Abstract

This study is intended to analyze the effect of correspondence management with manual disposition on the performance of administrative services at the Faculty of Social and Political Sciences, Universitas Negeri Semarang. The focus of the study is on correspondence management and instructions on manual disposition sheets implemented at Faculty of Social and Political Sciences, Universitas Negeri Semarang. The urgency of this study is to be able to identify and overcome problems related to correspondence management with instructions on manual disposition sheets in administrative services at Faculty of Social and Political Sciences, Universitas Negeri Semarang. This study uses a quantitative approach by testing the formulated hypothesis. The data used in this study are primary data obtained from a survey by distributing questionnaires to all administrative employees at Faculty of Social and Political Sciences, Universitas Negeri Semarang. Determination of the sample based on Hair's suggestion, namely, 5-10 times the number of research indicators (Hair, 2009). In this study there are 11 indicators, so in this study the sample used was 55 people. The results of the study indicate that correspondence management with manual disposition has an impact on the performance of administrative services at the Faculty of Social and Political Sciences, Universitas Negeri Semarang, namely the better the correspondence management with manual disposition applied, the performance of administrative services at the Faculty of Social and Political Sciences, Universitas Negeri Semarang will also increase. Conversely, if the worse the correspondence management with manual disposition applied, the performance of administrative services at the Faculty of Social and Political Sciences, Universitas Negeri Semarang will also decrease

Abstract

This study aims to evaluate the impact of financial risks such as exchange rates, foreign debt, debt service ratio, current account, and international liquidity on the development of the sukuk market in Indonesia both in the short and long term. The data used for this study comes from Bank Indonesia and International Monetary Fund data during 2012 Q1-2023 Q4. The results of the Autoregressive Distributed Lag (ARDL) model show that in the short term, the exchange rate and international liquidity have a negative and significant influence on the development of state sharia securities. While the debt service ratio and current account have a positive and significant influence on the development of state sharia securities. In the long run, the exchange rate has a negative and significant influence, foreign debt and debt service ratio have a negative and insignificant influence, while the current account has a positive and significant influence on the development of Islamic securities. On the other hand, international liquidity has a positive and insignificant influence on the development of state Islamic securities.

Abstract

The main issue raised in this study is how the local economic wisdom of the community is influenced by cultural bonds and unique traditional values that are often overlooked in economic dynamics measurements, as well as how economic learning is implemented in Batu City. This study aims to explore the identity and dynamics of local wisdom within the community of Batu City, East Java, which reflects a balance between productive and normative elements. Using a phenomenological approach and qualitative methods, this research uncovers the meanings of identity and socio-economic dynamics through in-depth interviews and observations with several key informants. The findings indicate that the economic dynamics of Batu City’s community include elements rooted in agricultural activities, such as the principles of shared sustenance, labor as a form of indebtedness, sharecropping practices, and cultivating land and planting as sources of livelihood. In addition, the application of traditional values such as three-dimensional harmony also plays an important role in their economic life. Spiritual bonds, social solidarity, and harmony with nature serve as the main pillars shaping their local economic identity. The implication of this study highlights the need for culturally grounded policies to support the socio-economic dynamics of the community in the region.

Abstract

Abstract. This study aims to classify districts/cities in East Java based on social welfare indicators in 2023 using hierarchical and K-Means clustering methods. The dataset consists of 38 districts/cities obtained from the Central Bureau of Statistics (BPS). The variables include poverty rate, unemployment rate, Human Development Index (HDI), per capita expenditure, sanitation access, and social assistance coverage. Data were standardized using z-score before clustering analysis. The optimal number of clusters was determined using Silhouette Coefficient, Davies-Bouldin Index (DBI), and Calinski-Harabasz Index (CHI). The results show that K-Means clustering with three clusters provides the most optimal grouping. Although hierarchical clustering (Ward method) produces a slightly higher Silhouette value, K-Means demonstrates better compactness and cluster separation based on DBI and CHI.  Keyword: Hierarchical Clustering, K-Means Clustering, Social Welfare.  Abstrak. Penelitian ini bertujuan untuk mengklasifikasikan kabupaten/kota di Provinsi Jawa Timur berdasarkan indikator kesejahteraan sosial tahun 2023 dengan menggunakan metode klaster hierarki dan K-Means. Data yang digunakan terdiri dari 38 kabupaten/kota yang diperoleh dari Badan Pusat Statistik (BPS). Variabel yang dianalisis meliputi tingkat kemiskinan, tingkat pengangguran, Indeks Pembangunan Manusia (IPM), pengeluaran per kapita, akses sanitasi, dan cakupan bantuan sosial. Data distandarisasi menggunakan z-score sebelum dilakukan analisis klaster. Penentuan jumlah klaster optimal dilakukan menggunakan Silhouette Coefficient, Davies-Bouldin Index (DBI), dan Calinski-Harabasz Index (CHI). Hasil penelitian menunjukkan bahwa metode K-Means dengan tiga klaster menghasilkan pengelompokan yang paling optimal. Meskipun metode klaster hierarki (Ward) memiliki nilai Silhouette yang sedikit lebih tinggi, metode K-Means menunjukkan tingkat kompaksi klaster dan pemisahan antar klaster yang lebih baik berdasarkan nilai DBI dan CHI. Kata kunci: Klaster Hierarki, Klaster K-Means, Kesejahteraan Sosial.

