Abstract

Currently, 70% of the composition of Indonesia Financial Service Authority (OJK) employees are millennials, therefore OJK has an interest in maintaining the commitment of these millennial employees to maintain OJK performance in the future. The purpose of this research is to develop HR management scenarios to increase the commitment of OJK millennial employees, which is preceded by a study on the effect of the generation gap, organizational culture, employee engagement, and location fit on organizational commitment using the Mann- Whitney test, PLS-SEM, and scenario planning. The results of the Mann-Whitney test show that currently there is a generation gap at OJK, further results from the PLS-SEM show that the generation gap, organizational culture, and employee engagement have a significant effect on organizational commitment, including the mediating effect of employee engagement and the moderating effect of location fit according to organizational commitment show the same result. Based on the test results, an HR management strategy was developed to increase the commitment of OJK millennial employees by using a scenario planning millennial approach in four scenarios: optimal, aggressive, selective, and minimal.

Abstract

Startups, as rapidly growing and dynamic organizations, face unique challenges in managing human resources, especially regarding generational diversity and the need for work flexibility. In this regard, the adoption of flexible working arrangements and women’s leadership are crucial elements thought to enhance employee performance. This study collected data through a questionnaire with 140 respondents. A quantitative method with descriptive analysis was used to depict the questionnaire data filled out by respondents and Structural Equation Modelling (SEM-PLS) was applied to analyse the relationships among the variables studied. This research examines the influence of women’s leadership and flexible working arrangements on employee performance while positioning a multigenerational workforce as a moderating factor within the proposed relationships. The results demonstrate that both women’s leadership and flexible working arrangements (FWA) each exert a positive influence on employee performance. Multigenerational does not moderate the relationship between women’s leadership and performance, indicating that leadership qualities such as inclusiveness, empathy and collaboration are broadly valued across generations. In contrast, multigenerational moderates flexible working arrangements on employee performance, highlighting the role of work flexibility in accommodating differing expectations and work preferences among employees from various generational backgrounds.

Abstract

The Indonesian government has set a target for State-Owned Enterprises (SOEs) to achieve a risk management maturity level of 4.2 out of 5 by 2024. This objective is especially crucial following the consolidation of BRI, Pegadaian, and PNM into the Ultra Micro SOEs Holding. The integration process introduces new risks that require robust governance and control mechanisms. This study investigates how key risk management components namely governance, frameworks, processes, and internal controls contribute to strengthening risk management maturity in the Ultra Micro holding structure. Using Structural Equation Modelling (SEM), the research explores complex interrelations among these elements based on survey data from 644 respondents across the three SOEs. The findings confirm that most variables significantly influence one another and collectively support a sound model for maturity enhancement. However, the study also uncovers two statistically insignificant relationships: between the framework and the process, and between the process and overall maturity. These anomalies indicate the potential presence of mediating variables or implementation gaps that reduce the practical effectiveness of formal structures. The study concludes that a strong foundation in governance and internal control can meaningfully support risk maturity, but effective process execution may require further contextual and operational alignment. These results offer strategic insights for improving risk practices in SOEs and emphasize the need for future research to investigate hidden dynamics that may affect risk maturity outcomes.

Abstract

The dynamics of global business are highly developed along with technological advances. This also happens to state-owned enterprises which are then merged into Ultra Micro (UMi) holding consisting of PT Bank Rakyat Indonesia Tbk (BRI), PT Pegadaian, and PT Permodalan Nasional Madani (PNM). For this reason, it is necessary to have the right strategy to improve risk management maturity in this UMi holding. The research used the Analytic Hierarchy Process (AHP) approach. This research methodology is descriptive-analytical, with the aim of describing and analysing the factors that influence risk management in ultra-micro holding, as well as identifying the best alternative strategies based on the comparison of relevant criteria. The questionnaire was distributed to 16 respondents consisting of experts (lecturers, Financial Services Authority (OJK), Bank Indonesia (BI), BRI, PT Pegadaian, and PNM. These findings indicate that based on the priority of the most impactful factor is Leadership, the actor is Holding BOD, the goal is Improved leadership quality and holding risk culture, while the alternative strategy Evaluate and improve the holding's integration plan (HR, operational and business) including risk management aspects. This finding shows that leadership is very important in the process of margers and acquisitions in order to improve risk management maturity. This research contributes to achieving Sustainable Development Goals (SDGs), particularly SDG 1 (No Poverty), SDG 8 (Decent Work and Economic Growth), and SDG 16 (Strong Institutions) by developing AHP-based strategies for improving risk management maturity in ultra-micro SOE holding companies, thereby enhancing their capacity to support inclusive economic development.

