Abstract

Most elementary schools still lack adequate technological infrastructure to support complex data management. Therefore, intensive training for principals on technology utilization and data analysis is a crucial step. This study examines the implementation of data-driven decision-making systems in strategic management in Indonesian elementary schools. Using a systematic literature review and the PRISMA protocol, 45 studies published between 2019 and 2024 were analyzed. Thematic analysis identified three main themes: principals’ data literacy, challenges of technological infrastructure, and the impact of transformational leadership. The findings highlight the need for professional training programs to enhance principals’ competencies and improve data utilization. The proposed Data-Driven Decision-Making Framework (D3F) aims to address these challenges and optimize strategic management in elementary schools. The study emphasizes the importance of integrating technology and evidence-based practices to strengthen decision-making processes in education.

Abstract

Artikel ini secara komprehensif membahas peran Teknologi Informasi dalam penganggaran pendidikan di era digital, khususnya dalam konteks manajemen pendidikan di Indonesia. Penggunaan teknologi merupakan instrumen strategis untuk meningkatkan efisiensi, transparansi, dan akuntabilitas dalam pengelolaan dana pendidikan. Penelitian ini bertujuan untuk mengidentifikasi berbagai teknologi yang dapat memfasilitasi perencanaan anggaran dan meningkatkan akurasi dalam alokasi dana pendidikan, sehingga berkontribusi pada pengembangan sistem pengelolaan anggaran pendidikan yang lebih efisien, efektif, dan berkelanjutan. Penelitian ini menggunakan metode tinjauan pustaka dengan pendekatan analisis konten. Hasil penelitian menunjukkan bahwa implementasi aplikasi seperti ARKAS, E-BOS Online, dan sistem pengelolaan keuangan berbasis digital dapat mempercepat proses perencanaan, pelaporan, dan evaluasi anggaran secara real-time. Namun, implementasi teknologi menghadapi sejumlah tantangan, seperti keterbatasan infrastruktur, kompetensi sumber daya manusia, dan masalah keamanan data. Oleh karena itu, diperlukan solusi berupa pelatihan berkelanjutan, penguatan kebijakan pemerintah, dan kolaborasi multipihak untuk mendukung transformasi digital di sektor pendidikan. Integrasi teknologi dalam pengelolaan anggaran pendidikan tidak hanya meningkatkan efektivitas administrasi, tetapi juga mendukung peningkatan kualitas pendidikan secara holistik.

Abstract

Dalam era Revolusi Industri 4.0 dan munculnya konsep Society 5.0, sistem pendidikan dituntut untuk melakukan transformasi dan inovasi, termasuk dalam aspek pembiayaan yang perlu diarahkan agar lebih inklusif dan adaptif. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana dampak Revolusi Industri 4.0 dan Society 5.0 menjadi isu kontemporer dalam pembiayaan pendidikan. Penelitian ini menggunakan metode kajian literatur sistematis berbasis Preferred Reporting Items for Systematic Reviews and Meta-Analysis PRISMA dengan sumber referensi online. Hasil kajian menunjukkan bahwa meskipun terjadi peningkatan alokasi anggaran pendidikan, pelaksanaannya di lapangan—terutama di daerah 3T (Tertinggal, Terdepan, dan Terpencil) belum berjalan optimal. Kondisi ini mendorong perlunya kebijakan pembiayaan yang lebih inklusif, responsif, dan mampu mengatasi disparitas antarwilayah. Selain itu, perkembangan teknologi menuntut pembiayaan yang mendukung penguatan infrastruktur digital dan peningkatan kompetensi SDM pendidikan. Oleh karena itu, sistem pembiayaan pendidikan perlu diarahkan pada pendekatan yang strategis, adaptif, kolaboratif, dan berkelanjutan guna membangun ekosistem pendidikan yang relevan, merata, dan mampu menjawab tantangan masa depan