Abstract

Penelitian ini bertujuan untuk mengetahui tingkat kesejahteraan masyarakat terhadap Indeks Pembangunan Manusia pada masa pandemic covid-19 di provinsi jawa timur. Metode penelitian yang diterapkan pada penelitian ini adalah metode Systematic Literature Review (SLR) dengan menggunakan aplikasi Vosviewer. Data yang di review adalah dokumen laporan indeks pembangunan manusia yang dieluarkan oleh Badan Pusat Statistik Provinsi Jawa timur sejak tahun 2015 hingga tahun 2021 dan Jurnal terkait yang bersumber dari database Dimentions. Hasil penelitian mengungkapkan bahwa Angka kemiskinan Jawa Timur naik kembali akibat pandemi Covid-19 sejak awal tahun 2020. kemiskinan perdesaan provinsi Jawa Timur berkurang 11,33 persen pada tahun 2022, sementara kemiskinan perkotaan berkurang 7,00 persen. Dengan demikian, penurunan kemiskinan Jawa Timur disumbang oleh penurunan kemiskinan perdesaan. Hasil penelitian ini berkontribusi pada perumusan kebijakan pelayanan publik pada masa krisis Covid-19. Keterbatasan penelitian ini adalah data yang digunakan masih terbatas pada jenis data sekunder, yaitu data hasil laporan Badan Pusat Statistik Provinsi yang diperoleh dari website resmi BPS Provinsi Jawa Timur dan artikel terdahulu yang bersumber dari dimention. Penelitian berikutnya perlu menggunakan data primer, yaitu data wawancara dan observasi.

Abstract

The purpose of this research is to analyze the effect of education expenditure, health expenditure, Islamic bank financing, and economic growth on the HDI of Indonesian provinces during the period 2013–2023. Using a quantitative approach, the study employs panel data regression on secondary data from 33 provinces obtained from BPS, OJK, and the Ministry of Finance. The most appropriate estimation model is selected through the Chow and Hausman tests, which both support the use of a fixed effect model, followed by multicollinearity and heteroscedasticity diagnostics to ensure model validity. The results show that education expenditure, health expenditure, Islamic bank financing, and economic growth each have a positive and statistically significant impact on HDI, while jointly explaining approximately 85% of its variation across provinces. These findings suggest that increased education and health budgets effectively enhance human capital through longer schooling, better health outcomes, and higher life expectancy, whereas expanded Islamic bank financing and robust economic growth raise adjusted per capita expenditure and overall welfare. The study concludes that optimizing human development in Indonesia requires a coherent policy mix that strengthens pro-poor and pro-human capital public expenditure, deepens Islamic financial inclusion, and sustains inclusive economic growth, particularly in lagging regions, in order to narrow HDI disparities and support long-term sustainable development.

Abstract

The transformation towards a knowledge- and creativity-based economy opens opportunities for local culture to become a driver of the real sector. However, at the community level, cultural potential is often not strategically managed due to institutional and managerial weaknesses. This study aims to analyze strategies for optimizing the local culture-based creative economy in the Polowijen Cultural Village (KBP) in Malang City. The method used is a mixed method approach through qualitative identification of strategic factors and quantitative analysis using the IFAS, EFAS, IE, SWOT, and QSPM matrices. The results show that KBP has a strong internal position (3.15) and supportive external conditions (2.89), thus placing it in the growth and build quadrant. The priority strategy established is the development of cultural educational tourism integrated with crafts, performing arts, and local MSMEs. These findings confirm that local culture can function as a driver of the real sector through the creation of added value, employment opportunities, and economic multiplier effects. Institutional strengthening and digitalization of promotion are key to sustainable development.

