Abstract

Religious tourism holds significant potential to support local economic growth, yet often faces challenges in management and community empowerment. This study aims to analyze the potential of the Sacred Tomb of Buyut Haer in Serang and formulate development strategies based on Community-Based Tourism (CBT) that integrate Sustainable Development Goals (SDGs). The research method employs a descriptive qualitative approach with SWOT analysis, utilizing data from in-depth interviews and field observations. The results indicate that while the site possesses high spiritual value and local wisdom, it suffers from the absence of a formal management body, characterized by a non-existent Tourism Awareness Group (Pokdarwis) and an inactive Village-Owned Enterprise (BUMDes), as well as inadequate basic infrastructure, specifically lacking sanitation facilities and organized parking. To overcome this, an “institution-first” acceleration model is formulated as an Aggressive Strategy (S-O), prioritizing the establishment of inclusive local governance prior to physical investments, alongside developing educational tourism packages integrated with the creative economy and digitalizing promotion. In conclusion, developing pioneering tourism villages requires prioritizing community capacity building and cross-sector collaboration. Ultimately, the implementation of this CBT-based strategy impacts the Sustainable Development Goals by directly generating decent work and economic growth (Goal 8) and fostering inclusive, sustainable rural communities (Goal 11).

Abstract

Yaro Wora traditional village, located in West Sumba Regency, East Nusa Tenggara Province, is a unique cultural landscape rich in indigenous wisdom, but it lacks a solid scientific basis for spatial planning and tourism zoning. The absence of empirical studies on customary-based tourism zoning has hindered the creation of an integrative model linking cultural preservation with tourism development. This study aims to formulate a cultural protection strategy for Yaro Wora by developing a tourism zoning framework rooted in local values, indigenous knowledge, and traditional Sumbanese spatial organization. Using a qualitative participatory approach, the research combines Participatory Rural Appraisal (PRA) and Focus Group Discussions (FGDs) to understand community perceptions of sacred, communal, and public spaces. Data were gathered through observation, interviews, and documentation, and then analyzed thematically through spatial ethnography and participatory planning principles. Findings show that implementing Community Use Zones (CUZs),  including core multifunctional areas, critical linkage areas, and service connectivity areas, creates a spatial management system that harmonizes ecological, cultural, and spiritual dimensions. This zoning model functions as both a cultural heritage protection tool and a governance framework supporting ecological sustainability and community empowerment. The study strengthens conceptual and empirical foundations for adaptive, inclusive, and equitable tourism zoning policies rooted in local wisdom within Sumba’s indigenous communities.

Abstract

The objective of this research is to explain the socio-political aspects of Bandung during the Dutch colonial era. Historical research methods, including heuristics, criticism, interpretation, and historiography, support the historical review in this research. The study of social conditions in Bandung, viewed from a temporal perspective before the ethical politics, shows that social life in Bandung was relatively stable and cooperative with the Dutch government. Social conditions in Bandung began to develop dynamically when ethical politics were implemented, and educational freedom was granted. Bandung is one of the regions with quite comprehensive educational facilities from elementary to higher education. The existence of this education gave rise to an educated class and led to the formation of various organizations that influenced socio-political life. Some of these organizations are the Indische Partij, PNI, Sekar Rukun, Paguyuban Pasundan, NU, Muhammadiyah, and Sarekat Islam. These organizations arose from the existence of education and also influenced the struggle through education for subsequent generations. The dynamics of changing social conditions are quite significant, from passivity to active participation in the fight for national independence. The struggles in Bandung were not limited by social, political, or religious status. All organizations played a significant role in the struggle for national independence from Dutch colonial rule. The struggle did not cease even when several prominent figures were imprisoned. Support for the struggle spread from individuals to families, then to society.

Abstract

Malati Village, located in Naringgul District, Cianjur Regency, possesses significant local economic potential through its sugar palm production. This commodity serves as the main livelihood for most residents; however, its management remains suboptimal due to limited firewood availability, the use of traditional tools, and a lack of product promotion. The study focuses on assessing current realities and outlining strategic steps for advancing sugar palm as a key local product, employing the Participatory Action Research (PAR) approach in the process. The process involved the village head and sugar palm artisans as key participants in reflection and action-planning activities. Data were obtained through on-site observations, detailed interviews, and documentation carried out collaboratively with participants. The results indicate that sugar palm processing in Malati Village continues to rely on traditional techniques, beginning with sap collection and ending with manual molding. Despite its simplicity, the process holds considerable economic and cultural value for the community. Through the PAR stages, reflective discussions were conducted to determine development initiatives, including capacity-building for artisans, improvements in production methods, and product promotion through visual documentation facilitated by the researcher. Collaboration between the village government and sugar palm artisans through a participatory approach produced development strategies that are contextual, sustainable, and rooted in local wisdom.

Abstract

Governance transitions in nature-based tourism destinations remain underexplored, particularly in contexts where community-based ecotourism (CBET) arrangements collapse due to institutional failure and land tenure complexity. This study examines the governance transition at Bronjong River ecotourism destination, Cipadang Village, Pesawaran Regency, Lampung Province, from community-based management under Pokdarwis Pelangi Cipadang to corporate-led management under PT Perkebunan Nusantara (PTPN) I Regional 7. Employing a descriptive qualitative approach with a case study design, data were collected through semi-structured interviews with 11 informants representing five stakeholder groups, participatory observation, and documentation study. Findings reveal that institutional failure, manifested through weak financial accountability, illegal levies, and unmet contractual obligations, triggered the collapse of community-based governance and subsequent corporate takeover. The transition produced paradoxical outcomes: local operational workers from five buffer villages, UMKM operators, and tourists reported improved conditions under PTPN management, while the village government and BUMDes experienced institutional and economic marginalization. These findings challenge dominant assumptions that community-based governance is inherently superior to corporate alternatives, demonstrating that institutional capacity and accountability mechanisms are more decisive determinants of governance quality. This study contributes to destination management literature by providing empirical evidence of hybrid corporate-community governance dynamics in rural Indonesian river tourism.

Abstract

This study examines the digital destination image of MadakaripuraWaterfall by analyzing tourist sentiment expressed in Google Reviewposts from January 2024 to November 2025. The research is motivatedby unique governance issues, particularly the period of temporaryclosure declared by the local government while on-site operationscontinued, which triggered diverse tourist responses on digitalplatforms. The analysis was conducted using the Naïve Bayes sentimentclassification algorithm, word cloud visualization, word frequencyanalysis, and thematic analysis.The findings reveal that positive sentiment dominates (69.44%),primarily driven by appreciation for the natural beauty, sceniclandscape, and the unique “eternal rain” phenomenon. Neutralsentiment (8.18%) mainly consists of factual descriptions related toenvironmental conditions, accessibility, and practical visitorinformation. Meanwhile, negative sentiment (22.38%) is largelyinfluenced by governance-related issues, including the forced use of localguides, unclear pricing systems, and uncomfortable interactions withlocal stakeholders. These governance and service-quality issues areidentified as the main threats to the destination’s digital image.The study proposes several strategic recommendations, includingstrengthening community-based tourism (CBT), implementingtransparent and standardized pricing, enhancing capacity building forlocal guides, and optimizing social media–based visitor feedbackmechanisms.
