Abstract

To build and develop the air force power to ensure preparedness in defending the country's sovereignty, currently the Indonesian government through the Ministry of Defense is procuring many new defense equipment for the Indonesian Air Force. In preparing the mandate of the new defense equipment, personnel with the ability and expertise are needed to be able to mann, operate, and maintain new equipment. For the preparation of these personnel, one of them was carried out at Wingdik 600/Debriefing which carried out education for the debriefing of personnel as one of the supporting components in the information of new defense equipment in the field of maintenance. In the implementation of education to produce personnel to support existing defense equipment with the Instructional System Development (ISD) education method. ISD directs students to gain the experience and expertise needed to carry out tasks by providing the knowledge, abilities, and expertise needed to carry out tasks. The implementation of ISD education held in Wingdik 600/Briefing is carried out using 10 educational components as guidelines in the implementation of education held. From the results of interviews with informants and also from secondary data, it was obtained that the implementation of education with ISD still needs to be improved by fulfilling educational components in the form of curriculum, teaching packages, instructors, education personnel, students, alin/alongin, teaching methods, educational evaluation, educational facilities and budgets. To obtain educational results that are in accordance with the needs of the Indonesian Air Force, to become a respected Indonesian Air Force, personnel who have abilities and expertise in accordance with their field of duty and are able to navigate the available defense equipment well.

Abstract

This research analyzes the political perceptions of faction members in the Garut Regency Regional House of Representatives (DPRD) regarding the formation of Southern Garut Regency. Findings indicate broad support for the expansion, motivated by the need to enhance public services, accelerate development, and improve community welfare in the southern region. Despite this, some factions express skepticism, emphasizing the necessity for in-depth studies and administrative readiness. Utilizing political perception theory, the study explores how DPRD members form their views based on information and interpret their political and social contexts. The research also highlights theoretical limitations, such as insufficient consideration of broader power dynamics and structural influences, including central government policies and local economic interests. These findings underscore the need for further theoretical development to comprehensively capture the complexities of the regional expansion process.

Abstract

The practice of handing out money before voting or dawn raids is still the choice of some legislative candidates to gain votes from citizens. Dawn attacks as a practice of money politics are an act of malpractice that can damage the democratic essence of holding general elections, because dawn attacks use money as a reciprocal tool to buy votes. This research uses qualitative methods, data is obtained from various literature, such as media, books, journals and reports related to the phenomenon of dawn attacks in the implementation of post-reform elections. The data obtained was then validated using source triangulation techniques. This research sees that several political actors who are running in the election are still carrying out dawn attacks as a political step to gain victory, however dawn attacks which are a form of money politics endanger democratic values in Indonesia, because they involve vote buying. With the dawn attacks activity, voters followed the political games of elites who only cared about getting votes without put on their capacity and capability. Once the elite who use dawn attacks are elected, then they are will be not paying attention to the public interest, corruption will continue to occur and the policies made will not be in favor of the public interest.

Abstract

Islamic Populism has become a hot discussion in Indonesia after the emergence of the Ahok Phenomenon in the DKI Jakarta Election 2017. At that time, the period of Islamic populism which was disappointed with the system because it had created inequality vented his disappointment in a series of Islamic Defending I, II and III. The phenomenon of Islamic populism movements does not only occur in Jakarta, discussions of Islamic populism also develop in the constellation of the 2018 West Java Governor Election. One of the pairs of candidates who allegedly used the wave of Islamic populism was Sudrajat and Ahmad Syaikhu (Asyik). The pair carried by Gerindra and PKS benefited from getting a vote of Islamic populism because the Asyik bearer party was a party that got the image as a pro-Muslim party. But unfortunately this advantage has not been consolidated massively. 2019 hashtag presidential test taken by the Asyik pair in the second debate in the West Java Pilgub is believed to be one of the efforts to consolidate support for Islamic populism. In this paper, we will analyze how the strategy of the Fun couple to consolidate support from the previous period of Islamic populism in the case of the DKI Jakarta Pilkada, the period of Islamic populism in the ranks of Gerindra and PKS as the ruling opposition.

