Abstract

Big pelagic fishing represents main economic resources of coastal communities in Aceh Jaya Regency. But earthquake cycle and tsunami in 2004 have altered a lot of matter, inclusive characteristic of territorial water which is more or less influencing the production of big pelagic fish. This research aim to analyse of the chemical and physical characteristics of territorial water, its influence to the production of big pelagic fish, analyse of elegibility of its development The methods of research are chemistry and physics analysis, curve estimation analysis, and cost-benefit analysis. Territorial water of Aceh Jaya Regency has good category of DO, turbidity, Pb, brightness, current speed, and temperature, and also good enough category of nitrate and TSS. DO and nitrate have positive correlation significantly to the production of big pelagic fish, but it’s not so effective if DO condition very high (> 8,25 ppm), while about nitrate, more effective if nitrate condition > 0,0065 ppm. TSS has positive correlation to the production of big pelagic fish in territorial water of Aceh Jaya Regency, but temperature tend to negativity. Big pelagic fishing (purse seine, gillnet, and trolling line) are eligible to developed in that location, where NPV value of each are Rp 4.021.356.705, Rp 505.226.479, and Rp 375.453.615, and B/C ratio of them are according to standard.

Abstract

This research was carried out to construct mini flume tank that is reliable and ideal used for fish swimming behavior research through a series testing the flume tank technical performance. The mini flume tank has a maximum water velocity 85 cm/s (1.7 knots), with dimensions of 250 x 135 x 55 cm, and water capacity 155 litres. Based on observation, the field observation is clearly visible due to minimal air bubbles in the water velocity. Observations can be conducted from the two view fields (top and side) that allow observation of swimming endurance and fish tail flick easily. The water velocity is in laminar category at each level of the tested speeds.The rpm of engines is relatively stable for more than 200 minutes. Engine temperature is below 60 oC at frequency of 10 to 40 Hz. At frequency of 50 Hz the temperature reached 60 °C in 25 minutes and stable at 73oC after an hour. Water temperature changes during the test for more than 200 minutes at different speeds which have differences of 0.2 to 1.8 oC. The test result showed that the mini flume tank performance was reliable and ideal used for fish swimming behavior research.

Abstract

Economic pressure become very dominant influences behavior of coastal community in exploiting fishery resources. Sustainability of fishery resources utilization often less attention in fulfilling demand of global market following with increasingly of human population. This problems will generate degradation of marine ecosystem with increasing magnitude and scale. To overcome those problems, an important approach is by increasing public awareness in management of fishery resources. . Fishery development concept is actually focusing on increasing prosperity by increasing employment opportunity and ensuring resources sustainability.By increasing fish consumption and domestic income will generate fishery sector development, however resources and environmental sustainability, will be the main priorit. Recommendation could be suggested, i,e : fisheries management and regulation, collaboration and institutional development and increasing of applied fishery science and technology.

Abstract

Need to be improved the existence of change for direction and development target in national, regional and international level, claim sensitivity of fishery sector to anticipate the condition. The objectives of the research are analyze fishery effort by taken into considerations: environmental influence, central government policy, local government policy to fishery sector performance and development target of Central Java fishery, and dominant factor which influence. To analyze complicated relation of each variable of fishery effort environment, central government policy, local government policy, capture fishery effort performance, processing industry performance, and development target of central Java fishery are used structural equation model (SEM) analysis with AMOS version 6 software. Collecting data conducted to 228 responder by using closed questionnaire which designed so responder gave opinion by choosing scale number which had scale 1-5 liker scale. The result show chi-square value (1128,994), probability (0,000), CMIN/ DF (1,634), GFI (0,805), AGFI (0,769), TLI (0,912) and RMSEA (0,053), at recommended value gyration, so the model have fit. From 15 examined hypothesis, there are 6 significant hypothesis that are hypothesis 6, hypothesis 7, hypothesis 8, hypothesis 11, hypothesis 12 and hypothesis 15, while hypothesis 1, hypothesis 2, hypothesis 3, hypothesis 4, hypothesis 5, hypothesis 9, hypothesis 10, hypothesis13, and hypothesis 14, proven not significant. Dominant factor in efficacy to development target of Central Java fishery is central government policy, with the component are training policy and accessed tuition.

