Abstract

This study evaluates the implementation of Minimum Service Standards (SPM) in the social sector in Gorontalo Province, which aims to improve the welfare of vulnerable communities such as people with disabilities, neglected children, and the elderly. A descriptive-qualitative approach is used to analyze target achievement, service facilities, human resource (HR) capacity, and cooperation between stakeholders.The results of the study show an increase in SPM achievement from 55.46% in 2022 to 70.30% in 2023. However, service facilities and HR competencies still need improvement. Cross-sectoral collaboration helps overcome obstacles, but is not yet fully optimal. Opportunities for improvement include service digitalization, HR training, and strengthening partnerships. Strategic recommendations include increasing the budget, developing a policy roadmap, and public education campaigns. These steps are expected to encourage the achievement of more effective SPM to improve social welfare in Gorontalo.

Abstract

Penelitian ini dilakukan dengan tujuan untuk mengetahui seberapa besar pengaruh kompensasi terhadap kinerja pegawai di Kantor Badan Keuangan dan Aset Daerah Kabupaten Gorontalo. Penelitian ini menggunakan pendekatan kuantitatif dengan metode penelitian survei. Sampel penelitian berjumlah 43 orang pegawai berstatus ASN di Kantor Badan Keuangan dan Aset Daerah Kabupaten Gorontalo dengan teknik pengambilan sampel. Teknik pengumpulan data menggunakan angket dan dokumentasi. Analisis data dilakukan dengan regresi linear sederhana. Kesimpulan dari penelitian ini adalah kompensasi berpengaruh positif dan signifikan terhadap kinerja pegawai di Kantor Badan Keuangan dan Aset Daerah Kabupaten Gorontalo sebesar 55,6% dan 44,4% lainnya dipengaruhi oleh faktor-faktor lain diluar variabel kompensasi yaitu budaya kerja, kepemimpinan, kualitas kerja, disiplin kerja, good governance dan sebagainya. Hal ini berarti bahwa semakin baik kompensasi, semakin meningkat kinerja pegawai di Kantor Badan Keuangan dan Aset Daerah Kabupaten Gorontalo.

Abstract

This study examines the implementation of the Minimum Service Standards (SPM) policy in the social sector in Gorontalo Province, highlighting the main challenges, strategies implemented, and achievements that have been achieved. Limited budget, human resources, and infrastructure are the main obstacles in the implementation of optimal basic social services. To overcome these obstacles, the local government adopted a collaborative strategy through cooperation with social institutions, such as Baznas, to cover the funding gap that was not accommodated in the Regional Revenue and Expenditure Budget.. Policy implementation is carried out in accordance with the stages determined by national regulations, starting from collecting data on needs to monitoring and evaluation. The monitoring approach uses direct coordination meetings and the use of application-based technology, which facilitates reporting and supervision. The results of the study show an increase in policy implementation, although there are still gaps that require improvement, especially in terms of funding, increasing human resource capacity, and cross-sector coordination. Therefore, it is necessary to strengthen the implementation strategy and commitment from various parties to ensure quality, equitable, and sustainable social services.

Abstract

Masalah utama dalam penelitian ini adalah bagaimana kelelahan belajar dan motivasi berprestasi memengaruhi hasil belajar mahasiswa dalam tutorial online di Universitas Terbuka Makassar. Penelitian ini bertujuan untuk mengetahui pengaruh kelelahan belajar dan motivasi berprestasi terhadap hasil belajar tutorial online mahasiswa universitas Terbuka Makassar. Penelitian ini menggunakan pendekatan kuantitatif, penelitian ini melibatkan 200 mahasiswa sebagai sampel. Pengumpulan data penelitian dilakukan dengan menggunakan angket yang berisi pertanyaan dalam skala Likert 1-4. Hasil penelitian menunjukkan bahwa variabel kelelahan belajar memiliki hubungan negatif signifikan terhadap hasil belajar, dengan nilai T statistik sebesar 2,983 (lebih besar dari nilai kritis 1,96) dan nilai P sebesar 0,003 (lebih kecil dari 0,005). Artinya, semakin tinggi tingkat kelelahan belajar mahasiswa, semakin rendah hasil belajar yang dicapai, meskipun pengaruhnya kecil. Sebaliknya, motivasi berprestasi memiliki hubungan positif yang kuat terhadap hasil belajar, dengan nilai original sample sebesar 0,636, nilai T statistik sebesar 13,983 (jauh di atas nilai kritis 1,96), dan nilai P sebesar 0,000 (lebih kecil dari 0,005). Hal ini menunjukkan bahwa motivasi berprestasi adalah faktor penting yang berkontribusi secara signifikan terhadap peningkatan hasil belajar.