Abstract

In the digital economy, innovation is a strategic imperative for sustaining organizational competitiveness, with employees’ innovative work behavior serving as a crucial micro-level foundation. Accelerated technological change and skill disruption have intensified the need for systematic digital talent development. Despite increasing scholarly attention to digital talent management, empirical research remains limited in explaining how digital talent development interacts with digital leadership, digital competence, and digital culture to shape innovative work behavior. This study addresses this gap by examining the structural relationships among these digital enablers within the context of digital transformation in the telecommunications industry. This study adopts a quantitative approach using survey data collected from 189 certified digital talents across PT Telkom Indonesia. Structural Equation Modeling–Partial Least Squares was employed to test the hypothesized relationships and mediating mechanisms. The results demonstrate that digital talent development influences innovative work behavior through an integrated mediating mechanism involving digital leadership, digital competence, and digital culture. This study advances the digital transformation literature by clarifying the systemic role of organizational enablers in translating digital talent investments into employee-level innovation. It emphasizes the necessity of aligning talent development with leadership capability, competency, and cultural reinforcement to support sustainable innovation in digitally transforming organizations.

Abstract

Background: This research is important because although the literature on mergers and acquisitions (M&A) has developed significantly at the global level, most of it still focuses on private and multinational companies in developed countries, while studies on state-owned enterprises (SOEs) in the ultra-micro sector in developing countries, including Indonesia, are still very limited. However, the post-merger integration (PMI) process is a crucial factor in determining the success of M&A, and existing research remains fragmented between financial, structural, and sociocultural perspectives. In the Indonesian context, the formation of the Ultra-Micro Holding Company (HUM), involving BRI, Pegadaian, and PNM, plays a strategic role in expanding financial inclusion, strengthening access to financing for SMEs, and improving SOE efficiency. Therefore, a systematic review of M&A integration in ultra-micro SOEs not only contributes theoretically to the development of management science and public policy but also has practical implications for regulators and management in ensuring the success of such policies.Purpose: This study focuses on the application of mergers and acquisitions with a Systematic Literature Review (SLR) of previous studies, where mergers and acquisitions are an organized and flexible process used to deal with problematic situations that require corrective measures.Design/methodology/approach: This study used a qualitative approach through a systematic literature review (SLR) using the PRISMA approach. Conclusion: The results of this review show that M&A research is still dominated by the context of private and multinational companies in developed countries, while studies on ultra-micro SOEs in Indonesia are very limited. A systematic analysis underscores the importance of managerial factors, communication, and sociocultural aspects in the success of post-merger integration (PMI). However, previous research is theoretically fragmented and methodologically limited. Thus, this study highlights a research gap that necessitates further in-depth examination of M&A integration strategies in ultra-micro SOEs in developing countries.Originality/value (State of the art): This study makes an original contribution through an innovative combination of Mergers and Acquisitions with a Systematic Literature Review (SLR) in the context of state-owned enterprise (SOE) holding companies in Indonesia. Using the PRISMA approach, this study provides an in-depth analysis of the formation of ultra-micro holding companies involving the integration of three major financial institutions. The multidimensional analytical framework developed encompasses research trends, impact evaluation, success factors, model comparisons, policy evaluation, and risk analysis, providing a holistic understanding of SOE transformation through the formation of holding companies. Practically and theoretically, this study provides a framework for practitioners and fills a gap in the literature on SOE transformation studies in developing countries.
