Abstract

Workload disparities in police organizations threaten the effectiveness of internal oversight functions. The Regional Inspectorate (Itwasda) of Gorontalo Regional Police faces an imbalanced distribution of workload across sections reaching 35%, with indications of overload in some personnel and underutilization in others. This study aims to analyze the effectiveness of Workload Analysis (WLA) implementation as a human resource management instrument at Itwasda Gorontalo Regional Police, identify supporting and inhibiting factors, and formulate strategic recommendations for optimizing human resource management. The research methodology employs a descriptive qualitative approach with data collection techniques through in-depth interviews, participatory observation, and documentation studies. Data analysis was conducted using the Miles and Huberman interactive model, with data validity ensured through source and method triangulation as well as member checks. Research findings reveal significant workload disparities: Itbid Section (138% - overload), Dumasan Section (142% - overload), and Renmin Section (76% - underutilized). WLA implementation successfully reduced disparities from 66% to 23% following task redistribution, with a 35% increase in organizational efficiency and 20% improvement in personnel job satisfaction. Supporting factors include leadership commitment, data availability, and quality human resource capacity. Main constraints are limitations in integrated information systems, personnel resistance to change, and limited technical understanding of WLA methodology. The study concludes that WLA implementation effectively addresses workload disparities and enhances organizational performance through proportional task redistribution. Strategic recommendations include strengthening leadership commitment, continuous training, digital information system development, effective change management, and replicating best practice models to other police units to achieve professional and accountable human resource governance.

Abstract

Penelitian ini bertujuan untuk menggali makna budaya kerja dan etos kerja dalam kaitannya dengan peningkatan prestasi kerja dosen, khususnya pada aspek publikasi ilmiah di Universitas Bina Mandiri Gorontalo. Penelitian menggunakan pendekatan kualitatif dengan desain deskriptif-interpretatif. Data dikumpulkan melalui wawancara mendalam, observasi partisipatif. Teknik analisis data mencakup reduksi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa budaya kerja berfungsi sebagai kerangka yang memberikan arah, aturan, dan standar dalam pelaksanaan tugas akademik, sementara etos kerja menjadi kekuatan internal yang menjaga komitmen, integritas, dan konsistensi produktivitas ilmiah dosen. Temuan juga mengungkap bahwa dukungan kelembagaan, melalui penyediaan fasilitas, program pelatihan, hibah penelitian, serta insentif publikasi, berperan penting dalam memperkuat budaya kerja sekaligus menumbuhkan etos kerja. Sinergi antara budaya kerja, etos kerja, dan dukungan institusional terbukti menjadi fondasi utama dalam mendorong peningkatan prestasi akademik, baik pada level individu maupun institusi. Penelitian ini memberikan implikasi praktis bagi Universitas Bina Mandiri Gorontalo dalam memperkuat strategi manajemen sumber daya manusia, serta kontribusi teoretis terhadap pengembangan kajian manajemen kinerja dosen.

Abstract

Penelitian ini bertujuan untuk mengeksplorasi pengaruh budaya organisasi terhadap kualitas pelayanan publik di Kantor Desa Motolohu, Kecamatan Randangan, serta untuk mengukur seberapa besar kontribusi budaya organisasi terhadap kualitas pelayanan tersebut. Metode yang digunakan dalam penelitian ini adalah pendekatan kuantitatif. Data dikumpulkan melalui observasi dan penyebaran kuesioner (angket) dengan jumlah sampel sebanyak 80 orang. Untuk menganalisis data, digunakan teknik analisis deskriptif, regresi linier sederhana, dan uji koefisien determinasi. Hasil yang diperoleh dari penelitian ini menunjukkan bahwa budaya organisasi memberikan pengaruh positif terhadap kualitas pelayanan publik di Kantor Desa Motolohu, dengan proporsi pengaruh sebesar 40,4%. Sementara itu, sisa 59,6% dari kualitas pelayanan publik dipengaruhi oleh faktor lain yang tidak termasuk dalam penelitian ini.

Abstract

This study aims to analyze the effect of online learning engagement on student satisfaction, with time management as a mediating variable. Using a quantitative approach with a cross-sectional survey design, this study involved 150 students from the UPPBJ UT Makassar Program who were selected using cluster sampling techniques. The variables used in this study included online learning engagement, technology perception, and student satisfaction, which were measured using a 5-point Likert scale. The data were analyzed using Smart PLS version 4.0 software, which included measurement and structural model evaluation to examine convergent, discriminant, and reliability validity. The results showed that online learning engagement did not have a significant effect on student satisfaction, although there was a positive relationship. However, online learning engagement had a significant effect on technology perception, which in turn had a significant effect on student satisfaction. Technology perception played an important role as a mediator in the relationship between online learning engagement and student satisfaction, reinforcing the direct effect. This mediating effect shows that even though online learning engagement does not directly increase satisfaction, perceptions of online learning technology play a crucial role in increasing student satisfaction. This study provides insight into the importance of technology perceptions in online learning.
