Abstract

Penelitian ini bertujuan untuk memahami peran Komisi Pemilihan Umum (KPU) Kabupaten Gorontalo dalam meningkatkan partisipasi masyarakat pada Pemilu Serentak 2024, dengan fokus pada peran individu, kelompok, dan informasi. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pengumpulan data primer melalui wawancara, observasi, dan dokumentasi, serta data sekunder dari dokumen publikasi dan sumber online terkait. Hasil penelitian menunjukkan bahwa peran individu KPU telah cukup profesional dan adaptif, meskipun ada tantangan dalam merespons disinformasi dan tekanan eksternal. Peran kelompok dalam koordinasi internal masih perlu diperkuat agar sosialisasi lebih efektif, sementara peran informasi melalui media sosial telah efektif dalam menjangkau pemilih muda, meskipun perlu penyesuaian terhadap tren digital dan pengawasan terhadap hoaks. Simpulan penelitian ini adalah bahwa KPU Kabupaten Gorontalo telah menunjukkan upaya yang signifikan dalam meningkatkan partisipasi pemilih, namun perlu adanya peningkatan dalam koordinasi internal, respons terhadap disinformasi, serta adaptasi dengan perkembangan digital untuk mencapai partisipasi yang lebih optimal. Abstract

Penelitian ini bertujuan untuk mengkaji partisipasi masyarakat dalam perencanaan, pemantauan, dan pengambilan keputusan pembangunan di Desa Tolutu, Kecamatan Tomini, Kabupaten Bolaang Mongondow Selatan. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan jenis deskriptif, menggunakan teknik observasi, wawancara mendalam, dan dokumentasi sebagai sumber data primer dan sekunder. Hasil penelitian menunjukkan bahwa meskipun mekanisme musyawarah desa telah diterapkan secara partisipatif dengan melibatkan berbagai unsur masyarakat, partisipasi aktif warga masih tergolong rendah akibat kurangnya pemahaman, waktu pelaksanaan musyawarah yang tidak sesuai dengan aktivitas warga, minimnya sosialisasi, serta apatisme akibat usulan yang jarang ditindaklanjuti. Selain itu, keterbatasan pelatihan dan akses informasi juga menjadi kendala dalam proses pemantauan dan pengawasan, sedangkan pengambilan keputusan sering diwarnai ketidaksepakatan dan dominasi pemerintah desa. Simpulan penelitian ini menyatakan bahwa partisipasi masyarakat di Desa Tolutu masih bersifat formal dan belum optimal, sehingga diperlukan peningkatan edukasi, sosialisasi, dan pelibatan yang lebih efektif agar pembangunan desa dapat berjalan secara partisipatif dan berkeadilan. Abstract

The background of the research examines the importance of the role of the Village Consultative Body (BPD) based on the duties and functions of the Village Consultative Body (BPD) in the Village Government Program. The purpose of this research is to understand the role of the Village Consultative Body (BPD) in the implementation of government programs in Bualemo Village, Kwandang District, North Gorontalo Regency. The research method used is qualitative with a descriptive type of research. The research results show that the coordination of the Village Consultative Body (BPD) is not yet optimal, as evidenced by the lack of information transparency and coordination that is not fully proactive. The cooperation between the Village Consultative Body (BPD) and the Village Government has not been fully effective, as evidenced by the lack of attendance of BPD members at the office, which delays decision-making by the Village Government and results in minimal meetings with the Village Government. The evaluation of the Village Consultative Body (BPD) is still lacking in the implementation of government programs. Although the Village Consultative Body (BPD) participates in discussions and provides opinions, the implementation of evaluations is still limited and often not well-documented.

Abstract

The phenomenon of increasing numbers of school dropouts in Madale Village, influenced by socio-economic factors, as well as less than optimal government intervention, has become an urgent need to be studied in order to evaluate the role of the government in effectively overcoming this problem. This study aims to determine and describe the role of the government in overcoming school dropouts in Madale Village, North Poso City District, Poso Regency. This study uses a qualitative descriptive approach with data collection methods in the form of in-depth interviews, direct observation, and documentation. The results of the study indicate that supporting facilities for school dropouts are still less than optimal, such as uneven program realization, low community access to information and educational assistance. The government as a motivator is also still less than optimal, this is because the implementation and encouragement of the government are considered not optimal and have not been evenly felt by children who have dropped out of school. In addition, the government as a mobilizer is considered still not optimal, this is because the government has not been able to mobilize elements of society or community leaders to help overcome the problem of school dropouts. This study suggests that the active role of the village government is very much needed to reduce the number of school dropouts through a more effective and sustainable facilitation, motivation, and mobilization approach.

