Abstract

This study aims to design an innovative Arabic–Indonesian thematic digital dictionary tailored to the pedagogical needs of Madrasah Tsanawiyah (MTs) students. Existing digital dictionaries, such as Google Translate and Al-Ma’any, function mainly as general translation tools and do not align with curriculum requirements. Using a descriptive qualitative approach, this research involved needs analysis, conceptual design, and expert validation. Findings show a very high need for thematic digital vocabulary tools among students (85.83%) and teachers (90.91%). The proposed Q.S Dictionary integrates two core features: a Word Search feature for independent and efficient access to meanings, and a Word Example feature to support contextual understanding. UI/UX design was prioritised to enhance learners’ motivation and engagement. Expert validation results indicated high feasibility, with 91.67% from material experts and 97.5% from IT experts. The study provides a validated conceptual framework for developing pedagogically aligned digital vocabulary materials for MTs students.

Abstract

Private water resource control generally tends to follow capitalist and liberal market mechanisms which will result in a large consumer burden. If it follows capitalist and liberal market mechanisms, then what happens is profit oriented compared to fulfilling the needs and prosperity of the community or many people. Based on these problems, this study focuses on the Authority of Regional Governments in managing the Drinking Water Supply System. This study is a legal study using a legislative and conceptual approach. The results of this study indicate that Regional Governments have the authority to manage the Drinking Water Supply System. This is none other than because of the form of state control over water as regulated in Article 33 paragraph (3) of the 1945 Constitution of the Republic of Indonesia by forming a BUMD or UPTD. In addition, if an area does not yet have drinking water services by a BUMD or UPTD, the implementation of SPAM by the business entity is legally valid. Conversely, if an area already has drinking water services by a BUMD or UPTD, the implementation of SPAM by the business entity is not legally valid.

Abstract

Abstract The central issue of this study is to examine Ibn Hishām’s methodology in his commentary on Alfiyyat Ibn Mālik in his book Auḍaḥ al-Masālik ilā Alfiyyat Ibn Mālik. The purpose of this research is to clarify Ibn Hishām’s methodological approach in explaining Alfiyyat Ibn Mālik in Auḍaḥ al-Masālik ilā Alfiyyat Ibn Mālik. The research method employed is library research. The findings indicate that Auḍaḥ al-Masālik encompasses all the chapters of the Alfiyyah. Ibn Hishām revised the formulation of certain sections, modifying some chapter titles solely for the sake of clarification, and then reorganized their subjects into subchapters after they had originally been presented as main chapters. He rarely cited the verses of the Alfiyyah, except when necessary, such as when he intended to object to or disagree with the author. The commentator began some sections with technical definitions and brief explanations, considering that certain chapter titles were ambiguous and required clarification to provide a general overview of the topic. However, he did not do so when there was no need. Ibn Hishām’s sources of evidence in Auḍaḥ al-Masālik include the Qur’an, Prophetic hadiths, and Arabic poetry. His stance toward grammatical differences ranged between support and rejection. Thus, Auḍaḥ al-Masālik serves as a clarification of the content of the verses of Alfiyyat Ibn Mālik, rather than a direct line-by-line commentary on its verses as undertaken by other commentators of the Alfiyyah. Abstract

Regional regulations should be designed to promote public welfare, not merely to maintain rigid social order. They must be formulated flexibly to adapt to evolving community needs. This research examines the position of Regional Regulations within Indonesia’s legal hierarchy, analyzes the application of good governance principles in their formation, and proposes a model for their development based on these principles. This study employs normative legal research using statutory and conceptual approaches. The results of this research indicate that Regional Regulations are basically formed as delegated legislation, not as main legislation. Consequently, Regional Regulations must conform to laws issued by the Central Government. Accordingly, their formation must incorporate good governance principles. These principles at least include transparency, meaningful public participation, and accountability. The proposed model comprises five stages: needs analysis through research; participatory drafting with impact analysis; democratic discussion; effective implementation; and periodic evaluationan impact analysis, discussing the Draft Regional Regulation democratically, implementing the Regional Regulation effectively, and evaluating Regional Regulation periodically.
