Abstract

Program sanitasi total berbasis masyarakat (STBM) didasarkan atas Peraturan Menteri Kesehatan No. 3 Tahun 2014 tentang Program Sanitasi Total Berbasis Masyarakat bertujuan untuk mendorong masyarakat secara mandiri menghentikan kebiasaan buang air besar di tempat terbuka. Walaupun kebijakan STBM diberlakukan sejak 2014, sanitasi buruk masih terjadi di beberapa kecamatan di Kota Bandung. Riset ini menganalisis pilar pertama STBM, yaitu stop buang air besar sembarangan (open defecation free),  utamanya terkait dengan upaya pemerintah dalam menanggulangi kebiasaan pembungan tinja ke sungai. Riset ini menggunakan teori implementasi kebijakan dari Thomas B Smith dalam proses implementasi kebijakan ada empat variabel yang perlu diperhatikan, yaitu; (1) Kebijakan yang di idealkan (idealized policy), (2) Kelompok Sasaran (target groups), (3) Organisasi Pelaksana (implementing organization), (4) Faktor-faktor lingkungan (enviromental factors). Pendekatan kualitatif dilakukan dalam  riset  ini melalui metode observasi, wawancara mendalam dan analisis dokumen. Teknik keabsahan dilakukan dengan triangulasi sumber informan yang didapatkan di lapangan. Hasil riset menunjukan bahwa pencapaian program sanitasi total berbasis masyarakat (STBM) pada pilar pertama stop buang air besar sembarangan (open defecation free)  belum sepenuhnya memperhatikan aspek-aspek implementasi kebijakan sebagaimana dikemukkan Thomas B Smith sehingga hasilnya belum optimal. Aspek yang berpengaruh dalam pencapaian program sanitasi total berbasis masyarakat yaitu (1) Partisifasi masyarakat, (2) Komitmen masyarakat, (3) Kondisi lingkungan, (4) Pemerintah, (5) Agen-agen yang terlibat dan (6) Peraturan lokal. Dengan demikian pencapaian program sanitasi total berbasis masyarakat akan berhasil apabila seluruh proses  implementasi dilajsanakan secara holistic, mulai tahap awal sampai verifikasi. Community-based total sanitation program  based on the Regulation of the Minister of Health No. 3 of 2014 concerning the community-based total sanitation Program aims to encourage people to independently stop defecating in the open. Although the CBTS policy has been in place since 2014, poor sanitation still occurs in several sub-districts in Bandung City. This research analyzes the first pillar of CBTS, namely open defecation free. Mainly related to the government's efforts to overcome the habit of dumping feces into rivers. This research uses the theory of policy implementation from Charles O. Jones which consists of discussing the implementation of the CBTS program from three aspects, namely (1) Organization, (2) Interpretation, and (3) Application. A qualitative approach is carried out in this research through the methods of observation, in-depth interviews and document analysis. The validity technique was carried out by triangulation of informant sources obtained in the field. The results of the research show that the achievement of the community-based total sanitation program (CBTS) in the first pillar of open defecation free has not fully paid attention to aspects of policy implementation as stated by O. Jones so that the results are not optimal. Aspects that influence the achievement of community-based total sanitation programs are (1) Community participation, (2) Community commitment, (3) Environmental conditions, (4) Government, (5) Agencies involved and (6) Local regulations. Thus, the achievement of a community-based total sanitation program will be successful if the entire implementation process is carried out holistically, from the initial stage to verification.

Abstract

The potential as well as the strategy of development of tourism in the National Tourism Strategic Area Morotai be important for mapping and analyzing the strategies that have been undertaken by the government until recently. The purpose of this paper is the analysis of the potential and the strategy of development of tourism in the National Tourism Strategic Area Morotai. Mapping the potential of marine tourism, beginning with a survey of the field, find the problems, then learn the theory in accordance with the problem. The method used a Mixed Method by taking the documentation data and primary data through In-Depth Interview guests, private, group of society, which is scattered in four areas of development, namely (1) Wayabula; (2) Daruba; (3) Bere-bere and Sopi. Mapping the tourism potential of the Island of Morotai is divided in 3 (three) types of the city, namely marine tourism 22 the city, its history 8 the city; and tour the cave and the waterfall is 9 km from. As for the strategy of development of tourism the Island of Morotai directed at : (a). The strategy of development of tourism; (b). Product Development strategy and Attractions; (c). Development strategy of Amenities available at the National Tourism Strategic Area Morotai; (d). The strategy of the development of accessibility associated with the development of National Tourism Strategic Area Morotai; and (e). Development strategy of promotion and marketing. The recommendation is that the government District of the Island of Morotai should seriously implement the development strategy of marine tourism. In addition, the development of products and places, the development of ksesibilitas, the development of ammenities, and the promotion of marine tourism should be further optimized.

