Abstract

Traditional This study examines the governance of Terong Traditional Market in Makassar City, one of South Sulawesi’s largest markets. Employing a qualitative phenomenological approach, the research aims to explore current governance practices, identify determinants influencing governance effectiveness, and propose strategies to enhance market competitiveness. Data were gathered through field observations, in-depth interviews with traders, market managers, and government officials, as well as document analysis. The findings reveal that governance at Terong Market is hindered by fragmented institutional coordination, inadequate infrastructure, weak regulatory enforcement, and limited trader participation. Four critical determinants of effective governance emerged: (1) strategic policy alignment, (2) transparency in financial and operational management, (3) adoption of digital technologies, and (4) multi-stakeholder collaboration.To improve competitiveness, five strategic measures are recommended: revitalization of market infrastructure, digitalization of retribution and service systems, reform of management and human resources, trader empowerment through training and financing access, and inclusive stakeholder forums for participatory governance. Additionally, this study proposes a reconceptualization of the classical POAC (Planning, Organizing, Actuating, Controlling) model—replacing “actuating” with “mediating”—and emphasizes participatory monitoring to strengthen accountability.The study contributes to public administration literature by presenting an adaptive governance model that aligns with the socio-economic dynamics of traditional markets in transition.

Abstract

The problem of post-harvest fruit waste and the rising cost of inorganic fertilizers pose challenges for farmers in Itterung Village. Extension activities and demonstrations of making liquid organic fertilizer (POC) from rotten fruit were carried out to improve farmers' knowledge and skills in utilizing local organic waste as a valuable cultivation input. The methods used included interactive lectures, group discussions, direct demonstrations (demonstration plots/DEMPLOT), and follow-up assistance. The main ingredients of POC are rotten fruit, sugar/molasses, fermented for 7–15 days. Indicators of success were measured through pre-post tests, practical observations, and technology adoption. The results of the activity showed an increase in participant knowledge (10% to 40%), the formation of a village POC working group, and initial production of approximately 2 liters of POC. A simple analysis showed the potential for fertilizer cost savings of up to 15% per planting season. This activity effectively reduced organic waste, reduced farming costs, and increased farmer capacity.

Abstract

This study aims to: (1) Review the management policy of public roadside parking based on Regional Regulation (Perda) Number 17 of 2006. (2) Identify obstacles in the management of public roadside parking in Makassar City. This study uses a qualitative approach and a qualitative descriptive research type. Data collection techniques through observation, interviews, and documentation. From the results of the data obtained and analyzed through data reduction, data presentation, and drawing conclusions. The research results show that: (1) Management of public roadside parking in Makassar City is regulated through Regional Regulation Number 17 of 2006 which covers the following aspects: a) planning by Perumda Parkir Makassar Raya which includes parking spot arrangement, tariff setting, and parking attendant management. b) Policy implementation has not been effective because there is still a gap between the rules and practices in the field. c) Supervision and evaluation are carried out through an integrated monitoring system and a quick response to reports from parking attendants or users in order to create better service. Thus, the parking management policy already has a legal basis and a structured implementation system, but the effectiveness of its implementation in the field still needs to be improved. (2) Obstacles to managing public roadside parking in Makassar City include a lack of human resources, inadequate facilities and infrastructure, and a lack of public awareness and compliance. The prevalence of unofficial parking attendants and weak law enforcement and oversight by local governments are key factors hindering effective parking management. This has led to low public satisfaction with parking services and reduced local revenue.

Abstract

This study evaluates the implementation of the Complete Systematic Land Registration Program (PTSL) in Mamasa Regency through six dimensions of policy performance: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. Using a qualitative evaluative approach supported by document analysis and field observations, the findings reveal that the program is effective, achieving 98% of the land measurement target, full completion of land parcel mapping (PBT), and issuance of 17,902 land certificates. Efficiency is reflected in optimal time management and sufficient human resources, despite reliance on temporary staff (PPNPN). However, adequacy remains a challenge due to low registration rates and unresolved issues of overlapping maps and ownership disputes. The program demonstrates equity by reaching underserved groups, including farmers and remote communities, through accessible services and direct village outreach. Responsiveness is evident in the active engagement of the Land Office through counseling and community dialogues, which were met with high public enthusiasm. The accuracy dimension is fulfilled through compliance with legal and technical guidelines and responsiveness to community needs for land tenure security. Supporting factors include strong government backing, adequate human resources, and inter-agency collaboration. In contrast, inhibiting factors such as budget constraints, limited infrastructure, adverse weather, lack of land documentation, and unverified ownership in certain areas continue to hinder optimal implementation. These findings highlight the need for structural improvements in land administration policy, particularly in data verification and institutional coordination, to ensure sustainable land governance.

