Abstract

The circulation of illegal drugs in Indonesia continues to increase quantitatively and qualitatively, targeting not only urban areas but also rural areas and educational institutions. Law Number 35 of 2009 concerning Narcotics should be the main foundation in controlling narcotics trafficking, but its implementation has not been effective. This study uses a normative juridical method by analyzing laws and regulations and law enforcement practices in the field. It was found that weak coordination between institutions, overlapping authority, and lack of rehabilitation facilities were the main obstacles. The legal approach that is still dominant is repressive in nature, but it actually worsens the condition, because it emphasizes more punishment for users than rehabilitation as a health approach. In addition, public awareness of the dangers of illegal drugs is still low due to the lack of community-based education. This condition shows that the existing legal policy has not been able to answer the complexity of the narcotics problem as a public health crisis. Comprehensive reforms in policy design, strengthening institutional synergies, and a more humanistic and preventive approach are needed to protect public health in a sustainable manner. This study recommends the transformation of the narcotics law paradigm from a punitive approach to a recovery and education-oriented public health protection approach.

Abstract

This study aims to analyze the effect of education level and several macroeconomic variables on the corruption index in Asia-Pacific Economic Cooperation (APEC) member countries. This study uses the two-stage least square (2SLS) estimation method. This study found that the lifelong learning index, higher education participation, and foreign direct investment have a negative and significant effect on corruption in all APEC member countries and developing country members. Secondary education  and government efficiency index have a negative and significant effect on corruption in all  countries (all member states, developed and developing  countries). GDP per capita and economic openness have a positive and significant effect on corruption levels in APEC member states and developing countries. The fight against corruption must be immediately implemented as a political influence. Delaying this will reduce the effectiveness of future policies. Institutional reforms bring more positive benefits in countries that are really fighting corruption.

Abstract

This research analyzes Indonesia's Law Number 27 of 2022 on Personal Data Protection (Law on Personal Data Protection), focusing on its regulatory framework and institutional strengthening efforts. The study employs a normative legal research approach with a descriptive-analytical method, examining primary legal materials such as Law Number 27 of 2022 and secondary sources including relevant academic literature. To provide a global perspective, comparisons are drawn with the General Data Protection Regulation (GDPR) in the European Union, the Personal Data Protection Act (PDPA) in Singapore, and the Act on the Protection of Personal Information (APPI) in Japan. The findings reveal that while the Law on Personal Data Protection provides a comprehensive framework for personal data protection, its implementation faces significant challenges, including low public awareness, insufficient readiness in the business sector, and limited enforcement capacity of supervisory institutions. Strengthening institutional frameworks and enhancing public understanding of data privacy rights are critical steps toward addressing these challenges. Although criminal sanctions are stipulated in the law, their application has yet to be evaluated in depth, as this research primarily focuses on regulatory analysis. Suggestions include developing robust technological and organizational measures to secure data and fostering international collaboration in managing cross-border data flows to align with global standards. Further research is recommended to assess the effectiveness of criminal sanctions in deterring data breaches and their role in enhancing the overall efficacy of Indonesia's personal data protection framework.

Abstract

Background: Manajemen arsip rekam medis sangat penting dalam tata kelola pelayanan kesehatan RSU Lirboyo Kediri. Perubahan regulasi mendorong transformasi dari sistem manual ke digitalisasi guna mengatasi keterbatasan ruang penyimpanan, meminimalkan risiko kehilangan dokumen, serta meningkatkan efisiensi dan keamanan pengelolaan data. Tujuannya untuk peningkatan mutu layanan, menunjang kesiapan pelaksaanaan reakreditasi serta perlindungan informasi medis. Metode: Dilaksanakan secara langsung dengan partisipatif dan edukatif pada petugas PMIK melalui 3 tahap, yaitu persiapan, pelaksanaan dan Evaluasi. Hasil: Pada pre-posttest menunjukkan peningkatan pengetahuan petugas terhadap alur retensi aktif inaktif DRM sebesar 91%. Adanya Pembaruan kebijakan Transisi Rekam Medis Manual ke RME, termasuk SOP retensi aktif inaktif dan digitalisasi DRM. Peningkatan pemahaman petugas PMIK terhadap digitalisasi dan integrasi SIMRS sebesar 93%. Jumlah Pemilahan dan penyusutan dokumen rekam medis melalui aplikasi, yaitu yang in aktif sebanyak 3.511 dokumen dan yang siap dimusnahkan sebanyak 2.582 dokumen. Kesimpulan: Kegiatan ini berhasil meningkatkan kapasitas dan kualitas tata kelola rekam medis dengan manajemen arsip di RSU Lirboyo Kediri dengan perubahan manual ke digitalisasi guna wujudkan kepatuhan regulasi. Rekomendasi kegiatan pemusnahan DRM tahun 2025 untuk mengurangi beban arsip fisik, serta menyusun rencana perbaikan dan penguatan keamanan informasi medis pasien.

Abstract

This study aims to describe the record of events (event studies) related to government policies on education in Indonesia, especially those closely associated with the book publishing industry. In addition, there are also records of events that describe the dynamics of the school book publishing business at PT Tiga Serangkai in 20 (twenty) years, from 2001 to 2023. This timeline was chosen to provide a different description concerning digital transformation in the era of Industry 4.0. The researcher divides the timeline into the conventional phase, the transition phase, and the new era phase, where the COVID-19 pandemic phase becomes a transition point and acceleration of digital transformation that touches almost all life. The researcher uses a descriptive qualitative and quantitative approach. Data collection was carried out by studying documents related to government policies in the field of education during the study period of the above events, the study of company sales documents, and the study of documents from the Indonesian Publishers Association (IKAPI). Data deepening was carried out by structured interviews with informants who were selected purposively, especially related to data and information on business dynamics at PT. Tiga Serangkai. Data analysis was carried out in a qualitative descriptive manner. The results show that government policies significantly influence digital transformation in schools, both in learning and in the fulfillment of goods/services in education. In addition, government policies are closely related to school book publishing business innovation dynamics. On the other hand, the acceleration of digital transformation is greatly influenced by the COVID-19 pandemic.
