Abstract

Bibliometric studies have been utilized as analysis tools to explore publications and scientific research on the topic, from the novelty of scientific maps to the scheme of the bibliometric. Meanwhile, the systematic procedural explained in the series of bibliometrics, on the other hand, needs to be conducted by the researchers. However, the concise research procedure on bibliometric analysis is a valuable tool to project research gaps, tentative trends, co-occurrence, and authorship. The topic chosen is social infrastructure, which needs to be identified for bibliometric analysis. Consequently, the paper aims to conduct a comprehensive bibliometric of social infrastructure. Collected data from Scopus include 4,111 publications retrieved from the database. Moreover, bibliometrics has a couple of significant analyses of the domain (level of analysis) and knowledge structure. The results indicated a remarkable footprint for social infrastructure research involving authors, sources, and publications following this subject. Likewise, the nation and association produced significant efforts towards the subject. Consecutively, the science mapping approach was thoroughly confiscated, including social infrastructure-related research, intellectual research, and the structure of the topic. In-depth overviews and notions connected to social infrastructure are valid sources for study and practice.Keywords: Bibliometric Analysis, Domain, Scientific Structure, Social Infrastructure.

Abstract

Penelitian ini menjelaskan tentang kualitas pelayanan yang merupakan penilaian atas mutu baik atau buruknya suatu pelayanan. Pelayanan dikatakan berkualitas apabila pelayanan yang diberikan melebihi dari yang diharapkan masyarakat serta pelayanan tersebut memenuhi kebutuhan dan harapan masyarakat. Salah satu lembaga yang memberikan jasa pelayanan adalah Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Jakarta Utara. Penelitian ini menggunakan teori pelayanan publik menurut Parasuraman tahun 2002 dan teori kepuasan masyarakat oleh Tjiptono & Chandra tahun 2011. Metode penelitian ini menggunakan metode kuantitatif. Responden penelitian ini sebanyak 100 (seratus) orang Masyarakat yang mengurus perizinan NIB. Teknik analisis data menggunakan teknik analisis regresi koefisien korelasi dalam yang merupakan ukuran kekuatan hubungan linear antara variabel independen (X) dan varibel dependen (Y). Koefisien korelasi ini dilambangkan dengan r. Nilai-nilai koefisien ini bervariasi dari -1 sampai +1. Hasil penelitian menunjukkan jika berdasarkan indikator kualitas pelayanan yaitu Bukti Fisik, Kehandalan, Daya Tanggap, Empati dan Jaminan bahwa, Analisis kualitas Pelayanan perizinan di Kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Jakarta Utara Keberhasilan pelayanan perizinan secara dengan menggunakan sudah “baik”. Namun masih ditemukan adanya kelemahan dalam pemberian pelayanan yang disebabkan kurangnya informasi kepada masyarakat melalui media offline sehingga masyarakat banyak yang belum mengetahui jika pengurusan NIB harus di urus secara online melalui OSS. Konsep baru pada penelitian ini ialah meningkatkan kepuasan masyarakat dengan kualitas layanan yang terbaik dari pihak DPMPTSP Jakarta Utara dengan memberitahukan kepada masyarakat jika saat ini seluruh pengurusan NIB dapat diakses melalui OSS. Dengan sistem yang sangat baik, diharapkan pelayanan DPMPTSP Jakarta Utara menjadi lebih baik lagi dan lebih memuaskan masyarakat. This study describes the quality of service which is an assessment of the good or bad quality of a service. Services are said to be of quality if the services provided exceed the expectations of the community and these services meet the needs and expectations of the community. One of the institutions that provide services is the North Jakarta Investment and One-Stop Services Agency (DPMPTSP). This study uses public service theory according to Parasuraman in 2002 and community satisfaction theory by Tjiptono & Chandra in 2011. This research method uses quantitative methods. Respondents to this study were 100 (one hundred) community members who took care of NIB permits. The data analysis technique uses the regression analysis technique of the deep correlation coefficient which is a measure of the strength of the linear relationship between the independent variable (X) and the dependent variable (Y). This correlation coefficient is denoted by r. The values of these coefficients vary from -1 to +1. The results of the study show that based on service quality indicators, namely Physical Evidence, Reliability, Responsiveness, Empathy and Assurance, Analysis of the quality of licensing services at the North Jakarta Investment and One-Stop Services Office The success of licensing services using a "good" basis. However, there are still weaknesses in the provision of services due to a lack of information to the public through offline media so that many people do not know that NIB arrangements must be managed online through OSS. The new concept in this research is to increase public satisfaction with the best quality service from the North Jakarta DPMPTSP by informing the public that currently all NIB arrangements can be accessed through OSS. With an excellent system, it is hoped that North Jakarta DPMPTSP services will be even better and more satisfying to the community.

