Abstract

The aim of this study is to explain the discourse and differences between research, quantitative research and qualitative research. Qualitative research, based on the philosophy of postpositivism, is used to examine the condition of natural objects with the aim of understanding phenomena. Qualitative research is an intense communication process between the researcher and the phenomenon being studied. Quantitative research, which is based on the philosophy of positivism, is used to study a specific population or sample, collect data using research instruments, and then analyze the data quantitatively or statistically to test a predetermined hypothesis. Quantitative research and qualitative research differ in terms of the criteria, processes, and competencies used.

Abstract

This study explores how climate justice and social equity are integrated into watershed governance in Indonesia, using the Citarum River as a case study. It examines the progress and challenges faced by local communities and the government, as well as the policies implemented to achieve climate justice and social equity within a sustainable governance framework. Using a case study approach and qualitative methods, the findings highlight progress through initiatives such as the Citarum Harum program, which has facilitated renewable energy transitions, ecological restoration, and the adoption of Natural Climate Solutions (NCS), including the Citarum Living Lab program. However, findings also reveal that several challenges persist, including socio-political barriers, participatory limitations (especially from marginalized communities and non-governmental actors in decision-making), fragmented policy coordination, lack of stakeholder synergy, overlapping policies leading to inefficiencies, unequal resource distribution, and the increasing frequency of natural disasters that hinder inclusive governance. This study underscores the critical importance of integrating climate justice and social equity into Citarum Watershed governance to achieve environmental sustainability and improve the quality of life for local communities. It emphasizes the need to strengthen collaborative governance models, particularly through the Quintuple Helix framework, while ensuring inclusive decision-making. The findings provide valuable insights for policymakers to frame climate crises through the lens of climate justice and social equity, ensuring that sustainable watershed governance not only benefits communities in the Citarum Watershed but also contributes to broader societal well-being.

Abstract

This study aims to conduct a bibliometric analysis of articles on policy interventions undertaken by international donor agencies in the Scopus database. This study uses a bibliometric analysis based on the Scopus database. One hundred one articles on policy interventions from international donor agencies in the Scopus database. Then classified by year of publication, author, affiliation, keywords and journal-title. The author also conducts a literature review of articles regarding policy interventions carried out by international donor agencies in the Scopus database. Analysis of bibliographical characteristics and content of articles regarding policy interventions carried out by international donor agencies in the Scopus database has been partially answered. Analysis of bibliographical characteristics, such as number of citations and keywords, provides valuable insights into trends and focus of the literature. This research provides valuable insight into the characteristics and content of articles on policy interventions by international donors. However, further research is needed to thoroughly understand each article's content and findings and develop new knowledge in this field. population.

