Abstract

Semarang as the capital of Central Java province opens opportunities for communities and areas including employment opportunities for young people to work or a chance to employ children. Child labor is not just children running jobs with wages, but once attached to the exploitation, hazardous work, delays in access to education and hinder the development and protection of the laws governing the physical, psychological and social development and the fulfillment of children's rights.The research was conducted in the city of Semarang. methods used in this research is descriptive-qualitative. The data was collected by using interviews, observations, and a review of the literature.This study aims to: first describe the implementation of child labor reduction policies in the city of Semarang, second, determine the factors that affect the success of the implementation of the policy response to child labor.The results showed that: The cooperation between government agencies is not good, the benefits of the implementation of the perceived lack of resources, lack of budget support, social, economic and family influence.Recommendation the authors provide recommendations: expand the range of services and the handling of child labor, building studios for children, need to budget specifications, provide skills for working children.

Abstract

The Directorate General of Human Settlements, Ministry of Public Works and Public Housing, initiated the construction of a collaboration platform through the City Without Slums Program (KOTAKU), thus every government policy in an effort to empower the community. Community participation is very important in achieving success and sustainability and is one of the benchmarks for the success of the Kotaku Program. This paper was written to explore more about the driving and inhibiting factors of community participation. The research method used based on the above understanding is using a qualitative descriptive type method. The purpose of this study was to analyze the driving factors and inhibiting factors of community participation in the Kotaku Program in Rejomulyo Village, East Semarang District. The people in Rejomulyo have a high willingness to participate in the Community Kotaku Program to take part in planning through representatives and attend socialization organized and take care of the results of development. Meanwhile, the main factor that hinders community participation is the economic condition which includes work and income, which is a factor inhibiting community participation, because people have to work for money so they do not have time to participate in the implementation and only participate in their spare time. The community is also unable to contribute funds to the Kotaku Program due to low incomes. The recommendation for this research is that a schedule for the implementation of work for residents in the afternoon or evening should be made and a village development savings or savings system made from the community, whose money is withdrawn routinely every day with a small nominal that is mutually agreed upon.

Abstract

PNPM-MP is one of the mechanisms of community empowerment program in an effort to accelerate poverty reduction and expansion of employment opportunities inrural areas. Guidelines for the implementation of PNPM-MP contained in the Decree of the Coordinating Minister for People's Welfare No. 25 of 2007. PNPM-MP implementation in various places showed varying results. Pringsurat District Temanggung Regency, is one of the districts that implement the PNPM Mandiri since the beginning of the name of the PPK in 2003. In this district, the biggest beneficiary in 2012 is Kebumen Village.Implementation of PNPM-MP at Kebumen Village has been good since it follows the stages of Directive Technical Operations. Constraints faced which are deteriorationof physical activities and clogged installment loans are now almost resolved. Planning should take into consideration in the implemention based on community activities, siteconditions and seasons. At the time of eligibility verification, character of the people who apply should be considered, as well as their ability and discipline to pay.

Abstract

Population growth is moving very fast while not accompanied by increasing sum of jobs will lead to poverty. When poverty struck people, the most visible result is a decrease in the welfare of the child is obtained, in line with the decline their parents welfare. To overcome these problems, through the activities of Deconcentration fund for Rehabilitation and Social Protection, Ministry of Social Affairs through Central Java Social Provincial office, implement toddler social welfare programs in Semarang City (PKSAB) to meet their basic needs. The purpose of this study to determine the implementation PKSAB in Semarang and factors inhibiting and supporting implementation of PKSAB.Theory used is the evaluation theories of William Dunn, James Anderson, Thomas R Dye, Riant Nugroho and Samudra Wibawa. This study used qualitative methods with 8 people as informants. Data collection techniques were observation and interview, in which the data were processed and analyzed qualitatively.The result indicate that PKSAB effective accordance with the procedures. The program is managed in accordance with the indicators of program better fulfill meet the toddler need, improve the child in meeting basic needs, improving accessibility to basic social services, strengthening parental responsibility and institutional strengthening. Inhibiting factor program is the responsibility of parents, parents less conscious of the importance of education for toddler, toddler growth monitoring is neglected, and the parents have not been able to meet the toddler basic needs. Recommendations for PKSAB in Semarang is strengthening the Social Workers knowledge on PKSAB, the clarity of the main tasks given to Social Workers, as well as participation of Social Service of Semarang office.

