Abstract

Latar Belakang: Emergency drill merupakan kegiatan untuk melatih keterampilan serta kesigapan crew kapal pada saat penanganan keadaan darurat. Penerapan kegiatan tersebut mengacu pada peraturan internasional SOLAS 1974 (Safety of Life at Sea), dan peraturan internasional lainnya. Tujuan: Penelitian ini akan menjelaskan tentang pentingnya emergency drill untuk kesigapan awak kapal pada saat penanganan keadaan darurat diatas kapal MT. Swordfish. Penelitian ini dilaksanakan dengan tujuan untuk mengetahui penerapan emergency drill untuk crew mengacu pada peraturan internasional SOLAS 1974 (Safety of Life at Sea), dan peraturan internasional lainnya. Serta untuk mengetahui faktor penghambat penerapan emergency drill dalam upaya persiapan menangani keadaan darurat. Metode: Penelitian ini menggunakan jenis pendekatan kualitatif. Data primer diperoleh peneliti dengan melakukan observasi dan wawancara ketika berada di kapal. Sedangkan, data sekunder diperoleh peneliti dari beberapa dokumentasi dan peraturan pada konvensi internasional yaitu SOLAS 1974 sebagai penunjang referensi. Hasil: Hasil penelitian ini menunjukkan bahwa penerapan latihan keadaan darurat diatas kapal MT. Swordfish masih terlihat dibeberapa aspek belum sesuai dengan peraturan internasional yang ditetapkan oleh International Maritime Organization (IMO) seperti SOLAS 1974 (Safety of Life at Sea) dan peraturan internasional lainnya. Hal tersebut disebabkan karena adanya faktor penghambat diantaranya yaitu kesadaran dan latar belakang pendidikan crew yang berbeda, waktu pelaksanaan yang kurang, belum diadakannya safety meeting secara rutin dan miskomunikasi antara pihak kapal dan pihak darat. Kesimpulan: Maka dari itu, pihak-pihak terkait perlu mengambil langkah tegas dan solutif. Perlunya diadakan safety meeting secara rutin serta efisiensi waktu agar dialokasikan untuk penerapan latihan keadaan darurat. Hal tersebut bertujuan sebagai upaya persiapan menangani keadaan darurat diatas kapal.

Abstract

This research aims to analyze the factors that cause overflow in the fuel oil purifier system and to identify measures that can be taken to address this issue using the Failure Mode and Effect Analysis (FMEA) method. Overflow in the fuel oil purifier can disrupt the fuel purification process, which is crucial for engine performance. Therefore, understanding the causes and appropriate solutions is essential. The analysis results indicate that the factors causing overflow include leakage or wear of vital components such as O-rings, gravity discs, belts, bowls, main seal rings, ball bearings, nozzles, and pilot valves, as well as improper installation of components or blockages due to debris obstructing the flow. Overflow can be managed through regular inspections of components prone to wear or damage, routine cleaning of components that are susceptible to clogging, and continuous monitoring and calibration of the system to ensure the purifier operates optimally. By implementing these measures, the fuel oil purifier system is expected to function efficiently, reduce the risk of overflow, and enhance the reliability of the fuel purification process.