Abstract

Penelitian ini mengkaji secara mendalam tata laksana inventarisasi aset fisik di Dinas Komunikasi dan Informatika (Diskominfo) Provinsi Jawa Barat. Pengelolaan aset fisik yang efektif merupakan fondasi penting bagi penyelenggaraan pemerintahan yang baik dan pelayanan publik yang optimal. Namun, penelitian ini mengidentifikasi bahwa tata laksana inventarisasi di Diskominfo Jabar belum mencapai efisiensi dan efektivitas yang diharapkan, berakar pada berbagai hambatan di setiap tahapan siklus manajemen aset. Dengan menggunakan pendekatan deskriptif kualitatif, data dikumpulkan melalui wawancara terstruktur dengan pegawai pengelola aset, observasi partisipatif, dan studi pustaka, menganalisis praktik pengelolaan aset dalam konteks administrasi pemerintahan dan prinsip best practice. Hasil utama menunjukkan bahwa perencanaan yang kurang matang (ketiadaan tim formal dan rencana kerja tertulis), dominasi pencatatan manual (Excel), keterbatasan integrasi sistem informasi (SIMADA yang belum optimal, inisiatif digitalisasi awal), belum adanya database aset digital terpadu yang menghambat pelaporan, serta birokrasi yang berbelit dalam penghapusan aset menjadi hambatan fundamental. Keterbatasan kompetensi SDM dan minimnya minat staf juga memperparah kondisi ini. Temuan ini menegaskan perlunya perbaikan komprehensif yang mencakup pengembangan SDM, optimalisasi dan integrasi sistem informasi, serta penyederhanaan birokrasi untuk meningkatkan efisiensi, akurasi, dan akuntabilitas pengelolaan aset fisik di Diskominfo Jabar, guna mendukung prinsip tata kelola pemerintahan yang baik dan kualitas pelayanan informasi publik. This research deeply examines the procedures for physical asset inventory at the Department of Communication and Informatics (Diskominfo) of West Java Province. Effective physical asset management is a crucial foundation for good governance and optimal public service delivery. However, this study identifies that the inventory procedures at Diskominfo West Java have not yet achieved the expected efficiency and effectiveness, stemming from various obstacles across all stages of the asset management cycle. Employing a qualitative descriptive approach, data were collected through structured interviews with asset management officials, participatory observation, and literature review, analyzing asset management practices within the context of government administration and best practice principles. Key findings reveal that inadequate planning (lack of a formal team and written work plan), the dominance of manual recording (Excel), limited integration of information systems (suboptimal SIMADA, nascent digitalization initiatives), the absence of a unified digital asset database hindering reporting, and complex bureaucracy in asset disposal constitute fundamental challenges. Furthermore, limitations in staff competency and low staff interest exacerbate these conditions. These findings underscore the necessity for comprehensive improvements encompassing SDM development, optimization and integration of information systems, and bureaucratic simplification to enhance the efficiency, accuracy, and accountability of physical asset management at Diskominfo West Java, thereby supporting principles of good governance and quality public information services.

Abstract

This article aims to highlight the typology of faith-based women's movements and organizations in the democratic era. This research focuses on religious women's organizations in West Java, including representatives from Islam, Christianity, Catholicism, Hinduism, Buddhism, and indigenous beliefs. The purpose of this research is to determine the roles and strategies used by religious-based women's movements and organizations in advocating for civil society interests, particularly in promoting gender equality issues. The research results indicate that religious-based women's organizations or movements overall prioritize and consider religious values in their various actions and organizational decisions when advocating for gender equality issues. In West Java, religious-based women's movements and organizations exhibit various typologies, with some rooted in Islam. Three dominant typologies emerged from the organizations studied: religious-centered, religiously affiliated, and religiously backgrounded. These three typologies provide at least a glimpse of the differences and similarities in the strategies of women's movements and organizations in advocating for gender-responsive public interests, particularly how they collaborate with the government and other stakeholders.Artikel ini bertujuan untuk menyoroti tipologi gerakan dan organisasi perempuan berbasis agama di era demokrasi. Penelitian ini berfokus pada organisasi perempuan berbasis agama di Jawa Barat, yang meliputi perwakilan dari Islam, Kristen, Katolik, Hindu, Buddha, dan Penghayat.Tujuan penelitian ini adalah untuk menentukan peran dan strategi yang digunakan oleh gerakan dan organisasi perempuan berbasis agama dalam memperjuangkan kepentingan masyarakat sipil khususnya dalam memperjuangkan isu-isu kesetaraan gender. Hasil penelitian menunjukkan bahwa keseluruhan organisasi atau gerakan perempuan berbasis agama dalam memperjuangkan isu-isu kesetaraan gender tersebut dengan memprioritaskan dan mempertimbangkan nilai-nilai agama dalam berbagai tindakan dan keputusan organisasi. Di Jawa Barat, gerakan dan organisasi perempuan berbasis agama menunjukkan berbagai tipologi, dengan beberapa di antaranya berakar pada Islam. Tiga tipologi dominan muncul dari organisasi yang diteliti, yaitu tipologi berpusat pada agama, tipologi berafiliasi dengan agama, dan tipologi berlatar belakang agama. Ketiga tipologi ini setidaknya memberikan gambaran perbedaan dan persamaan strategi gerakan dan organisasi perempuan dalam memperjuangkan kepentingan publik yang responsive gender, khususnya bagaiamana mereka melakukan kolaborasi dengan pemerintah dan pemangku kepentingan lainnya.

