Abstract

In this study, researchers wanted to know how the government's efforts to develop the city ofSemarang in Central Java tour of the grand mosque and Museum of Islamic development inCentral Java. And the researchers also wanted to know how the arrangement of tourismpolicy efforts against street vendors Semarang City Government located in the tourist area oftheGreatMosqueofCentralJava.This type of research is a qualitative descriptive study using a type. This study analyzes howpolicy structuring the grand mosque and museum java java development of Islam.After an examination of the efforts and policies, the result of research that says that theprocess of policy development is good, although still lacking, and the stage of thedevelopment process and evaluation of tourism management of the Great Mosque of CentralJava and Central Java, Islamic Development Museum itself, and others are running with quitewell despite some problems arise and deviations from post-relocation arrangement touristarea.

Abstract

Abstrack             Vendors is one of the people's livelihood Semarang. By looking at the socio-economic problems in urban communities, do not be surprised if the established competition of human resources to compete for jobs. consequently many urban communities that have a lower HR chose work as street vendors. Many of them trade by occupying land that is not its designation as a land trade, as a result of the dirty slum areas as well as traffic stalled because their shanties there who occupy basudewo shoulder of the road adjacent to BKB. With the parent program is normalization BKB Semarang, the street vendors have to be moved. However, after the program was realized, a new problem arises in part because the street vendors that have been provided by the city of Semarang does not correspond to their expectations and of the visitors or the public so that the merchandise was not sold and no income and caused unemployment. Thus this study aims to determine the level of success of the program.             The purpose of this study was to identify the level of success of the relocation program PKL West Flood Canal . This study is a qualitative research method , the type of research used in this research is descriptive . Data taken from interviews, documentation and data from official documents Semarang city market .             By looking at the studies in the field and interviews , the success rate of the program can actually be said to be 70 % successful and the rest of emotion uncorrected used as the sustainability of this program which is still a question mark for a program should be made in order to alleviate a problem instead of a new problem . The second thing is the Semarang city government as a hands-off with the fact that the program is poorly managed and not try to find another alternative to solve the problems .             Enabling and inhibiting factors relocation process is Trader This trader is given continuously socialization and persuaded to be relocated by the city of Semarang and Central Java provincial government . Second , the merchants do not refuse to be relocated . Some solutions ditwarkan is providing another place that could be used as a place to sell , deliver events continuously by taking a location near the location of the relocated street vendors in order to bring in customers or the public . Keywords : Empowerment Kokrosono And Waru Street vendors

Abstract

As seen by level of poverty case that has been related to dropout number in DKI Jakarta, accordingly local government of DKI Jakarta on December 2012 has released their new program called by Kartu Jakarta Pintar which is one of Personal Education Funding Aid. With this policies, the the Government of Jakarta give an access for those who can not get their education at least until Senior High School or Vocational School as DKI Jakarta citizen. The aid is fully supported by the national income of DKI Jakarta. Principally, the aim of Kartu Jakarta Pintar’s program is considered as an effort to increase the society especially students who comes from needy family to complete 12 years compulsory education in DKI Jakarta.The purpose of this research aim is to find out implementation of KJP policies in the High School and Vocational School level especially in Southern Jakarta in 2013-2014 and also to find out the obstacle and proponent factors from this policy The type of this research is descriptive research. Method of this research is qualitative and data collecting technique use interview and document analysis.The evaluation result of policies shows that: KJP policy for Senior High School and Vocational School in period 2013-2014 have not succeeded yet. In 2013-2014 this program is considered not success. Due to it was found much discrepancy between normative goal and empiric situation in society. The discrepancy happened because of obstacle in implementation of KJP. The factors that become an obstacle in KJP Program in Southern Jakarta for example : (1)the lack of human resource and financial to support KJP Program for period 2013-2014, (2) the selection process of KJP receiver base on SKTM involved some of student misunderstanding as incompetent receiver even though they already had SKTM, (3) the distribution of KJP funding in 2013-2014 sustained a delay due to there were many school still propose KJP program out of the school record and it2caused double account problems, (4) lack of observation for this program either from the school or Education Service.The writer recommend are: (1) The role of observer institute should be improve to monitor and evaluate KJP Program either from Education Service, School or even the society to minimize the distortion of this program, (2) the government needs to increase budget for KJP Program due to the necessity of education will be increase from time to time, (3) the school should be make direct observe (home visit) in order to process the data collection of KJP receiver.Key words: Policy, Evaluation, Kartu Jakarta Pintar (KJP)PENDAHULUAN

