Abstract

The strength of the main weaponry system tools (Alutsista) or defense equipment owned by the Indonesian National Army (TNI), Air Force (AU) is still minimal and has not met the Minimum Strength (Minimum Essence of Force/MEF). TNI AU Alutsista in the form of aircraft, radar, missiles and cannons is used to carry out its duties in upholding the law and maintaining security in airspace national jurisdictions in accordance with the provisions of national law and international law which have been ratified from potential threats, especially threats from other countries through the air media. This study aims to provide an overview of the application of Bare Base Concept (BBC) as an alternative strategy of the Indonesian Air Force in dealing with threats in the Unitary State of the Republic of Indonesia (NKRI) airspace, using normative research methods, which is done by researching library materials or based on secondary data. The results showed that the BBC was one of the alternative strategies of the Indonesian Air Force that was effectively applied in dealing with threats in the Republic of Indonesia airspace. BBC is a concept of airbase preparation with the support of facilities and minimum guarding, which can be intensified at any time so that it can support optimal air operations.

Abstract

Abstract: This study aims to (1) identify and obtain data regarding the implementation of the functions of the Village Consultative Council in Development Supervision in Enrekeng Village, Ganra District, Soppeng Regency. (2) knowing and obtaining data regarding the inhibiting factors for the implementation of the functions of the Village Consultative Council in the supervision of Development in Enrekeng Village, Ganra District, Soppeng Regency. To achieve this goal, the researcher used a qualitative approach using a phenomenological research type. And to achieve the research objectives, researchers also used data collection techniques in the form of observation, documentation and interviews, using research instruments in the form of observation guidelines, interview guidelines, and documentation forms or form sheets. Using triangulation and member checks as procedures to check the validity of the data. Using data collection, data reduction, data modeling and drawing conclusions as data analysis techniques.            The results of this study indicate that (1) there are 3 (three) implementation of the functions of the village consultative body, namely 1) discussing and agreeing on the draft village regulations with the village head, in the implementation of the first function this is done well as evidenced by the presence of every deliberation held and attended by the head village, village government, BPD and the community. 2) Accommodating and channeling the aspirations of the village community is carried out but not optimally, in carrying out this function the BPD is by conveying aspirations to the BPD and conveying aspirations through village meetings. 3) Supervising the performance of the village head, the implementation of this function is carried out by the BPD by supervising activity plans and supervising the implementation of activities, namely the village head providing an accountability report to the BPD and also evaluating the village head by the BPD (2) factors that impede the implementation of the function The Village Consultative Body includes the lack of facilities and infrastructure for the BPD secretariat, incompetent human resources, and insufficient funding.Keywords: Implementation, Supervision, Village Development Abstrak: Penelitian ini bertujuan untuk (1) mengetahui dan memperoleh data mengenai pelaksanaan fungsi Badan Permusyawaratan Desa dalam Pengawasan Pembangunan di Desa Enrekeng, Kecamatan Ganra, Kabupaten Soppeng. (2) mengetahui dan memperoleh data mengenai faktor-faktor penghambat pelaksanaan fungsi Badan Permusyawaratan Desa dalam pengawasan Pembangunan di Desa Enrekeng, Kecamatan Ganra, Kabupaten Soppeng. Untuk mencapai tujuan tersebut peneliti menggunakan pendekatan kualtitatif dengan menggunakan jenis penelitian fenomenologi. Dan untuk mencapai tujuan penelitian tersebut pula peneliti menggunakan teknik pengumpulan data berupa observasi, dokumentasi dan wawancara, dengan menggunakan instrumen penelitian berupa pedoman observasi, pedoman wawancara, dan borang dokumentasi atau lembar isian. Menggunakan triangulasi dan member check sebagai prosedur pengecekan keabsahan data. Menggunakan pengumpulan data, reduksi data, model data dan penarikan kesimpulan sebagai teknik analisis data.            Hasil penelitian ini menunjukkan bahwa (1) pelaksanaan fungsi badan permusyawaratan desa ada 3 (tiga)  yakni 1) membahas dan menyepakati rancangan peraturan desa bersama kepala desa, dalam pelaksanaan fungsi yang pertama ini dilakukan dengan baik terbukti adanya setiap musyawarah yang dilakukan dan dihadiri oleh kepala desa, pemerintah desa, BPD serta masyarakat. 2) Menampung dan menyalurkan aspirasi masyarakat desa dilakukan namun belum maksimal, dalam pelaksanaan fungsi ini BPD dengan cara penyampaian aspirasi kepada BPD dan penyampaian aspirasi melalui musyawarah desa. 3) Melakukan pengawasan kinerja kepala desa, pelaksanaan fungsi ini dilakukan oleh BPD dengan cara pengawasan rencana kegiatan dan pengawasan pelaksanaan kegiatan yakni kepala desa memberikan laporan pertanggungjawaban kepada BPD dan dilakukan juga evaluasi oleh BPD kepada kepala desa (2) faktor-faktor yang menghambat pelaksanaan fungsi Badan Permusyawaratan Desa antara lain faktor sarana dan prasarana sekretariat BPD yang belum ada, sumber daya manusia yang kurang kompeten, dan faktor dana yang belum mencukupi.Kata Kunci : Pelaksanaan, Pengawasan, Pembangunan Desa