Abstract

This study aims to analyze how indirect costs of education, such as uniforms and transportation, contribute to inequality in access to education in disadvantaged, outermost, and remote (3T) areas in Indonesia. This study uses a qualitative approach with a systematic literature review method on various scientific publications, policy reports, and secondary data published between 2019 and 2024. Data sources were selected purposively by considering the relevance to the context of 3T areas and their relationship to indirect education costs. The results of the study show that 68% of low-income families in 3T areas allocate up to 40% of their monthly income to cover indirect education costs. This burden significantly worsens school participation rates, with a strong correlation to increased dropout rates at primary and secondary education levels. This study concludes that inequality in access to education in 3T areas is not only influenced by geographical and infrastructure factors, but also by the high burden of indirect costs. Therefore, it is necessary to integrate geolocation-based education subsidy policies and reform the recipient data collection system to be more accurate and targeted.

Abstract

Pengambilan keputusan merupakan aspek strategis dalam pengelolaan mutu pendidikan di sekolah. Penelitian ini menganalisis efektivitas model Plan-Do-Check-Act (PDCA) dan pendekatan partisipatif dalam pengambilan keputusan, berdasarkan telaah terhadap 10 artikel ilmiah terindeks SINTA yang dipublikasikan pada periode 2015–2025. Dengan pendekatan deskriptif kualitatif melalui studi pustaka, kajian ini menyoroti implementasi model pengambilan keputusan, proses perumusan kebijakan, serta dampaknya terhadap mutu layanan pendidikan. Hasil menunjukkan bahwa model PDCA mendukung perencanaan kurikulum, peningkatan profesionalisme guru, dan pengelolaan program sekolah secara berkelanjutan melalui siklus evaluatif. Sementara itu, pendekatan partisipatif memperkuat partisipasi warga sekolah dan masyarakat, membangun kepemilikan terhadap kebijakan, serta menciptakan iklim kerja kolaboratif. Pemanfaatan data pendidikan terbukti meningkatkan objektivitas dan transparansi dalam pengambilan keputusan. Temuan ini menegaskan bahwa keberhasilan model pengambilan keputusan sangat ditentukan oleh kepemimpinan visioner, budaya kolaboratif, serta kesiapan sumber daya dan infrastruktur. Secara teoritis, kajian ini menambah pemahaman tentang sinergi antara pendekatan sistematis dan partisipatif dalam tata kelola sekolah; secara praktis, hasil kajian dapat menjadi acuan bagi sekolah dalam merancang kebijakan yang responsif dan berbasis bukti untuk peningkatan mutu pendidikan.

Abstract

PRINCIPAL DECISION-MAKING DETERMINATION IN THE PRIVATE EDUCATIONAL INSTITUTION SMP TERPADU PRIMA BANGSAThis study aims to explore the decision-making process of the principal at SMP Terpadu Prima Bangsa, identify the influencing factors, and analyze its implications for school management and performance. A qualitative approach with a case study method was employed to investigate the dynamics of decision-making within the context of a private educational institution. Data were collected through field observations, in-depth interviews with the principal, vice principals, and teachers, as well as visual documentation in the form of photographs related to the implications of decision-making at SMP Terpadu Prima Bangsa. The data were then analyzed using Miles and Huberman’s interactive model through data reduction, data display, and verification. Triangulation techniques were used to ensure data validity. The findings indicate that the principal’s decision-making process is collaborative, transparent, and data-driven, involving various stakeholders within the school environment. Although the final decision rests with the principal, the process reflects a participatory organizational culture and emphasizes continuous evaluation. The decisions made are strategic, taking into account educational ideals, operational conditions, and the foundation’s policies. The principal demonstrates reflective and adaptive leadership capable of responding contextually to the dynamics of education. These findings suggest that effective decision-making has a significant impact on improving school management, collaborative work culture, and the quality of educational services.

