Abstract

Inclusive education is an educational services for children with special needs to study with normal children (regular) in the same study group and school. The purpose of this reaserch is to evaluate the implementation of policy of inclusive education in the State Elementary School of Sukoharjo Rembang which is measured on three indicators that are divided into seven sub-indicators, that is: (aspect), Input (curriculum, teachers and educators, facilities and infrastructure, and financing ), process (guidance and supervision and cooperation) and Output (learners). The Researchers analyzed the of factors constraints faced by the government of Rembang, State Elementary School of Sukoharjo and society. Evaluaasi inclusion policies in the education system meant to see if it is in accordance with the policy goals of providing the widest possible opportunity; quality education services; and educational services are not discriminatory. Education Evaluation research results Inclusion State Primary School Sukoharjo Rembang still encountering many obstacles on the aspects that are, among others: there are discrimination educational services, educators Welfare has not been fully considered. Availability of facilities still lacking and there is no understanding that cooperation between the Government of Rembang and the community about the rise and graduation for children with special needs.

Abstract

The back ground of this research caused several complains about the less ofbirth certificate service and less of the ownership birth certificate in epartment of population and civil registration Batang. Actually each a birth must be reported depend on the UU number 23 2006 about administration inhabitant. In this research the researcher used descriptive qualitative method. The location of this research focused in department of population and civil registration Batang. The sampling of this research used purposive sampling. To analyze the data qualification the researcher used triangulasi technique. Phenomenon that influences the service quality of birth certificate measured from the dimensions of service quality according Zeithaml, Parasuraman, and Berry in applying diminutions of tangible, responsiveness, reliability, assurance, and empathy (Tjiptono: 2011). Meanwhile, the improvement of service quality according to State Administration Intuition measuring from the leadership factor, empowerment of employees and the change management.Service quality of birth certificate in department of population and civil registration Batang didn’t well caused the dimensions of tangible, responsive and reliability didn’t applied optimally. The improvement efforts of population and civil registration department still have some problems, there are; less of commitment of the employees, less of the inhabitant participation in completing the data of population administration.There are some recommendations that provided (1) creates an strongorganization image, consistent, and responsive to changes and cares about the environment; (2) conducts staffing training about discipline work to all of the employees; (3) enhancing the environment security systems and data security services; (4) the leader give motivation and attention to the employees; (5) building the system of reward and punishment; and (6) Conducted the socialization about the importance of the administrative completeness of population.

Abstract

Penelitian ini dilaksanakan berdasarkan permasalahan pencapaian kinerja organisasi UPTD Kampoeng Wisata Taman Lele yang belum optimal. Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis kinerja organisasi pada UPTD Kampoeng Wisata Taman Lele dilihat dari dimensi kualitas layanan, responsivitas, responsibilitas, akuntabilitas, efektivitas dan efisiensi. Penelitian ini menggunakan deskriptif kualitatif dengan subjek yang ditentukan secara snowball dan accidental sampling. Teknik pengambilan data yang digunakan yaitu wawancara dan analisis data yang digunakan yaitu triangulasi sumber. Berdasarkan hasil penelitian, kinerja organisasi UPTD Kampoeng Wisata Taman Lele belum optimal dilihat dari dimensi kualitas layanan yaitu ketersediaan sarana prasarana atau fasilitas rekreasi yang masih kurang. Responsivitas yang masih kurang dilihat dari belum adanya wadah pengaduan. Responsibilitas dilihat dari belum adanya prosedur terkait dengan standarisasi usaha taman rekreasi. Akuntabilitas masih ada kendala yaitu belum tercapainya target kinerja organisasi, Efektivitas juga masih ada kendala yaitu belum tercapainya target jumlah pendapatan dan jumlah kinjungan wisatawan. Efisiensi juga masih ada kendala yaitu jumlah anggaran untuk operasional dan perawatan yang masih sangat terbatas serta jumlah sumber daya manusia yang masih kurang, terutama untuk petugas keamanan dan petugas kebersihan. Saran yang dapat diberikan untuk mengoptimalkan kinerja adalah menambah sarana prasarana atau fasilitas rekreasi, menyediakan kotak saran untuk wadah pengaduan, membuat prosedur terkait standar usaha taman rekreasi, meningkatkan promosi melalui koran dan media internet, menyajikan kegiatan atraksi seni, mendistribusikan anggaran sesuai dengan kebutuhan UPTD dan menambah jumlah pegawai untuk kebersihan dan keamanan.