Abstract

This study aims to examine the poverty situation in Dolong B Village and the factors that influence community welfare. The method used was descriptive qualitative, with interviews with village officials and the community. The results revealed that the village's remote location is a major obstacle to increasing residents' income. Limited access to markets outside the village prevents agricultural and fishery products from being marketed optimally, resulting in underutilization of the existing economic potential, resulting in low daily income. Furthermore, this study identified micro-business opportunities that could be developed, such as home-based culinary arts, handicrafts, and skilled services. This potential is considered realistic for increasing family income, especially for housewives and village youth

Abstract

This study aims to analyze the efforts of the Gorontalo City Government in achieving the Nindya predicate for Child-Friendly City (CFC). The research focuses on three key aspects: inter-agency coordination among Local Government Organizations (OPD) and stakeholders, the implementation of program evaluation, and the availability of supporting budget. A qualitative approach with descriptive methods was applied. Data were collected through in-depth interviews with key informants such as the head of the agency, secretary, department heads, financial division, and community figures. The results show that the local government has formed a CFC Task Force and conducted cross-sectoral coordination. However, community and private sector participation remains limited. Program evaluation is carried out periodically but tends to emphasize administrative procedures rather than measuring the actual impact on children. Budget constraints are still a major challenge, as there is no dedicated allocation for CFC programs. Based on these findings, it is recommended that the government strengthen participatory coordination, improve impact-based evaluation systems, and advocate for thematic budget allocation to ensure the sustainability of CFC initiatives.

Abstract

This study aims to identify the sales strategies employed by lingerie traders to increase income in the Central Market of Gorontalo City. The research method used is descriptive qualitative with data collection techniques through observation, interviews, and documentation. The informants consist of traders, consumers, and related institutions. The results show that the majority of traders have not optimally utilized digital technology, have conducted insufficient periodic inspections of goods, and have not established effective communication with consumers. This has resulted in a decline in income and competitiveness of traders amidst the development of the digital market. This study recommends the need for digital marketing training and customer service approaches as strategies to increase income.

Abstract

This study aims to analyze the effectiveness of the Kasda Online application in supporting non-cash services for regional financial management within the operational area of PT Bank SulutGo in Gorontalo Province. The research is grounded in national policies on the electronification of regional government transactions, which demand efficiency, transparency, and accountability in public financial governance. Using a descriptive qualitative approach, data were collected through in-depth interviews, direct observation, and documentation, and analyzed with the Miles and Huberman interactive model consisting of data reduction, data display, and conclusion drawing with triangulation. The results show that the application has a positive impact on accelerating transaction processes, improving time and cost efficiency, and enhancing budget disbursement transparency. However, several obstacles were identified, including technical disruptions, limited internet access, and low digital literacy in certain regencies. Users’ perceptions of the application are generally positive, though there remains a need for technical training and improvements to the system’s interface. The study concludes that Approximately 70–80% of users perceive Kasda Online as effective in supporting non-cash services, while around 20–30% still experience barriers related to infrastructure and technical skills.

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana pemanfaatan digital marketing dapat meningkatkan penjualan produk pada UMKM Limaya di Kelurahan Molosipat, Kabupaten Gorontalo. Penelitian ini menggunakan metode deskriptif kualitatif melalui wawancara mendalam dengan pemilik usaha, karyawan, dan pelanggan. Hasil penelitian menunjukkan bahwa UMKM Limaya telah memanfaatkan platform media sosial seperti WhatsApp dan Facebook, namun penerapannya masih bersifat konvensional dan belum terstruktur secara strategi. Penggunaan platform digital seperti marketplace dan iklan berbayar masih terbatas. Selain itu, rendahnya literasi digital serta keterbatasan waktu dan tenaga menjadi hambatan utama. Penelitian ini merekomendasikan pelatihan literasi digital dan pendampingan berkelanjutan untuk memaksimalkan potensi digital marketing.

Abstract

This study aims to analyze the economic potential of villages through public service management in BUMDesma governance with a focus on the principles of good corporate governance which include responsibility, openness, accountability, independence, and fairness. This study uses a qualitative method with a case study approach. Data is collected through observation, interviews, and documentation, then analyzed through the stages of data reduction, data presentation, and conclusion/verification. The results of the study show that the application of good corporate governance principles has not been maximized in increasing the business of BUMDesma in accordance with the provisions expected to strengthen the economy of the village community. Similarly, the factors of participation, cooperation, emancipation, and sustainability as determinants of the success of public services have not been carried out optimally due to various obstacles, including the lack of operational costs, government dominance in policy-making, lack of concern from the private sector for the interests of the community, conflicts of interest between stakeholders, and low entrepreneurial knowledge and competence of administrators. The recommendations of this study are the need to increase the capacity of BUMDesma administrators through entrepreneurship training, strengthening collaboration between the government, the private sector, and the community, as well as more transparent and sustainable management of village resources to support food security and the welfare of village communities.
