Abstract

Bogor Regency is among the top three regions with the highest unemployment rate in West Java Province after Bogor City and Cimahi City (Open Unemployment Rate / TPT data released by BPS West Java Province as of August 2022). Therefore, efforts are needed to reduce the unemployment rate. The importance of job preparation for trainees requires an appropriate approach in the recruitment and selection process to ensure the suitability of participants with the programs offered. The purpose of implementing this community service is to increase participants' knowledge and skills in making job application letters and ATS CVs, improve skills in taking psychological tests and interview techniques, improve skills in building leaderless group discussions and equip soft skills to support job preparation. The method of implementation is through training which includes lecture, simulation, discussion and practice methods so that participants really understand and are able to apply well. The participants of the community service program consisted of 41 participants from the Bogor Regency Job Training Center (BLK). The results obtained from community service activities are an increase in the participants' understanding and skills in making CVs, application letters, taking psychological tests, conducting interviews, FGDs and soft skills. This is reinforced by the positive response and satisfaction level of the participants as well as the increase in post test scores. Keywords: Recruitment, Training, Skills, Job Selection

Abstract

Abstract

Social justice warrior (SJW) is a pejorative term for individuals who fight for equality, environment, and gender. Because their progressive morals radically differ from the predominant values, the so-called social justice warriors spark controversies. This study aimed to describe netizens’ opinions about SJW and describe the dynamics of conflict or support in more detail. Text mining and opinion coding were used to elicit research data. The opinions that we gathered were analyzed in 2 stages: sentiment analysis and content analysis. The results of sentiment analysis are negative (445), neutral (86), and positive (90). Content analysis of the negative opinions showed the characteristics of sarcastic, rude, critical, and contemptuous (mocking/disrespecting). The style of positive sentiments (comments congruent with the phenomena) is divided into supportive, empathic, and motivational opinions. Negative opinions are more dominant because of netizens’ self-acceptance, the effects of informal social control in cyberspace, SJW’s presumed social non-compliance, and doubts of objectivity. Positive opinions can be explained by criticism of social contract theory, namely the demand to be more supportive of minority groups, sensitivity, and empathy (the ability to feel other groups' social conditions and environmental conditions).

Abstract

This paper provides a comprehensive literature review on Agile HR, examining its principles, implementation strategies, and benefits. The review highlights key agile principles such as iterative progress, continuous feedback, and cross-functional collaboration, which have been shown to enhance HR efficiency and employee engagement. Through the analysis of current research and case studies, this paper identifies significant gaps in the literature, particularly regarding the application of Agile HR in small and medium-sized enterprises (SMEs) and the long-term effects on organizational culture and employee retention. By addressing these gaps, this study aims to provide new insights into the strategic implementation of Agile HR practices. The findings suggest that Agile HR not only improves operational efficiency and workforce satisfaction but also fosters a more innovative and adaptable organizational culture. This review underscores the necessity for further empirical research to validate these benefits across diverse organizational settings and over extended periods. The paper concludes with recommendations for HR practitioners seeking to adopt agile methodologies, emphasizing the importance of a cultural shift, strong leadership, and continuous training to ensure successful implementation.

Abstract

This study aims to analyze the legal considerations of public prosecutors in filing appeals in narcotics cases with rehabilitation sentences. This normative-juridical study employs a legislative approach with descriptive analysis. In combating narcotics, Law Number 35 of 2009 serves as the primary legal reference. However, the application of minimum special fines presents challenges for judges, particularly due to the absence of regulatory mechanisms for their enforcement. This often renders fines inefficient. In this context, it is crucial for judges to deliver fair rulings by considering the offender's circumstances and the facts revealed during trials. The research findings indicate that prosecutors' appeals are often based on legal considerations requiring deeper exploration of trial facts. Additionally, the study finds that filing appeals against acquittals can be justified for the sake of legal certainty, justice, and utility. Appeal rulings from the Surabaya High Court (Number 83/Pid.Sus/2021/PT Sby.) and the Pontianak High Court (Number 69/Pid.Sus/2023/PT Ptk.) are based on strong legal grounds. The revised Article 29 of the Supreme Court Law emphasizes that defendants still have the right to file a second-level legal remedy, even if the prosecutors' grounds for appeal are deemed unjustifiable.

Abstract

The national expenditure planning and budgeting system is designed to support the national development planning system in achieving state objectives. This study assesses how well this system supports national development planning by comparing its products, namely the Ministry/Agency-Work Plans and the Ministry/Agency-Work Plans and Budgets (Renja-RKA K/L), with those of the national development planning system, specifically the National Medium-Term Development Plans (RPJMN) and the Government Work Plans (RKP). The study focuses on the Major Project for Accelerating the Reduction of Maternal Mortality and Stunting (MP 15) as outlined in the RPJMN 2020-2024 and RKP for 2022 and 2023. Using a qualitative case study method, the research examines the support provided by the expenditure planning and budgeting system to the national development planning system. The findings indicate that, strategically, the system aligns with national development plans. However, practical implementation discrepancies exist between Renja-RKA K/L and the detailed plans of MP 15 in the RPJMN and RKP. These discrepancies are primarily due to the dominant role of human resources in the planning and budgeting process and the lack of detailed technical regulations and adequate information systems for project monitoring.