Abstract

Poor student aid program policies which refers to the regulations of president number 15 of 2010 regarding the acceleration of poverty reduction. The purpose of the policy poor student aid program to help school-age children from poor families and household to be able to stay in school, not drop out of school and later in the future they can broke the chains of poverty that currently handcuff their family. That goal can be achieved through effective implementation, judging from the accuracy of the policy, accuracy of the implementation, accuracy of the target, accuracy of the environment and accuracy of the process. Process of the Implementation of program policy poor student aid in achieving the goals contained inhibiting factor and support factor. Based on the theory George C. Edwards III factor that support and hinder are Communication, Resources, Disposition and Bureaucratic Structure. Based on the existing barriers in the implementation of the program policy poor student aid of senior high school level in Semarang city, Author recommend as follows : (1) Make a report format which was related to student reports format recipients of aid poor students. (2) Propose he addition of personnel to be more adequate policy implementation. (3) Maximize the function of monitoring of management institutions and implementing program policies poor student aid at the local level, such as the provincial education office and the city education department of the executive apparatus at each educational unit.

Abstract

Environmental imbalance caused as more demand than available land designated as green areas is an important note to Rembang Regency to create policies that focus on how to balance the environment. Green Open Space Policy in Rembang refer to Regulation No. 14 of 2011 on Rembang Spatial Planning. The existence of specific policies for protected areas and open green spaces in urban areas in Rembang also listed in Rembang spatial policy. Qualitative descriptive method is the method used in this study, to determine the factors driving and inhibiting in the implementation of Green Open Space Policy in Rembang using the theory of George C. Edwards III, covering four factors: Communication, Resources, Disposition, and Bureaucratic Structure. The result showed that the Green Open Space Policy in Rembang able to increase the supply, regulation and maintenance of green open space. KBT Marine Parks, Parks Borotugel, Mondoteko Park and updating of Rembang City Square are growing evidence of consistency in the government in meeting the 30% that has been mandated for green space. Research in the Green Open Space Policy implementation in Rembang recommends: (1) Sharing the determination of budget between Parliament and related implementing agencies in order to 2 adapt the needs the budget; (2) Provision of seeds in support of NGOs and community greening program; and (3) Increasing public participation in the development and management of green space.

Abstract

The implementation of Sleman District regional regulation Number 18 2012 about Shopping Centers and Modern Stores Licensing for minimarket franchise or branch in Depok Districts did not go according to the rules. This study aims to determine the implementation of modern shop licensing regulations (modern store business license) in Depok Districts as well as inhibiting factors and supporting factors of the policy implementation. The research shows that the implementation of the policy of modern store business license in Depok Districts did not comply the aspects of the regulation including aspect of the business location, social aspects, aspects of partnerships with SMEs, and aspects of the use of local labor. This happened because of weak sanctions, lack of budget for the supervision and development, and the communications were not intensive between the authorities that implementing the policy with managers of modern store, and also the policy environment was not conducive. Based on these concerns, there should be an efforts starting from increasing the budget, giving more sanctions to modern stores (minimarket franchise or branch) that do not have licenses, and improve the supervision and development.

Abstract

Indonesia’s program on pollution control, evaluation, and rating (PROPER— Program Penilaian Peringkat Kinerja Perusahaan dalam Pengelolaan Lingkungan Hidup) is one of the government’s policy to monitor and protect environmental management practiced by companies and industries. Semarang city, as one of Central Java’s most strategic region, is potential for industrial and business site. This study aims to analyze the implementation of PROPER and all of the contributing factors that impact the process itself. Method used for this study is qualitative descriptive method. Process from PROPER’s implementation in this region consists of preparation, direct monitoring, and the company’s adherence evaluation on the policy. Based on the result found from this study, it is shown that company’s comprehension on the policy, adequate facilities, clear standard of procedure, organized bureaucratic structure (that has eased the monitoring process), and political elite’s support are the supporting factors of PROPER’s process. However, limitation on financial resource and lack of society’s knowledge on this policy are also impeding PROPER’s full implementation in Semarang city. The author suggests the Department of Environmental and Forestry of Central Java to recruit more human resources, establish partnerships with correlating stakeholders, prioritize on fostering companies with red ranks and below, and educate the society about PROPER’s result on assessed companies. In the end, strong commitment is necessary to have for both parties; either for the companies and industries, society, and government itself to better PROPER’s implementation into becoming more effective and efficient.

