Abstract

In line with the progression of time, business licensing has also become a focus of the Central Government, especially with the opening of extensive investment opportunities through the enactment of Law Number 11 of 2020 concerning Job Creation, or the Omnibus Law. The Job Creation Law has led to adjustments in several laws, one of which is in the realm of licensing in Indonesia. One of the changes in licensing is the establishment of Government Regulation Number 5 of 2021 concerning the Implementation of Risk-Based Business Licensing, referred to as the Business Licensing Regulation. This study aims to analyze how the implementation of risk-based business licensing policies is carried out by examining Regional Regulation No. 10 of 2021 of the City of Bandung on the Implementation of Business Licensing. The results indicate that the implementation of the OSS RBA-based business licensing policy for MSMEs in Bandung City is maximized in accordance with the theories of Edward and Van Metter Van Horn. The implementation results also align with Regional Regulation No. 10 of 2021 of Bandung City. Each indicator shows results with each implementation of Regional Regulation No. 10 of 2021 carried out by the DPMPTSP of Bandung City. The implementation is in accordance with Regional Regulation No. 10 of 2021 of Bandung City and also aligns with the theories of Edward and Van Metter Van Horn.

Abstract

This study aims to analyze the 3 Kg LPG subsidy policy in West Java Province from the perspective of policy sociology, focusing on its impact on community welfare and the accompanying social dynamics. The 3 Kg LPG subsidy was designed to ease the energy expenditure burden of poor households and improve access to affordable clean energy. However, its implementation faces several challenges, including mistargeting, unequal distribution, social dependency on subsidies, and limited public participation in the policy-making process. Using a qualitative descriptive approach and thematic analysis of interview data, observations, and policy documents, the study finds that the 3 Kg LPG subsidy policy reflects unequal power relations at the local level and results in structural injustice in energy distribution. Therefore, policy reform is required through improvements in data-based distribution systems, increased public participation, and a transition toward inclusive and equitable renewable energy. These findings provide important insights for the formulation of fairer and more sustainable energy policies in Indonesia.

Abstract

This research aims to find out the implementation of a mental revolution that encourages  the acceleration of innovation and digitalization of public services through the implementation of e-government to build a clean, effective, democratic and trusted government.  The research design uses descriptive qualitative research by analyzing policy documents. This article examines the evolution of public service innovation policies in Indonesia related to the mental revolution initiative. The documents reviewed are laws, government regulations, ministerial regulations, and policy documents related to public service innovation and transformation, as well as e-government from January 2014 to May 2024. The results showed that since the launch of the National Movement for Mental Revolution, through the Indonesia Serves program, there has been an acceleration of the process of developing public service digitization innovations. This initiative encourages the acceleration of changes in the quality of public services by accelerating changes in the mindset, attitudes, and behavior of state civil apparatus to produce service innovations that improve the quality of public services. The acceleration of innovation development through e-government and public service digitalization can be realized with budget support, human resource readiness, sustainable policy commitment, and strong leadership in supporting the sustainability of holistic public service innovation.

Abstract

The changes in the global economy and competitive business growth demand increased efficiency, effectiveness, and professionalism in all business lines of SOEs, including Jasa Tirta II. In order to realize this, the Ministry of SOEs conducts SOE development, namely business model restructuring, including the stipulation of Government Regulation Number 113 of 2021 concerning Amendments to Government Regulation Number 25 of 1976 concerning State Capital Participation of the Republic of Indonesia for the Establishment of the Company (Persero) "Danareksa". The implication of the regulation is that the Jasa Tirta II Public Company as a company engaged in the field of water resources is included in the company that is planned to become a member of the Danareksa Holding so that it requires preparations to support the formation of the Danareksa Holding with the participation of state capital through the shift or transfer of shares in a subsidiary of a state-owned enterprise or a Limited Liability Company. Jasa Tirta II with the status of a business entity in the form of a Public Company certainly cannot shift or transfer shares, so Jasa Tirta II is considered necessary to change the status from a public company to a Limited Liability Company. Jasa Tirta II as a business entity assigned by the Government in terms of public benefit services in the field of Water Resources management, of course, this public service is one of the main activities that must be maintained by Jasa Tirta II. Therefore, there needs to be a study that specifically explores the possible impact of the policy of changing the status of business entities from public company to liability company with a point of view from the aspect of public services. The research conducted is an ex ante evaluation using an experimental quantitative approach that can be proven by the cost benefit analysis method. The stages is to identification the costs and benefits in the aspect of Jasa Tirta II's public services from the public company side and from the side if the business entity changes its form into a liability company, then processed by net benefit evaluation using the B/C Ratio and simulations the cost and benefit data for the next 10 years with an estimated Net Present Value (NVP) and Return on Investment (ROI). The net evaluation of benefits, which is a ratio to measure the benefits obtained by business entities, especially for the public service aspect of Jasa Tirta II from the side of public companies and the side of liability companies, obtained the result that from the side of public companies has more public service benefits of 2.64% compared to the benefits of public services from the side of liability companies which is 0.90%. As for the NVP simulation, it was found that the total net value of NVP from the side of the general company was Rp. 10,144,877,000,000,-, while the total net value of NVP from the side of the limited liability company was Rp. -827,508,000,000,-. And for the ROI simulation, it was obtained that the total net ROI for the public company Jasa Tirta II was 164%, while the total net ROI result if Jasa Tirta II was in the form of a liability company was -9.7%. Based on the results of the B/C Ratio, NVP and ROI simulations, it was concluded that Jasa Tirta with the form of a public company has a very positive impact and has greater public benefits from its public service aspect, while if the form of Jasa Tirta II business entity is a liability company, the benefits of public services have a negative impact or have not been maximized in fulfilling their general benefits.