Abstract

Greenpeace Indonesia looking for Wilmar International as actor for making deforestation.. Greenpeace Indonesia pressured Wilmar International to commit to implementing their No Deforestation, No Peat, No Exploitation (NDPE) policy through the establishment of a transnational advocacy network to make enough power to put pressure on Wilmar International. Through this method, Greenpeace Indonesia succeeded in making Wilmar International pressured and changed its behavior. This research analyzes how Greenpeace Indonesia's strategy in forming transnational advocacy networks so that the network suppresses and monitors the behavior of target actor through the Keck & Sikkink Transnational Advocacy Network theory. Researchers used qualitative methods with a case study approach. Data collection comes from primary and secondary data and data collection through literature studies from books, journals and articles. The results of this study indicate that Greenpeace Indonesia is very optimal in carrying out Information Politics and Leverage Politics strategies. Greenpeace Indonesia has creative and confrontational methods in implementing the Symbolic Politics strategy. But the weakness of this strategy is that Greenpeace Indonesia seems to be exclusive in carrying out its actions by other environmental NGOs, especially domestic-based environmental NGOs. The weaknesses of these four strategies are Accountability Politics where Greenpeace Indonesia does not have the commitment of Wilmar International which has binding legal force.

Abstract

Industri pertahanan menjadi salah satu agenda penting dan menjadi perhatian, dimulai pada saat kabinet Indonesia Bersatu I dibawah Presiden Susilo Bambang Yudhoyono dan menjadikannya sebagai prioritas pembangunan dan memberi peluang besar bagi keterlibatan pihak swasta dalam kegiatan industri pertahanan salah satunya melalui agenda kerja sama yang dijalin oleh Indonesia dengan Australia dalam satu agenda dialog Indonesia – Australia Defense Security Dialogue (IADSD) yang telah dijalin dan disahkan oleh Lombok Treaty pada tahun 2006, yang mana Indonesia dalam hal ini memiliki kepentingan untuk meningkatkan kapabilitas serta kemandirian Industri pertahanan nasional. Maka dari itu penelitiaan ini memiliki tujuan untuk mencari permasalahan agar mencapai tujuan penelitiaan, dengan menggunakan konsep Military Industrial Complex (MIC) dan juga teori Iron Triangle. Hubungan tersebut terkait pada kontribusi politik, persetujuan politik akan belanja militer, lobi-lobi untuk mendukung birokrasi, dan industri. Ketiga badan tersebut, yang pada saat ini lebih sering disebut kongres/parlemen, departemen pertahanan, dan industri pertahanan, kemudian disebut sebagai segitiga besi pertahanan. Yang mana keterlibatan tersebut dikerucutkan Kembali kepada focus matra darat dalam pelaksanaannya ini, PT. Pindad dan juga end-user Tentara Nasional Indoensia Angkatan Darat (TNI AD) demi mengurangi ketergantuangan pada produk luar dan lebih meningkatkan kemandirian industry pertahanan nasional.

Abstract

Penelitian ini akan menganalisis strategi Partai Golkar dalam pemilu 2024 dengan studi kasus Airin Rachmi Diany di dapil Banten III. Dalam meneliti isu ini, peneliti menggunakan teori pembauran pemasaran politik 4P yang dikemukakan oleh Niffeneger, yaitu produk, promosi, harga, dan tempat. Selain itu, peneliti juga menggunakan metode penelitian kualitatif, dengan teknik wawancara dengan mewawancarai beberapa narasumber serta dikuatkan studi literatur dan teknik analisis dokumen untuk menganalisis strategi partai Golkar. Peneliti menemukan bahwa terdapat berbagai faktor yang membuat Partai Golkar dan Airin mendapatkan suara yang besar dan mendapatkan kursi tambahan pada dapil ini. Faktor-faktor tersebut adalah terdapat platform partai yang sejalan dengan karakteristik dan citra Airin. Kemudian citra Airin yang memiliki prestasi sebagai Walikota Tangerang Selatan sehingga mampu melakukan metode kampanye dengan pendekatan yang sesuai dengan budaya masyarakat Tangerang Raya. Airin juga memiliki logistik, seperti ekonomi, kekuatan keluarga, dukungan dari Golkar, dan citra yang cukup dalam menunjang kampanye. Terakhir adalah pemilihan dapil yang sesuai dengan basis suara Golkar yang sudah kuat di daerah Banten sehingga dapat memuluskan langkah Golkar serta Airin dalam Pemilu 2024.