Abstract

Keterlibatan masyarakat masyarakat merupakan indikator penting dalam keberhasilan rehabilitasi mangrove, karena merekalah yang paling terdampak dari kegiatan rehabilitasi mangrove . Penelitian ini mengkaji keterlibatan masyarakat, peran aktor yang dominan pada partisipasi masyarakat dalam rehabilitasi mangrove di Desa Karangsong. Dengan menggunakan metode deskriptif kualitatif, penelitian ini menganalisis keterlibatan masyarakat dengan menggunakan teori Arnstein dan Wilcox. Keterlibatan aktor juga dianalisis dengan software UCINET untuk memperkuat data tersebut dan mengetahui peran aktor dalam rehabilitasi mangrove.Hasil penelitian menunjukkan bahwa partisipasi masyarakat dalam rehabilitasi mangrove di Karangsong berada pada tahap citizen power. Fase ini menunjukkan bahwa masyarakat mampu merencanakan dan membuat kebijakan rehabilitasi mangrove. Hal ini dapat dilihat pada hasil analisis aktor dengan UCINET yang menunjukkan bahwa Kelompok Tani Pantai Lestari merupakan aktor utama dalam rehabilitasi mangrove. Selain dalam perencanaan, mereka juga berperan sebagai fasilitator dan pemberi informasi utama bagi aktor dan stakeholder yang terlibat. Partisipasi masyarakat yang berkelanjutan masih diperlukan dalam pengelolaan mangrove. Oleh karena itu, kebijakan pemerintah daerah diharapkan tetap memperhatikan keterlibatan masyarakat dalam pengelolaan dan rehabilitasi mangrove agar berkelanjutan.Title:  Community Level Participation and Actor Analysis of Mangrove Rehabilitation in Karangsong Village, Indramayu Regency West JavaCommunity involvement is an important indicator in the success of mangrove rehabilitation because they are the most directly affected by mangrove rehabilitation. This research has the objective to evaluates the community involvement in mangrove rehabilitation in Karangsong Village, West Java, analyze the role of dominant actor in mangrove rehabilitation, and examine the role of participation in mangrove rehabilitation programme in Karangsong Village. Using descriptive qualitative methods, this study analyzed community involvement based on the theories of Arnstein and Wilcox. The involvement of actors was also analyzed with UCINET software to strengthen the data and to find out the role of actors in mangrove rehabilitation. This research shows that community participation in mangrove rehabilitation in Karangsong is at the citizen power stage. This phase shows that the community can plan and make policies for mangrove rehabilitation. It can be seen in the results of the actor analysis with UCINET which shows that the Pantai Lestari Group is the main actor in mangrove rehabilitation. Apart from planning, Pantai Lestari also acts as a facilitator and provides the main information for the actors and stakeholders involved. Continuing community participation is still needed in mangrove management. Therefore, local government policies are expected to continue to consider community involvement in managing and rehabilitating mangroves to be sustainable.

Abstract

Tourism is a prime sector that is one of the most important factors in the region development and the communitywelfare improvement in a country, which has continuous expansion and diversification and become one of thelargest growth sectors in the world. Increased tourism destinations make the tourism as a key factor in revenue,job creation, business and infrastructure development so that required more advanced planning. This tourismplanning is not intended to damage the environment but it must be planned and implemented to the environmentthat supports the sustainable development. One of the technologies used in some tourism research is GeographicInformation System (GIS) technology. Utilizing GIS technology is expected to be able to analyze the spatialaspects of an area so the existing of tourism potencies can be developed into an optimal object and touristattraction that can attract tourists both domestic and foreign. The aim of this article is to determine the benefitsof Geographic Information System technology in tourism development based on literature studies of previousstudies.

