Abstract

Although The government has issued various regulations and models of water resources governance at the local level, community-based water resources governance is needed in responding to challenges in water resource management. This paper discusses the case of water resources management in Srogol village (Cigombong sub-district, Bogor district) which applies a community-based water resources governance model known as Janggol. Culturally, Janggol has been deeply rooted in the social system in the Bogor area. Janggol in the upstream Cisadane watershed was appointed in 2018 to manage the water supplied to the community from the Ciwaluh spring. However, in practice the community-based management that is implemented is often wrong in its function and creates other quite complex problems. This research aims to analyze why the implementation of community-based water resource management in Srogol village is not optimal and what efforts must be made to encourage sustainable natural resource management using the concept of Community-based natural resource management. This research uses a qualitative approach, by extracting data using an interview process to predetermined stakeholders. Based on the research results, the water management carried out by Janggol is not optimal due to the lack of adaptation of managers in water management, the lack of community participation in water management, and the lack of knowledge of Janggol in providing services as an institution.

Abstract

Water policy assessment could be multifaceted in nature considering its systemic implications for governance. The context of governing water is constantly changing. Water demand may rise of population growth and economic activities, whilst water service provision may be challenging due to interconnected aspects of water justice, water conflict and water resources management.  Policymaking adaptability to change should think about the consequences of the policy design to all stakeholders, including their situation and options and determine the most possible alternative resolutions. Most attention is given to key lessons for development considering the impact of and the need to discuss the issue of water security in a way that could contribute to protecting lives and the environment. To some extent the issue of water security in Indonesia is interconnected with general enabling measures of assessing the existing regulation at the national level. Unambiguous actions may be required at regional and local levels, together with sound socio-economic and socio-cultural institutions and instruments, namely building capacity and advocating partnerships. This primary qualitative research is about providing water security roadmap in West Java as a case in point, contributing to policy discourse on how to govern the complexity of water security issue concerning making model grounded on collaborating local community participation and regional government support.

Abstract

The profiles of higher education graduates are generally attached to the name of professions as a description of the competencies that are expected to be achieved after carrying out the study process at higher education. In the digital era where disruption has hit various fields, various types of new professions have also evolved accordingly and had different types and characters from previous decades. However, the graduate profile stated in the curriculum documents has not followed the current professions’ development. With the evolution of the economic era since the 1960s to the 2000s, from the agricultural, industrial, creative, to collaborative economies, creates a need to establish a graduate profile that is in line with future needs. It is impossible for higher education actors to offer back outdated graduate profiles that are not relevant to the times in the future. In this research, various changes in the world were analyzed and the competences and roles of new graduates were laid out. This profile was aimed to prepare graduates to implement their knowledge when entering the new era that needs different characteristics of graduates compared with the previous era. The research approach wastransformative research involving various experts in a participatory manner to define the character of the profession and what roles are needed in the future. The research was conducted in the Faculty of Agricultural Industry Technology, Padjadjaran University and several faculties which emphasized the implementation of the Outcome Based Curriculum. This research produces 6 types of future role characters that can be used as a reference for future roles of Agro-industrial Higher Education graduates. Keywords: disruptions, generation’s characteristics, agroindustrial courses, graduate’s profiles.

Abstract

Transformative education is not negotiable. Along with the changing era, where generation Y and Z havethe character of their generations; they are very different from the previous generation. The various effects ofdigital disruption make it important in presenting transformative education. Transformative means that new waysare needed to ensure that a series of education can provide good outcomes for learning. The current challenges, embedding the character and attitude of statesmanship, critical thinking, and being able to provide creativesolutions to those around them are fundamental to producing superior learners. There are five compulsorysubjects, namely Indonesian, English, Religion, Pancasila, and Citizenship which are often still delivered inconventional ways. In this era, learning is required to produce noble values that are internalized as learners.Besides this, there are contextual things that need to be embedded in these Y and Z generation learners, especiallyin the context of changing times whose challenges are different and lead to sustainable actions that are grown togenerate benefits for their surroundings. This research was conducted with a transformative research approach, developed directly for three years at Padjadjaran University and then titrated three times so that it could producecompulsory course formulations and university characteristics that resulted in learning outcomes in the form ofmastery of values, attitudes, and basic skills needed as fundamental learners in the industrial era 4.0. This researchproduced an elaborative model of compulsory subjects and university characteristics by elaborating oncompulsory substances, skills, and attitudes with learning models designed as a unit to provide a greaterprobability of achieving outcomes. Keywords: Compulsory Courses, Industry 4.0, Generation Z, Transformative Learning

Abstract

This paper discusses the network management process (interaction, dynamic, strategy) of tourism policy in decentralised Indonesia. The study was conducted at Singkawang Municipality, West Kalimantan, Indonesia as a resource rich region in the border of Indonesia and Malaysia. In understanding the interaction, dynamic and strategy of the development in the tourism sector, it is important to identify the patterns of network management. This research primarily utilizedthe network management strategy of Kickert, Klijn and Koppenjan (1999) who put emphasize on the interactions between development policy actors. By using a qualitative approach, the research found that in the context of tourism development, the interaction and dynamic patterns among policy actors are developed through linear individual cooperation. Within this pattern, the interaction amongst policy actors tend to involve certain individuals who have authority in controlling resources regardless ofwhich organizations they belonged to. In fact, this pattern is strongly based on family relationships or friendships found in both public and private domains. The research concludes that the strategies used in developing the tourism sector in Singkawang municipality should be developed based on facilitating strategic interaction, preventing the exclusion of strategic ideas, introduction of new strategic ideas, and furthering strategic reflections.

Abstract

Open Data (OD) is data that is publicly available and free for anyone to use, reuse and redistribute. The Bandung City Government is the first municipality government in Indonesia to implement OD programs as a form of public service in the digital era. Although E-government practices have been applied to public services provided by various Central and Regional government agencies in Indonesia, in general there are still obstacles related to the extent to which the data can be accessed and used-reused by the public for various purposes. The study conducted in the Bandung Municipality Government was directed at efforts to find an effective OD innovation management model in the public sector by using qualitative methods with a case study strategy. Based on field findings, the OD program carried out at the Bandung Government is a collaboration of multiple actors and stakeholders (communities, private sector, NGOs) starting from the initiation stage up to its implementation. In this case, the Bandung City Government together with the various parties involved built an Open Data ecosystem that aims to produce credible data for decision making, and create a more transparent and accountable government. The implementation of this program has not been fully effective because the implementation has not been optimally integrated in Public Information Services (LIP). This has implications for the mechanism of unclear and non-smooth coordination and communication between fields and between Regional Government Work Units (SKPD) which are responsible for implementing OD and LIP. The stuation raises different views on the selection and display of data published (information dissemination).

Abstract

As a strategic commodity, Indonesia’s constitution mandates the management of clean water to the local government through the Local Water Supply Utility (PDAM) which is also regulated in PP No. 122/2015 concerning Drinking Water Supply Systems. However, the availability of inadequate clean water as well as the limited ability to manage clean water have caused the minimum service target to be optimal in providing clean water. Using Mark Moore’s public value theory, this study aims to determine how the public value of PDAM TKR (Tirta Kerta Raharja) in Tangerang District. This study uses a qualitative approach. Data collection techniques used were observation, in-depth interviews, and documentation studies. The results of the study show that PDAM TKR’s public value has not been internalized optimally, and it requires adaptation to changes in the organizational environment. In addition, the diverse customer characteristics of PDAM TKR require specific strategies to respond to their needs.
