Stunting merupakan kondisi gagal tumbuh akibat kurangnya nutrisi sejak dalam kandungan sampai usia kurang 2 tahun. Angka stunting yang cukup tinggi juga terjadi di Kabupaten Jepara, termasuk Desa Troso. Pemerintah Kabupaten Jepara kemudian menggerakkan program Gemarikan guna mencegah dan menurunkan angka stunting tersebut. Kegiatan pelaksanaan program Gemarikan tersebut didukung oleh posyandu. Tujuan penelitian ini adalah menganalisis peran posyandu dalam upaya pencegahan stunting melalui program Gemarikan di Desa Troso serta menganalisis faktor pendorong dan penghambat peran posyandu dalam program Gemarikan. Penelitian ini menggunakan metode kualitatif serta mengggunakan teknik wawancara terhadap narasumber yang ada di Desa Troso, penelusuran data secara online dan dokumentasi sebagai pengumpulan data. Hasil penelitian menunjukan bahwa peran posyandu dalam pelaksanaan program Gemarikan masih kurang konsisten karena komunikasi program tidak intens dan kurang komprehensif. Akibatnya, banyak dari ibu balita di Troso yang masih kurang paham akan program tersebut. Sementara itu pada kegiatan wajib peran posyandu sudah berjalan baik karena dilaksanakan secara konsisten. Faktor pendorong pelaksanaan program Gemarikan adalah pola konsumsi ikan yang rendah di masyarakat di Desa Troso dan Faktor penghambatnya adalah kondisi sumber daya manusia ibu balita di Desa Troso yang rendah. Melihat kondisi tersebut maka saran yang tepat diberikan mengenai pola konsumsi ikan yang rendah di masyarakat adalah dengan memberikan dorongan pada posyandu untuk memberi pendidikan pada ibu balita minimal seminggu 2-3 kali, sementara itu hambatan mengenai kondisi sumber daya manusia yang rendah dapat diperbaiki dengan menciptakan kepatuhan peran ibu balita pada posyandu dan memberi sanksi pada ibu balita yang melanggar pelaksanaan program Gemarikan.

This research aims to find out how the implementation of Market Retribution Policy in support of Pemalang Regency Local Revenue related to Regional Regulation Number 3 of 2012 concerning Public Service Levy. And to find out the phenomena that influence the Implementation of Market Retribution Policy in Pemalang Regency Regarding Regional Regulation No. 3 of 2012 concerning Public Service Retribution. Market retribution income in Pemalang Regency in 2013 - 2016 Visit fluctuations. This research was conducted at Pemalang Market, Banjardawa Market and Warungpring Market. Keywords chosen to determine the causes of fluctuating retributions. The method in this study uses directives, direct interviews with informants. Sources of data were obtained by using purposive sampling technique, sourced from informants who were understood, involved in the implementation of market retribution policies. Data analysis used in this study is a qualitative descriptive method that refers to the events that occur. The results showed that the implementation of the Market Retribution Policy in Pemalang District was not optimally optimal. This is because there are still traders who do not comply with the applicable levy rates in the Local Regulation. Fluctuating retribution income occurs because not every day sell, rainy season, market days. Officers who collect levies must be able to be firm, so that the retribution benefits are in accordance with the tariff given in the local regulation.

Quality of public service is very important, because the role is related to the public interest, even the interests of the people as a whole. Based on preliminary survey in Board of Archives and Library of Central Java Province, there are indications of poor quality of service. It is apparent from services performed by an employee while on duty serving the user. Users have to wait long enough to get the desired information because many officers are not in place or out official duties. The purpose of this study was to describe the quality of service archives on the Board of Archives and Library of Central Java Province.This research is descriptive quantitative study, using the five dimensions of service quality that is direct evidence (tangible), reliability (reliability), responsiveness officer (Responsiveness), employee attitudes (courtesy) and convenience (acces). The samples in this study are archival service users the Board of Archives and Library of Central Java Province, they are students, civil servants and private sector employees that amounted to 100 people taken proportional random sampling. Collecting data by spreading questionnaires to a sample containing closed questions with four answers choice. Then the research data was processed by descriptive analysis in the form of frequency distribution tables.The results showed that service quality of the Board of Archive and Library of Central Java province are included in the good category. With details that direct evidence aspect (tangible) are included in the good category, reliability aspect are included in the good category, responsiveness officer aspect are included in the good category, employee attitudes aspect (courtesy) are included in the good category and convenience aspect (acces) are included in the good category.