Abstract

A tourism village is a concept to improve the socio-economic conditions of a community. The concept of a tourist village in Tangerang City is a breakthrough in creating local tourist destinations to create a livable and worthy city to visit. The concept of a tourist village is one of the efforts to overcome the problem of slums in Tangerang City. The slum problems in Tangerang City have become a central issue for the last 4 (four) years. In order to overcome the slum problem through the concept of a tourist village, it cannot be done by the government alone but requires the role of other stakeholders such as the role of the private and public. The collaborative governance model is an integrated model by connecting organizations across formal and informal boundaries. The collaborative governance model emerged as a response to increasingly complex public problems. Collaborative governance model According to Ansell & Gash consists of: face-to-face dialogue, trust-building, commitment to the process, shared understanding, and intermediate outcomes. Collaborative governance can be the solution in overcoming the slums problem in Tangerang City by developing tourist villages.

Abstract

The construction of the Serang-Panimbang Toll Road is intended to increase the accessibility of South Banten and support the economy in the Tanjung Lesung Special Economic Zone (SEZ) in accordance with Government Regulation No. 26 of 2012 concerning the Tanjung Lesung Special Economic Zone (SEZ), as well as to support the acceleration of the expansion of national economic development. During the Covid-19 pandemic, there was a massive change in the way people live, and the government needed to adjust it in all fields, including the construction of the Serang Panimbang toll road. Problems began to emerge in adjusting development policies to the conditions of the COVID-19 pandemic. This article will discuss in more depth the policy analysis of the Serang-Panimbang toll road construction in Banten Province during the Covid-19 Pandemic and the differences between before and after the pandemic. This study uses a descriptive qualitative approach. In collecting data, this research uses observation, interviews, literature study, and internet searching. Data collection in this study was carried out by studying the existing literature. This article analyzes the benefits that will be obtained by the community with CBA analysis using Pareto efficiency.

Abstract

As one of the countries with the highest total cases in Asia, the Indonesian Government has imposed restrictions on the mobility of people to reduce the spread of the covid-19 virus. The policy has an impact on social and economic aspects. In economic activities, there is a decrease in purchasing power and production power that thus far has not yet been stable has caused an increase in the poverty rate in Indonesia in the last two years. The central and local governments have made some policies to recover the national economy. The demand for the elasticity of those policies is very high, considering that there has been a change in the spreading behavior of the covid-19 virus over the last year. This research discusses the policy on fiscal decentralization to recover the national economy during the Covid-19 pandemic in Indonesia. The research method is based on the analysis of literature studies relevant to this research. The result of the research shows that there are some agile policies on fiscal decentralization during the Covid-19 pandemic, among other things, support for regions in handling the covid-19 pandemic, support for regions in fulfilling service facilities and infrastructure, support for regions in improving regional performance, support for regions in the implementation of asymmetric decentralization and new autonomous regions and support for the village.  Thus far, the imposed policies on fiscal decentralization have been able to decrease the active cases of covid-19, but the policies require a continuous evaluation to be able to produce integrated policies on fiscal decentralization in the future.

