Abstract

There are many factors that are the burden and responsibility of Islamic Hospital Practitioners, experts and regulators in resolving sharia service and accreditation problems and prioritizing effective solutions for Islamic Hospitals. From problems (1)Sharia services that focus on Customer Oriented, Transparency, Healthy Competition and Justice. (2)Patient problems, namely no sharia consultations, unsatisfactory services received, long queues, lack of services for disabled patients (3)Accreditation problems that focus on low classification and accreditation, poor maintenance, unsophisticated information systems and a poor hospital environment. not properly maintained (4)Ethical problems and Islamic hospital Business Management Concepts trigger problems. Planning for future hospital performance is not fulfilled, experts and employees are less professional, coordination of hospital staff is ineffective and does not have a Sharia Supervisory Board (DPS). This thought is the research problem, how to use the ANP method to find a solution that must be solved in this problem, assisted by Super Decision software. The results of this research are Solution Priorities (1) Sharia services, namely focusing on the main priority of Justice, Customer Oriented (2) Solutions for patients with the same priority, namely Sharia consultations, services received that satisfy patients. (3) Accreditation solutions in the order that the hospital environment is well maintained and goes green, maintenance is improved, quality management is improved (4) Islamic hospital Ethics Solutions and Business Concepts with future planning sequences fulfilled and professional employee experts selected, effective staff coordination and forming a DPS. The strategic priorities being developed are the implementation of superior and complete sharia services.

Abstract

This study examines the evolution of human development measurements by comparing the Human Development Index (HDI) and the Islamic Human Development Index (IHDI). The HDI, developed by Mahbub Ul Haq and Amartya Sen, assesses life expectancy, education, and income but has been criticized for overlooking ethical and spiritual dimensions. In response, Umer Chapra proposed the IHDI, which integrates *maqasid al-shari'ah* (objectives of Islamic law), emphasizing religion, intellect, life, lineage, and wealth. Using a descriptive qualitative approach, this study analyzes literature on the HDI and IHDI, assessing their conceptual frameworks and applications. Findings indicate that while the HDI provides a broad measure of well-being, the IHDI offers a more holistic approach by incorporating ethical and spiritual values, though its implementation remains underdeveloped. The study highlights the growing need for development indices that reflect both material and non-material aspects of well-being, as human progress extends beyond economic indicators. To achieve a comprehensive measure of development, future research should explore the practical application of the IHDI, ensuring it effectively captures the multidimensional nature of human flourishing.

Abstract

Program pemberdayaan ekonomi di pesantren merupakan salah satu cara yang dapat dilakukan dalam meningkatkan kesejahteraan masyarakat. Kini, pesantren tidak hanya menjadi wadah dalam menuntut ilmu dunia dan agama saja, namun pesantren dapat menjadi wadah pemberdayaan ekonomi baik bagi pihak pesantren maupun masyarakat sekitar. Hal yang dapat dilakukan yaitu dengan mendirikan usaha di sekitar pesantren. Tujuan penelitian ini untuk mengetahui mekanisme, dampak dan hambatan dari adanya program pemberdayaan UMKM di pondok pesantren se sumatera utara. Metode penelitian yang digunakan adalah metode kualitatif dengan melakukan wawancara secara mendalam (wawancara mendalam) kepada narasumber yang membahas di bidang pemberdayaan UMKM di pondok pesantren se sumatera utara. Hasil penelitian yang diperoleh dengan adanya pemberdayaan UMKM dapat membantu keuangan dan pembangunan pesantren. Bentuk pemberdayaan UMKM yang diberikan pemerintah antara lain lokakarya, seminar, pelatihan keterampilan serta pemberian dana guna membangun usaha di lingkungan pesantren. Diharapkan pemerintah dapat terus membantu pesantren yang masih kekurangan secara finansial secara lebih merata hingga ke pelosok daerah di Sumatera Utara. Selain itu, selalu dapat diawasi dan dipantau secara berkala di setiap pesantren yang dibina, sehingga diketahui keberhasilan atau kegagalan program pemberdayaan UMKM yang dibina oleh Pemerintah. skill serta mempersembahkan dana guna membangun usaha di lingkungan pesantren. Diharapkan pemerintah dapat terus membantu pesantren yang masih kekurangan secara finansial secara lebih merata hingga ke pelosok daerah di Sumatera Utara. Selain itu, selalu dapat diawasi dan dipantau secara berkala di setiap pesantren, sehingga diketahui keberhasilan atau kegagalan program pemberdayaan UMKM yang dibina oleh Pemerintah. skill serta mempersembahkan dana guna membangun usaha di lingkungan pesantren. Abstract

