ABSTRAK Penelitian ini bertujuan untuk mengetahui promosi jabatan eselon IV pada Badan Kepegawaian Pendidikan dan Pelatihan Kabupaten Gorontalo. Metode penelitian menggunakan jenis deskriptif pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara mendalam kepada sejumlah informan, observasi dan pencatatan data sekunder yang berkaitan dengan permasalahan penelitian. Hasil penelitian menyimpulkan bahwa, pelaksanaan promosi jabatan eselon IV berdasarkan kemampuan belum menjadi syarat mutlak. Hal ini terlihat dari pelaksanaan promosi jabatan di Badan Kepegawaian Pendidikan dan Pelatihan Kabupaten Gorontalo yang lebih banyak ditentukan oleh faktor kedekatan dan mengabaikan aspek kemampuan. Pelaksanaan promosi jabatan eselon IV berdasarkan prestasi kerja belum menjadi syarat mutlak. Hal ini terlihat dari Daftar Penilaian Pelaksanaan Pekerjaan (DP3) pegawai yang kurang obyektif dan terdapat beberapa pegawai yang dipromosikan pada tingkat eselon IV tanpa prestasi kerja yang baik. Pelaksanaan promosi jabatan eselon IV berdasarkan senioritas belum menjadi syarat mutlak. Hal ini terlihat dari banyak pejabat eselon IV yang masih muda dan banyak juga pegawai yang bekerja lama tetapi belum memiliki eselon. Pelaksanaan promosi jabatan berdasarkan aspek pendidikan belum terpenuhi. Hal ini terlihat dari pelaksanaan promosi jabatan yang lebih mempertimbangkan pendidikan dari aspek jenjang ataupun kualifikasinya saja tetapi tidak mempertimbangkan dari aspek spesifikasi keilmuannya dengan bidang pekerjaan yang akan digelutinya. Disarankan, perlunya Badan Kepegawaian Pendidikan dan Pelatihan Kabupaten Gorontalo mengedepankan aspek kemampuan, aspek prestasi kerja, aspek senioritas, dan aspek pendidikan. This study aims to determine the role of the Government in the youth empowerment program in Milangodaa Barat Village, Tomini District, South Bolaang Mongondow Regency. The research method uses a descriptive type with a qualitative approach. Data collection techniques are carried out through observation, in-depth interviews with a number of informants, and documentation.The results of the study that: seen from the role of the government as a motivator is still not optimal in motivating and involving teenagers in various activities in the village, this shows the low level of youth participation. Then the role of the government as a communicator is also still less effective due to limited sources of information and lack of socialization of programs related to village design. Seen from the role of the government as a facilitator is still inadequate because the available facilities are still limited. Teenagers hope that the village government will immediately add the facilities needed, such as badminton and takraw courts. It is recommended that the government increase efforts to motivate and involve teenagers in the planning and implementation process of activities in the village. The need to increase transparency and openness of information by more actively conveying village programs and plans. The need to accelerate the realization of the addition of badminton and takraw courts to help teenagers develop their potential and talents in these sports.

This study was conducted to determine the Effectiveness of Utilization of Poskesdes in Nunuka Village, Bolangitang Timur District, North Bolaang Mongondow Regency. The research method used is descriptive with a qualitative approach. Data collection techniques by means of observation and interviews based on interview guidelines submitted to informants with a focus on research on Human Resources, Facilities and Infrastructure and Public Awareness. The results of the study concluded that the utilization of Poskesdes in Nunuka Village, Bolangitang Timur District, North Bolaang Mongondow Regency was not yet effective. This can be seen from the human resources or as a medical personnel there is only one person and has a work service at the Health Center making working hours not optimal, and public awareness is still lacking to come for treatment and sometimes choose to come to the Health Center directly or another doctor. It is recommended that there is an increase in human resources or health medical personnel so that Poskesdes can be opened with regular working hours to make local people come for treatment and socialization is held to the community to utilize the Poskesdes that has been provided as a place to get health services that are easy to reach when they have health complaints or want to seek treatment.