Abstract

Dalam hubungan sipil-militer pada suatu negara demokrasi itu harus memiliki faktor keseimbangan kekuatan antara instrumen militer dengan instrumen non-militer. Indonesia sendiri tentunya memiliki sejarah perjalanan reformasi militer yang cukup panjang dan penuh akan hambatan berat, yang sumbernya itu sendiri biasanya berasal dari pemerintah atau rezim yang sedang berkuasa pada suatu negara. Setelah turunnya rezim tirani pada tahun 1998 tentunya menjadi langkah awal dari kebangkitan reformasi militer serta menuju arah pembentukan demokratisasi yang lebih baik di Indonesia. Seiring berjalannya waktu Indonesia semakin menunjukan indikasi positif dalam perjalanannya menuju ke arah demokrasi. reformasi TNI dan kontrol sipil di Indonesia sebenarnya dapat dikatakan belum sepenuhnya terwujud dan masih dalam proses transisi menuju ke civil society yang diharapkan. Sehingga, Indonesia harus tetap berhati-hati dan mawas diri dalam mensiasati dinamika yang mungkin saja terjadi dikemudian hari, karena potensi terjadinya konflik yang menciderai hubungan sipil-militer itu mungkin saja tetap ada dan akan terjadi. Penyusunan artikel penelitian ini dibuat berdasarkan penggunaan metode kualitatif berdasarkan pengumpulan data studi pustaka dengan menghasilkan analisis deskriptif. Hasil penelitian yang ditemukan adalah bagaiamana reformasi militer saat ini di Indonesia, kemudian kebijakan politik dan lembaga terkait apa saja dalam kontrol militer pasca reformasi, dan penjelasan penilaian peneliti dalam hubungan sipil-militer di Indonesia.

Abstract

The role run by a coalition of NGOs in advocating the National Security Bill aimed at encouraging the birth of national security policy to appropriate to the purpose of reform. However, until now the role of NGOs in advocating National Security Bill has not been able to encourage the authorities to reconstruct the draft of national security policy that is consistent with the objectives of security sector reform. This study is conducted to analyze the role of NGOs in the security sector reform in Indonesia, particularly through the advocacy of the National Security Bill. The method used in this study is a qualitative method. The result shows that NGOs, which are members of the KMSRK, have been running the multiple roles, such as: popularly involved in policy making, providing political education to the community, promoting or encouraging reform, and promoting the interests of the community. The study also suggests the existence of new findings of the role of NGOs, which is forming a coherent unity of interests.

Abstract

Since elected as the Regent of North Gorontalo period of 2013-2018, various programs, especially with regards to improving the welfare of the people, have been done well by Indra Yasin so far. The success of development in North Gorontalo District is considered inseparable from the political communication capabilities undertaken by the regents in managing the government. Political communication strategy undertaken by Indra Yasin in managing government becomes important to analyze. This study used qualitative methods, in which the source of primary data obtained from interviews and observations, while secondary data obtained from the study of documentation and the Recent studies from literature. From the results of this research, the political communication strategies were undertaken by Indra Yasin in managing government were built through nurturing characters, strengthening political institutions, to promote unity and consensus building. The success in building a strategy of political communication, in the end, was able to bring the support from various elements of government, politics, and society to development programs that have been planned.
