak perda inisiatif yang sudah dihasilkan sesuai dengan fokus bidang komisi masing-masing serta kontribusi yang diberikan seperti menyampaikan pendapat/usulan dan melakukan diskusi (rapat) tidak ada regulasi yang lebih tinggi. Untuk menjalankan fungsi keungan kinerja anggota perempuan DPRD kendal sudah baik dilihat dari keaktifan anggota perempuan dalam proses penyusunan APBD pelaksanaan reses, keikutsertaan dalam perencanaan, pembahasan dan penetapan APBD kab. Kendal dan melakukan monitoring dan evaluasi guna mengetahui kegiatan pelaksanaan APBD kendal. Kinerja dalam fungsi pengawasan cukup baik sudah melakukanpengawasan proses reses, mengadakan kunjungan kerja, bekerjasama dengan OPD melakukan survey lapangan dan pengawasaan pelaksanaan APBD. Tapi tidak ada data/dokumen terkait pelaksanaan pengawasaan. Faktor yang mempengaruhi kinerja anggota perempuan DPRD yaitu personal background, political background, penglaman di DPRD, dan lama bekerja di pemerintahan. Anggota aki-laki dan perempuan harus saling mendukung tidak mementingkan kepentingan pribadi dan sudah seharusnya anggota mengupayakan penambahan anggaran.

Abstract

AbstractOptimization of utilization of Tamansari station in order to increase public transportationservices in the city of Salatiga is a variety of efforts made in developing governmenttransportation Salatiga city which until now still not running at maximum. The findings showthat the situation of tamansari station doesn't go Past optimally due to many factors such as (1)a terminal Condition is not in accordance with the conditions of Salatiga, (2) the TransportConditions is overload on certain routes, (3) a very good road conditions but are not offset bythe condition of the terminal itself, (4) The number of staff that are minimal, the quality of thedriver as well as a growing community of low leaving city transport as a means of publictransport. Of the issues the City Government has made numerous attempts, such as: Restrictionson the route permit routes already crowded city transport, standardization, standardization oftransport drivers, as well as the total renovation of the terminal doing Tamansari StationSalatiga. Abstract

Community empowerment in Candirejo Tourism Village is one of the efforts by the village and the government to empower the community through the natural resources and human resources available to manage the tourism potential in Candirejo Village. This has goals to identify the form of community empowerment that has been done in Candirejo village to have an impact on the welfare of the community. The type of research is descriptive analytically through a qualitative approach. Sources of data in this research were obtained from interviews with resource persons and archives or documents relating to research. Sampling technique are using purposive sampling. Data collection techniques that used in this study  are interview, observation, and  documents. This type of research is descriptive analytically through a qualitative approach.Based on the research results can be seen that the tourism potentials in Candirejo tourism village is the potential of nature, the potential of agro tourism, the potential of art and culture, & the potential of home industry. The potential then packaged and managed into a form of community empowerment through a tour package managed by Candirejo Village Cooperative. Potential mapping programs, promotional programs, cooperation programs, and training programs are also underway so that the potential of Candirejo Village is more developed and known. Supporting factors Candirejo village is its potential is still adequate, close to the government, the facilities of the relevant agencies and the participation of the community is classified as active. While the inhibiting factors encountered are still limited funds, limited human resources and weak language in communicating. The existing community empowerment affects the economic and socio-cultural sectors. The impact of the economic sector itself is able to increase the income of the surrounding community and the opening of jobs for the surrounding community in the tourism sector such as local guide, homestay and home industry. Abstract

AbstractThe lack of employment opportunities available in indonesia force indonesia citizens to work abroad. Indonesia workers who work overseas are mostly people who work in the non-formal sector and have limited protection. This is evidenced by the widespread cases of violence againt migrant workers, ranging from violence, rape, until the murder and no salary fulfilled labor during certain period of time. Depart from this, research raised the theme of the role of government in the protection of migrant workers working in foreign affairs and take the province of central java as the subject of research.The researchers in the study would be profound knowledge on how governments running the protection of indonesia migrant workers overseas. Because of thet, the method is applicable in a qualitative a descriptive.Based on the results of the study on the ground, protection is done by city administration through central java by such a process started from recruitment process in which also incude data and skills training, who collaborated with a placement service PPTKI and PJTKI, they stuble when migrant workers to solve the problem, the law of a country as well as the service which guarantees to ensure the safety of hometown. And to practice extortion and oppression against migrant workers aiready pretty much reduced because the enactment of KTKLN that facilitate the collection of migrant workers.Unfortunately, in the administration issued local regulation no further to describe the UU No. 39/2004, and in the future it published the regulation further to ensure security for their labor abroad. Kebijakan Pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) yang dilakukan olehPemerintah berdasarkan Peraturan Menteri Agraria No 1 Tahun 2017 umumnya merupakan suatukegiatan pendaftaran tanah untuk pertama kali yang dilakukan secara serentak yang meliputi semuaobyek pendaftaran tanah yang belum didaftar dalam satu wilayah desa/kelurahan atau nama lainnyayang setingkat dengan itu dalam rangka memberikan jaminan kepastian hukum dan perlindunganhukum hak atas tanah rakyat secara adil dan merata. Adapun judul penelitian ini adalah PolitikKebijakan Pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Badan Pertanahan NasionalKabupaten Banyumas. Metode penelitian yang digunakan dalam penelitian ini adalah pendekatan kualitatif denganteknik analisis deskriptif yang menggambarkan fenomena sesungguhnya dari kejadian di lapangandengan pendekatan teori politik kebijakan publik Brikland. Teknik pengumpulan data yangdigunakan adalah Wawancara, Observasi dan Dokumentasi yang terkait dengan Pendaftaran TanahSistematis Lengkap (PTSL). Politik kebijakan Pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) oleh BadanPertanahan Nasional Kabupaten Banyumas berjalan cukup baik walaupun Pendaftaran Tanah hinggasaat ini masih belum berjalan efektif kelihatannya lebih banyak bersifat formal, sedangkan dalamrealita ternyata tidak semulus yang dibayangkan orang, masih terdapat banyak persoalan problematickepastian hukum kepemilikan atas tanah yang telah bersertifikat hak milik.