Abstract

This study examines collaborative management in implementing the Center of Excellence Vocational High School (SMK PK) Program in the Mechatronics Engineering Expertise Program at SMKN 56 Jakarta. Using a qualitative approach, data were collected through observations, documentation, and in-depth interviews from 2023 to 2024. The findings were analyzed using the P.O.A.C. (Planning, Organizing, Actuating, Controlling) managerial framework. The planning stage reflected systematic, needs-based efforts involving all school stakeholders. Organizing involved internal and external collaboration with partners such as PT. Unggul Semesta and PT. Panca Anugerah Sakti in budgeting and curriculum development. In 2023, all main activities were implemented, while in 2024, progress continued despite one pending activity. The controlling stage emphasized transparency, accountability, and sustainability through industry-based teacher certification. The results indicate that the collaborative management model at SMKN 56 Jakarta has been implemented effectively and offers potential for long-term sustainability.

Abstract

This study looks at the extent to which political parties are serious about creating an education process and cadreship in political parties, one of which is at the NasDem Party National Defense Academy (ABN). This study looks at the extent of the character of leaders in non-formal institutions at the NasDem Party National Defense Academy institution. Charismatic leaders in educational institutions at the NasDem Party National Defense Academy are needed such as IGK Manila, with experience in the military and having been the leader of the Domestic Government Institute (IPDN) making the political education institution of the NasDem Party National Defense Academy solid and achieving goals in political education, and today NasDem is a new party that exists and develops from each election. This study uses a qualitative approach with literature studies and interviews within the NasDem Party National Defense Academy.

Abstract

Penelitian ini bertujuan untuk mengkaji Implementasi pendekatan Critical Pedagogy dalam proses pembelajaran di SMP Negeri 21 Kota Bekasi sebagai bagian dari penguatan kompetensi abad ke-21. Berangkat dari paradigma Paulo Freire mengenai pendidikan sebagai praktik pembebasan, penelitian ini menelusuri peran guru sebagai fasilitator kesadaran kritis, respons siswa terhadap ruang dialogis yang terbuka, serta tantangan struktural dalam implementasinya. Menggunakan pendekatan kualitatif dengan desain studi kasus, data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan dokumentasi terhadap guru, siswa, serta manajemen sekolah. Hasil penelitian menunjukkan bahwa strategi pembelajaran seperti diskusi kritis, proyek berbasis masalah (P5), kontekstualisasi materi, dan jurnal reflektif mampu membangun keterlibatan kognitif dan sosial siswa. Guru IPS dan PKN mengaitkan materi ajar dengan isu ketimpangan sosial dan data statistik lokal, yang mendorong siswa untuk berpikir kritis dan berempati terhadap realitas sekitarnya. Siswa merespons positif, menunjukkan keberanian menyuarakan pendapat dan kepedulian sosial yang lebih tinggi. Namun masih terdapat hambatan berupa minimnya pelatihan guru, keterbatasan waktu, dan budaya sekolah yang belum transformatif. Meski demikian, Kurikulum Merdeka dan proyek Penguatan Profil Pelajar Pancasila (P5) membuka peluang strategis untuk mengembangkan praktik pedagogi kritis secara lebih luas. Dengan demikian, penelitian ini menegaskan bahwa pedagogi kritis merupakan pendekatan yang relevan dan transformatif dalam menciptakan pendidikan yang kontekstual, demokratis, dan membebaskan.

Abstract

This article aims to analyze the effectiveness of implementing quantitative and qualitative techniques in the decision-making process of school principals within the context of educational management. This study employs a Systematic Literature Review (SLR) approach, structured based on the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) protocol to ensure transparency and accuracy in the selection and analysis of literature. A total of 45 national and international scientific articles published between 2015 and 2024 were thematically reviewed based on the type of technique used, the context of implementation (such as program planning, budget allocation, performance evaluation, and curriculum development), and the effectiveness indicators reported in each study. The analysis reveals that the integration of quantitative techniques such as the Analytical Hierarchy Process (AHP) and descriptive statistics, with qualitative techniques like Delphi and Focus Group Discussions (FGD), can lead to more targeted, adaptive, inclusive, and responsive decisions to school needs. This integration also encourages stakeholder participation and enhances policy transparency. The novelty of this study lies in the comprehensive mapping of integrative decision-making techniques in schools, which is still rarely discussed systematically in Indonesian literature.