Abstract

This research is about the E-Readiness of the Berau Regency Population and Civil Registration Service in public services using the Si Penyu Beramal application. The research method used is qualitative with a descriptive approach, involving observation, interviews and documentation studies. The results show that electronic readiness is considered sufficient, with several factors influencing it, such as telecommunications infrastructure, connectivity, use of information technology, adequate budget, governing laws, and paradigm changes by employees. The main obstacle is the shift from offline to online systems and the failure to achieve three performance targets. Suggestions include improving infrastructure, human resource training, efficient budget management, and outreach to the community.

Abstract

Penelitian ini menganalisis pelaksanaan manajemen klaim Jaminan Hari Tua (JHT) di BPJS Ketenagakerjaan Kantor Cabang Bandung Suci. Tujuan penelitian adalah untuk mencapai efektivitas prosedur klaim, mengidentifikasi kendala yang dihadapi peserta, serta menilai kesesuaian pelaksanaan klaim dengan regulasi yang berlaku. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, melalui wawancara, observasi, dan studi dokumen. Hasil penelitian menunjukkan bahwa meskipun BPJS Ketenagakerjaan telah mengadopsi sistem digital seperti Jamsostek Mobile (JMO) dan Lapak Asik untuk mempercepat proses klaim, berbagai kendala teknis dan administratif masih terjadi. Peserta mengalami kesulitan dalam mengakses layanan digital akibat kendala sistem dan literasi digital yang rendah, yang menyebabkan peningkatan jumlah klaim secara langsung di kantor cabang. Selain itu, keterlambatan pencairan manfaat JHT masih ditemukan akibat ketidaksesuaian dokumen dan masalah data verifikasi. Implikasi dari temuan ini menekankan perlunya perbaikan infrastruktur teknologi, peningkatan pendidikan bagi peserta, serta optimalisasi sistem layanan untuk meningkatkan efisiensi dan kepuasan peserta.

Abstract

Penelitian ini bertujuan untuk mengevaluasi efektivitas pelaksanaan anggaran Program Adikarya Parlemen DPRD Provinsi Jawa Barat berdasarkan delapan kriteria efektivitas dari (Makmur, 2011), serta memberikan rekomendasi perbaikan program. Pendekatan yang digunakan adalah kualitatif dengan desain deskriptif, melalui wawancara mendalam, studi dokumen, dan observasi. Hasil penelitian menunjukkan bahwa pelaksanaan program telah berjalan cukup baik secara administratif dan memenuhi beberapa kriteria efektivitas, terutama dalam aspek personal branding, transparansi kegiatan, dan kepatuhan prosedur. Namun, masih ditemukan hambatan seperti keterlambatan pelaporan, belum adanya kebijakan teknis penggunaan dana, serta minimnya evaluasi berbasis outcome. Tingkat efektivitas realisasi anggaran dari tahun 2021 hingga 2023 menunjukkan tren meningkat secara kuantitatif, tetapi efektivitas substantif belum optimal karena tidak adanya pengukuran terhadap manfaat publik. Temuan ini menekankan pentingnya penyusunan pedoman teknis, penguatan kapasitas staf, serta pengembangan indikator keberhasilan berbasis dampak. Penelitian ini diharapkan dapat menjadi masukan praktis bagi Sekretariat DPRD dan anggota legislatif dalam mengelola anggaran program publikasi secara lebih akuntabel, terukur, dan sesuai kebutuhan masyarakat.

Abstract

This study aims to analyze public awareness, perception, and acceptance of the implementation of the Digital Population Identity (DIC) policy in Pontianak City. Using a theoretical framework that integrates the technology acceptance model (TAM), the theory of risk and negative consequences, and the theory of organizational trust, this study explores factors such as usefulness, ease of use, user experience, social influence, facilitating conditions, awareness, perception, and public acceptance of DIC. A questionnaire-based survey was applied to the Pontianak City community selected through a stratified random sampling method. Data analysis was carried out using descriptive and inferential statistics to identify relationships between variables and evaluate factors that influence DIC adoption. The findings of this study are expected to provide relevant information for policymakers to develop strategies for implementing more adaptive and inclusive DIC policies. In addition, this study also identifies local challenges in implementing DIC, including data security and technology access, which can be a basis for developing digital policies in the future.

Abstract

This study aims to analyze the influence of organizational culture, work environment, and work discipline on employee performance at the Population and Civil Registration Office of Bandung City. This study uses primary and secondary data. This study used 60 respondents with a simple random sampling method, where researchers took random samples from employees of the Population and Civil Registration Office of Bandung City. The data analysis technique used in this study is analysis with the PLS-SEM model using SMARTPLS 4.0.9.9 software. The results of the data analysis show that organizational culture has a positive and strong relationship with employee performance, as well as the work environment and work discipline, which significantly affect employee performance. Meanwhile, organizational culture and work environment have a positive and strong relationship with work discipline at the Population and Civil Registration Office of Bandung City. The findings in this study indicate that organizational culture, work environment, and work discipline are related and mutually influence employee performance in an organization.

Abstract

Organizational change is a strategy and implementation aimed at transforming the organization to enhance the empowerment and development of educators and other educational staff. This aligns with the Ministry of Education, Culture, Research, and Technology Regulation Number 14 of 2022 concerning the Organizational Structure of the Educators Professional Development Center. The objective of this research is to ascertain the effectiveness of the organizational changes implemented at the Educators Professional Development Center in West Java. This research draws on the organizational change Theory by  Jones (2013). The method employed in the study is a qualitative approach using purposive sampling. The findings indicate that organizational changes in the dimensions of functional resources remain ineffective because of a lack of integration between work teams, so it is necessary to form work teams and assign responsible parties to ensure that activity goals are achieved in accordance with the head's performance agreement and the functions of the Educators Professional  Development Center in West Java.
