Abstract

The tsunami that struck Palu on September 28, 2018 was one of the largest natural disasters ever to hit Indonesia. It not only caused significant physical and material losses, but also posed major challenges in emergency response and recovery efforts. In this context, the AHA Centre (ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management) played an important role in addressing the impact of the disaster as part of the ASEAN regional cooperation framework in the humanitarian field. This study aims to analyze the role of the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) in dealing with the impact of the tsunami disaster in Palu in 2018. The research method used is qualitative with data collection techniques in the form of literature studies. The perspective used is liberalism, with the IGO theory, and the level of group analysis which explains how the inter-governmental organization group carries out its role, especially in the informational and operational functions of the tsunami disaster in Palu in 2018. The results of this study show that the role of the AHA Center in the 2018 Palu tsunami disaster response is one of the concrete implementations of ASEAN regional cooperation. However, further strengthening is still needed, especially in local capacity, so that member states can increase their self-reliance in dealing with emergency situations. Thus, the AHA Centre is not only a symbol of ASEAN solidarity, but also an important driving agent in accelerating disaster response and facilitating the recovery process for affected communities. Abstract

Papua New Guinea (PNG) holds a strategic position in the South Pacific and has become a focal point in the geopolitical competition between major powers such as Australia and China. Through the Belt and Road Initiative (BRI), China has invested billions of dollars in infrastructure development across PNG, including ports, roads, power plants, and telecommunications networks. This growing presence has raised concerns in Australia, a traditional partner of PNG, which views China’s involvement as a threat to regional stability and its long-standing influence in the Pacific. This study aims to explore Australia’s efforts in responding to China's increasing influence in PNG through BRI. This study applies a qualitative research method, relying on secondary data gathered from official documents, academic journals, and news sources. The analytical framework is based on the Copenhagen School’s securitization theory, developed by Barry Buzan, Ole Wæver, and Jaap de Wilde, which sees security threats as socially constructed through discourse. The research examines how Australia constructs China's involvement in PNG as a strategic threat to its national interests. The level of analysis used is the nation-state, focusing on how domestic and international factors shape Australia’s foreign policy in the face of China’s geopolitical expansion. The findings reveal that Australia has securitized China’s BRI activities in PNG through official rhetoric, media narratives, and intelligence reports that portray BRI as a threat to national security and regional stability. In response, Australia has taken extraordinary measures, including enhancing defense cooperation with PNG, providing competitive infrastructure aid through the Australian Infrastructure Financing Facility for the Pacific (AIFFP), and strengthening its role in regional forums like the Pacific Islands Forum (PIF). These strategies reflect a shift in Australia's foreign policy from reactive diplomacy to proactive strategic engagement aimed at maintaining its dominance in the South Pacific amid China’s rise. Abstract

This research explores the potential of the traditional game Patok Lele as a medium for building Islamic character in children at the Pantai Dalam Guidance Center in Kuala Lumpur. This game not only acts as a physical and recreational activity but also instills Islamic values such as honesty, cooperation, patience, and responsibility. The method employed in this research is a descriptive qualitative approach with data collection through observation, interviews, and documentation. Data was gathered from direct observation of the game's implementation, interviews with participants and program managers, and documentation of activities. The results indicated that the Patok Lele game effectively internalized Islamic values among children. In addition to enhancing social skills, the game strengthens Islamic character by teaching the values of honesty, cooperation, and discipline through authentic experiences. Through this activity, children not only play but also learn in a fun and educational atmosphere, aligning with the principles of Islamic education that emphasize the balance between cognitive, affective, and psychomotor development.

