Abstract

Anak merupakan masa depan bangsa, sebagai penanda akan keberlangsungan keberadaan suatu bangsa di masa yang akan datan, sehingga anak merupakan harta yang sangat berharga bagi suatu bangsa. Sangatlah menakutkan bila suatu bangsa tidak lagi mempunyai generasi anak-anak. Oleh karena itu anak perlu mendapat perhatian khusus demi tumbuh kembang dirinya menuju kedewasaan yang baik dan bermartabat.  Anak adalah subjek hukum yang masih belum cakap hukum sehingga harus orang tua atau walinya berkewajiban menjaga dan menuntun anak tersebut karena orang tua atau walinya sudah memiliki kecakapan hukum. Sebagaimana yang dinyatakan dalam Deklarasi Hak-hak Anak atau dikenal dengan Deklarasi Jenewa atas hak-hak anak bahwa anak karena ketidakmatangan jasmani dan mentalnya memerlukan pengamanan dan pemeliharaan khusus termasuk perlindungan hukum yang layak baik sebelum maupun sesudah kelahirannya.  Dalam Konvensi hak-hak anak yaitu Convention On The Right Of The Child tahun 1989 ditegaskan bahwa negara harus menghormati dan menjamin hak-hak setiap anak dalam wilayah hukum negara tanpa diskriminasi dalam bentuk apapun, tanpa memandang ras, warna kulit, jenis kelamin, bahasa, agama,pandangan politik atau pandangan lainnya, asal usul bangsa, suku bangsa atau sosial, harta kekayaan, cacat kelahiran atau status lainnya dari anak atau dari orang tua anak atau walinya yang sah menurut hukum.  Anak memiliki hak untuk mendapatkan kesejahteraan, asuhan, perawatan dan bimbingan baik dalam lingkungan keluaraga maupun dalam asuhan khusus untuk tumbuh kembang dengan sewajarnya. Anak juga memiliki hak untuk mendapatkan pemeliharaan dan perlindungan baik semasa dalam kandungan maupun sesudah dilahirkan (Undang-Undang nomor 4 tahun 1979 pasal 2 ayat 1 dan 3).

Abstract

Poverty reduction efforts should also include improving access to health services and environmental conditions. Medan Mayor Regulation No. 61 of 2021 on Healthy Living Community Movement (GERMAS) aims to improve the quality of life through a healthy lifestyle and reduce healthcare costs. The GERMAS policy has been implemented to improve the quality of life. However, the challenge is to change people's behavior and implementing the GERMAS policy in Medan City is quite tricky. This study used a descriptive qualitative method combined with a literature review. Data collection strategies were obtained from observation and literature review. Data reduction, data presentation, and conclusion drawing were used as data analysis procedures. The results showed that the Medan City Government's GERMAS policy aims to increase productivity and reduce the financial burden of unhealthy living habits. The policy aims to reduce maternal mortality, improve nutrition, and alleviate poverty. However, its implementation is inefficient due to insufficient cross-sectoral coordination, limited resources, and low public awareness. To improve, the government should focus on innovation, community development, healthy lifestyles, and collaboration between government sectors.

Abstract

This research examines the implementation of Medan City Regional Regulation No. 2 Year 2022 on the Implementation of Libraries and its effectiveness in realizing the objectives of library services in Medan City. Utilizing qualitative research methods, the study analyzes data from interviews, observations, and documentation to assess policy implementation based on Van Mater Van Hord's theory, focusing on policy size and objectives, resources, communication, and environmental factors. Findings indicate that the regulation has positively impacted library services, encouraging reading habits and knowledge dissemination through various programs and innovations, such as mobile libraries and digital initiatives. The Medan City Library and Archives Office, supported by 67 staff members and adequate financial resources, has effectively utilized inter-organizational communication to coordinate efforts. Despite challenges like limited staff, the economic, social, and political environments remain supportive, with no significant obstacles. The implementation also includes digitalization efforts like the e-pada application, aimed at increasing public access to information and mitigating the adverse effects of social media.

Abstract

Dalam kegiatan usaha perlu adanya monitoring. FKI UMSsebelumnya telah memiliki sistem monitoring layanan tata usaha,namun seiring berjalanya waktu sistem yang lama perlu untukdikembangkan. Pengembangan sistem monitoring layanan tata usahamenggunakan metode prototype karena lebih cocok untuk sistem atauperangkat lunak yang bersifat customize, artinya software yangdiciptakan berdasarkan permintaan dan kebutuhan (bahkan situasiatau kondisi) tertentu dan sesuai untuk tugas akhir / skripsi yangmemiliki tujuan untuk mengimplementasikan sebuah metode ataualgoritma tertentu pada suatu kasus. Sistem yang telah diuji cobaselama satu tahun memerlukan pengembangan seperti panambahanfitur notifikasi realtime dengan websocket, export, import, format,pembenahan bug dan perbaikan tampilan. Selain pengembangan jugadilakukan analisis kemanfaatan dengan cara meminta user untukmengisi kuesioner serta mewawancarai user, admin dan super admin.

Abstract

Community service activities are carried out through training on how to make dim sum which is carried out for mothers from poor family groups located in Padang Bulan Village, Medan City. Based on data and observations that mothers from poor groups who do not have a job other than taking care of their family, the purpose of this service is to provide training to mothers from poor family groups to make decent dim sum for sale so that they can increase family income. The method in this activity is carried out by socializing and giving lectures to training participants as well as doing hands-on practice on how to make dough for dim sum ingredients and form dim sum properly to sell to consumers. Through the dim sum-making training activities, mothers from poor family groups will become skilled and have the expertise to make and sell dim sum to the community which in turn will increase family income.