Abstract

Abstract. Land is the most important matter in human’s life. Regardless of the activities, humans always need their land. Development, in every aspect, is paramount for society, and in accordance to development, our government has contributed in building public road, markets, dam, and many other in order to fulfill our public concerns. This public development requires vast area to occupy, and considering the requirement, either a land acquisition or retribution by the government should be done under the patronage of our Constitution of 1945. Acquiring available land for public concerns is prior to development process in order to improve prosperity by securing law and rights of the rightful ones. Nevertheless, some negations are still emerging, which means some people might accept and the rest might refuse the governmental proposal.This research uses qualitative approach by collecting some information through interview and documents review. The interviewees are Kepala Dinas Cipta Karya dan Tata Ruang Kabupaten Kudus, Tim Panitia Pengadaan Tanah, Kepala Desa Kandangmas, Ketua Koordinator Forum Komunikasi Masyarakat Korban Embung Logung (Forkomakembung), and Masyarakat Desa Kadangmas Kecamatan Dawe Kabupaten Kudus.The following results show that there are steps of process of Waduk Logung building plan, which are planning and its execution. The process as follows: locating and measuring the target area, establishing committee of area acquirement, funding the building plan, establishing committee of fund appraisal, socializing and holding a conference, acquiring the target area and funding for compensation. The reason behind the public refusal is that there is massive anxiety in the land acquirement and its retribution, communication error, and also the absence of public relation, which all of these cause social, political and economical problems. Our government has tried to overcome this public refusal by applying the theory of conflict and its resolution, which are negotiation, mediation, reconciliation, and arbitration approach, by Marc Galanter. These approaches have been held by our government to console the massive anxiety, yet it did not work as it should be. Thus, our government is reaching for a resolution through adjudication and has been through in consignment.There is a better recommendation for Pemerintah Kabupaten Kudus. Its government, in acquiring land, should be, first of all, socializing the regulations in acquiring land so that its society understands the roles of land in social development, especially in Waduk Logung case. There should be an improved communication between the government and its society, and voices should be heard and be given fast responses in order to avoid unnecessary conflict. Considering the retribution, the committee should let people give their opinions so that there would be a good relation between the government and its society.Key words: Land Procurement, Resistance, Land Acquisition and Indemnification

Abstract

ABSTRACTIONThe numbers of raw participation number (APK) on SMU and SMK in Jakarta Capital City is high, led the Jakarta Provincial Government made a policy to deal with the issue. The policy is 12 years compulsory study program that regulated by Local Regulation (Perda) DKI Jakarta Province No.8 years 2006 about Education System. The City of Administration of East Jakarta is the top of the list among the other City of Administration in Jakarta on SMU and SMK students dropped out number issues by 1.131 students. Therefore in this research, the author will focus on 12 years compulsory study program implementation in the city administration of East Jakarta. The implementation of this program is aimed to increase raw participation number (APK) and reduce school dropout rate in the Capital Jakarta. This research use descriptive of qualitative approach and the data collection method is documentation and interviews. The subject of the research is Jakarta Provincial Education Department, Department of Education Middle East Jakarta City Administration, Section of The School District, and Secondary Education. The analysis of the implementation on this program shows that the success or failure of compulsory study 12 years program in this year really is determined by the organization of implementation and bureaucrat front line. This is due because they have a authority to execute this program and dealing directly with the target group. Apparently the program implementation has good enough achivement based on the structure and tasks of its owned, working mechanism or coordination, human resources, and all financial resources in the organization. But there are several obstacles that still hinder the achievement of the program is the lack of socialize to targets, the fund distribution delays in the beginning every single year, and also a lack of involvement of community organization in this program. The writer suggested that the obstacles that exist for this could be considered and resolved by the Government of Jakarta especially for organizations implementation. Then for the next research could do research on this program in term of overall policy evaluation of the input, the process, and the result. Password : the implementation of policy 12 years study.