Abstract

Kesetaraan gender merupakan isu global yang telah ditetapkan oleh Perserikatan Bangsa-Bangsa (PBB) sebagai salah satu tujuan dalam Sustainable Development Goals (SDGs). Sebagai provinsi dengan penduduk terbesar di Pulau Jawa, Jawa Barat menghadapi  permasalahan dalam mewujudkan pembangunan gender yang inklusif. Pemahaman mengenai pola pembangunan gender perlu dikaji untuk merancang kebijakan pembangunan yang tepat sasaran. Penelitian ini bertujuan untuk mengelompokkan Provinsi Jawa Barat berdasarkan indikator Indeks Pembangunan Gender (IPG) dan mengetahui pemetaan karakteristik masing-masing cluster yang dianalisis berdasarkan nilai tertinggi dan terendah dari indikator IPG di 27 kabupaten/kota Provinsi Jawa Barat. Penelitian ini menggunakan metode kuantitatif dengan teknik analisis K-means cluster, dimana data akan dikelompokkan ke dalam beberapa cluster berdasarkan karakteristik yang sama. Penelitian ini menghasilkan cluster 1 dengan 14 kabupaten yang berada pada kategori rendah pada semua indikator IPG, cluster 2 dengan 4 kota yang berada pada kategori tinggi pada semua indikator IPG, dan cluster 3 dengan 9 kabupaten/kota yang berada pada kategori sedang. Capaian pembangunan gender menunjukkan kategori tinggi di daerah perkotaan, terutama Bandung, Bekasi, Depok, dan Cimahi. Sebaliknya sebagian besar wilayah administratif kabupaten di Jawa Barat berada pada kategori rendah. Diperlukan upaya pemerintah untuk meningkatkan program pembangunan pada aspek pendidikan, kesehatan, dan kualitas hidup masyarakat, terutama pada cluster 1 untuk mendorong capaian indeks pembangunan gender provinsi.

Abstract

Urban green open spaces (RTH) play a crucial role in supporting ecological balance and socio-economic development in rapidly growing cities. This study aims to analyze and compare the economic benefits of Alun-Alun Merdeka Malang City and Merjosari Park, and to evaluate whether the government’s development and maintenance costs are commensurate with the long-term benefits received by the community. This research employs a quantitative approach using the Cost-Benefit Analysis (CBA) method, incorporating Net Present Value (NPV), Benefit-Cost Ratio (BCR), Internal Rate of Return (IRR), and Payback Period (PP) with a 5% discount rate. Primary data were collected through the Contingent Valuation Method (CVM) using a dichotomous choice approach to estimate Willingness to Pay (WTP), and analyzed using binary logistic regression. The results indicate that both RTH locations are economically feasible, with positive NPV, BCR > 1, and IRR exceeding the discount rate. Although the difference in WTP is relatively small (1.77%), Alun-Alun Merdeka generates approximately 205% higher total economic benefits due to having around 200% more visitors. Its IRR (34.32%) is significantly higher than Merjosari Park (8.93%), with a faster payback period. These findings imply that while all RTH investments are economically viable, city-scale green spaces yield higher economic returns, whereas neighborhood-scale parks remain essential for ensuring equitable social and environmental benefits.

Abstract

Indonesia is a country with a high level of disaster vulnerability, including Sumenep Regency in Madura, which routinely experiences floods, droughts, and tornadoes. The people of Sumenep have developed self-mitigation practices based on local knowledge (indigenous knowledge) despite limited disaster literacy and insufficient formal socialization from government institutions. This study aims to analyse how the ethnographic process of communication shapes and reproduces self-mitigation practices as a community resilience strategy. The research uses a qualitative approach with the ethnographic design of communication in the constructivism paradigm. The informants were purposefully chosen, and they were from BPBD, religious leaders, and people who lived in three villages that are likely to have disasters: Kebunagung, Pasongsongan, and Kertasada. We gathered data through passive participant observation, in-depth interviews, and documentation. Then, we analysed the data in relation to the components of communication situations, communicative events, and communicative actions. The results show that practices such as village rokad during floods, istisqa' prayers during droughts, and symbolic rituals of "cutting the wind" during tornadoes are not just spiritual expressions but are cultural communication systems that build social solidarity, transmit risk knowledge, and strengthen collective resilience. Symbol, narrative, and ritual-based communication serve as an adaptive mechanism that organizes the community's response to disaster threats. This research confirms that cultural communication is an important foundation in community-based mitigation and needs to be integrated into formal risk communication policies. This study contributes to the development of community-based disaster communication studies in the context of Southeast Asia.
