Abstract

Clean government or good governance is an important concept in public administration aimed at enhancing the quality of public services, improving government-citizen relations, and building public trust in government institutions. Implementing the principles of transparency, accountability, and public participation is essential to reduce corruption, increase bureaucratic efficiency, and encourage citizen involvement in government decision-making. Transparency provides citizens with clear access to information regarding decision-making processes and public policies. Accountability ensures that public officials are held responsible for their actions, while public participation enables citizens to take an active role in policy-making. However, several challenges hinder the implementation of clean government, including weak institutions, a lack of transparency and accountability, and limitations in infrastructure and human resources. Information and Communication Technology (ICT) holds potential to support clean governance by enhancing transparency and expediting administrative processes. Nonetheless, technology implementation is often constrained by inadequate infrastructure. Additionally, low public participation worsens policy quality. Achieving clean government requires institutional reform, strengthening transparency and accountability, and utilizing appropriate technology, supported by active public involvement in every aspect of governance

Abstract

Performance-based organizations are the demands of the people as they are eager to get maximum services from the government. Thus, to ensure the high performance of the state apparatus, especially those who serve in sub-district offices, the support of good governance is necessary. This study aims to investigate the effect of good governance on sub-district apparatus performance. This research applied a quantitative descriptive method with a sample size of 92 people selected from 1201 heads of households. The research was conducted in Uluale Sub-District, Watangpulu District, Sidenreng Rappang Regency. The results showed that the application of the principle of good governance and apparatus performance was included in the category of "quite good" while the application of good governance was still less influential in improving apparatus performance. This shows that the performance of the apparatus is not optimal because the application of good governance is not yet serious. Keywords: Apparatus, Good Governance, Performance, Public, Sub-District

Abstract

Penelitian ini bertujuan untuk mengetahui upaya pemerintah Desa dalam pelestarian cagar budaya Saoraja Lapinceng dan untuk mengetahui kendala apa yang mempengaruhi upaya pelestarian cagar budaya Saoraja Lapinceng. Untuk mencapai tujuan tersebut maka peneliti menggunakan tehnik pengumpulan data yaitu: wawancara, Observasi, dan Dokumentasi. Data yang diperoleh dari penelitian ini diolah menggunakan analisis data yaitu reduktsi data, penyajian data, dan penarikan Kesimpulan.verifikasi. Hasil penelitian ini menunjukkan bahwa Upaya pemerintaha Desa Balusu melibatkan beberapa Langkah staregis, antara lain: (1) adanya inisiatif untuk melestarikan cagar budaya budaya, (2) pemberian motivasi kepada Masyarakat untuk berpartisipasi, (3) pelaksanaan pembinaan yang berkelanjutan, (4) pengambilan tanggung jawab dalam menjaga kelestarian cagar budaya. Meskipun demikian, yaitu kurangnya partisipasi masyarakat dalam pelestarian cagar budaya.

Abstract

The implementation of the solid waste policy in Rappocini District, Makassar City is a government step in overcoming the solid waste problem in Makassar City, especially in Rappocini District. This research focuses on the characteristics of the existing problems. The process of determining the characteristics of policy problems almost always involves the norms of legislation, local wisdom, physics formulas and others. In the policy characteristics, there are problems in the level of technical difficulty of the existing problems, the level of pluralism of the target group and the percentage of the target group to the total population. Often policy problems get solutions by decision-making groups. With descriptive qualitative research describes the problems that exist in relation to the implementation of waste management policies in Makassar City and then analyzes them to an absolute conclusion. This research uses a case study approach involving certain communities as research subjects.

Abstract

It is not possible to manage members of an organization with different personalities, backgrounds, levels of will and abilities, by using only a single leadership. Therefore, dealing with situations or different levels of employee maturity requires different leadership styles. This study aims to determine the Situational Leadership Style applied to PT. Bank Negara Indonesia (Persero) Tbk Mattoangin Makassar Branch Office, in terms of the dimensions of Telling Style, Selling Style, Participating Style and Delegating Style. The research method used is a descriptive research method with a quantitative approach. The data collection techniques used were questionnaires/questionnaires, structured interviews, direct observation, and documents. The sampling technique used was non-probability sampling with saturated sampling (census) as many as 42 employees. Respondents' answers were analyzed using descriptive analysis through the distribution of frequencies and percentages. The results of this study indicate that the application of the Situational Leadership Style which consists of four dimensions, namely the Telling Style is quite good and has a percentage of 77.30%. Selling Style is good and has a percentage of 84, 32%. Participating Style is very good and has a percentage of 85, 95%. Meanwhile, Delegating Style is good and has a percentage of 80.00%.