Abstract

AbstractTobacco product industries have been contributing to the development of thecountry in form of excise deposit that reaches 95 percent in state budget of APBN.The existence of cigarette industries in Indonesia become the source of nationalincome from excise that have been assigned on the type of tobacco product which isregulated in the excise laws number 39 year 2007. Cigarettes as goods have positiveand negative impact, it is important to have control in consumption and monitor of itsdistribution. Customs supervision and service office of medium type kudus’ exciseoffice under the general directorate of customs and excise become one part thatreceive the most abundance excise from other customs supervision and service office.Customs supervision and service office has role in controlling and analyzing thecountry acceptance potency because there are still many violation happening aroundthe customs supervision and service office.This research is aimed to understand the kind of effort that can be done bycustoms supervision and service office in controlling the excise wisdoms, role andfunction of customs supervision and service office and the obstacle that may beexperienced by customs supervision and service office in the implementation ofmonitoring of the excise wisdom. Research methods used is descriptive qualitative.The primary data sources were taken from interview, information from document,archives, and other relevant source to this research.Result of the research show that customs supervision and service office medium type of Kudus’ excise has efforts in monitoring and giving service to the service users through the preventive effort in form of administration monitoring and socializing to the service users and societies that involve in the cigarette industries. Repressive effort is one way to save the country disadvantage and decrease the excise violation. The repressive effort is being done by the physical monitoring and examination to the companies, regular market checking, and treating the violation with criminal and administration sanctions.The suggested recommendation is to increase the monitoring ability within the five working areas of customs supervision and service office of medium type Kudus’ excise by optimizing more performance of customs supervision and service office of medium type Kudus’ excise workers cooperate with local government and give the appeal to society about the danger it may cause because of violation in the cigarette production activities.Keywords:Role of Customs Supervision and Service Office of Medium Type Kudus’ Excise, Wisdom of Cigarettes Excise

Regency Kendal is one who offers policy isenvironmentally sound policy Sak Uwong Sak Uwit (SUSU ).T he policy obligingcouples prospective brides and post-delivered-mothers for planting trees, forprospective brides prior to ijab qobul compulsory plant two trees.This research aims to find out how the implementation of policies of SakUwong Sak Uwit (SUSU) in the Regency of Kendal as well as any barriersexperienced by Kendal Regency Government. The methods used in this researchusing qualitative methods. The qualitative method is a method in which toconduct research using the techniques of observation or interviews.The results of research that has been done by researchers is in theimplementation of policies of Sak Uwong Sak Uwit (SUSU) in the Regency ofKendal is still in the stage of dissemination policy conducted by the Governmentthrough the coordination meeting of the Kendal District or Department meetings,while the implementation of Sak Uwong Sak Uwit (SUSU) in the village has yetto run its full potential because of a lack of commitment to the village chief. In theimplementation of policies of Sak Uwong Sak Uwit (SUSU) in the Regency ofKendal there are also constraints encountered, namely: 1. the lack of socializationto society, 2. the lack of financial resources and facilities, 3. lack of commitmentand a good kerjasaman which is owned by the Government of Kendal and 4. Abstract