Abstract

The whistleblowing system is becoming an increasingly utilized tool worldwide to prevent and detect current violations. However, its implementation is not easy, as individuals require a sense of security and safety guarantees to be willing to participate in preventing violations and corruption. Therefore, adequate structures and processes are needed for its implementation. Kendari City is the only local government in the Southeast Sulawesi Province region that has implemented a whistleblowing system in its administration. This research aims to analyze the structure, mechanisms, and procedures of the whistleblowing system that has been implemented using best practices established by the Deputy of Investigation at the Financial and Development Supervisory Agency. The research employs a qualitative approach, utilizing document studies, observations, and interviews with individuals involved or directly engaged in implementing the whistleblowing system in the Kendari City government. The results indicate that the whistleblowing system implementation’s structure, mechanisms, and procedures have adhered to best practices in policy and institutional aspects as per the Technical Guidance Guidelines for the Implementation of the Thematic Fraud Control Plan System and Internal Whistleblowing Behavior.

Abstract

Countries with a vast sea area have faced great concern regarding maritime security. Indonesia, a maritime country with an enormous marine resource that contributes 2.58% to the country’s GDP, ranked second as a vulnerable country to marine threats, such as Illegal, Unreported, and Unregulated (IUU) fishing. This research analyzes the implementation of Indonesia’s 2021 – 2025 Maritime Policy Action Plan and how the policy network cooperates to eradicate IUU fishing. Through qualitative content analysis, several regulations and laws in line with the policy action plan were subject to the analysis and reports published by authorized governmental agencies, such as the Indonesian Maritime Security Agency and the Ministry of Marine Affairs and Fishery. Based on policy network analysis of reports by ministries and institutions/agencies, sectoral ego and integration are the critical issues to curb in the policy community. The lack of an integrated system of information sharing has been a part of challenges in collaborative efforts to attain the state of a secure and safe sea. In this regard, the government must strengthen the information-sharing system in their policy network and the policy community itself to maximize efforts on the security of jurisdiction territory to eradicate IUU fishing. Negara dengan wilayah laut yang luas sering kali menghadapi permasalahan terkait keamanan maritim. Indonesia, negara maritim dengan limpahan sumber daya laut yang menyumbang 2,58% terhadap PDB negara, mendapatkan predikat sebagai negara terentan peringkat kedua terhadap ancaman kelautan, seperti Illegal, Unreported, and Unregulated (IUU) fishing. Penelitian ini menganalisis implementasi dari Rencana Aksi Kebijakan Kelautan Indonesia 2021 – 2025 dan melihat bagaimana jejaring kebijakan bekerja untuk ‘memerangi’ IUU fishing. Melalui konten analisis kualitatif, beberapa regulasi dan undang-undang yang sejalan dengan rencana aski kebijakan dan laporan-laporan yang dipulikasikan oleh instansi pemerintah yang berwenang, seperti Badan Keamanan Laut dan Kementerian Kelautan dan Perikanan, juga digunakan untuk dianalisis. Berdasarkan analisis pada jejaring kebijakan dalam laporan-laporan yang dipublikasikan kementerian dan institusi/lembaga, ego sektoral dan integrasi memiliki peran yang penting dalam pencapaian rencana aksi kebijakan. Kurangnya sistem pembagian informasi yang terintegrasi menjadi bagian dari halangan dalam bekerja sama untuk mencapai keadaan laut yang aman. Berkaitan dengan hal tersebut, pemerintah harus meningkatkan sistem berbagi informasi dalam jejaring kebijakan dan policy community-nya sendiri untuk mengoptimalkan upaya dalam pengamanan wilayah yurisdiksi dalam rangka pemberantasan IUU fishing.

Abstract

Program Keluarga Harapan (PKH) is a conditional cash transfer program in Indonesia that requires beneficiaries to meet certain requirements such as school attendance and health checks. Adopted from similar models in Latin America, PKH aims to reduce short-term poverty and invest in the health and education of future generations. Since its launch in 2007, PKH has operated in various regions with different poverty and infrastructure issues. PKH faces several challenges, including mistargeting of beneficiaries and burdensome bureaucracy for the poor. To address this, improvements to the targeting system and simplification of document procedures are recommended. The program has also contributed to reducing stunting through improved nutrition and health education, although health facilities need to be improved. In the education sector, PKH has succeeded in increasing school enrollment and attendance, but has not significantly reduced child labor. In terms of livelihoods, PKH encourages beneficiaries to shift to non-agricultural jobs, although often only casual labor. This study uses descriptive and explanatory designs to describe and explain the evolution of the PKH policy from 2007. Descriptive design is used to describe policy changes that occurred during the period, while explanatory design is used to explain the factors that influence policy changes and their impact on program effectiveness. The results found that there were problems with PKH facilitators including insufficient numbers, high workloads, and low salaries, which affected their effectiveness. To improve the performance of facilitators, new recruitment, regular training, and increased salaries and working conditions are recommended.