Kebersihan lingkungan merupakan hal yang sangat penting bagi kehidupan bermasyarakat. namun dizaman sekarang tidak kita pungkiri bahwa permasalahan lingkungan sudah menjadi hal yang sangat lazim, seperti banyaknya tumpukan sampah, limbah pabrik, maupun jenis sampah lainnya yang sudah pasti itu tidak baik untuk kesehatan. Hal ini dipicu oleh kurangnya kesadaran masyarakat terkait pentingnya membuang sampah dengan benar dan juga pembuangan limbah pabrik yang sesuai dengan prosedur yang telah disediakan. namun terkait semua permasalahan tersebut peran tangan pemerintah juga sangat penting sehingga pencemaran lingkungan dapat segera diatasi khususnya daerah provinsi Sumatera Utara. oleh sebab itu peneliti tertarik untuk menggali mengenai peran Dinas Lingkungan Hidup Provinsi Sumatera Utara Dalam Meningkatkan Ekonomi Masyarakat ditinjau dari Perspektiof Ekonomi Islam. Dengan adanya penelitian ini diharapkan sampah tidak lagi menjdi masalah bagi lingkungan akan tetapi bisa beralih menjadi pundi-pundi rupiah .sehingga bisa meninggaktkan perekonomian masyarakat. Metode yang dilakukan dalam penelitian ini adalah metode penelitian kualitatif dengan cara wawancara dan opservasi.. Hasil penelitian yang diproleh adalah ternyata banyak program yang sudah di lakukan oleh dinas lingkungan hidup diantaranya adalah mendirikan bank sampah oleh masyarakat dengan pengawasan dari dinal LH tersebut, sehingga dengan adanya bank sampah ini masyarakat bisa mengumpulkan sampah rumah tangga dan dijual ke bang sampah sehingga bisa menjadi uang tanpa harus membuang secara sembarangan. kemudian dari pihak dinas lingkungan hidup Provsu juga seiring melakukan sosialisasi terhadap masyarakat akan kesadaran mengenai kebersihan lingkungan.

Abstract

Islam and Economy: Towards the Islamization of Economic Knowledge offers a profound understanding of Islam's contributions to forming a more inclusive and sustainable economic paradigm. The discussion on Islam and economics, as well as the movement towards the Islamization of economic knowledge, is essential to understand in the context of realizing the vision of justice and social welfare mandated by Islamic teachings. This research method is descriptive and analytical, focusing on the collection of secondary data from various relevant literature sources. The analysis employs qualitative methods by interpreting and summarizing information from various sources to draw conclusions. The results indicate that the understanding and application of Islamic economic principles are becoming increasingly relevant. Islam, as a comprehensive religion and way of life, offers a unique and sustainable perspective on economics that encompasses not only material aspects but also moral and spiritual dimensions. The Islamization of economic knowledge is an effort to develop an economic system that reflects Islamic values. This involves not just the application of Sharia law but also building a foundation for an economy that is fair, ethical, and sustainable. The process of Islamization occurs gradually, beginning with an in-depth study of the discipline of knowledge that is the subject of Islamization. This involves a thorough analysis of the worldview, philosophy, and underlying values of the discipline. The next step is to eliminate elements that do not align with Islamic teachings and integrate those that do.

Abstract

The phenomenon of online business in Medan City is growing rapidly, but it is accompanied by various‎ violations of business ethics that harm consumers and reduce public trust. ‎This research aims to analyze the forms of online business ethics violations, the factors‎ causing them, and their impact on the digital trade ecosystem. Using a qualitative‎ approach through case studies, data was collected from in-depth interviews with business‎ actors, consumers, and sharia economic experts. The results identified various‎ forms of violations such as price manipulation, data misuse, and fraudulent practices. ‎The main factors that trigger violations include weak regulations, low digital literacy,‎ and unfair business competition. The resulting impacts include a decline in‎ consumer confidence and a slowdown in the development of the digital economy. The novelty of this‎ research lies in the integration of the perspectives of business actors, consumers, and sharia economic experts in‎ understanding the dynamics of online business ethics violations in Medan City.‎

Abstract

This study examines stakeholder perspectives on the mandatory halal certification requirement for Small and Medium Enterprises (SMEs) in North Sumatra, which will take effect in 2026. The core issue explored is how this obligation presents both opportunities and challenges in enhancing the competitiveness of SMEs. The study aims to identify barriers, solutions, and cross-sector collaborations in the implementation of halal certification. This research employs a qualitative descriptive approach, utilizing in-depth interviews with informants from government bodies, academia, and SME assistance institutions. The findings indicate that halal certification contributes to increased consumer trust and strengthens SME competitiveness. However, significant challenges remain, including high certification costs, complex procedures, and a lack of awareness campaigns. Proposed innovations include simplifying certification procedures, government subsidies, and technical training and assistance. This study updates the existing literature by highlighting the role of cooperative agencies and SME assistance institutions in the halal supply chain, which has previously received limited attention. In this context, cross-sector collaboration and flexible policies are essential to overcoming the challenges faced by SMEs, ensuring inclusive access to halal certification, and enhancing global competitiveness.‎

