Abstract

The implementation of electronic-based government (Online), in order to improve the quality of effective and efficient public services through e-Government which aims to support good governance. The purpose of this study is to determine the implementation of e-Government implementation through the creation of an online Company Domicile Certificate (SKDP) at UP PTSP Lubang Buaya Village. In addition, this study is intended to find out various obstacles or obstacles and the efforts made by UP PTSP Lubang Buaya Village in overcoming these obstacles or obstacles. In this study, the researcher used George Edward III's theory of Policy Implementation which consists of 4 variables, namely communication, resources, dispotition or attitude, and bureaucratic structure with qualitative methods. Data collection techniques carried out in the form of observation, interviews and documentation. Data analysis using formulas from Miles and Huberman consists of data collection, data reduction, data presentation, and conclusion drawing. From the results of the study, the implementation of the application of e-Government in making a Company Domicile Certificate (SKDP) has not gone well. Obstacles found include lack of socialization, the ability of public servant officers, lack of public knowledge level and frequent site errors, as well as efforts made to overcome these obstacles, namely by more frequent socialization about online licensing, training for employees, and coordination with the center regarding sites that often error. So that people can feel good and satisfying service and switch to an online-based service system.

Abstract

Kebijakan Pembelajaran Jarak Jauh yang diterapkan selama masa pandemi merupakan upaya paling baik yang dipilih oleh pemerintah dalam meminimalisir tingkat penularan Covid-19 di sekolah. Penelitian ini bertujuan untuk melihat bagaimana respons guru terhadap kebijakan pembelajaran jarak jauh selama pandemi di Provinsi Jambi. Metode penelitiannya adalah metode penelitian deskriptif dengan pendekatan kuantitatif, sumber datanya berupa kuisioner yang diberikan kepada 245 responden guru sekolah dasar (SD/MI dan SMP/MTs) mitra Tanoto Foundation di 7 Kabupaten di Provinsi Jambi. Hasil penelitian menunjukkan bahwa 100% responden guru menyatakan telah melaksanakan proses pembelajaran jarak jauh, metode pembelajaran yang paling banyak digunakan adalah dengan memberikan tugas berupa soal kepada siswa dengan responden sebesar 80% atau sebanyak 195 orang, 30% atau sebanyak 52 orang menyatakan tidak melakukan perubahan kurikulum dalam pelaksanaan PJJ, 81% atau 176 orang menyatakan bentuk dukungan guru kepada orangtua adalah dengan memberikan informasi sumber belajar kepada orangtua untuk disampaikan ke murid, sarana komunikasi paling banyak yang digunakan adalah 65% atau sebanyak 160 orang menyatakan dengan media sosial dalam bentul WA grup, google hangout, facebook dan messenger.

Abstract

This community service program was conducted as part of the implementation of the Tri Dharma of Higher Education, focusing on strengthening the digital capacity of members of the Family Empowerment and Welfare Movement (Pemberdayaan dan Kesejahteraan Keluarga or PKK) in Turusgede Village, Rembang District, Rembang Regency. The activity stemmed from the existing condition in which PKK data collection was still performed manually, leading to inefficiency, inaccuracies, and difficulties in archiving. To address these challenges, training on the use of Google Forms was introduced as a practical information technology solution to support the digitalization of PKK’s organizational management. The program employed a participatory and hands-on training approach, consisting of several stages: needs assessment, training module development, theoretical and practical sessions, as well as post-training monitoring and evaluation. The evaluation results showed that the training effectively improved participants’ digital literacy and technical skills, as evidenced by their ability to independently create and manage digital forms. Participants responded very positively, showing high enthusiasm and a strong commitment to applying the newly acquired skills in PKK administrative and data collection activities. Despite challenges such as limited access to digital devices and varying levels of digital literacy, the program successfully fostered awareness and confidence among PKK members in utilizing technology. Sustainability efforts include continuous mentoring, the development of practical user guides, and the establishment of local digital cadres within the village. Overall, this program made a tangible contribution to strengthening data-based organizational governance, improving the effectiveness of family empowerment programs, and accelerating digital transformation at the community level.

Abstract

Drinking water is a vital human need that must be met. Meeting the needs of drinking water is a right for everyone. Drinking water management system infrastructure is a homework that has not been fulfilled optimally. Various problems become obstacles in meeting the target of universality of drinking water services for everyone. This has resulted in the low achievement of drinking water services in Indonesia. This article analyzes the collaboration process in providing a drinking water management system through the Government and Business Entity Cooperation (PPP) scheme of the West Semarang Drinking Water Management System (SPAM), Semarang city with Anshel and Gash collaboration process theory. The writing of this article uses a qualitative approach with a descriptive type of research. The collaborative governance process in every stage runs well. Involvement between actors in accordance with the competence of their respective roles so as to accelerate the collaboration process. Successful collaboration processes need to be implemented in other regions to accelerate the achievement of sustainable developments goals water and sanitation targets..

Abstract

Village Funds are funds sourced from the State Revenue and Expenditure Budget intended for villages which are transferred through the district revenue and expenditure budget and then channelled to the village treasury account and used to finance the implementation of development and community empowerment. The Village Fund has village development goals, namely improving the quality of human life, improving village welfare, and reducing poverty. This study aims to analyze the Managerial Accountability of Village Fund Management in Rejosari Village, Pringsurat Subdistrict, Temanggung Regency. This study used qualitative research methods with eight informants as the research subject. The results of the study show that the Managerial Accountability of Village Fund Management in Rejosari Village, Pringsurat Subdistrict, Temanggung Regency has not demonstrated effective results. Several indicators of Managerial Accountability that have not been implemented optimally further support this conclusion. Meanwhile, the factors that influence accountability such as the personal factor, leadership factor, team factor, and contextual factor are sufficient, although obstacles are still apparent. Based on this conclusion, the researchers recommended the village fund administrators to be highly committed and maximizing the support of existing resources to the maximum.

Abstract

This study analyzes the accountability of village fund management and its relevance to the achievement of the sustainable development goals. The village fund, mandated by Law Number 6 of 2014, has become a key instrument for supporting rural development, yet accountability issues related to planning, implementation, and reporting remain common. The study aims to assess how accountability mechanisms function at the village level and how they contribute to sustainable development outcomes. Using a qualitative descriptive approach with a case study design, data were collected through interviews with village officials, the village consultative body, and community members, as well as through analysis of the village budget and fund realization reports. The results show that the village demonstrates relatively good accountability, evidenced by transparent village meetings, public access to financial information, and the use of digital applications for fund management. However, limitations persist, including low digital literacy, limited community oversight, and potential overlap with regional programs. The study suggests strengthening institutional capacity, optimizing digital tools, and increasing community involvement to support more accountable and sustainable village governance.