Abstract

This study explores the significance of big data methods in urban planning, focusing on their application in Bandung City’s smart city initiatives, the challenges involved, and their potential in foster a resilient urban environment. This research adopts a descriptive approach, utilizing big data methods to analyze urban resilience governance within the smart city framework of Bandung City. The study provides insights into the challenges, ethical considerations, and potential benefits of applying big data methods in urban planning for Bandung City. It also examines the concept of resilient urban governance in the development of smart cities. However, this study does not specifically analyze a particular case in Bandung City. Instead, it aims to offer valuable perspectives on the role of big data in broader urban planning and key strategies that can be applied to enhance urban governance resilience—both in Bandung City and in other cities facing similar challenges and opportunities. Integrating big data methods into Bandung City's urban planning is a crucial step toward achieving resilient governance in the context of a smart city. By leveraging advanced data analytics, cities can enhance decision-making processes, optimize resource management, and improve public services, ultimately fostering a more sustainable and liveable urban environment.

Abstract

The design of a policy or program evaluation study is both descriptive and analytical. On the one hand, evaluators try to describe what has happened, and on the other hand, try to explain why it happened. To do this, evaluators need to observe what happens before and after the policy or program is implemented. This research aims to describe phenomena related to the agricultural sector in West Java Province before the millennial farmer program was implemented in 2021. Such knowledge will be useful as baseline indicator when assessing the program's performance and impact. This research uses a qualitative approach with a case study design and a literature study review. The data source used is secondary data in the form of previous study and statistical data obtained from the Central Bureau of Statistics (BPS). The results showed that there were six empirical phenomena that described the condition of the West Java agricultural sector before the millennial farmer program was implemented, namely the percentage of young farmers that continued to decline, the low average wage of agricultural workers, the deficit exchange rate of farmers (NTP), the structure of the agricultural sector workforce that shifted towards non-agriculture, the contribution of the agricultural sector to GRDP that decreased, and the position of agriculture as a lagging business sector according to the results of Klassen analysis. These six phenomena can be used as baseline indicators to assess program performance and impact in the next five or ten years.

Abstract

This study analyses the role and impact of public-private partnerships to improve food security in coastal areas of Indonesia. The public-private partnership model as a tool to address poverty, food needs and stunting is examined using a qualitative exploratory technique. Additional information was gathered by the researchers via interviews, field observations and documents. The study was carried out in Indonesia’s Coastal Takalar Regency, and NVivo 12 Pro was used to visualise the data. The results showed that the parties involved in efforts to improve food security on the Takalar Regency Coast include the Food Social Service and Village Community Empowerment of Takalar Regency, Subdistrict Social Welfare Workers, village government, Mandiri Bank, food suppliers and E-Warong (noncash government assistance) agents. Findings further showed that the benefits arising from this collaboration can reduce social inequalities such as decreasing poverty, increasing food needs and reducing stunting cases in the coastal areas of Takalar Regency. This work revealed several obstacles to cooperation between the government and the private sector to improve food security through food aid programmes, namely corruption through diversion of aid funds and a lack of supervision.

Abstract

Penelitian ini mencoba membuat bibliometric analysis dari artikel terindeks Scopus yang dipublikasikan dari tahun 2005 sampai tahun 2023 mengenai penggunaan nanofertilizer untuk mendukung ketahanan pangan. Tujuan dari penelitian ini adalah untuk mengetahui topik-topik apa saja yang telah diteliti yang berkaitan dengan nanofertilizer dan perannya terhadap ketahanan pangan. Peneliti menggunakan bibliometric analysis dengan kata kunci nanotechnology dan fertilizer di jurnal yang terindeks Scopus. Data yang diperoleh kemudian diolah dan dianalisis menggunakan software VOSvosviewer dan visualisasi co-occurrence. Berdasarkan hasil studi, ditemukan bahwa penelitian yang terkait dengan nanotechnology dan fertilizer berkembang signifikan. Negara yang paling banyak mempulikasikan topik ini adalah China. Kedepannya ada potensi untuk meneliti nanofertilizer dikaitkan dengan kebijakan publik, untuk kemudian diterapkan pada pertanian Indonesia untuk mendukung ketahanan pangan.
