Abstract

The aims of this study to examine and analyse the form of implementation of social rehabilitation programs for people with disabilities in Makassar City; to identify and analyse factors that influence the implementation of social rehabilitation programs for people with disabilities in Makassar City; and to analyse in depth the strategy for developing the implementation of social rehabilitation programs for people with disabilities in Makassar City. The informants in this study were key informants and ordinary informants. Data collection techniques used through observation, interviews, and documentation studies. In data analysis, researchers used qualitative data analysis techniques. Based on the results of the study, the implementation of social rehabilitation programs for people with disabilities in Makassar City, as seen based on policy implementation indicators, namely communication indicators, disposition resources, and bureaucratic structures in general, has been running well. The determinant factors for the implementation of social rehabilitation programs for people with disabilities in Makassar City are human resource capacity factors and budget factors. The human resource capacity factor (HR) is the main key to the success of the implementation of social rehabilitation programs for people with disabilities in Makassar City.

Abstract

Pelaksanaan Program IbM (Pengabdian kepada Masyarakat) dalam bentuk Pelatihan Keamanan dan Ketertiban Masyarakat (Kamtibmas) di SMA Negeri 1 Majene menunjukkan dampak positif yang signifikan dalam pengembangan karakter dan motivasi para guru. Selama tiga hari kegiatan tatap muka, peserta menunjukkan sikap proaktif dengan aktif berdiskusi, bertanya, serta memberikan masukan konstruktif. Kerjasama yang terjalin antara Polres, Dinas Pendidikan, dan pihak sekolah berpotensi memperkuat upaya Kamtibmas di masa depan. Hasil kegiatan IbM ini mencakup laporan hasil, sertifikat peserta, dan draft Program Sadar Kamtibmas Tahunan, yang dianggap sebagai acuan penting untuk pelaksanaan kegiatan serupa di masa mendatang. Mengingat kompleksitas tantangan Kamtibmas yang semakin meningkat, disarankan untuk melaksanakan kegiatan ini secara berkelanjutan dan terencana, serta melibatkan lebih banyak peserta melalui kerjasama dengan aparat terkait. Kegiatan ini diharapkan tidak hanya meningkatkan kepedulian dan semangat guru, tetapi juga menciptakan lingkungan yang lebih aman dan tertib di Kabupaten Majene.

Abstract

Artificial intelligence (AI) is a technology with immense potential to enhance public service efficiency, transparency, and inclusivity. This study aims to explore the role of AI in improving the efficiency of public services in Indonesia and to identify the supporting and hindering factors in its implementation. A descriptive qualitative approach was employed, focusing on major cities like Jakarta and Surabaya and remote areas facing challenges in digital transformation. The findings reveal that AI has successfully improved efficiency in urban areas, particularly in managing civil registration documents and transportation systems. However, implementing AI remains hindered by infrastructure limitations, low digital literacy, algorithmic bias risks, lack of transparency, and concerns regarding data security and privacy, especially in remote regions. This study also highlights that inclusive and ethical AI implementation is crucial to ensuring the benefits of this technology are equitably distributed. Strategic measures such as digital infrastructure development, improving digital literacy, and establishing robust regulations are necessary for AI to become a significant transformative tool in creating more efficient and equitable public services.

Abstract

This study aims to analyze the challenges and opportunities in inter-agency collaboration in the implementation of public policy in Indonesia. Based on in-depth interviews with officials from the Ministry of Environment and Forestry (KLHK), Ministry of Energy and Mineral Resources (ESDM), Ministry of Health, and the Social Security Agency (BPJS), as well as analysis of related policy documents, the study identifies several key challenges in collaboration, such as differing priorities between agencies, lack of coordination, and bureaucratic fragmentation that slows decision-making. Additionally, opportunities for improving collaboration were found, including the use of information and communication technology (ICT), data-driven policies, and enhancing the capacity of government officials in managing inter-agency relationships. The findings suggest that effective collaboration requires strengthened communication, more structured policy formulation, and improved coordination between central and regional governments. This study provides recommendations for improving the effectiveness of inter-agency collaboration to achieve more optimal and sustainable public policies.

Abstract

The transformation of State Civil Apparatus (Indonesia: Aparatur Sipil Negara /ASN) in West Papua represents a crucial policy initiative aimed at improving public service efficiency, yet its specific impact on human resource development in the region remains underexplored, particularly given West Papua's unique socio-cultural and geographical challenges. This research examines how ASN transformation influences human resource development in West Papua, focusing on implementation processes and outcomes. Using a qualitative approach, the study collected data through semi-structured interviews with purposively selected ASN personnel and government officials, complemented by document analysis. The findings reveal significant progress in human resource development through the implementation of an integrated Strategic Plan (RENSTRA), comprehensive training programs, and modernized recruitment processes using computer-based testing (CAT). The establishment of performance assessment systems and career advancement opportunities has enhanced ASN effectiveness and transparency. However, challenges persist, including uneven civil servant distribution, incomplete merit-based placement, and limited budget utilization for competency development programs. The research demonstrates that successful ASN transformation requires a balanced approach between technological advancement and human capital development, while considering the region's distinct geographical and social landscape. Evaluation results indicate that while substantial groundwork has been laid for improving public service delivery, continued attention to implementation challenges and local context remains essential for future success.