Abstract

Digital systems with their various programs, such as websites, SMS Centres/Call Centres, e-papers, One-Stop Integrated Services (PTSP), e-ktp, e-planning, e-budgeting, e-procurement, e-warehouse can encourage increased transparency of village budget management, encourage the formation of comDEpliance with the law and strengthen legal certainty for village government officials in carrying out their duties. By implementing digital systems, work effectiveness and efficiency will increase. Digital systems that provide transparency can ultimately encourage an increase in the responsiveness of village government administrators and the community as the owner of sovereignty is also given the same space in obtaining services from village government officials. In Molosipat Village, West Popayato District, Pohuwato Regency, in carrying out administrative services, they still use conventional or manual methods so they are still less effective and efficient. The community often experiences difficulties when submitting letters that are limited by space and time, such as the community being required to go to the village office and can only be submitted during working hours. In addition, letter administration archives require a large storage capacity and are prone to physical file damage. Through the MBKM integrated KKN program in Molosipat Village in 2023, it aims to implement the digitalization of web-based administrative services to facilitate the community in accessing information and obtaining services in Molosipat Village. In addition, assistance in the use of the system is also provided to village government officials with training activities that include exposure and practice of system functionality.

Abstract

This study aims to analyze the effect of employee performance on the quality of public administrative services at the Ongka Malino Sub-District Office, Parigi Moutong Regency. Using a quantitative method with a descriptive approach, data were collected through questionnaires completed by 30 respondents. The results show that employee performance has a positive and significant effect on the quality of public services, with a significance value of 0.000 0.05 and a t-value of 7.305 t-table value of 0.0018. The coefficient of determination (R²) of 65,6% indicates that employee performance contributes to improving the quality of public services, while the remaining 34,4% is influenced by other factors. To maintain and improve service quality, it is recommended that the sub-district office enhance employee competencies through training, improve internal communication, and implement a more structured performance evaluation system.

Abstract

Pencatatan pernikahan di Indonesia merupakan salah satu bentuk pelayanan publik yang dilaksanakan oleh Kantor Urusan Agama (KUA). Penerapan Sistem Informasi Manajemen Nikah (SIMKAH) berbasis teknologi, yang diatur melalui Peraturan Menteri Agama Nomor 20 Tahun 2019, diharapkan dapat menyederhanakan proses administrasi dan meningkatkan efektivitas pelayanan. Namun, implementasi SIMKAH di KUA Kecamatan Kota Tengah, Kota Gorontalo, masih menghadapi berbagai kendala, mulai dari gangguan teknis, keterbatasan infrastruktur, kesiapan sumber daya manusia, hingga kurangnya komunikasi yang efektif. Penelitian ini bertujuan untuk menganalisis kebijakan penerapan SIMKAH dan strategi manajemen pelayanan publik yang dilakukan oleh KUA dalam menangani kendala tersebut. Metode penelitian menggunakan pendekatan kualitatif deskriptif dengan teknik observasi, wawancara mendalam, dan dokumentasi. Hasil penelitian menunjukkan bahwa efektivitas SIMKAH terhambat oleh gangguan sistem, koneksi internet yang tidak stabil, kesiapan SDM yang rendah, dan budaya organisasi yang konvensional. Petugas cenderung bersikap reaktif akibat minimnya pelatihan dan dukungan adaptasi teknologi. Kesimpulan dari penelitian ini menekankan perlunya penguatan kapasitas adaptif organisasi, peningkatan kompetensi SDM, pengembangan kepemimpinan digital, infrastruktur yang memadai, serta komunikasi dan sosialisasi yang efektif agar SIMKAH dapat berfungsi optimal sebagai sistem pelayanan pencatatan nikah yang adaptif, responsif, dan memuaskan masyarakat