Cakupan kepesertaan program Jamkesmaskot di Kota Semarang pada tahun 2013 yang bertambah sebanyak 11.559 jiwa dari tahun 2011, serta banyaknya keluhan dari masyarakat yang berpengaruh terhadap mutu pelayanan kesehatan program Jamkesmaskot, menjadi latar belakang penelitian ini. Tujuan penelitian adalah untuk mengetahui output dan outcome dari Program Jamkesmaskot di Kota Semarang. Metode penelitian yang digunakan adalah kualitatif, dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian yang berkaitan dengan indikator output menunjukkan bahwa cakupan kepesertaan untuk program Jamkesmaskot sudah mencapai 100%, mutu dan akses pelayanan kesehatan sudah semakin baik dan mudah dijangkau. Kemudian berkaitan dengan indikator outcome dapat disimpulkan bahwa program Jamkesmaskot berdampak positif, antara lain seluruh warga miskin dan/atau tidak mampu di Kota Semarang sudah mendapatkan jaminan pemeliharaan pelayanan kesehatan, rasa aman bagi warga miskin di Kota Semarang, serta warga yang hampir miskin tidak jatuh menjadi miskin akibat menderita sakit. Sedangkan dampak negatifnya antara lain ada beberapa warga yang bermental miskin sehingga memungkinkan warga yang sebenarnya tergolong mampu ikut mengakses pelayanan kesehatan, terjadi diskriminasi antara pasien umum dengan pasien Jamkesmaskot, serta adanya selisih biaya kesehatan yang merugikan pihak rumah sakit. Disarankan perlunya pengawasan terhadap pembuatan SKTM, pembuatan tempat penampung aspirasi publik agar masyarakat dapat memberikan masukan serta perbaikan terhadap standar biaya kesehatan agar dapat mengikuti inflasi sehingga rumah sakit tidak merasa dirugikan.

The development of Genuk industrial area is the implementation of Semarang City policy aims to enhance the revenue of Semarang City. Genuk industrial area consists of three regions with 458 units companies. The purpose of this research was to evaluate the impact of industrial area development policy to the welfare of people at Genuk Subdistrict. This research use descriptive research design with qualitative approach. Primary data in this research is the result of interviews with Industry and Trade Department of Semarang, Social Department of Semarang, Environmental Agency of Semarang, Genuk Subdistrict Office, and peoples at Genuk Subdistrict. The evaluation was done by looking at the negative and positive impacts of the industrial area. To measure the people welfare, this research use the welfare dimensions such as income level, education level, and health level.The results of this research was every people in Genuk Subdistrict have not feeling the walfare after the industrial area development process, because the impact which more dominant is the negative impacts from the industrial area development policy. The income level of every people can be enhance with the wages according to the regional minimum wages. The industrial area managers dan Semarang City Government can mantain the health level of every people still good by conducting environmental and health remediation activities after the industrial development

Health is a major factor for a nation in order to carry out the construction. Air is essential for life, as a natural resource that is vital for life, then the decrease in air quality is very influential for the survival of humans and other living beings, so that air quality must be maintained. To protect air quality control measures against sources of air pollutants and to activities that have the potential to pollute the air, such as smoking. One of the efforts made by the government through the Ministry of Health of the Republic of Indonesia is a program No-Smoking Area. No-Smoking Area program is a program that is set up where only place allowed to smoke, such as public places and transport, etc. Through this program, the central government provide a smoke-free policies to places that become Smoking Area. This research was conducted in Poncol Station Semarang City which is one of the crowded station in Semarang. The research was based on the fact that in its implementation, still there are problems such as the persistence of the violation of the public who smoke in any place. The aim of this study is to describe and analyze how the implementation Smoking Area Program in Semarang and describe the supporting factors and obstacles in the implementation of programs Smoking Area in Poncol Station Semarang. Based on research, program implementation Smoking Area in Poncol Station Semarang is still not optimal. Therefore, the recommendations can be given is to improve the smoking area to create a smoking room, so the smoke of the active smokers do not get out of the room that has been provided and the utilization Smoking Area program can be more optimally.

