Abstract

Population growth is moving very fast while not accompanied by increasing sum of jobs will lead to poverty. When poverty struck people, the most visible result is a decrease in the welfare of the child is obtained, in line with the decline their parents welfare. To overcome these problems, through the activities of Deconcentration fund for Rehabilitation and Social Protection, Ministry of Social Affairs through Central Java Social Provincial office, implement toddler social welfare programs in Semarang City (PKSAB) to meet their basic needs. The purpose of this study to determine the implementation PKSAB in Semarang and factors inhibiting and supporting implementation of PKSAB.Theory used is the evaluation theories of William Dunn, James Anderson, Thomas R Dye, Riant Nugroho and Samudra Wibawa. This study used qualitative methods with 8 people as informants. Data collection techniques were observation and interview, in which the data were processed and analyzed qualitatively.The result indicate that PKSAB effective accordance with the procedures. The program is managed in accordance with the indicators of program better fulfill meet the toddler need, improve the child in meeting basic needs, improving accessibility to basic social services, strengthening parental responsibility and institutional strengthening. Inhibiting factor program is the responsibility of parents, parents less conscious of the importance of education for toddler, toddler growth monitoring is neglected, and the parents have not been able to meet the toddler basic needs. Recommendations for PKSAB in Semarang is strengthening the Social Workers knowledge on PKSAB, the clarity of the main tasks given to Social Workers, as well as participation of Social Service of Semarang office.

Abstract

Keterlibatan masyarakat masyarakat merupakan indikator penting dalam keberhasilan rehabilitasi mangrove, karena merekalah yang paling terdampak dari kegiatan rehabilitasi mangrove . Penelitian ini mengkaji keterlibatan masyarakat, peran aktor yang dominan pada partisipasi masyarakat dalam rehabilitasi mangrove di Desa Karangsong. Dengan menggunakan metode deskriptif kualitatif, penelitian ini menganalisis keterlibatan masyarakat dengan menggunakan teori Arnstein dan Wilcox. Keterlibatan aktor juga dianalisis dengan software UCINET untuk memperkuat data tersebut dan mengetahui peran aktor dalam rehabilitasi mangrove.Hasil penelitian menunjukkan bahwa partisipasi masyarakat dalam rehabilitasi mangrove di Karangsong berada pada tahap citizen power. Fase ini menunjukkan bahwa masyarakat mampu merencanakan dan membuat kebijakan rehabilitasi mangrove. Hal ini dapat dilihat pada hasil analisis aktor dengan UCINET yang menunjukkan bahwa Kelompok Tani Pantai Lestari merupakan aktor utama dalam rehabilitasi mangrove. Selain dalam perencanaan, mereka juga berperan sebagai fasilitator dan pemberi informasi utama bagi aktor dan stakeholder yang terlibat. Partisipasi masyarakat yang berkelanjutan masih diperlukan dalam pengelolaan mangrove. Oleh karena itu, kebijakan pemerintah daerah diharapkan tetap memperhatikan keterlibatan masyarakat dalam pengelolaan dan rehabilitasi mangrove agar berkelanjutan.Title:  Community Level Participation and Actor Analysis of Mangrove Rehabilitation in Karangsong Village, Indramayu Regency West JavaCommunity involvement is an important indicator in the success of mangrove rehabilitation because they are the most directly affected by mangrove rehabilitation. This research has the objective to evaluates the community involvement in mangrove rehabilitation in Karangsong Village, West Java, analyze the role of dominant actor in mangrove rehabilitation, and examine the role of participation in mangrove rehabilitation programme in Karangsong Village. Using descriptive qualitative methods, this study analyzed community involvement based on the theories of Arnstein and Wilcox. The involvement of actors was also analyzed with UCINET software to strengthen the data and to find out the role of actors in mangrove rehabilitation. This research shows that community participation in mangrove rehabilitation in Karangsong is at the citizen power stage. This phase shows that the community can plan and make policies for mangrove rehabilitation. It can be seen in the results of the actor analysis with UCINET which shows that the Pantai Lestari Group is the main actor in mangrove rehabilitation. Apart from planning, Pantai Lestari also acts as a facilitator and provides the main information for the actors and stakeholders involved. Continuing community participation is still needed in mangrove management. Therefore, local government policies are expected to continue to consider community involvement in managing and rehabilitating mangroves to be sustainable.