Abstract

Introduction; the ability, skills and professionalism of nurses and accountability of health public administration need to be improved in the professional aspect. Destination; review and explain; how is the strategy for developing the capacity of nurses in health services. Methods: qualitative research data collection was carried out by observation, interviews, and document study. Analysis using descriptive qualitative by simplifying data, presenting data, and conclusions and validating the data by triangulating data. Results: shows that the strategy for developing the capacity of nurses in health services can be realized by education and training based on spiritual aspects and technological aspects. Conclusion; that the attitude of nurses through the dimensions of spirituality and technology towards health services to patients continues to be encouraged so that the formation of this new mentality is characterized by a more holistic orientation.

Abstract

Pemilihan umum Presiden/ wakil presiden yang berlangsung serentak seluruh Indonesia pada tanggal 14 Februari 2024 yang lalu telah membawa akibat atau dampak negatif terhadap masyarakat di Desa Kalukuang Kecamatan Galesong Kabupaten Takalar, karena telah terjadi disharmoni (ketegangan) masing-masing pendukung kandidat Penelitian ini bertujuan menganalisis harmoni sosial terjadi pada masyarakat Desa Kalukuang Kecamatan Galesong Kabupaten Takalar pada pemilihan Presiden tahun 2024. Metode penelitian yang digunakan adalah kualitatif deskriptif . Teknik pengumpulan data pada penelitian ini menggunakan Observasi Awal, Wawancara dan Dokumentasi. Hasil penelitian menunjukkan harmoni sosial terjadi pada pasca Pilpres 2024 oleh warga desa Kalukuang yang ditopang adanya potensi  berupa : a) nilai kebersamaan yang kuat sebagai warga desa; b) kesadaran dan pendidikan warga yang cukup memadai dan c). kesejahteraan ekonomi yang cukup baik.The simultaneous presidential/ vice presidential election throughout Indonesia on February 14, 2024 has had negative consequences or impacts on the community in Kalukuang Village, Galesong District, Takalar Regency, because there has been disharmony (tension) between each candidate's supporters. This study aims to analyze the social harmony that occurs in the community of Kalukuang Village, Galesong District, Takalar Regency in the 2024 presidential election. The research method used is descriptive qualitative. Data collection techniques in this study used Initial Observation, Interviews and Documentation. The results of the study show that social harmony occurred after the 2024 Presidential Election by Kalukuang village residents which is supported by the potential in the form of: a) strong values of togetherness as village residents; b) adequate awareness and education of residents and c). fairly good economic welfare.

Abstract

Government is the spearhead in defending a country. One of the functions of government is service. The purpose of this article is to analyze the function of government in Indonesia in the public service sector. The approach used is literary studies. Data and information obtained through the website on open knowledge maps. The results of the study show that the function of government in the public service sector is actually the fulfillment of public welfare towards the fulfillment of the economic, social and cultural rights of citizens. So that social justice is realized in this country.

Abstract

The purpose of this study is to analyze and discuss the implementation of Civil State Apparatus (CSA) CSA competency development in the Wajo Regency and formulate CSA Competency Development Strategies in the New Normal Era in Wajo Regency. The type of research used in this research is descriptive research using a qualitative approach. The research data sources are primary data sources and secondary data sources. The description of the focus of the research is the development of the competence of the CSA where there are 3 competencies (technical competence, managerial competence, and socio-cultural competence) which are carried out through education and training. The results showed that the development of CSA competence at the BKPSDM of Wajo Regency was seen from the Technical Competence, Managerial Competence, and Socio-cultural competence has not been optimal because competency development has not been implemented based on the results of the development needs analysis. So, the CSA competency development strategy must follow an integrated learning system (Corporate University).

Abstract

Clean government or good governance is an important concept in public administration aimed at enhancing the quality of public services, improving government-citizen relations, and building public trust in government institutions. Implementing the principles of transparency, accountability, and public participation is essential to reduce corruption, increase bureaucratic efficiency, and encourage citizen involvement in government decision-making. Transparency provides citizens with clear access to information regarding decision-making processes and public policies. Accountability ensures that public officials are held responsible for their actions, while public participation enables citizens to take an active role in policy-making. However, several challenges hinder the implementation of clean government, including weak institutions, a lack of transparency and accountability, and limitations in infrastructure and human resources. Information and Communication Technology (ICT) holds potential to support clean governance by enhancing transparency and expediting administrative processes. Nonetheless, technology implementation is often constrained by inadequate infrastructure. Additionally, low public participation worsens policy quality. Achieving clean government requires institutional reform, strengthening transparency and accountability, and utilizing appropriate technology, supported by active public involvement in every aspect of governance