Partnership of Semarang City Government with PT. Narpati in waste management at Jatibarang dumpsite runs for 25 years counted since 2007 until 2032, but the waste volume at Jatibarang until now does not significantly reduced because the waste that processed by PT. Narpati only 250-350 tons (27%-38%) of the total overall amount of waste that goes to Jatibarang that is around 850-900 tons per day. Reports of the work of government agencies (LKj-IP) Semarang City in 2015 mentioned that this partnership did not reach the target with 0% achievments. The purpose of this research is to analyze the implementation of public private partnership in waste management at Jatibarang dumpsite (case study the partnership of Semarang City Government with PT. Narpati). This research uses qualitative descriptive method. To find out how the implementation of this policy, it uses the theory of 5 accuracy by Riant Nugroho which is policy accuracy, implementation accuracy, target accuracy, environmental accuracy and process accuracy. The results of this research shown that the implementation of this partnership policy has not been right nor the policy process. The relationship between Investment & One-Door Integrated Service Office with PT. Narpati less running smoothly because PT. Narpati did not fulfill its obligations to pay contributions. Recommended treat for these problems should be; the newest policy addendum which regulates delinquent contributions, the government must be more facilitative and responsive to helping PT. Narpati, the Government must encourage PT. Narpati as a private sector that wants to cooperate in this type of business that isn’t great demand and hasn’t a large profit value to continue to partnership in managing waste in the Jatibarang dumpsite because in this partnership the Government is more need help from PT. Narpati.

This study aims to analyze the factors that influence the implementation of Regional Regulation No. 5 of the City of Semarang concerning the handling of street children, vagabonds, and beggars. Qualitative descriptive research. The research locus in the Semarang City Social Service and the Social Services Outreach Team, the Indonesian Gold Foundation, and administrators of the Children's Shelter (RSA) Among Jiwo. Research subjects: street children, TPD team members, and boarders. The data collection technique uses purposive sampling. Sources of data in this study are Primary Data and Secondary Data, with data collection techniques: Observation, Interview, Documentation, Library Study. Data analysis and interpretation techniques used in data processing are data reduction, presentation and conclusion / verification. Research results show that the supporting factors for this implementation are communication and implementing attitudes, while the inhibiting factors are the factors of factors and factors of social and economic conditions of the community. Suggestions can be given is to increase the wages of members of the Semarang City Social Service Outreach Team and improve the quality, quantity of human resources facilities and facilities

Abstrak: Aspek kesejahteraan bagi penyandang disabilitas telah diatur pada pasal 90 dalam UU No 8 tahun 2016 tentang penyandang disabilitas yang menyebutkan bahwa dalam mewujudkan kesejahteraan penyandang disabilitas negara perlu menjamin kesejahteraan sosial mereka, salah satunya dengan memberikan pemberdayaan sosial. Pemberdayaan penyandang disabilitas yang dilakukan dapat memberikan dampak positif. Pada pelaksanaan pemberdayaan realitanya belum memberikan hasil yang cukup baik, sehingga pemberdayaan yang diberikan belum memberikan dampak kesejahteraan yang nyata bagi penyandang disabilitas. Tujuan penelitian ini untuk menganalisis pelaksanaan program pemberdayaan penyandang disabilitas di Kota Tangerang Selatan serta menemukan faktor pengaruh keberhasilan dengan menggunakan teori kesesuaian David C. Korten. Penelitian ini menggunakan model penelitian kualitatif dan pengambilan informasi menggunakan teknik wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa pemberdayaan yang diberikan telah memberikan manfaat bagi penyandang disabilitas tetapi sebagian pelatihan yang diberikan kurang sesuai dengan kebutuhan dan kemampuan sehingga kurang dapat memberikan hasil pemberdayaan. Oleh karena itu perlu ada pengembangan pemberdayaan pelatihan yang diberikan dan pemberdayaan pelatihan yang berfokus pada peningkatan kualitas diri penyandang disabilitas.

The condition of Public Open Green Space in Semarang City has only reached 7.5% of the area of the city, althuogh as mandated by the Act every city must have a minimum 20% Open Green Space. This study describe the implementation Semarang municipal Regulation Number 14 Year 2011 on Reginal Spatial Plan and Number 7 Year 2010 on Open Green Space Planning. The purpose of this study was to see the Implementation of Open Green Space Planning in Semarang City is and to determine the proponent and obstacle factors. This research was qualitative descriptive, with informant from Semarang municipal City Planning office as well as from Park and Cleanlines office. The result of the study showed that the implementation of open green space planning in Semarang City consist of planning, utilizing and controlling. There are the obstacle factors for open green space in Semarang City, namely the high too land price, the human resources competence, uneficient communication inter agency, and awarness of society on the needs of public open green space. Semarang Municipal Goverment is suggested to achieve ‘short-term- target of 20% public Open Green Space area, to negotiate the price of land with societies, to provide training on the implementation of Open Green Space, to make the flexible coordination rules, and to give information on the Open Green Space to the society and to create activities to increase the society participation in implementing open Green space planning in Semarang.