Abstract

Penelitian ini bertujuan untuk memahami bagaimana tingkat kevakuman memengaruhi produksi air tawar pada Fresh Water Generator (FWG) tipe Sondex SFD23/35 di kapal MT. Savir Lion. FWG merupakan mesin penting di kapal karena menyediakan air tawar untuk kebutuhan sehari-hari, baik untuk akomodasi maupun untuk keperluan ruang mesin. Selama penulis melaksanakan praktek berlayar, produksi air tawar mengalami penurunan yang cukup besar—dari kapasitas normal 10–15 ton per hari menjadi sekitar 5 ton per hari. Kondisi ini menimbulkan kendala dalam pemenuhan kebutuhan air di kapal. Penelitian ini menggunakan metode deskriptif kualitatif melalui observasi langsung, wawancara dengan masinis yang bertanggung jawab, serta peninjauan dokumen operasional FWG. Hasil penelitian menunjukkan bahwa penurunan kevakuman terutama disebabkan oleh melemahnya tekanan pada ejector pump, kerusakan pada air ejector, penyumbatan pada jalur kondensor, serta penumpukan kerak pada plate evaporator. Setelah dilakukan perawatan seperti pembersihan plate, perbaikan sistem pemipaan, dan penggantian air ejector, tingkat kevakuman kembali meningkat dan produksi air tawar pulih ke kondisi normal. Secara keseluruhan, penelitian ini menegaskan bahwa tingkat kevakuman merupakan faktor utama yang menentukan efisiensi proses penguapan di dalam FWG. Semakin stabil dan kuat kevakumannya, semakin optimal produksi air tawar yang dihasilkan. Oleh karena itu, perawatan rutin, pemeriksaan berkala, dan pemantauan tekanan sistem sangat diperlukan untuk memastikan FWG dapat beroperasi dengan baik selama pelayaran.

Abstract

Ship document services in the context of agency services play a crucial role in maintaining the continuity of ship operations in accordance with the standards set by the International Maritime Organization (IMO). Agent services are responsible for providing various document services that support ship operational activities, starting from the arrival process, maintenance, to ship departure, in accordance with IMO standards. Explaining that quantitative research is a type of research that uses numbers as a means to carry out data analysis. In its application, the figures are analyzed using statistical methods to obtain more measurable and objective information. So that the researcher can identify the influences or relationships that exist in the data, allowing for more quantitative interpretation and generalization to a wider population. So by applying a quantitative approach, the author realizes the aim of validating and measuring the extent to which the y variable in improving port security as an attachment variable can be known and answered. A total of 30 respondents filled out a 2-material questionnaire, each of which contained 9 questions regarding document services and 9 questions regarding agency operations. Filling in the questionnaire is carried out by the ship's crew using agency services at PT. Samudera Makmur Agency Cilacap branch 1. Document services (X) are partially very influential because they have a positive and significant probability of agency performance (Y). Has a positive and significant influence with a regression coefficient of ???? 6.312+0.862X The linear regression equation shows that increasing the level of document service on agency performance at PT. Samudera Makmur Agensi is 0.862 2. Based on the results of the coefficient of determination test to determine the amount of influence exerted by variables X and Y, it is found that the R square value is 0.859 or 85%. This shows the magnitude of the positive influence of the implementation of document services on agency performance..

Abstract

Siltation of shipping channels is a problem that can increase shipping safety and security risks and hinder economic activities. One of the causes of siltation is sedimentation, which is the process of deposition solid particles in the form of sand and rocks so that it requires regular maintenance. Especially in the Perak River shipping channel that has occurred quite significantly over the past few years and there has been no dredging until now. The occurrence of sedimentation has a great impact on the operational activities of shipyard companies located along the Perak River shipping channel. The purpose of this study is to find out what are the impacts caused by the sedimentation of the Perak River on shipyard operations. This type of research is a Quantitative research using the SPSS application. The sample of this research is an employee at the shipyard company PT. Dumas Tanjung Perak Shipyard and Pelni Surya Shipyard. In this study, a simple linear regression data analysis technique was used, then the result of the equation Y = 5.943 + 1.112X was obtained. The results of this study show that the impact of sedimentation of shipping channels has a positive and significant effect on shipyard operations. The impact of siltation such as a reduction in the number and size of vessels that can pass through the channel and also increased operational costs for shipyard companies and ship owners due to process delays when waiting for the waters to be independent in the highest tide conditions.

