The findings reveal that the madrasah implements a range of strategies, including effective planning, teacher recruitment based on Nahdlatul Ulama (NU) principles, and the integration of moderate Islamic values within both the formal curriculum and institutional culture. These efforts are designed to gradually shape students’ attitudes and behaviors, fostering tolerance, inclusivity, and respect for diversity. The study highlights that cultivating a moderate Islamic character is an ongoing process, with tangible results emerging over time. Abstract

Abstract

Inclusive quality education is essential for national development, aligning with Indonesia's goal to educate intelligent, responsible, and noble citizens without discrimination. Binding legal regulations become the basis for implementing inclusive education that is fair and without prejudice. As for these two research questions: how are the legal rules governing inclusive education in Indonesia and other countries? What are the challenges of implementing inclusive education in Indonesia? Using the systematic literature review research method, with keywords in Indonesian and English, "inclusive education policy" AND "law", and "inclusive education policy" AND "law" AND "Indonesia" in the 2015-2025 period. The researcher obtained the results of 68 articles that were appropriate and complete "full paper", with the final details; articles from Scopus 19 and Google Scholar 49 total of 68 articles. The results of the study show that in terms of legal regulations, inclusive education in Indonesia is much clearer and more binding than in Japan, Malaysia, Vietnam, and Myanmar, only losing to Finland, which is much better in terms of law and implementation. However, Indonesia still has several challenges in implementing inclusive education, such as limited human resources, the need to provide collaboration space for teachers, government and parents, minimal facilities and infrastructure and weak supervision and evaluation. Theoretical implications of clear and binding inclusive education legal regulations start from the definition, rights, obligations, monitoring systems, and sanctions if violations are found compared to other countries.

Abstract

This study aims to examine how elementary school teachers in remote areas of East Java adapt the Merdeka Curriculum to address local challenges, while also responding to the urgent need to understand how national curriculum policy is interpreted and implemented in the context of Disadvantaged, Frontier, and Outermost (DFO) regions. The study employed thematic analysis, which included stages of data familiarisation, coding, and critical reflection, with data validity ensured through triangulation of interviews, observations, and documentation. The findings reveal three major themes. First, teachers integrated local culture, such as folklore and traditional games, into instruction to enhance relevance and student engagement. For instance, students learned moral values through local hero stories, which enriched their literacy skills. Second, teachers applied project-based learning, such as creating teaching aids from recycled materials to explore environmental issues, fostering student creativity and critical thinking. Third, teachers implemented differentiated instruction by grouping students according to their learning styles, ensuring that each learner received appropriate and inclusive learning experiences tailored to their abilities and needs. This study is limited to several schools in East Java (Sumenep, Sidoarjo, Gresik, and Blitar), which do not fully represent all 3T regions with their diverse cultural and geographical contexts. Moreover, time constraints and limited data accessibility reduced the possibility of more profound exploration of cultural variations and strategies in other areas. Despite these limitations, the study contributes to a better understanding of curriculum localisation and the transformative role of teachers in contextualising the curriculum within challenging environments, while offering practical implications for policymakers, particularly in empowering teachers through locally-based training modules and flexible policies to promote educational equity in remote regions.

Abstract

This article describes and analyses the internalization and implications of Islamic character values based on student habituation at the State Senior High School. This article used qualitative research with a case study approach. The data collection techniques are participant observation, in-depth interviews with participants, and documentation of religious value planting activities. The data analysis technique follows the Huberman model by reducing data, presenting data, and drawing conclusions. From the research, data can be found that the internalization of Islamic character values based on habituation is carried out through several stages, namely moral knowing, feeling, and moral action. Meanwhile, Islamic character values include aqedah values, sharia values, and moral values which are then internalized in students' daily habits to have positive implications for students. This research can have positive consequences for students' moral and ethical development. Internalizing Islamic character values based on habituation can help students become better and more responsible individuals following Islamic values. It is essential to internalize Islamic character values in the habituation of students to create the nation's next generation who are superior and have good morals and ethics in everyday life. Exceptional nations have good morals and ethics in natural life every day. The limitations of this study are that it is only two months long and that the research site is in one of the schools only. Habituation is the benchmark for improving student character. The school carries out strengthening strategies ranging from school culture to learning and integration with parents.