Abstract

Penelitian ini bertujuan untuk menganalisis Peningkatan Profesionalisme Guru Pendidikan Pancasila dan Kewarganegaraan di UPTD SMP Negeri 1 Turikale dengan fukos pada aspek kompetensi pedagogic meliputi. Pertama, mengidentifikasi upaya untuk mendukung profesionalisme guru PPKn. Kedua, mengekplorasi faktor -faktor yang mendukung peningatan profesionalisme guru di SMP Negeri 1 Turikale. Ketiga, mengamati persepsi peserta didik terhadap profesionalisme guru Pendidikan Pancasila dan Kewarganegaraan. Metode pengumpulan data melalui wawancara serta dokumentasi langsung dengan guru dan peserta didik. Penelitian ini di olah mengguanakan analisis data secara deskriptif dan kualitatif. Hasil penelitian menunjukkan bahwa partisipasi dalam program pelatihan dan forum musyawarah guru sangat berkontribusi terhadap peningkatan kompetensi pedagogik  dan profesionalisme guru, baik pada guru yang telah sertifikasi maupun guru honorer. Guru yang aktif dalam diskusi dan berbagai pengalaman cenderung lebih siap mengahadapi tantangan dalam mengajar dan mampu menerapkan metode yang lebih efektif, menarik dan inovatif. Selain itu, Perspektif dari peserta didik menunjukkan bahwa mereka menghargai pengajaran yang interaktif dan penggunaan media yang variatif sehingga dapat berkontribusi terhadap pemahaman materi. Penelitian ini di harapkan dapat memberikan rekomendasi bagi pengembangan profesionalisme guru PPKn di masa mendatang.

Abstract

This study aims to determine the implementation of Ombudsman service standards in handling public complaints in Makassar City and to identify the challenges encountered during their implementation. The data collection method involved direct interviews with staff in the report reception, report examination, prevention, and service user communities, as well as documentation in the form of data collection from service standard billboards and photographs of the research location's conditions. The data obtained from the results of this study were processed using descriptive qualitative data analysis. The results of the study show that: Based on the six components of service standards according to Permen PAN-RB Number 15 of 2014, the results of the study show that (1) the South Sulawesi Representative of the Republic of Indonesia Ombudsman has implemented effective, open, and responsive service standards, including administrative requirements, complaint systems and mechanisms, free service fees, structured completion periods, transparent service products, and organized complaint handling. (2) Challenges in the form of limited human resources and obstacles to the direct examination process to the reported agency caused by the blocking of the field investigation budget. These obstacles result in the examination and complaint resolution process being less than optimal and have an impact on the speed of service.

Abstract

This research aims to identify innovation trends in public entrepreneurship and explore the factors influencing adoption and the obstacles faced. The background of this research is based on the urgent need to understand how public entrepreneurship, through the adoption of innovation, can respond to increasingly complex public sector challenges. The method used is a bibliometric analysis using the VOSviewer visualization tool, which allows mapping of research trends, author collaborations, and main topic clusters. The research results show that innovation and entrepreneurship are closely related, with governance, public policy, and digitalization playing an essential role in driving innovation adoption. In addition, it was found that institutional and structural barriers often hinder the diffusion of innovation in the public sector. This research implies the need for increased collaboration between scientific disciplines and policy reforms that support a more adaptive public entrepreneurial innovation ecosystem. These findings contribute to the growing literature on innovation in the public sector and provide insights for policymakers to formulate more effective strategies.

Abstract

The success of development is highly dependent on the extent to which the balance of women's and men's participation in all aspects of life. This study aims to determine the strategy of gender-based regional development and to determine the determinant factors in the implementation of gender-based regional development programs in Bone Regency. This study uses a descriptive qualitative research method. Data collection techniques include literature studies, researchers study and review a number of written materials, both books, research results, articles and electronic journals. The data analysis technique uses Data Reduction, Data Presentation and Withdrawal. The results of the study indicate that the gender-based regional development strategy in Bone Regency. The determinant factors for the implementation of gender-based regional development programs in Bone Regency reduce the gap with each regional apparatus organization implementing gender-responsive planning within the work reference framework. Each program has been supported by regulations and cooperation between local governments, the Regional People's Representative Council, the Women's Empowerment and Child Protection Service, and the Bone Women's Empowerment Institute. This study can be used as a reference and decision-making material at the village level regarding regional development strategies.

Abstract

The Ammatoa Kajang indigenous community is a group that has lived for generations within the Kajang customary area, holding sovereignty over their land and natural resources, and regulating their socio-cultural life based on customary law and the traditional institution of "Pasang ri Kajang." Research has shown that indigenous communities in Indonesia have traditionally succeeded in preserving and enriching the biodiversity of nature. The Ammatoa Kajang community has autonomy in managing their customary forest. The research method used is descriptive qualitative with a sociological legal approach aimed at gaining legal knowledge. It begins with secondary data as initial information, followed by primary data gathered from the field or the community, studying the effectiveness of a regulation, and seeking to explore the relationship between various phenomena. Data collection tools include document studies or literature reviews and interviews. The research findings show that Ammatoa, as the head of the Kajang indigenous community, emphasizes the importance of prioritizing customary law in every aspect of the Kajang indigenous people's lives, including in resolving issues within the community. The Ammatoa Kajang community resolves and defends their customary territory using customary law as outlined in “Pasang ri Kajang.” Sociological Jurisprudence views law as a living part of society, continually adapting to social changes and the needs of its people, while still being rooted in shared communal values