Abstract

Program Gerakan Literasi Hukum (GLH) dalam Pencegahan Kekerasan terhadap Perempuan dan Anak untuk Mewujudkan Masyarakat Sadar Hukum dilaksanakan di Kelurahan Untia, Kecamatan Biringkanaya, Kota Makassar. Kegiatan ini dilatarbelakangi oleh rendahnya tingkat kesadaran hukum masyarakat serta masih tingginya kasus kekerasan terhadap perempuan dan anak yang disebabkan oleh kurangnya pengetahuan tentang hak, kewajiban, dan perlindungan hukum. Tujuan pengabdian ini adalah meningkatkan pemahaman hukum masyarakat melalui pendekatan pemberdayaan komunitas yang menempatkan warga sebagai subjek utama perubahan sosial. Metode pelaksanaan meliputi empat tahapan, yaitu: (1) sosialisasi, (2) pelatihan, (3) pendampingan dan evaluasi, serta (4) keberlanjutan program. Pelaksanaan dilakukan dengan metode partisipatif melalui penyuluhan, simulasi kasus, diskusi interaktif, dan pendampingan langsung di lapangan. Hasil kegiatan menunjukkan peningkatan signifikan terhadap pemahaman kesadaran hukum masyarakat mengenai pencegahan kekerasan. Peserta mampu mengidentifikasi berbagai bentuk kekerasan yang diatur dalam Undang-Undang Nomor 23 Tahun 2004 tentang Penghapusan Kekerasan dalam Rumah Tangga serta memahami mekanisme pelaporan dan perlindungan korban. Selain itu, peserta menunjukkan perubahan sikap yang nyata, dengan mulai terlibat aktif dalam menciptakan lingkungan yang aman, saling menghormati, dan bebas dari kekerasan di tingkat keluarga. Dengan demikian, kegiatan GLH efektif dalam membangun budaya hukum yang berkeadilan, memperkuat nilai kemanusiaan, dan mewujudkan masyarakat yang sadar hukum serta menolak segala bentuk kekerasan.

Abstract

Politik uang (money politics) merupakan tindakan menyuap pemilih dengan memberikan uang atau jasa agar suara mereka diberikan kepada pihak tertentu. Praktik ini menjadi salah satu pelanggaran yang sering terjadi dalam pemilu dan dianggap merusak nilai-nilai demokrasi. Sebagai pesta besar dalam sistem demokrasi, pemilu seharusnya memberikan kebebasan bagi masyarakat untuk menentukan pilihannya. Namun, dalam prosesnya, banyak kandidat yang didukung oleh partai politik justru terlibat dalam praktik pemberian hadiah atau uang kepada masyarakat, yang dikenal sebagai politik uang. Oleh karena itu, TIM DELIBERATIF mengangkat isu ini sebagai topik utama karena sifatnya yang relevan dan berdampak besar bagi masyarakat. Tujuan dari penelitian ini adalah untuk meningkatkan pemahaman masyarakat mengenai bahaya politik uang, faktor-faktor penyebabnya, bentuk-bentuk yang sering terjadi, serta strategi menolaknya. Selain itu, kajian ini juga akan mengulas hubungan antara politik uang dan korupsi. Metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif, yang bertujuan untuk menjelaskan dan menggambarkan fenomena politik uang secara rinci kepada masyarakat. Mahasiswa memiliki peran strategis dalam upaya melawan politik uang. Sebagai kaum intelektual yang memahami dinamika politik, mereka memiliki tanggung jawab untuk membangun kesadaran masyarakat melalui edukasi politik. Mahasiswa dapat menanamkan pentingnya integritas dalam demokrasi, mendorong transparansi dan akuntabilitas dalam pemilu, serta memberikan pemahaman kepada masyarakat mengenai dampak negatif politik uang. Dengan melibatkan mahasiswa dalam kampanye anti-politik uang serta mendorong kebijakan yang menekan korupsi dan pengaruh uang dalam politik, diharapkan tercipta sistem politik yang lebih adil dan demokratis.

Abstract

Local government budgets in Indonesia often fail to translate planned development objectives into actual outcomes. This study investigates how entrenched budget politics – the interplay of political interests, corrupt networks, and weak fiscal rules – creates a persistent gap between planned and actual budgets. A review of recent studies shows that pervasive “budget leakage” and interest-group capture divert public funds away from priority services and misallocate scarce resources. We articulate the research gap: while public financial management is well studied, few analyses focus on the political dynamics of local budgeting or why reforms fail to curb corruption. Using Dunn’s policy evaluation framework (with criteria such as effectiveness, efficiency, adequacy, responsiveness, and appropriateness), we propose a systematic evaluation of local budgets. We empirically analyze Indonesian subnational deficits (exceeding statutory caps) to illustrate flawed fiscal policies. We then explore the causes of misaligned programs: incumbent leaders exploit loopholes (e.g., padded grants in election years) and finance deficits for votes. We demonstrate how the current planning system allows for political capture by citing examples of inflated project lists and unimplemented “ghost” programs. As a solution, we describe an Activity Priority Analysis (APK) – a multi-stakeholder, evidence-based budgeting process where government, academia, and civil society collaboratively vet and rank programs. We outline the evaluation steps using Dunn’s criteria to judge budget outcomes. The diagrams illustrate the proposed APK workflow.