Abstract

Penelitian ini mendeskripsikan tentang peran pemerintah daerah dalam mengembangkan industri kulit di Sukaregang. Selama ini, pemerintah daerah telah berupaya memberikan berbagai fasilitas dalam rangka pengembangan, tetapi kenyataannya adalah ekspansi pasar tetap stagnan, yang ditandai dengan rendahnya daya saing, sempitnya lingkup pasar, dan kurangnya inovasi. Hal ini diakibatkan oleh terbatasnya akses bagi pelaku industri untuk melakukan ekspor, belum maksimalnya pendampingan dan sosialisasi regulasi, minimnya upaya meningkatkan kemampuan pelaku industri serta sarana dan prasarana untuk proses produksi, kurangnya integrasi jejaring pemasaran dan promosi untuk distribusi produk, serta sempitnya pasar akibat mutu atau kualitas desain produk yang monoton. Metode penelitian yang digunakan adalah metode penelitian kualitatif serta menggunakan teori yang dikemukakan oleh (Sulastri & Dilastri, 2015) sebagai acuan, yang mana disebutkan bahwa peran pemerintah daerah dalam mengembangkan industri kreatif meliputi aspek (a) katalisator, fasilitator, dan advokasi; (b) regulator; (c) konsumen, investor, dan entrepreneur, serta; (d) urban planner. Hasil penelitian menunjukkan bahwa peran pemerintah daerah dalam mengembangkan industri kulit di Sukaregang belum berjalan maksimal. Meskipun tugas dan fungsi pemerintah daerah telah dilaksanakan, tetapi terdapat tantangan dalam implementasinya, yang meliputi minimnya anggaran sehingga membatasi respons terhadap aspirasi pelaku industri, pendampingan bantuan yang masih tersegmentasi, serta sosialisasi regulasi yang belum terlalu luas.

Abstract

This research explains the organizational network in Mamminasata urban area,  South Sulawesi Province, Indonesia. The area was formally managed by the Mamminasata Metropolitan Development Agency (BKSPMM) since its establishment. The research used descriptive research method with qualitative approach through interviews and observation on the parties involved in  managing the development of Maminasata urban area. Furthermore, the data: strengthened by secondary data review of previous research results. Analyses also  combined with  data from relevant agencies. The results indicate that there is a fragmented organization network in terms of cooperation, coordination and communication amongs involved local governments in the development Mamminasata urban area, We would argue that the tendencies of respected local governments to express their own interests occurred due to the absence of cooperation and coordination mechanisms. Furthermore, ineffective communication amongs local governments led to the inconsistency of local development planning documents.

Abstract

The Indonesian women's movement was involved and became a part of the reform movement in 1998. This research aims to provide a comprehensive picture of the women's movement in West Java based on political opportunities, mobilisation structures, and framing of issues. The researcher used qualitative methods based on the degree of social experience-bound problems. The data collection techniques used were documentation studies and focus group discussions with activists representing three women's organisations in West Java. The findings demonstrated that the political opportunity structure of the Reformation era offered a chance to develop women's potential in West Java to create collective actions that varied in form, purpose, and movement strategy. The three women's organizations framed their activities differently and impacted the targets. Similarly, the resource mobilization process has a variety of strategies, and some of them are similar, such as the existence of critical dialogue spaces for women inside and outside the organization.

Abstract

The paper aims to reveal the book system policy in Indonesia and the efforts made to increase interest in reading, including the movement undertaken to improve literacy in Indonesia. Identification and mapping have been executed through the regulatory survey method on the peraturan.go.id database, while slip and analysis have been exercised through content analysis. The paper provides empirical insights into the bookkeeping system and movement undertaken to improve literacy in Indonesia. National policies have supported the bookkeeping system in Indonesia. Meanwhile, to increase interest in reading, a literacy movement was initiated by President Susilo Bambang Yudhoyono on November 1, 2007, through the Law of the Republic of Indonesia Number 43 of 2007. Indonesia's literacy movement is "the national movement for reading fondness." This paper reveals that policy support at the national (state) level also needs to get help at the regional (local) level so that the literacy movement can be implemented up to the regional level. In addition, the central government's commitment is not only in the form of policy support but needs to be followed by several joint movements and incentives.

Abstract

This research aims to assess the effectiveness of the stunting reduction acceleration program in Tanjungsari Village, Karangpawitan District, Garut Regency, and identify factors that could hinder the effectiveness of implementing the program. The research method used is qualitative, with data obtained through interviews, observation and documentation. Data were analyzed using qualitative descriptive techniques. The results of the research show that the implementation of activities to accelerate stunting reduction in Tanjungsari Village is still not intended for young women, even though the target has been set for 495 young women, but it has not been realized, because according to the officials it is still not urgent to implement. Likewise, the program has not been implemented to target pregnant women and pregnant women with CED, who are actually a crucial group that influences the success of implementing this stunting program. This is due to the low understanding, skills and professionalism of the officers concerned, as well as the lack of access to information for program targets. In conclusion, the implementation of activities to accelerate stunting reduction in Tanjungsari Village is still not effective. Keywords: Effectiveness, Program, Stunting