Abstract

Abstrak. Dalam konteks peningkatan tata kelola universitas, peran Badan Layanan Umum (BLU) menjadi sangat penting, khususnya dalam meningkatkan efektivitas Good University Governance. Penelitian ini bertujuan untuk mengkaji peran strategis BLU dalam konteks tersebut, dengan fokus pada pengaruhnya terhadap transparansi, akuntabilitas, partisipasi, dan efisiensi dalam pengelolaan universitas. Metode penelitian kualitatif digunakan, meliputi wawancara mendalam, observasi partisipatif, dan analisis dokumen di beberapa universitas yang telah menerapkan model BLU. Hasil penelitian menunjukkan bahwa implementasi BLU berkontribusi signifikan terhadap peningkatan transparansi dan akuntabilitas keuangan, serta efisiensi dalam pengelolaan sumber daya. BLU juga terbukti memperkuat partisipasi stakeholder dalam pengambilan keputusan universitas. Namun, penelitian ini juga mengidentifikasi tantangan, termasuk kebutuhan untuk pengembangan kapasitas sumber daya manusia dan peningkatan infrastruktur teknologi informasi. Kesimpulannya, BLU berperan penting dalam mendukung Good University Governance, namun efektivitasnya bergantung pada implementasi yang tepat dan sumber daya yang memadai.Kata Kunci: Badan Layanan Umum, Good University Governance; pengelolaan sumber daya

Abstract

Accountability of Population Administration Services in Tamalanrea District, Makassar City aims to find out how Accountability of population administration is in the Tamalanrea sub-district office, Makassar city. This type of research is descriptive qualitative research. Data collection techniques are carried out through observation, interviews and documentation. The data analysis techniques used consist of data reduction, data presentation, and drawing conclusions. The results of this study show that the accountability of population administration at the Tamalanrea sub-district office in Makassar city in its implementation can be assessed based on each indicator, namely Legitimacy for policy makers, The existence of adequate moral quality, Sensitivity, Openness, Optimum utilization of resources and Efforts to increase efficiency and effectiveness therefore it is necessary to make improvements for the implementation of population administration services in Tamalanrea District, Makassar City.

Abstract

Harmony based on security, order, and community obedience is an expensive and rare public good in several regions and organizations which is created by every government institution as part of its role in providing basic services for all citizens. Conversely, disharmony or disorder is an organizational (bureaucratic) pathology that needs to be treated by revitalizing the role of public institutions that are competent in this field. The article resulting from this research aims to explain the role of Bhabinkamtibmas as a panacea - for all diseases - in treating the pathology of public organizations. Data, information, and knowledge about the focus of the research at its locus were obtained through observations of various activities, online questionnaires to technologically savvy respondents, interviews with informants, and documentation of the activities of individuals and public institutions involving the role of Bhabinkamtibmas. The analysis technique follows an interactive model, namely data collection, data condensation, data presentation, verification using the Important Performance Analysis (IPA) technique, and conclusions. The results of the research found that Bhabinkamtibmas individually and institutionally play a role in treating (overcoming) various types of organizational (bureaucratic) pathology that disrupt security, order, and community obedience to the research locus. The pathology of public organizations underlies the need to revitalize the role of individuals and institutions of Bhabinkamtibmas while strengthening the assumption about the urgency of public policy as a choice for the government to act or not act in treating the pathology of public organizations through revitalizing the role of Bhabinkamtibmas in overcoming disturbances in security, order and public disobedience. Thus, Bhabinkamtibmas is recognized as a panacea in treating organizational pathology to create harmony based on security, order and community obedience.