Abstract

Nafkah sudah menjadi ketetapan Allah yang dibebankan kepada laki-laki, bahwa mereka wajib memberikan nafkah tersebut kepada istri dan anaknya sesuai dengan kemampuannya. Hak dan kewajiban suami istri sudah di atur oleh UU Perkawinan No. 1 Tahun 1974 dalam pasal 30,31,32,33,dan 34. Kompilasi Hukum Islam (KHI) mengatur masalah hak dan kewajiban suami istri ini lebih rinci. Ketentuannya di mulai dari Pasal 77 sampai dengan Pasal 83. Kendatipun suami besetatus sebagai narapidana, kewajiban suami memberikan nafkah tersebut tetap ada karena akibat setatus perkawainannya. Hal ini kemudian yang melatarbelakangi penulis untuk melakukan penelitian tentang kewajiban suami narapidana terhadap pemenuhan nafkah keluarga prespektif hukum Islam dan hukum positif. Metode penelitian yang digunakan dalam penelitian ini adalah pendekatan yuridis normatif dan pendekatan yuridis empiris. Yaitu penelitian yang dilakukan dengan menelaah terhadap teori-teori, konsep-konsep, pandangan-pandangan, serta aspek-aspek yang berkaitan dengan masalah ini. Kemudian penelitian ini juga dilakukan dengan menelaah dilokasi penelitian, hal ini dilakukan untuk mengetahui bagaimana upaya pemenuhan nafkah keluarga suami narapidana di Lembaga Pemasyarakatan Narkotika Kelas II A Muara Beliti. Hasil penelitian ini menunjukan bahwa pemenuhan nafkah keluarga oleh suami narapidana di Lapas Muara Beliti adalah sesuai dengan Hukum Islam dan Hukum

Abstract

Undang-Undang No.1 Tahun 1974 mengatur bahwa azas pernikahan di Indonesia adalah monogami, poligami hanya dibolehkan dengan sarat yang sangat ketat serta dalam keadaan tertentu/kondisi darurat. Dalam Kompilasi Hukum Islam juga didapati pasal yang membolehkan pernikahan poligami, ini tertuang pada Pasal 55 dan 56, kebolehan tersebut hanya berlaku pada kondisi khusus serta telah memenuhi beberapa persyaratan yang sudah di atur. Kendati demikian banyaknya aturan yang mengatur tenteng poligami dari landasan hukum serta dasar-dasar teologis dan sosiologisnya, tampaknya praktik poligami selalu mengandung masalah tersendiri bagi beberapa kalangan. Metode penelitian yang digunakan dalam penelitian ini adalah metode pendekatan yuridis normatif dengan menggunakan data sekunder yang diperoleh dari studi kepustakaan. Penelitian menggunakan spesifikasi penelitian deskriptif analitis yaitu menggambarkan peraturan perundangan yang berlaku dengan teori-teori hukum dikaitkan dengan praktik pelaksanaannya. Hasil penelitian ini menggambarkan bahwa poligami tidak dapat diwujudkan oleh semua orang. Sebab kebolehan poligami merupakan pintu darurat bagi mereka yang berada dalam kondisi darurat. Orang yang melaksanakan poligami adalah orang yang memiliki jiwa dan misi kemanusiaan. Mereka yang berpoligami harus berdasarkan situasi bukan berdasar kepada syarat-syarat tertentu.

Abstract

The Second Karabakh War that occurred in 2020 between Armenia and Azerbaijan not only caused casualties and infrastructure damage to Armenia, but also caused a border crisis, a large influx of refugees from Nagorno-Karabakh, and an internal political crisis. Therefore, Armenia asked the European Union for help and support. The European Union began to play a more active role in supporting the post-conflict peace process, especially through cooperation with Armenia. The European Union Mission in Armenia (EUMA) is the basis for the EU’s cooperation with Armenia to realize peace after the Second karabakh War. This study adopts a Pluralism perspective and utilizes Johan Galtung’s theory of peace, applying the international system level of analysis. The research method employed is qualitative, with literature study as the primary data collection technique. Data were obtained from official documents, cooperation agreements, annual EU reports, as well as scientific articles and news sources. The results of the study show that the EU’s cooperation with Armenia includes the European Union Mission in Armenia (EUMA) civil mission, mediation, financial and humanitarian assistance. EUMA has a mandate to observe and report on the security situation along the Armenia-Azerbaijan border through patrols; enhancing trust-building between Armenia and Azerbaijan. In addition, the EU also helps Armenia in dealing with the refugee problem by providing humanitarian and financial assistance to deal with the domestic political crisis. The results achieved from this cooperation are a significant decrease in the frequency of Azerbaijani attacks on the Armenian border area, as well as an agreement between Armenia and Azerbaijan for a peace agreement and normalization of relations between the two countries. Abstract