Abstract

Air bersih dan sanitasi merupakan kebutuhan penting pada saat terjadi bencana banjir, namun banjir menyebabkan kesulitan pemenuhan air bersih bagi pengungsi sehingga  mengakibatkan munculnya berbagai macam penyakit seperti diare, muntaber  ataupun penyakit kulit dan gatal-gatal, sehingga diperlukan konsep penanganan air bersih pada bencana banjir. Penelitian ini dilakukan di daerah rawan banjir di Kelurahan Wonosari Kecamatan Ngaliyan Kota Semarang. Tujuan penelitian yaitu melakukan identifikasi  tingkat manfaat penggunaan sumber air bersih  alternatif bagi pengungsi banjir dengan sasaran penelitian mendapatkan informasi  tentang pengadaan sumber air bersih  alternatif oleh pengungsi banjir  Kelurahan Wonosari yaitu dari sumber alami non perusahaan daerah air minum (non PDAM). Pemanfaatan sumber alami non PDAM  dilakukan  karena keterbatasan kemampuan Pemerintah Kota Semarang  dalam menyediakan akses kebutuhan air bersih  melalui PDAM. Sumber air bersih pengungsi korban banjir di Kelurahan Wonosari dapat diperoleh dari mengelola air melalui Pemanenan Air Hujan (PAH) secara individu. Alternatif lain dengan sistem  pengolahan   mobile  yang dapat melayani kelompok lebih besar. Alternatif  ini  diusulkan melalui Badan Penanggulangan Bencana Daerah (BPBD) Kota Semarang sebagai dasar penempatan tenda pengungsi untuk kesiapsiagaan terhadap banjir yang mungkin terjadi lagi.  Kata Kunci: Sumber Air Alternatif,  Banjir, Pengungsi, Pemanenan Air Hujan

Abstract

Kondisi hutan mangrove di Kota Semarang sejak lama mengalami degradasi secara luas, akibat dari abrasi dan perubahan penggunaan lahan. Banyak usaha yang telah dilakukan baik oleh pemerintah maupun masyarakat di beberapa lokasi pesisir Kota Semarang. Untuk mencegah degradasi lingkungan yang terus berlanjut salah satu upaya yang dilakukan adalah membuat lahan konservasi mangrove di wilayah pesisir. Lahan konservasi mangrove diyakini sebagai usaha adaptasi dampak perubahan iklim di kawasan pesisir yang paling efektif. Kegiatan pelestarian mangrove diyakini mampu menjaga kawasan pesisir dari abrasi, kenaikan air laut, dan juga cuaca yang semakin buruk akibat perubahan iklim. Selain itu fungsi hutan mangrove telah lama diyakini sebagai bagian dari perlindungan ekosistem  pesisir yang berkelanjutan. Dalam perencanaan pengembangan lahan konservasi mangrove yang dibuat konsep  Eco Edu Wisata  oleh Dinas Kelautan dan Perikanan Kota Semarang, konsep ini merupakan konsep pengembangan wisata yang menghargai kaidah-kaidah alam dengan melaksanakan program pembangunan dan pelestarian secara terpadu antara upaya konservasi sumberdaya alam yang dilakukan dengan melaksanakan program pembangunan yang memperhatikan kualitas daya dukung lingkungan dan ramah lingkungan. Sebagian dari hasil wisata yang bersifat massal tersebut digunakan sebagai sumbangan dana bagi upaya konservasi sumberdaya alam dan keanekargaman hayati. Penelitian ini dilakukan dengan tujuan untuk menganalisa bagaimana menata sebuah kawasan konservasi mangrove menjadi daerah eco edu wisata mangrove berbasis masyarakat dan ekologi. Abstract

One important factor that determines the successful implementation of mother and child policy is support from community especially the community whose be the target of the polices (clients) and also certain parties (coalitions) who have an interest in the policy. This paper aims to find clients and coalitions in the implementation of health mothers and children in Kupang Regency, which is one of the regions in Indonesia with the highest infant mortality cases. The method used is descriptive qualitative, by using one indicator in Najam implementation models, namely client and coalitions for analysis. The results of the study show that the implementation of Perda No 3 of 2016 as maternal and child health policy in Kupang Regency has not received support from the community, especially those who are the client of the policy. Therefore, it is recommended that the Kupang Regencial Government increase the socialization to the people in particular who are the clients of this policy

Abstract

This study focuses on the Implementation of Livestock Control in the District of Pante-Makassar, Oe-Cusse, Timor Leste, this study aims to analyze the extent to which the Implementation of Livestock Control Policies in the District of Pante-Makassar, Oe-Cusse, Timor Leste, and the supporting and inhibiting factors of implementation Policy. The methodology used in this paper is a descriptive qualitative method. This research uses selected informants by purposive sampling. There are 10 informants in this research. The method used in gathering information is observation, interviews and documentation. The results of the study indicate that human resources and financial resources, when viewed from these two resources, it can be concluded that there is a lack of human resources and financial resources that are still minimal so that it can affect the implementation of livestock management policies. In the disposition there is a consensus between policy makers and policy implementers. The organizational structure of livestock control has been established and has carried out its duties but in its implementation it has not been as expected in accordance with the government decree that has been set. the government needs to pay attention to financial resources and human resources so that before implementing policies. It is necessary to conduct socialization to livestock owners before the policy is implemented.