Abstract

Indonesia has coastal and ocean natural resources which is potential to develop economic and welfare of the nation. Natural resources utilization has to maintain carrying capacity. Development of technology is needed to improve social welfare as well as maintain sustainability of the resource for sustainable utilization. Set net and squid attractor are such a way to develop integrated coastal area in order to empower coastal society. Set net is a fishing gear include in traps. This fishing gear can be developed because it has some advantages compare to another, such as can be integrated with sea farming and sea recreational, also efficient in energy uses. Squid attractor can be developed with aim to enrich squid stock in a certain water as well as to develop alternative livelihood for coastal society.

Abstract

This paper describes swimming and movement patterns of some reef fishes around some fish aggregating devices (FADs) and some traps deployed in Hansisi waters, Semau, Kupang. There were 62 species of reef fishes observed around the FADs and 47 species around the fish traps. The distances between the reef fishes from the FADs and between the fishes and the traps were commonly between 1-2 m. Around the FADs, the swimming patterns of the fishes commonly observed included soliter (36 species), front approach (56 species or 90%), up-down movement (28 species or 45%), above the FADs (24 species or 39%) and beside the FADs (24 species or 39%). Around the traps, the swimming patterns observed were soliter (26 species) while movement patters observed were front approach (37 species or 79%), up-down movement (24 species or 50%), above the traps (21 species or 45%) and beside the traps (30 species or 64%). These patterns of fish swimming and movement determined effectivness of the FADs as fish attractor and traps as capture devices.

Abstract

Indonesia has 440 regencies/cities which 279 among them are the region that belong to sea/coastal based on fisheries. Most of their potential source is from marine resources both marine biological diversity or not. The aim of this research is a model for regency/city based on fisheries industry know the effect and as far as the effect’s some components which interact in the establisment. The research is held on Kabupaten Administrasi Kepulauan Seribu DKI Jakarta Province. The analysis and model development is done by Structural Equation Modelling (SEM). Based on the result of analysis is founded important several components that are reacted and correlated positive significantly in the developing of Kabupaten Administrasi Kepulauan Seribu such as between implementation of central government authority and regional government authority with the job fisheries also the establishment of job fisheries. This condition gives double effect of the goal of fisheries development and the highly society welfare on the Kabupaten Administrasi Kepulauan Seribu oriented by developing regency based on fisheries industry. Through this study, hope the government of Kabupaten Administrasi Kepulauan Seribu could review several development policies as soon as possible to be more oriented in using sea resource based on fisheries industry mainly on the area as conservations is synchronized and harmonized between regional development and regional function. Besides that fishery businessman in their establishment of fishery industry, can formulate the ideal model to develop their business planning with responsibility of implementation the function and care in using.

Abstract

This research discusses on the development analysis of fishing fleet in Kupang Regency, Nusa Tenggara Timur. The objective of the research is to develop a conceptual model in developing fishing fleet based on CCRF.The data from representatives sources have been collected through a survey methods by using questionnaires. In order to achieve the research objective, some methods such as SWOT, LGP, AHP and scoring on CCRF have been used to analyze the data.The result show that based on the analysis and combining with certain scenarios that used in the research, fishing unit that prostective to be developed gradually are hand line (pancing ulur), trap (bubu) and long line (rawai), meanwhile purse seine can be developed within maximum number of fleet