This study aims to determine the Inhibiting Factors for Entering Personnel Data at the Toto Kabila Regional General Hospital, Bone Bolango Regency. With a research focus, namely competence, supporting facilities, and data accuracy. This research uses descriptive qualitative research. Data collection techniques used are: Observation, Interview and secondary data recording. In accordance with the type of research used, the data analysis technique used is a qualitative analysis technique. The results showed that: Overall the research inhibiting factors for entering personnel data at the Toto Kabila Regional General Hospital, Bone Bolango Regency, which was seen from the three aspects studied such as competence, supporting facilities, and data accuracy that the most dominant inhibiting factor was supporting facilities. The things that are suggested in this study are the need for the leadership of the Toto Kabila Hospital in the implementation of employee data input to pay attention to the competence of the officers, the supporting facilities used, and the accuracy of the data used, so that the tasks are more effective in their implementation, and can be accounted for.

This study aims to determine how LPMD coordinates in the implementation of development in Butu Village, Tilongkabila District, Bone Bolango Regency. The method used in the implementation of this research is a descriptive qualitative approach. Data collection techniques were carried out through in-depth interviews with a number of informants, observation and documentation studies. The research focus used in this study consisted of Vertical Coordination, Horizontal Coordination and Functional Coordination. The results of the study indicate that the vertical coordination in Butu Village has not been maximized, this can be seen by the absence of togetherness between all parties in the institution, so that the problems that arise cannot be overcome together. Horizontal coordination between institutions in the village can be said to have not gone well, this can be seen from the lack of cooperation between the LPMD management and other institutions, so that planning and decision making related to village development does not involve LPMD. LPMD is a partner of the Village government, it should know the duties and functions of each administrator, so that functional coordination can run well. Every important decision making related to development in an area can be well coordinated between the village government and other institutions. The coordination carried out by the LPMD can assist the village government in implementing village development programs, but this has not gone well because the LPM in Butu Village has very little active role in the activities carried out by Butu Village. It is necessary to improve the coordination carried out by LPMD. There is still a need for openness in coordination relationships that further support development in Butu Village. Provide reinforcement to institutional administrators within the village government. In the formation of the board, professionalism must be prioritized, and must be responsible for the tasks given so that the goals expected by all parties can be achieved properly.

This study aims to determine the sales strategy for building materials at the Rahma Gedung Store, Taluditi District, Pohuwato Regency. The research method uses a descriptive type with a qualitative approach. Data collection techniques were carried out through in-depth interviews with a number of informants, observation and recording of secondary data related to research problems. The results of the study concluded that prices at Toko Rahma Bangunan varied and tended to be expensive. This is a weakness as well as a threat because prices in other stores are cheaper. Promotions at Toko Rahma Gedung have not yet been carried out. This is a weakness as well as a threat because other stores are very aggressive in promoting their goods. The location at Toko Rahma Gedung is less strategic. This is a weakness as well as a threat if you look at other store locations which are much more strategic with easier access to the wider community. Products at Toko Rahma Gedung have advantages because other stores do not have them, namely self-produced bricks. However, other products are a weakness because the variants of the product are incomplete and are old items. Meanwhile, the presence of other stores with products that are newer and have many variants can be a threat. For this reason, it is suggested that it is necessary to establish a more consistent pricing policy so that prices can be more competitive with their competitors. Continue to improve promotional activities through promotions through advertisements, in electronic media, so that product results are better known by the wider community. The need to review the trading business location by considering the profit and loss aspects in the present and in the future. The need to increase the quantity and quality of goods with a more varied type and further develop superior products that are not owned by other trading businesses.