Leadership capability is an issue that is essential, therefore the governmentespecially Jakarta administration implemented through a policy regarding the recruitmentof public officials, especially at the office of headman is through Open Selectionheadman at Jakarta in 2013, it is expected that the system can be a solution to the problemof leadership in Indonesia. Leadership capability is so important because it willdemonstrate leadership skills in completing their obligations and rights, in addition to thevery complex problems of society today is a challenge of leadership capability moreoverheadman as street-level bureaucracy. The current leadership is needed not just matters ofa technical nature but also adaptive leadership that can solve the problems thatarise.Susan Zulkifli Jasmine headman who was appointed as the leader of an openselection process to be one example of leadership, capability headman Susan JasminZulkifli in living amid leadership responsibilities and rights as a leader is also a rejectionof his appointment as a headman in Lenteng Agung.This research was conducted with the aim to describe how the headmanLeadership Capability Susan Jasmine Zulkifli associated with leadership theories that arespecialized in the field of leadership capability. From the approach of this study is todescribe and analyze the existing problems in the field that is the rejection of the citizensLentengAgung, then how village chief Susan In Structural, Human resources, Politics andSymbolic accommodate it through its versatility and views of the versatility of the extentto which leadership headman Susan Methods Qualitative research is descriptive. Datatriangulation technique or triangulation of sources used in this study to obtain a morevalid data validity. Sources of primary data obtained through interviews with relevantinformants and secondary data obtained from documents, records, internet, and othersources that are related to this research.Results of this study illustrate that leadership headman Susan Jasmine Zulkifli inthe Village Lenteng Agung General has shown versatility viewed from variousperspectives relating namely structural, human resource, political and symbolic later inview of its capabilities turned out leadership headman Susan has entered a level ofleadership adaptive it is evident from the Village Head Susan capability inaccommodating the conflict. Abstract

This research’s purpose is to identify driving factors of the election of three women candidates in DPRD at the Election of Parliament in Kudus Regency 2014. What makes the three women candidates can be selected from the many women candidates contesting Kudus Regency 2014. The type of research is qualitative descriptive. Depth interview method was used to collect the data toward all the women members of local legislative in Kudus Regency by the result of the Election 2014. Data reduction, data presentation, data conclusion and verification were used for the data processing method. The result of the research affords driving factors of the election of three candidates from the determinant factors: they dominate political asset which facilitate them to develop the network between political elites or to develop their own network, becomes a nomination at the insignificant serial number and strategic region’s election, obtain the supports from people’s trust toward the candidates for the social asset, economics asset to fund the legislative’s nomination, the best selection of the effective strategic issues as a way to convince the voters and incumbent popularity rate to bring up the credibility.Keywords: Driving Factors, Women Candidate, Elected

Abstract

Increasing number of people who have a personal vehicle, but not matched by thedevelopment of an adequate road infrastructure, so that in large citiessuch as Semarang obviouscongestion that resulted in less effective and efficient in doing activities. In general, there are threedimensions that determines the mobility of public transport, namely the dimensions of evaluation ofservices, which will be determined by the user, the dimensions of service performance that is more interms of the owner (operator) public transport, and the dimensions of government policy (regulator ).This study suggests the quality of services Trans Semarang BRT corridor I andII, as both the corridoris a corridor crowded passenger of the other corridors.Methods of data analysis used in this research is to use a qualitative method with purposivesampling. In this research, data collection techniques used were observation or observation, interviewand documentation. The location of research is shelter in the corridors I and II.In this study covers two related, namely, the BRT Trans Semarang infrastructure and qualityof service on the corridor I and II. The discussion surrounding infrastructure on fleet size, condition ofthe fleet, the number of shelters and shelter conditions in the corridor I and II. Discussion on thequality of services includes about speed, convenience's security, and affordability of access to shelterandtravel expenses to be paid passengers.Conclusion The study shows First, the quality of service on the BRT Trans Semarang both interms of infrastructure as well as managing the BRT is good that the indicator can be seen from thenumber of fleets, accessto shelter, and concierge services. In addition, the number of passengers in thecorridor I and II increased. Second, On the condition of shelter BRT corridor I and II both in terms ofthe conditions of service and personnel, passengers give positive feedback. Only in rush hour full stopso that passengers crowded, so it needs the expansion of shelter in dense areas of passengers. As forequalization shelter in the corridor I and II has been uneven, which makes passenger access easier touse BRT.Keywords:Corridor, BRT Trans Semarang, Quality Service, Shelter.