Abstract

This study examines the role of digital transformation in enhancing bureaucratic efficiency and transparency in Kuningan Regency. As public expectations for faster, more transparent services grow, the local government is adopting various digital technologies, including e- government platforms, to improve service delivery. Using a case study methodology, this research assesses the implementation of digital tools in streamlining administrative processes and fostering better public access to government information. The findings indicate that while digital transformation has significantly increased operational efficiency, challenges such as digital literacy gaps, infrastructural constraints, and resistance to technological change continue to hinder full adoption. The study concludes by recommending targeted policy interventions to overcome these obstacles, ensuring that digital governance not only increases service efficiency but also strengthens accountability and trust in the public administration of Kuningan. This paper contributes to the understanding of how local governments in developing regions can effectively implement digital reforms to modernize bureaucracy and meet the demands of a digital age.

Abstract

The development of Campus II of the Bandung Manufacturing Polytechnic (Polman) in Majalengka Regency is part of the development of the Rebana Metropolitan Area which aims to improve the quality of human resources (HR) through vocational education. This study aims to analyze the collaborative governance process applied in the development of the campus, with a focus on transparency and ethics in decision-making. The research method is qualitative descriptive, with data obtained through in-depth interviews and document analysis. The study results indicate that transparency is important in ensuring that every actor has equal access to information, which encourages active participation from all parties. Ethics in decision-making is also a major factor in maintaining the integrity of the collaboration process, which ensures that decisions taken consider the long-term interests of the community and industry in the Rebana Area. Cross-sector collaboration supported by transparency and ethics has proven effective in creating vocational education that is relevant to industry needs and can have a positive impact on regional economic growth. This study suggests increasing transparency and ethics in cross-sector collaboration to ensure the sustainability of similar projects in the future.

Abstract

The study of public administration developed from the Old Public Administration to the New Public Service, bringing management and public organizations to shift from the traditional paradigm to the modern paradigm. Organizations were originally seen as machines that emphasized hierarchy. The modern perspective states that hierarchy is no longer an effective organizational strategy. The new public administration steered organizations toward collaboration, consensus, and democratic management to encourage the development of a heterarchical approach. The research results were visualized using bibliographic research methodology and the VOSviewer program. Access Scopus database data using the following keywords, title-abs-key (" heterarchy ") and ((pubstage (pubstage ") and (limit-to (doctype, "ar") and (limit-to (language, "English") and (limittoes (srctype, "j"). The research results provide an overview of the quality and quantity of articles about heterarchy around the world. Global trends indicate high interest in this research topic. In addition, the works that have been published are of good quality, marked by a high number of citations. To find novelty, the author tries to take topics that are still rarely researched. Apart from that, to get a big chance of publication, the author considers several aspects, such as country, affiliation, influential journals.

Abstract

This study is the result of research on the implementation of radicalism prevention policies through the independent curriculum P5 project in elementary level education schools in Garut Regency. This research is also motivated by the author's interest in radicalism prevention policies, especially among young people. The Garut Regency Government has issued Garut Regent Regulation Number 143 of 2023 concerning the Regional Action Plan for Preventing and Combating Violent Extremism that Leads to Terrorism, one of which aims to prevent radicalism in the school environment due to concerns about the spread of radicalism among young people. This research uses a qualitative research method with a descriptive approach. Data were obtained through literature study and field study (observation and interview). The data validity technique used was the triangulation of sources and methods. The results of this study indicate that there are several challenges faced by policy actors in policy implementation such as limited human resources, the influence of the environment and local culture, the wide area of distribution of primary level education schools and low parental participation.

Abstract

This research examines the organizational agility of the Secretariat General of the Ministry of Maritime Affairs and Fisheries (SETJEN KKP) following Indonesia's bureaucratic reform, which mandated structural simplification, position equalization, and team-based work systems to enhance public sector responsiveness. Against the backdrop of rapid technological advancements and the VUCA (volatility, uncertainty, complexity, ambiguity) environment, the research evaluates SETJEN KKP's alignment with Wolter Aghina’s agile framework across five dimensions: Strategy, Structure, Processes, People, and Technology. Using a qualitative descriptive approach, the study collected primary data through interviews and observations, supplemented by secondary data from regulations, reports, and documents. Findings indicate progress in agility, particularly through structural simplification and digital adoption (e.g., Electronic-Based Government Systems). However, challenges persist, including budget inflexibility, limited functional position mobility, and cultural resistance to change. The study highlights the need for optimized coordination, process innovation, and dynamic human resource development to realize agile transformation fully. Theoretically, it contributes to public administration literature on bureaucratic reform; practically, it offers policymakers insights into refining agile implementation in Indonesia’s public sector.