Abstract

Safety and lifesaving at sea are vital in ship operations, particularly on tankers facing high risks of fires, explosions, collisions, and sinking. To mitigate these risks, implementing continuous safety training per international regulations is crucial. This study aims to evaluate and establish the continuity of safety and lifesaving training on the MT. Jayne-I tanker (owned by PT. Bumi Shipping), aligning it with international standards like SOLAS 1974. This study utilized a qualitative descriptive method. Data was collected through direct onboard observation, crew interviews, and the examination of ship safety documents, including muster lists and emergency procedures. Results indicate that while safety and lifesaving training on the MT. Jayne-I is conducted routinely, it remains suboptimal. Key obstacles include the crew's low awareness regarding the importance of safety training, inadequate proficiency with safety equipment, and a tendency for exercises to be formalistic rather than simulating actual emergencies. Additionally, the ship's demanding operational schedule negatively impacts training continuity. In conclusion, improving the effectiveness and continuity of safety training on the MT. Jayne-I is essential. This requires highly disciplined, meticulously planned exercises adhering strictly to SOLAS 1974, STCW 1978, and the ISM Code. By enhancing training quality, the crew will be better prepared and skilled in handling emergencies, ultimately ensuring the safety of lives, the vessel, its cargo, and the marine environment.

Abstract

Sektor kemaritiman Indonesia secara konsisten berupaya mengintegrasikan inovasi teknologi informasi guna menciptakan tata kelola kepelabuhanan yang lebih efisien. Sejalan dengan hal tersebut, penelitian ini bertujuan untuk menganalisis proses digitalisasi administrasi kapal nelayan lokal melalui implementasi sistem E-Pas Kecil di Kantor Kesyahbandaran dan Otoritas Pelabuhan (KSOP) Kelas II Gresik. Fokus utama penelitian ini adalah pada transformasi mekanisme pelayanan publik serta identifikasi manfaat maupun tantangan penerapannya di lapangan. Penelitian ini menggunakan metode deskriptif kualitatif. Pengumpulan data dilakukan melalui observasi alur pelayanan, wawancara mendalam bersama petugas KSOP dan nelayan lokal pemilik kapal bertonase kotor (Gross Tonnage) kurang dari 7, serta didukung oleh kajian dokumentasi. Hasil penelitian menunjukkan bahwa penerapan E-Pas Kecil telah mengubah mekanisme pelayanan dari sistem manual yang bergantung pada dokumen fisik, menjadi sistem elektronik yang terstruktur, terintegrasi, dan terdokumentasi secara digital. Transformasi ini berdampak positif dalam meningkatkan keteraturan birokrasi, menjamin akurasi dan keamanan arsip data kapal, serta mempermudah pengawasan administrasi. Bagi pengguna jasa, sistem ini memberikan kemudahan prosedur secara daring dan kepraktisan dokumen berupa kartu tahan air. Di sisi lain, implementasi sistem masih dihadapkan pada tantangan nyata, yakni keterbatasan literasi digital nelayan, kendala stabilitas jaringan internet pesisir, dan budaya pelayanan manual yang masih kuat. Kesimpulannya, digitalisasi E-Pas Kecil di KSOP Kelas II Gresik mencerminkan wujud modernisasi layanan publik yang keberhasilannya sangat dipengaruhi oleh kesiapan sumber daya manusia penggunanya serta keandalan infrastruktur pendukung.

Abstract

 The quality of digital system services in the ship clearance process is closely related to the work effectiveness of shipping agency companies. The advancement of port operational services is influenced by the system’s ability to provide convenience, speed, accuracy, and service integration for users. The system used in the ship clearance process must be able to meet user needs and support inter-agency coordination so that ship services can operate more effectively and efficiently. This study aims to analyze the performance level and the level of user importance regarding the implementation of the Single Submission Pengangkut System in the ship clearance process at PT Trans Cakrawala Perkasa. The research employed a descriptive quantitative approach with a sample of 30 respondents consisting of ship agents involved in the clearance process. Data were collected through questionnaires, observations, and literature studies. The data were analyzed using validity tests, reliability tests, conformity level analysis, and the Importance Performance Analysis (IPA) method. The results indicate that the SSM Pengangkut System has made a positive contribution to accelerating document processing, facilitating system usage, increasing work productivity, and supporting coordination among related agencies. Based on the IPA Cartesian diagram, one indicator was identified as a priority for improvement, while other indicators were categorized as maintain performance, low priority, and high performance with lower importance levels. Overall, the implementation of the Single Submission Pengangkut System has been running quite well; however, continuous evaluation and improvement are still needed to optimize the ship clearance process further.