Abstract

Socialization is an activity to provide information from individuals to individuals and individuals to groups where this socialization has goals and benefit to the recipient of the information. The purpose of the work program for Kuliah Kerja Nyata (KKN)) this is to provide knowledge and understanding to the community in Pematang Village Kuala about the diseases caused by this virus, namely Covid-19 and Dengue Fever Dengue (DHF). The method used in carrying out this activity is lectures and lectures question and answer and share information. This socialization is carried out in order to add insight the community and provide understanding to the Pematang Kuala Village. The result of this service is that the Pematang Kuala Village community knows the differences and symptoms of the Covid-19 disease with Dengue Fever (DHF) and becomes brave to seek treatment at health services.

Abstract

Problems that will be faced by higher education institutions, especially in the phase of new student admissions. Careful planning and strategies are needed in dealing with the process of admission of new students. The data for planning can be obtained using the forecasting method. The time series forecasting model is used to get forecasting data. Forecasting data is used for the decision making process. The data of new student admissions obtained is 3-period data (2017 - 2019). The data obtained is stationary. Because the data is stationary, the data does not need differentiation. The data obtained also has a sufficient correlation value, and has a loop on the 7th lag. Before making an application, a test is performed to find a time series model that is suitable for admission data. The tested models are the ARIMA model and the Autoregression model. In testing the forecast timespan, the ARIMA model gets a smaller error value in almost all tests. In the Cross-validation method, the ARIMA Model also gets a smaller RMSECV or MAECV value than the AR model. The ARIMA model was chosen to be implemented into the application. The auto_arima algorithm is used so that applications can adapt to different data. The ARIMA model is implemented into a prediction application using the Python programming language. Application development uses Django as a web-based web application framework. Bootstrap is used to create application interfaces. the result from forecasted data is acceptable for short period.

Abstract

SWOT analysis is a highly effective method for organizations to develop strategic planning and gain widespread adoption by various institutions, industries, and businesses. The importance of SWOT analysis lies in its ability to provide a comprehensive assessment of an organization's internal and external factors. Despite its advantages, there are several challenges in its implementation, such as the challenge to identify the four elements of SWOT and to put statements into their correct position as strength, weakness, opportunity, or threat. This study aims to determine the best SWOT statement classification from a combination of using BERT models as feature extraction technique and compare it with traditional method of TF-IDF. The SWOT statement is input to the model to get a vector as a sentence representation. More similar vector representations indicate the closer meaning of the sentences. The similarity is the basis for the classifier to determine whether a sentence falls into the domain S, W, O, or T. We examined two classification algorithms, namely Support Vector Machine (SVM) and Naïve Bayes Classifier (NBC). Data consists of 635 SWOT statements from study programs of a higher education institution. Five combinations of feature extraction techniques and classification algorithms were tested. The study finds that SBERT model embedding in conjunction with support vector machine classification yield the best performance with an accuracy of 0.73 and an F1-score of 0.738. It outperforms the more traditional method of feature extraction of TF-IDF and other combinations using the Naive Bayes Classifier.

Abstract

The pendulum of resolving the past gross human rights violations has begun to move a little forward in the second term of President Jokowi's administration. It took 8 years for President Jokowi to start solving the past gross human rights violations. Even though this is a program that he launched when he was elected for the first time in 2014. This research is aimed at exploring the policies of the Jokowi government in resolving the past gross human rights violations from the beginning to the present, including finding at the advantages and disadvantages. The research method used a qualitative, descriptive approach by examining emerging policies and viewing and analyzing a series of regulations related to their relationship with the implementation of policies in the field. From this research obtained the wall of impunity is still role to intervene a process, lack of understanding and half-hearted management to resolve the past gross human rights violations gripped the government's steps. Not to mention the existence of sabotage and stowaways to resolve the gross violations of human rights, whether they were aware of it or not within the palace. The President Jokowi's series of policies in resolving past gross human rights violations by issuing Presidential Decree Number 17 of 2022, Presidential Instruction of the Republic of Indonesia Number 2 of 2023 discusses the Implementation of Recommendations for Settlement of Rights Violations Serious Human Rights and Presidential Decree Number 4 of 2023 passed various existing regulations to resolve the past gross human rights violations.

Abstract

The purpose of this study is to analyze the function of law in the stages of economic development and to analyze community empowerment through the role of law. The research is normative-legal research, using the statute approach, conceptual approach, and case approach. Secondary Legal Materials are all publications on a law that are not official documents which include textbooks, legal dictionaries, legal journals, and research reports. The collected legal materials are then analyzed qualitatively. The results of the research show that development in the economic field cannot work alone, but requires support from various parties, especially in the field of law. Law has a very central role in the success of a country's economic development, particularly in providing business and investment certainty, both at the central and regional levels. This will provide a huge opportunity for the central government in accelerating policies related to the economy in the regions because the regions are already stable in terms of the functioning of the legal function in the field of economic development. In relation to community empowerment, the function of law is as a driving force for development. In this case, the law as a tool to bring society in a more advanced direction will work dynamically following economic developments. Improvements in all sectors, starting from education, accessibility, action, institutions, business, income, environment, and life, and improving social relations in society will have a very big impact on economic growth in Indonesia.