Moldova, a country bordering Ukraine, has security concerns as a result of Russian threats, and asked the European Union for help in dealing with threats mainly involving the breakaway Transnistria region, as well as increasing cyberattacks. Since the Russian invasion of Ukraine in 2022, cyberattacks against Moldovan institutions have doubled to tripled from 2022 to 2023, mainly targeting government websites, and coinciding with national events. This research uses a qualitative method, with data collection techniques through literature studies sourced from several books, journals, websites, documents and media. This research uses the Realism Perspective and K.J Holsti's International Cooperation Theory as well as the State Level of Analysis. The results showed that the European Union launched a partnership mission in the Republic of Moldova, namely the European Partnership Mission in the Republic of Moldova (EUPM). Since the early 2000s the EU has established a Border Assistance Mission to Moldova and Ukraine (EUBAM) to monitor the Transnistrian Border. It is tasked with establishing monitoring sites, training authorities, and coordinating security measures. The EU also participated in the 5+2 negotiations for a peaceful resolution. The EU is addressing cyber threats in Moldova as a result of Russia's invasion of Ukraine by improving digital infrastructure, supporting cybersecurity programs, and providing assistance. Abstract

The Indonesia–Korea Comprehensive Economic Partnership Agreement (IK-CEPA) signed in 2020 and implemented in 2021, was expected to boost Indonesia’s non-oil and gas export performance to South Korea through tariff elimination and improved market access. However, data from 2021 to 2023 show that Indonesia’s non-oil and gas exports experienced significant fluctuations despite the agreement. This study aims to examine the causes of these fluctuations in the post-IK-CEPA period. Using a descriptive qualitative method, this research relies on secondary data obtained from Statistics Indonesia (BPS), the Ministry of Trade, and relevant international institutions. The analysis focuses on the value and volume of Indonesia’s non-oil and gas exports to South Korea during the 2021–2023 period. The study is framed within the theory of international cooperation and the liberalism perspective to better understand trade dynamics. The results reveal that the IK-CEPA agreement alone has not been sufficient to ensure export stability in the absence of supportive global economic conditions. External factors such as the COVID-19 pandemic and geopolitical tensions played a significant role in disrupting export flows. Although IK-CEPA offers important opportunities, realizing its full potential requires strategic policy improvements, product competitiveness, and market diversification to strengthen Indonesia’s position in the global trade environment. Abstract

The Gaza Strip is a conflict zone that has long experienced blockades, political instability, and armed violence, leading to an ongoing humanitarian crisis. Not only humans but also animals have become victims of this situation, particularly those in zoos that are left neglected and lacking proper care. Amidst this turmoil, Four Paws International, a non-governmental organization focused on animal welfare, carried out a mission to rescue animals in Gaza during 2018–2019. This study employs a descriptive qualitative approach with a non-participatory observation method, using social movement theory and pluralism perspective in international relations as theoretical frameworks. Social movement theory provides an understanding of the processes of mobilization, solidarity, and the formation of global advocacy networks, while the pluralism perspective helps illustrate how non-state actors, such as Four Paws International, can influence international regimes that are typically dominated by states. The study also uses the Five Freedoms framework by the Farm Animal Welfare Council (FAWC) as a benchmark to assess animal welfare standards. The findings show that Four Paws International executed animal rescue efforts through evacuation and medical care methods. The organization successfully evacuated dozens of animals from three zoos in Gaza, all in critical conditions, to wildlife sanctuaries in Jordan and South Africa. With the documented process of evacuation and post-evacuation care conducted by the organization, Four Paws International's mission in Gaza can be categorized as successful. This success is reflected in the physical and mental recovery of the animals, who had previously been exposed to hazardous conditions, ensuring they received better protection after evacuation and demonstrating a significant contribution to animal welfare protection in conflict zones.