Abstract

Increasing of using areas can causes the decreasing of green open space availability. Beside that, the decreasing of green open space also caused by judgment that the green open space is reserve area and not economical. To cover up the less area of green open space, can be done with increasing the people participations to increasing the private green open space. The purpose of this research is to find out about the policy implementation of private green open space in Pedurungan Subdistrict, Semarang City by “Five Appropriates” are Policy Accuracy, Implementation Accuracy, Target Accuracy, Environmental Accuracy and Process Accuracy. The second purpose is to find out the support and the inhibitor factors that involves in implementation process of private green open space in Pedurungan Subdistrict, Semarang City by observe in: Communication, Resources, and Authorizing Signature. The results conclude that implementation of private green open space in Pedurungan Subdistrict not optimal yet; it shows that there are people not known about implementation of private green open space yet. The inhibitor factors in implementation of private green open space in Pedurungan Subdistrict are communication that not optimal yet, and the resources that not equal yet, especially government human resource to do socialization that still definite. The support factors in policy implementation is about government commitments and responsibilities to increasing socialization about policy of private green open space in Pedurungan Subdistrict. Recommendations from the results research are: (1) To increase the private green open space directly, in order that people known about the policy; (2) Socialization can be done with interesting method; (3) increasing the human resources.

Abstract

Motorcycle is one of risky transportation in traffic accident. This accident is caused by motorcycles aren’t equipped with special safety. Often the motorcyclist are also less attention of safety riding, with traffic violations that could harm other riders. The traffic policeman as a law enforcer seem slow in taking action againts the traffic violations. The aim of this research is to know how the implementation of law No. 22 of 2009 About Traffic and Road Transportation: (Special) for Motorcyclist in Semarang, by using phenomenons of implementation effectivity they are appropriateness of the police, implementor, target, and enviroment. Also to know about support and resistor factor by using implementation model George Edward III wich is mention four factors that influence the implementation they are communivation, resources, dispotition, and bureaucracy structure. This research is use descriptive qualitative research method. The result of this research shown the implementation of law No. 22 of 2009 About Traffic and Road Transportation: (Special) for Motorcyclist in Semarang has been going well and effective. This can be seen from the phenomenoms of implementation effectivity that can be reached. Although has been going effective its still have resistor factors. So needs adding some traffic policeman, budgeting, fasilities, information system, to over come the problem of traffic, enforcement of stict sanctions for traffic policeman that misuse authority.

Abstract

Kota Semarang merupakan ibukota Provinsi Jawa Tengah yang memiliki sejumlah besar pedagang kaki lima. Wilayah Penelitian ini adalah tentang PKL di Tlogosari Semarang yang berada di bantaran sungai Jembatan 1 dan 2. PKL mengambil badan jalan sehingga menyebabkan kemacetan, serta mempengaruhi pula kebersihan dan nilai estetika sekitar kawasan Tlogosari. PKL di jembatan 1 dan 2 ini juga dapat dikatakan illegal karena mereka tidak mendapatkan perijinan dari pihak Kelurahan Tlogosari. Penelitian ini menggunakan metode penelitian kualitatif deskriptif, dengan teknik pengumpulan data menggabungkan antara wawancara, observasi, dokumentasi dan studi pustaka. Penelitian ini menggambarkan bagaimana Peraturan Daerah No. 11 Tahun 2000 Tentang Pengaturan dan Pembinaan Pedagang Kaki Lima di Kawasan Tlogosari Semarang. Pemerintah Kota Semarang menyediakan lahan baru di Pasar Suryokusumo yang telah diresmikan bulan Maret 2016 untuk mengatasi PKL liar di Jembatan 1 dan 2 Tlogosari, dikatakan belum tepat sasaran mengingat PKL malah justru kembali menempati Jembatan 1 dan 2. Selain itu, PKL di Tlogosari kurang mengetahui detailnya isi dari Perda No 11 Tahun 2000 tentang Pengaturan dan Pembinaan PKL, sehingga tidak heran jika para PKL masih melanggar peraturan yang sudah ada. Diharapkan Pemerintah Kota Semarang segera menangani masalah pengaturan dan pembinaan PKL di Tlogosari agar tidak semakin meluas.