Abstract

IntroductionThe global halal food industry, projected to reach USD 2.4 trillion by 2024, presents a substantial opportunity for regional economies such as North Sumatra. Despite the region’s rich culinary heritage, the development of its halal culinary industry faces critical challenges, including limited access to halal certification, low levels of product innovation, and inadequate adoption of digital marketing strategies. These limitations hinder the competitiveness of local small and medium enterprises in the creative economy sector.ObjectivesThis study aims to formulate a strategic development model for North Sumatra’s halal culinary industry using a values-based approach grounded in Islamic economic principles. It specifically integrates the Maqasid of Shariah framework as a benchmark for ethical and sustainable development.MethodThe research employed a qualitative methodology through in-depth interviews with ten key stakeholders, including halal culinary entrepreneurs, government agencies, academics, and religious institutions. Data were analyzed using Atlas.ti version 9 to identify key development issues, which were then evaluated using the Maqasid of Shariah Index. The model assessed three main dimensions: Tahdzib Al-Fard (individual education), Iqomat Al-Adl (justice), and Maslahah (public welfare).ResultsFindings identified digital marketing, product development, capital access, and halal certification as top strategic priorities. The Maqasid of Shariah Index score reached 67.90%, categorized as “Fairly Good.” Among the dimensions, individual development scored the highest, followed by justice and public welfare. This highlights the significance of capacity building and ethical governance in improving the industry's competitiveness.ImplicationsThe integration of qualitative analysis with the Maqasid of Shariah Index provides a structured and ethical framework for policy-makers and business actors. The findings offer practical guidance for implementing strategies that are both economically viable and religiously aligned, enabling inclusive and sustainable growth in the halal culinary sector.Originality/NoveltyThis study introduces an innovative model by combining a qualitative data analysis tool with a syariah-based evaluative index, a method rarely applied in the development of creative halal industries. It offers new insights into ethically grounded strategic planning for regional halal economic development.

Abstract

Sharia economics is essentially a system that builds justice, balance, and sustainability in achieving individual and community welfare. One of these economic systems is built with a wealth and income distribution policy. Improper distribution results in most of the wealth and income only being enjoyed by capitalists and triggers social inequality so that an income redistribution policy is needed to overcome this inequality. Surah Al-Hasyr verse 7 explains that wealth must be distributed as an effort of justice in achieving prosperity. Surah Al-Hasyr verse 7 in the contextualization of sharia economics in Indonesia explains that zakat is an important instrument of state revenue whose distribution is centrally managed by Baznas. Abstract

Penelitian ini mengkaji QS. Hud [11]:84 dengan pendekatan hermeneutika Ma’nā-cum-Maghzā untuk menggali pesan moral dan keadilan yang terkandung dalam ayat tersebut. Ayat ini mengandung seruan Nabi Syu’aib kepada kaumnya untuk berlaku jujur dalam muamalah, menyempurnakan takaran dan timbangan, serta menghindari perilaku curang yang dapat menimbulkan kerusakan di muka bumi. Pendekatan hermeneutika Ma’nā-cum Maghzā digunakan untuk memahami relevansi ayat ini dalam konteks kontemporer, khususnya dalam menghadapi tantangan ekonomi modern yang kompleks. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan analisis literatur, di mana data-data primer dari Al-Qur'an dan hadis dianalisis secara intratekstual dan intertekstual untuk memahami makna holistik ayat. Sumber sekunder seperti tafsir klasik dan kontemporer, serta referensi terkait, digunakan untuk memperkuat interpretasi. Studi ini juga mengadopsi metode analisis kontekstual untuk menjembatani relevansi nilai nilai Al-Qur'an dengan tantangan modern. Hasil penelitian menunjukkan bahwa nilai-nilai universal dalam ayat ini, seperti kejujuran, keadilan, dan larangan kecurangan, sangat relevan untuk diterapkan dalam sistem ekonomi syariah modern, baik dalam ranah perdagangan, regulasi, maupun pendidikan moral. Dengan demikian, QS. Hud [11]:84 bukan hanya berfungsi sebagai pedoman spiritual, tetapi juga sebagai landasan etis untuk membangun sistem sosial dan ekonomi yang berkeadilan dan berkelanjutan.