Abstract

One important factor that determines the successful implementation of mother and child policy is support from community especially the community whose be the target of the polices (clients) and also certain parties (coalitions) who have an interest in the policy. This paper aims to find clients and coalitions in the implementation of health mothers and children in Kupang Regency, which is one of the regions in Indonesia with the highest infant mortality cases. The method used is descriptive qualitative, by using one indicator in Najam implementation models, namely client and coalitions for analysis. The results of the study show that the implementation of Perda No 3 of 2016 as maternal and child health policy in Kupang Regency has not received support from the community, especially those who are the client of the policy. Therefore, it is recommended that the Kupang Regencial Government increase the socialization to the people in particular who are the clients of this policy

Abstract

This study focuses on the Implementation of Livestock Control in the District of Pante-Makassar, Oe-Cusse, Timor Leste, this study aims to analyze the extent to which the Implementation of Livestock Control Policies in the District of Pante-Makassar, Oe-Cusse, Timor Leste, and the supporting and inhibiting factors of implementation Policy. The methodology used in this paper is a descriptive qualitative method. This research uses selected informants by purposive sampling. There are 10 informants in this research. The method used in gathering information is observation, interviews and documentation. The results of the study indicate that human resources and financial resources, when viewed from these two resources, it can be concluded that there is a lack of human resources and financial resources that are still minimal so that it can affect the implementation of livestock management policies. In the disposition there is a consensus between policy makers and policy implementers. The organizational structure of livestock control has been established and has carried out its duties but in its implementation it has not been as expected in accordance with the government decree that has been set. the government needs to pay attention to financial resources and human resources so that before implementing policies. It is necessary to conduct socialization to livestock owners before the policy is implemented.

Palembang: Penerbit & Percetakan Universitas Sriwijaya (UNSRI).The Law Number 32 of 2009 concerning Environmental Protection and Management in article 70 states the rights and opportunities for the community to play an active role in environmental protection and management. The roles that can be played by the community include: a) social supervision, b) providing suggestions, opinions, suggestions, objections, complaints; and/ or c) submission of information and/ or reports. However, the community participation is still not running optimally. It can be seen from the increasing number of pollution and or environmental damage cases from year to year. This review aims to find out how the implementation of community participation in handling cases of environmental pollution and / or damage as an effort to protect the environment and what obstacles are faced in this implementation. The scope of the article reviewed includes the role of the community and the role of the government in handling cases of pollution and or environmental damage. Cases of pollution and environmental damage are handled by the Government through supervision and law enforcement, and by involving community participation through social monitoring, filing complaints and submitting information and / or reports. The results of the review show that community participation is still not effective in overcoming cases of pollution or environmental damage.

Abstract

Tujuan penelitian ini adalah untuk melihat strategi pemberdayaan masyarakat yang dilakukan di 20 Balkondes yang terletak di Kecamatan Borobudur sekitaran kawasan Candi Borobudur. Pembangunan Balkondes dilaksanakan pada awal tahun 2017, sehingga dengan rentang waktu hingga kini tahun 2020 harus dilihat bagaimana capainnya dan faktor-faktor apa saja yang ikut mempengaruhinya. Metode penelitian dilakukan dengan analisis deskriptif menggunakan data sekunder seperti studi kepustakaan, buku, jurnal, skripsi, internet dan sumber-sumber lain yang sekiranya masih terkait. Hasil penelitian diperoleh berdasarkan tiga tahapan pemberdayaan, yaitu penyadaran, pengkapasitasan, dan pemberian daya. Penyadaran, ditujukan dalam menggali potensi pada masing-masing desa guna mengetahui ciri khas serta produk utama di setiap Balkondes. Namun, terdapat beberapa Balkondes yang memiliki ciri khas atau produk unggulan yang sama; Pengkapasitasan, sosialisasi dan pelatihan yang dilakukan lebih terfokus kepada perangkat desa, sehingga penerimaan penyadaran terhadap potensi desa tidak diterima secara sepenuhnya oleh masyarakat; Pemberian Daya, ditujukan agar masyarakat mampu secara mandiri mengelola Balkondes, namun pengaruh dalam top down sangatlah besar.