Abstract

As mandated in Fisheries Act No. 31/2004 about Fisheries, it is stated thatfisheries resources management aimed to improve community welfare especially fishermen and to conserve the fisheries resources and its environment. To keep the capture fisheries bussiness system sustainably efficient and profitable. Beside marketing guarantee, optimalization between fisheries resources stock and fishing effort in each of fishing area. The improvement of capture fisheries must be held based on the existing condition, ie: marketing in determining the priority comodity, maximum sustainable yield and fisheries resources utilization level to determine limit of fisheries resources utilization chance, fishing technology and socio-economic condition to identify the fishermen's earns and absorbtion of labours related to capture fisheries sector. Based on the marketing aspect analysiS, it is determined that the kinds of priority comodity in Southern of West Java Province are lobster, shrimp, tuna, skip jack tuna, and layar. Hence, the potency (MSy) and fisheries resources utilization level of the priority comodity still has very large chance to improve, except lobster has large enough chance.Based on the scoring approach, combined from many technical aspects, financial aspects and social aspect can be concluded that the proper fishing technology in southern waters of West J/lVa Province are: (1) Purse seine, (2) Denish saine, (3) Lines, (4) Gillnet, (5) Trammel net, (6) Boat lift net. To improve the management and utilization of  fisheries resources in southe-rn waters of West Java Province or in Hindia Ocean, it is recommended to implement the improvement of proper fishing technology based an technical aspects, financial aspects, environmental and social aspects.Keywords: the proper fishing technology, Southern waters of West Java Province, fisheries resources

Abstract

Arafura merupakan salah satu  perairan di Indonesia “the golden fishing ground” dalam industri perikanan tangkap Indonesia. Potensi lestari (MSY) sebanyak 771.600 ton /tahun terdiri ikan pelagis, ikan demersal, udang, cumi-cumi, lobster dan ikan karang, Laut Arafura telah menjadi "faktor menarik" untuk perikanan tangkap skala besar yang menggunakan kapal > 30 GT. Sayangnya, memancing intensitas tinggi di Laut Arafura mengakibatkan "penangkapan ikan yang berlebihan" dan masalah lain sebagai Illegal-Unreported-Unregulated (IUU) fishing, metode penangkapan ikan yang merusak, perusakan habitat ikan, dan konflik sosial. Di sisi lain, Laut Arafura telah memberikan kontribusi yang signifikan dalam mendapatkan pekerjaan pemerintah dan menyediakan bagi nelayan dan orang-orang yang terlibat. Sehingga sangat penting untuk mengelola Laut Arafura perikanan mempertimbangkan aspek multi-disiplin seperti ekologi, teknologi ekonomi, sosial, dan etika. Juga penting untuk mengetahui keadaan keberlanjutan Laut Arafura dalam multi-disiplin sebagai dasar untuk menentukan kebijakan perikanan terbaik di daerah itu di masa depan. Ada 5 (lima) perikanan utama (dengan alat tangkap) di Laut Arafura menggunakan sebagai jaring ikan, jaring udang, insang bersih, garis panjang bawah, dan garis squid / jigging. RAPFISH (Penilaian cepat untuk Perikanan) adalah metode analisis baru yang dikembangkan oleh University of British Columbia, Kanada untuk mengevaluasi keberlanjutan perikanan dalam multi-disiplin. Analisis RAPFISH (termasuk Leverage dan Monte Carlo analisis) oleh 5 (lima) jenis perikanan memberikan beberapa hasil sebagai: (1) perikanan dari Laut Arafura adalah cukup berkelanjutan dengan skor 53,86; (2) squid jigging, rawai bawah , dan perikanan berkelanjutan gillnet cukup; tetapi ikan bersih dan jaring udang kurang berkelanjutan, (3) dimensi ekologi yang baik dengan skor 72,43 berkelanjutan, tetapi dimensi etika kurang berkelanjutan dengan skor 37,26. Analisis Leverage menunjukkan atribut yang memberikan pengaruh tertinggi untuk setiap dimensi sebagai: (1) ukuran ikan pada dimensi ekologi, (2) sektor pekerjaan pada dimensi ekonomi, (3) FAD (ikan menarik perangkat) menggunakan dan selektivitas gigi pada teknologi dimensi; (4) tingkat pendidikan pada dimensi sosial, dan (5) hanya manajemen padadimensi etika. Ini direkomendasikan untuk pengembangan perikanan Laut Arafura untuk mempromosikan alat tangkap rawai keberlanjutan seperti cumi jigging, bawah, dan perikanan gillnet.Kata kunci: Laut Arafura, RAPFISH, keberlanjutan