Abstract

This community service programme aims to improve teachers' understanding and skills in managing interactive learning media to increase student engagement in the learning process at SMAN 17 Lamuru, Bone Regency. Based on the results of the need assessment and situation analysis, it was found that the partners experienced several problems, including the lack of teacher understanding of information technology, the low ability of teachers to implement online learning, and the lack of knowledge about interactive learning media. This activity was attended by 25 participants and was carried out using various methods, such as lectures, questions and answers, discussions, brainstorming, demonstrations, and direct practice of online-based interactive learning media management. The materials provided were arranged in accordance with the objectives of the mentoring, and supported by instruments such as mentoring modules, observation sheets, participant satisfaction questionnaires, activity documentation, and other technical equipment. The main target of this programme is intangible, namely the realisation of mentoring participants who are able to understand the concept and create electronic modules for interactive learning.

Abstract

The purpose of the study was to obtain an overview of how the influence of tutor teaching methods, tutorial facilities, achievement motivation and learning independence, on learning outcomes both partially and simultaneously. This research uses quantitative method with ex pos facto approach. The data was collected using a questionnaire with a Likert scale of 1-4, the sampling method was random sampling, to determine the sample size using the Harry King nomogram with an error rate of 1% with a multiple factor of 99%, namely 1.573 so that a sample of 78 respondents was obtained. The collected data were analysed with parametric statistics of multiple regression test with the help of SPSS IBM 23. The results of the study found that. Tutor teaching methods, significantly affect student learning outcomes at UPPJB-UT Makassar. Tutorial facilities, have a significant effect on student learning outcomes at UPPJB-UT. Learning independence has a significant effect on student learning outcomes at UPPJB-UT Makassar. Achievement motivation has a significant effect on student learning outcomes at UPPJB-UT Makassar. Tutor teaching methods, tutorial facilities, learning independence and achievement motivation simultaneously affect student learning outcomes at UPPJB-UT Makassar.

Abstract

Penelitian ini bertujuan untuk menganalisis optimalisasi kompetensi tenaga kesehatan dalam penerapan Sistem Informasi Manajemen Kesehatan (SIMK) di RSUD XYZ, Kabupaten Bone Bolango. Pendekatan kualitatif dengan jenis studi kasus digunakan untuk menggali peran kompetensi tenaga kesehatan dalam mendukung keberhasilan SIMK. Data diperoleh melalui observasi partisipatif dan dokumentasi dari laporan kinerja rumah sakit. Hasil penelitian menunjukkan bahwa tingkat kompetensi tenaga kesehatan dalam memanfaatkan SIMK bervariasi. Sebagian tenaga kesehatan yang telah mengikuti pelatihan mampu menggunakan SIMK dengan baik, namun beberapa lainnya masih menghadapi kendala teknis, yang mengurangi efisiensi sistem. Selain itu, dokumentasi menunjukkan bahwa pemanfaatan SIMK baru mencapai 70% dari potensi optimalnya, yang disebabkan oleh kurangnya pelatihan intensif dan pembaruan sistem. Strategi peningkatan kompetensi tenaga kesehatan meliputi pelatihan berkala, penguatan infrastruktur teknologi, dan pengembangan modul pelatihan berbasis daring. Penelitian ini menekankan pentingnya kolaborasi antara tenaga kesehatan, pengelola rumah sakit, dan pengembang teknologi untuk mengoptimalkan SIMK dalam meningkatkan kualitas pelayanan kesehatan. Dengan langkah strategis tersebut, RSUD XYZ diharapkan mampu menghadirkan pelayanan yang lebih efisien, akurat, dan responsif terhadap kebutuhan pasien