Abstract

This research aims to: (1) To find out the teacher's learning planning using the Problem based learning model to increase students' interest in learning in class X SMAN 1 Gowa. (2) Examining the implementation of the Problem based learning model in Civics subjects at SMAN 1 Gowa. (3) Evaluate the effectiveness of the Problem based learning model in increasing the learning interest of class X students at SMAN 1 Gowa. This research uses a qualitative approach with a descriptive research type. The type of data used is qualitative data with primary and secondary data sources. Data collection techniques through observation, interviews and documentation. Data obtained from interviews with PPKn teachers and class X students. Checking the validity of the data using source triangulation techniques with data analysis techniques consisting of data reduction, data presentation and drawing conclusions. The results of the research show that: (1) Planning the Problem based learning Model in increasing students' interest in learning is carried out by the teacher by paying attention to the steps in the PBL model which are linked to the teacher's teaching module or RPP (2) Implementing the Problem based learning Model in increasing interest in learning based on the indicators in the PBL model and KD learning that has been determined to involve selecting interesting cases, forming effective groups, and active group discussions (3) From the evaluation carried out it can be seen that the problem based learning model can increase students' interest in learning proven by paying attention to students' active participation in group discussions, increased curiosity and motivation to learn, as well as satisfactory learning results.Keywords: Problem based learning Model, Student Interest in Learning

Abstract

This research aims to: (1) Understand the Implementation of Principal Academic Supervision Activities in improving Teacher Pedagogical Competence at MA Arifah Gowa. (2) Knowing the techniques of school principals as supervisors in improving teacher pedagogic competence at MA Arifah Gowa. (3) Knowing the supporting and inhibiting factors in implementing teacher pedagogical competency improvement at MA Arifah Gowa. This type of research is qualitative research with a descriptive approach. The sources for this research are the principal, head of curriculum, and teachers. Data collection techniques are carried out through observation, interviews and documentation. Checking the validity of the data uses data source triangulation techniques. The results of the research prove that (1) The implementation of the principal's academic supervision activities in improving the pedagogic competence of teachers at MA Arifah Gowa is a) the planning stage, b) the implementation stage, and c) the follow-up stage. (2) Techniques for Implementing Supervision Activities carried out by the Principal as Supervisor in Improving Teacher Pedagogical Competence, namely with individual and group technical strategies. (3) Supporting and Inhibiting Factors in the implementation of academic supervision activities by school principals in improving teachers' pedagogical competence, including a) Supporting Factors including the support of the school principal, a variety of learning media, the existence of teacher motivation, facilities and infrastructure. b) Inhibiting factors, namely education financing factors.

Abstract

The research approach used in this research is a quantitative approach. The population and sample in this research are all class X students at SMAN 14 Sinjai with a total of 74 students. The data collection techniques used in this research were interviews, questionnaires and documentation. The data analysis technique uses basic assumption tests, namely the normality test and linearity test, also using simple linear regression analysis tests, the t test and the coefficient of determination. The implementation of the project to strengthen the profile of Pancasila students is carried out systematically and fulfills the dimensions of the profile of Pancasila students, namely faith and devotion to God Almighty, noble character, global diversity, mutual cooperation, independence, critical reasoning and creativity. The research results stated that the implementation of the program was at a percentage of 36.5% which was included in the good category. Analysis of the average respondent questionnaire for variable P5 is in the agree category. The discipline character of class X students at SMAN 14 Sinjai is in the good category with a percentage of 41.9%. This can be proven through interviews with teachers. Apart from that, this was also confirmed by the results of the questionnaire of respondents who chose to agree. Several things that are indicators of assessment in this variable are student personality, behavior and attitudes. There is a significant influence of 24.6% regarding the influence of the project to strengthen the profile of Pancasila students on the discipline character of class X students in Civics subjects at SMAN 14 Sinjai. 75.4% was influenced by other factors not studied. It can be proven by the results of a linear regression test with the formula Y=14.229+0.570X. The Rsquare obtained was 0.246 at a significance level of 5%. Using the t test, a significance figure of 0.001 <0.05 was obtained. So on this basis, H0 is rejected. H1 is accepted, meaning that there is an influence of the project to strengthen the profile of Pancasila students on the discipline character of class X students in Civics subjects at SMAN 14 Sinjai.