This study aims to see the ability of officers in issuing small business licenses (UMK) at the Dungingi sub-district office in Gorontalo City. The focus of this research are the level of accuracy, responsibility, and work initiative. This research uses descriptive qualitative research. Data interview techniques used observation techniques, interviews, and secondary data recording. Under the type of research used, the data analysis technique used is qualitative analysis techniques.The results showed that: research on the ability of officers in issuing micro and small business licenses at the place. The city which is seen from the aspect of the level of accuracy, responsibility, and work initiative is still lacking and has not supported the Micro and Small Business.The suggestion in this research is the need for the problems identified in this study, such as a lack of accuracy, less responsibility, and less work initiative from employees, which can be used as benchmarks or recommendations for improving work quality.

This research aims to determine and describe the arrangement of traditional markets (Pasar Sore) by the Department of Industry and Trade (Perindag) of Tojo Una-Una Regency. The method used is. This research uses qualitative research by trying to describe how the Traditional Market (Sore Market) is structured by the Tojo Una-una Regency Industry and Trade Service. The location of this research was carried out at the Department of Industry and Trade in Tojo Una-una Regency. The results of this research are the planning carried out by the Tojo Una-Una Regency Industry and Trade Service in arranging the Dondo Afternoon Market, namely by building a new Afternoon Market located in another place so that these traders are planned to move to the new afternoon market location, but this has not been done yet. went well because many traders refused to move to the new market location. supervising the arrangement of the Sore Dondo market. The Industry and Trade Service is collaborating with the Satpol-PP in order to control street vendors who sell outside the market area. The community consisting of traders and visitors at Dondo Afternoon Market still does not have awareness of the importance of making good use of market facilities and maintaining cleanliness.

The purpose of this study was to determine and analyze the influence of job equivalency policy on employee performance, the influence of work system on employee performance and the influence of job equivalency policy and work system simultaneously on employee performance at the Gorontalo City Government. This study used a survey research type with a quantitative approach, a sample of 73 respondents who were employees of the Gorontalo City Government, data analysis using multiple regression analysis with the help of the SPSS version 26 application. The results of the study showed that: (1) partially the job equivalency policy has a negative and significant effect on employee performance. If the job equivalency policy continues to be implemented, employee performance will continue to decline. (2) partially the work system has a positive and significant effect. a good work system continues to be improved, then employee performance will increase. (3) the job equalization policy has a positive and significant effect. the job equalization policy and work system are improved together, then performance will increase. Gorontalo City Government needs to re-evaluate the job equalization policy because it has a negative effect on improving employee performance. Evaluation in terms of human resource management according to competency and competency development through functional training for officials affected by the equalization. There is also a need to be capacity mapping and mapping of human resource needs. In addition, employees in the Gorontalo City Government environment need to continue to improve the work system so that they can improve employee performance.

The objectives of this study are: (1) To find out and analyze the regional development planning model by the Regional Planning Research and Development Agency of North Gorontalo Regency seen from the technocratic planning model, participatory planning, and top-down and bottom- up planning, (2) To find out and analyze the inhibiting factors of the regional development planning model by the Regional Planning Research and Development Agency of North Gorontalo Regency. This study uses a qualitative approach with a descriptive research type. The data consists of primary data obtained from interviews with informants and observations and secondary data from document studies. The results of the study indicate that the regional development planning model of technocratic planning, namely regional development planning is formulated based on the results of analysis by competent regional apparatus and academics and has a function as an implementing team for the preparation of the RKPD, Participatory planning, namely BAPPPEDA coordinating with other agencies and presenting community leaders in accommodating community aspirations and proposals fairly in supporting regional development in North Gorontalo Regency, while top-down and bottom-up planning, namely planning through musrenbangda by synchronizing government work plans and program proposals from the community. Furthermore, the inhibiting factors of the planning model due to limited human resources that are not yet sufficient and inadequate, community program proposals have not been fully realized due to lack of community knowledge in development planning, lack of consistency in top-down and bottom- up planning due to lack of awareness and community involvement in the planning process.