The increasing number ofBPJSparticipants was not accompanied by the addition of quality healthfacilities.Puskesmas HalmaheraSemarang isone of the first-level health facilities that serveHealth BPJS patients, which is based on the data of BPJS patientsvisits, obviousthe number ofBPJSpatients tends to decrease. This study aims todescribe theservice qualityof healthBPJSaccording to the dimensions of service quality inPuskesmas HalmaheraSemarang2016. Thesample was 93 BPJS inPuskesmas HalmaheraSemarang, obtained incidental sampling. The datawere obtained using a questionnaire which was then analyzed using descriptive statistics. Theresults showed that in general the service qualityof healthBPJS according to the dimensions ofservice quality inPuskesmas Halmahera Semarang2016is a good.BPJS patienst in PuskesmasHalmaheraSemarangfeel that the reliability dimension, responsiveness dimension, assurancedimension, empathy dimension, andtangibledimensionis agood. RecommendationsforPuskesmasHalmahera Semarang isto maintain service quality dimensions that already exist, as well as fixsome things that are still classified, such as motivating nurses to be willing to spend this specialtime in communicating with patients, as well as the willingness of nurses to remind the patientsafety stuff. Abstract

Implementation of the development policy ofKaliwungu port in Kendalarea is a policy made by the Government stated in the local regulation of Kendalarea number 25 of 2007 about the detail layout plan of Kaliwungu port in Kendalarea. From this local regulation, the knowledge of the port construction from thesociety also the purpose and the benefit are absolutely needed. Thus, for thesuccessful development of Kaliwungu port in Kendal area not only depends on therole of the local governments, but it also requires active participations from thelocal society around the site development or Kendal people as a whole.This research is both qualitative and quantitative, with the ultimate goal todescribe thoroughly the implementation of the development policy of Kaliwunguport in Kendal area. The data collection technique used in this study are the indepth interviews, thequestionnaires that is distributed to some respondents (thelocal society in Wonorejo village), the documentations and the analysis ofdocuments. The analysis of documents in this study includes the phase of datareduction, data presentation, and data verification or the conclusion.From the results, it can be concluded that the development policy of Kaliwunguport in Kendal area has been running to its full potential, the Department ofTransportation in Kendal area along with related agencies/SKPD have donestructuring and monitoringof Kaliwungu port in Kendal area with appropriateprocedures, the socialization has also been done by the meeting of coordinationbetween SKPD or directly go to the local society by the related local instruments.Although there are some shortcomings such as the quantity of human resourcesthat needs to be improved and the commitment from the Central Governmentrelated to the operational target of Kaliwungu port. The Local Government inKendal Area must strive to communicate actively with the Central Governmentrelated to the operational permission of Kaliwungu port.

Abstract

Penelitian tentang Inovasi Pelayanan Administrasi Kependudukan secara Online di Kabupaten Patimemiliki tujuan untuk mengetahui permasalahan yang melatarbelakangi pembuatan sistemadministrasi kependudukan secara online di Kabupaten Pati. Selain itu, penelitian ini memiliki tujuanuntuk mengetahui penerapan sistem aplikasi online dalam pelayanan pendaftaran administrasikependudukan di Kabupaten Pati. Penelitian ini menggunakan teori pelayanan publik dan inovasi pelayanan. Metode yang digunakandalam penelitian ini yaitu metode deskriptif kualitatif dengan teknik pengumpulan data berupawawancara dan pengamatan. Informan yang diambil oleh peneliti dalam hal ini yaitu pelaksanalayanan (Dinas Kependudukan dan Pencatatan Sipil) Kabupaten Pati dan masyarakat Kabupaten Patisebagai penerima layanan administrasi kependudukan. Hasil penelitian ini didapatkan bahwa inovasi pelayanan administrasi kependudukan secara onlinedi Kabupaten Pati masih belum optimal. Hal tersebut dikarenakan adanya faktor-faktor penghambatseperti kurangnya pemanfaatan teknologi dari masyarakat, keraguan dalam keabsahan data yangdiinput, ditambah lagi usia aplikasi yang masih tergolong baru sehingga partisipasi masyarakat dalammelakukan pengamatan masih belum maksimal. Namun dengan adanya inovasi pelayanan tersebut,masyarakat Kabupaten Pati mendapat kemudahan dalam kepengurusan administrasi kependudukansecara cepat, mudah, dan tepat.