Abstract

This research aims to find out: (1) Civics teachers' efforts in the process of nationalism character building through the cultivation of malaqbiq values in students at SMAN 1 Tinambung. (2) The inhibiting factors in the process of nationalism character building through the cultivation of malaqbiq values in students at SMAN 1 Tinambung. This research is a qualitative research with descriptive qualitative approach, the type of data used in the research is the type of primary data and secondary data. Data collection techniques were obtained through interviews and documentation. Data analysis used is data reduction, data presentation and conclusion drawing.The results showed that (1) The efforts of Civics teachers in the process of building the character of nationalism through instilling malaqbiq values in students, consist of: (a) teacher example, (b) getting used to the application of malaqbiq values in the school environment, and (c) internalizing malaqbiq values in the learning process. (2) inhibiting factors consist of globalization and domicile of origin of students.

Abstract

Motivasi kerja sangat penting dalam sebuah organisasi. Penelitian ini bertujuan untuk menganalisis motivasi kerja dalam pelayanan publik. Adapun metode penelitian yang digunakan adalah pendekatan kualitatif. Pengumpulan data dilakukan melalui kajian pustaka. Hasil penelitian menunjukkan bahwa 2 faktor yang mempengaruhi motivasi kerja pegawai dalam pelayanan publik yaitu faktor intrinsik adalah faktor yang berasal dari dalam diri seorang pegawai yang mendorong untuk berprestasi. Faktor intrinsik diantaranya; prestasi (achievement), pengakuan (recognition), pengembangan potensi individu (advancement), tanggung jawab (responsibility). Faktor ekstrinsik adalah faktor yang timbul dari luar diri pegawai yang mampu mempengaruhi motivasi kerja seseorang pegawai, faktor ekstrinsik antara lain: gaji, kondisi kerja, dan supervisi.

Abstract

Pemberian otonomi khusus bagi rakyat Papua adalah bentuk perhatian pemerintah NKRI kepada rakyat Papua. Penelitian ini bertujuan untuk mengetahui dan menganalisis Implementasi kebijakan otonomi khusus bagi Papua .Jenis penelitian ini adalah penelitian kualitatif yang berusaha menggambarkan realita empiris dibalik fenomena yang terjadi dan mencocokkan dengan teori yang ada dengan pendekatan studi kajian pustaka. Teknik pengumpulan data yang dipakai adalah studi pustaka (library research). Hasil penelitian menunjukkan bahwa implementasi kebijakan sebagai suatu tahapan yang terletak diantara perumusan kebijakan dan hasil – hasil atau konsekuensi – konsekuensi (out put dan out comes) yang ditimbulkan oleh kebijakan. Edwards menyebutkan“ ada empat (4) faktor yang saling berinteraksi dalam implementasi kebijakan, yaitu faktor komunikasi, faktor sumber daya, faktor disposisi atau sikap, dan faktor struktur organisasi.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan Tranformasi Lembaga Koperasi Di Era Industri 4.0. Tipe penelitian deskriptif kualitatif, jenis penelitian yang digunakan adalah studi pustaka/library research yaitu mengumpulkan data atau karya tulis ilmiah yang bertujuan dengan obyek penelitian atau pengumpulan data yang bersifat kepustakaan. Dalam penelitian ini, teknik pengumpulan data yang dipakai adalah studi pustaka (library research). Studi pustaka merupakan suatu teknik pengumpulan data yang digunakan dalam penelitian dengan mengumpulkan data-data dan sumber-sumber penelitian melalui buku, jurnal, majalah, surat kabar dan lain-lain. Hasil penelitian menunjukkan bahwa penyuluh koperasi komunikator dan motivator dalam organisasi, selalu konsisten terutama sebagai katalisator dan konsultan yang senantiasa mengambil posisi sentral, semakin baik peran penyuluh koperasi.

Abstract

Kualitas pelayanan publik sangat diharapkan oleh masyarakat. Penelitian ini bertujuan untuk mendeskripsikan kualitas pelayanan publik pada Kantor Pertanahan Kabupaten Pangkajene dan Kepulauan. Adapun metode penelitian yang digunakan adalah pendekatan kualitatif. Pengumpulan data dilakukan melalui kajian pustaka. Hasil penelitian menunjukkan kualitas pelayanan publik pada Kantor Pertanahan Kabupaten Pangkajene dan Kepulauan telah berjalan dengan cukup baik, namun masih perlu ditingkatkan. Lebih lanjut, berdasarkan hasil penelitian diketahui bahwa  ada 5 dimensi untuk mengetahui kualitas pelayanan, yaitu Bukti Langsung (Tangible), Kehandalan (Reliability), Daya Tanggap (Responsiveness), Jaminan (Assurance), dan Empati (Emphaty).
