Abstract

This research aims to explore key issues related to Indonesia's economic potential, particularly its Gross Domestic Product (GDP) reaching US$9.3 trillion. The International Monetary Fund (IMF) projections indicate that by 2030, Indonesia will be one of the top economic powers, competing with India and Brazil. The primary focus of the research is the defense sector as a strategic potential requiring a proactive response. The research objectives involve exploring the level of self-sufficiency in the defense industry, understanding challenges related to defense budget allocation, and identifying factors influencing global competitiveness. The research methodology is descriptive with a qualitative document-based approach, specifically focusing on strategic State-Owned Enterprises (SOEs) within Defense ID, such as PT Len, PT Pindad, PT PAL, PT DI, and PT Dahana. Data analysis encompasses information from these SOEs, utilizing theoretical frameworks including Competitive Theory, Penta-Helix Theory, Defense Industry Cluster Concept, and Central Government Budgeting Model. Research findings indicate that SOEs within Defense ID can be considered self-sufficient in the global defense industry competitiveness. However, it is noteworthy that the Defense Budget allocation is still below 1% of the GDP, creating its own challenges. The conclusion of the research is that Indonesia has significant potential to develop a self-reliant defense industry capable of global competition. Recommendations include enhancing collaboration, developing Pentahelix or Septahelix concepts, and implementing Defense Industry Clustering to improve innovation, efficiency, and competitiveness in the sector. Additionally, the Defense Budget Allocation Policy significantly influences the progress of this industry, requiring proactive measures to ensure alignment with the desired economic growth. Thus, the research findings provide a foundation for the Government, Stakeholders, and Future Researchers to develop strategies and policies supporting optimal growth in the Indonesian Defense sector.

Abstract

The theft committed by children must have several factors, namely several economic components or factors, parents because they do not pay attention to their children and thus commit acts against the law, social factors, and mass media factors. A child is a person who is not yet competent or a minor. What is called a child is a child who is not yet 18 years old and includes shildren who are still in the womb. This research aims to find out who is legally responsible for violations committed by children of theft according to Indonesian law, the factors that cause theft in cases involving Decision Number 1/Pid.Sus-Anak/2023/Pn Bpp. A normative approach, such as literature research based on laws and cases, is used in this research, these legal resources are classified into primary, secondary and tertiary. The results of this research are that children must be able to take responsibility for their actions which cause unlawful acts and child perpetrators must be imprisoned and trained in Special Children’s Correctional Institutions. Apart from that, social, economic, mass media (which is influenced by electronic media), and parental factors contribute to teenager committing illegal acts of theft. The judge then made a decision in case number 1/Pid.Sus-Anak/2023/PN BPP. It is appropriate to apply Article 363 paragraph (1) to 3 in conjunction with Article 65 paragraph (1) of the Criminal Code, but the sentence received by the child is too light, even thought this minor is protected, the criminal sanctions given should not be too light so that the child gets a deterrent effect, because the child has committed theft many times, causing disturbance to resident and harming other people.

Abstract

Fishing ground of skipjack (Katsuwonus pelamis) is mainly detected in Tidore waters using pole and line fishing gear and FADs. Skipjack that gatheres in the surface water is categorized as young fish. Therefore, skipjack caught around FADs tends to be young fish. This phenomenon causes the emergence of a larger problem, namely the dominance of young fish. In addition, untargeted fish caught consists of bycatch and discards. The study objective is to analyze the biological aspects of skipjack which includes the structure of fork length and suitable size, catch composition, rate of bycatch and discards. The pole and line catch samples were collected 5 months (April to August, 2021) using purposive sampling method. The results showed that the size of skipjack fit for catching at the research location was 80% and 20% unfit for catching. The catch was dominated by the targeted fish (94.5%), while the by-catch of baby yellowfin tuna was 5.0% and komo tuna 0.5%. The most bycatch was found in April, around 2.8%. During study obtained, discarded fish caught were not observed. Based on unworthed fish caught, bycatch, and discards percentages, pole and line fishery that lands number of fishes in which based in Goto Tidore fish landing site is classified as a high level of sustainability status.

Abstract

Lift net used for fishing is outfitted with a number of facilities that, in theory, are highly crucial to the production process. Technical units can refer to these auxiliary equipment such boats, waring, lights, and rollers. Fishermen tend to increase the technical unity of the lift net, according to subjective habits and opinions without ensuring effectively and efficiently. The study aimed to: 1) define the lift net fishery, which covers fishing units and how they operate; and 2) analyzing the technical factors of production that play a role in the lift net fisheries. The research was conducted in the village of Babaneigo in June 2022. A survey method including interview techniques and direct measurements was used to acquire the data. To conduct interviews, questionnaires were given out to respondents, who were fishers and owners of a certain chart. The information gathered includes information on the size of the boat, the size of the net, the number and intensity of lights, the number of trips made each month, the number of hauls made each night, the amount of gasoline used, and the duration of net immersion. Ship, net, and hauling time dimensions are among the data that require direct measurement verification. With a F count of 31.46 > 3.48, the result indicated that production technical parameters overall had a considerable impact on production. The two main variables that significantly impact the lift net production are the light capacity factor and the number of trips.