Abstract

Significantly there was an increase in the number of proposals work units that launchedthe Integrity Zone, but the increase of proposals number was not followed by the highlevel of work units breakdown towards Corruption-Free Areas and the Clean and ServingBureaucracy. Likewise, the BBWS Pemali Juana Semarang, which the value in themanagement of human resource indicators is still below the minimum value. This studyaims to analyze the implementation and factors that encourage and hinder theDevelopment of Integrity Zones Towards Corruption-Free Areas and the Clean andServing Bureaucracy in Balai Besar Wilayah Sungai Pemali Juana Semarang. Thisresearch uses descriptive qualitative approach. The results of the study show that thereare several obstacles in the implementation of policies towards WBK as follow (1) Thereare types of education and training that irrelevant to the duties and functions of the office,(2) Gaps in opportunities/rights to get education and training and other competencies,(3 ) Monev reporting has been carried out every six months, (4) The preparation of monevreports depend on the collection of SKP, (5) Short-term programs monitoring is difficult,(6) Employees pay little attention to SKP collection deadlines, (7) Employees pay lessattention to the achievements of their own performance, (8) There are employees makingmass SKP, (9) Period of individual performance measurement done every semester.

Abstract

Demak is a religious tourism regency in the north coast of Central Java Province, well known as a City of Wali (Islamic Messenger) refer to its original position as center of the spread of Islamic teaching in Java. An overall effort for this initial position is mandatory. The aim of this research is to analyze: (1) The execution of tourism development in Demak Regency; (2) Factors related to the tourism development; (3) Efforts should be done by Demak regencial government in developing its tourism. Method employed is descriptive qualitative. Results of the research shows that tourism development in Demak has been related to the regencial management development. However, tourism development is still concentrated in the religious aspect, while Tourism Area Development zonation is not yet well applied. Internal factors hampers the development of tourism in Demak covering limited bus station infrastructure facilities, low coordination among tourism institutions, as well as lack of promotion and tourism service. However, there are supporting internal factors covers tourism attraction and accessibility. External factors hampers the development of tourism covering fund allocation from Central and Provincial government, professionalism of human resource, and low tourism awareness among local people. Meanwhile the supporting factors are the well kept cultural heritage, and the increasing number of tourist coming to this regency. Recommendation to the government is Demak regencial government should establish a special team to enhance tourism mindset among the local people, enhance professionalism of human resource in both the government and tourism managers (pengelola) through both qualitative and quantitative efforts in terms of various trainings and additional personnels.

Abstract

In Covid-19 pandemic, poverty rate is getting worse. To tackle this condition, the government made comprehensive programs to help the poor. However, the problems arise as whether the implementation of poverty reduction policies during the Covid-19 pandemic is in accordance with the established rules and how the level of vulnerability of the poor whose scope is increasingly widespread. This study aims to explore what factors influence poverty during the Covid-19 pandemic in Pekalongan Regency and the role of social security program to alleviate poverty duting the pandemic. More specifically, this study aims to analyze the factors that influence poverty during the Covid-19 pandemic. The research is conducted in Pekalongan Regency with the aim of analyzing the factors that influence the increase in poverty in Pekalongan Regency. The results of the study show the factors of vulnerability, accessibility, termination of employment, and the narrowness of doing business due to social curbs for the poor. Meanwhile, factors from the local government were also found, namely the limited budget for poverty alleviation and the not yet optimal policies implemented.

Abstract

                This paper aims to investigate the dynamic of environmental policy making in the effort of attaining sustainable development. Using Advocacy Coalition Framework (ACF) as a framework of analysis, our study was conducted in the Kendeng environmental conflict, Rembang Regency. Utilised both primary and secondary data on conflict properties from cement industry’s proponents and opponents, researchers obtained vigorous data and evidence through which the ACF may offer a comprehensive explanation on policy process and change.                 Finding shows that the coalition of actor has a pivotal role to influence value and behaviour among policy actors in the Kendeng environmental conflict. The result of this study fills the lacuna of research which focuses the main discussion on advocacy coalition actor-based policy analysis. It also offers a policy agenda focusing on the belief system actor-based policy analysis in which Government of Indonesia worth to consider in the policy making process.
