Abstract

The application of mixed methods has been widely implemented in several studies, particularly in the field of public policy; however, the implementation of convergent parallel mixed methods has been limited. Thus, such methods are appropriate to reveal the science, technology, and innovation (STI) policy dynamics in Indonesia during the 1945–2020 period, as policy dynamics research attempts to reveal the evolution of the changes regarding the policy itself. The following five concepts are analyzed through convergent parallel mixed methods: 1) regime/government change, 2) institutional change/transformation, 3) change in policy issuance, direction, and content, 4) actor role and existence, and 5) policy object input and output. This article discusses the method details, from the paradigm, research dataset, and technique selection for collecting and analyzing research data to the research implementation.

Abstract

Artikel ini merupakan analisis bibliometrik atas artikel yang diperoleh dari laman science direct yang membahas tentang sanitation dengan menggunakan vosviewer. Tujuan analisis bibliometrik diarahkan untuk mengetahui perkembangan kajian terkait sanitation. Secara spesifik kajian ini melihat perkembangan pertumbuhan publikasi, sebaran publikasi, variable keywords, dan kolaborasi author di tahun 2016-2021. Data dikumpulkan dari database science direct dengan menggunakan kata kunci “sanitation”. Selanjutnya penulis menggunakan software vosviewer untuk menganalisis dan menvisualisasikan database yang diperoleh. Hasil penelitian menunjukkan bahwa jumlah publikasi terbanyak terjadi pada 2021 sebanyak 144 artikel. Sebaran publikasi penelitian dengan topik sanitation menunjukan sebaran yang baik. Istilah dalam variable sanitation yang sering muncul dan dikaitkan dengan variable lain adalah sustainability, wash, dan wastewater. Hanya satu penulis yang berkolaborasi dan sering muncul dengan rekan penulis lainnya yaitu Morgenroth Eberhard.

Abstract

Smart Village Kelurahan Pondok Ranji Kecamatan Ciputat Timur, Kota Tangerang Selatan dalam pelaksanaannya mengalami banyak kendala dan belum berdampak secara komprehensif karena belum memadainya sarana prasarana pendukung dan kegiatan-kegiatan terstruktur. Kemudian, kegiatan-kegiatannya lebih banyak diselenggarakan oleh unsur masyarakat dibandingkan dengan pemerintah atau stakeholder lainnya. Penelitian ini bertujuan untuk menganalisis model kolaborasi penta helix pada Smart Village Kelurahan Pondok Ranji Kecamatan Ciputat Timur, Kota Tangerang Selatan dengan menggunakan dimensi lima aktor dalam kolaborasi model penta helix, yaitu akademisi, bisnis, komunitas atau masyarakat, pemerintah, dan media. Pendekatan penelitian ini menggunakan pendekatan deskriptif kualitatif. Sumber data dalam penelitian ini diperoleh dengan teknik observasi, wawancara dan analisis data sekunder dari kajian literatur dan instansi terkait. Temuan penelitian menunjukkan bahwa peran setiap aktor penta helix dalam mewujudkan smart village di Kelurahan Pondok Ranji perlu lebih dioptimalkan. Berdasarkan analisis yang dilakukan, aktor yang dominan dalam pelaksanaan Smart Village Kelurahan Pondok Ranji adalah aktor komunitas atau masyarakat, namun memiliki keterbatasan sumber daya sehingga diperlukan peran aktor lain secara spesifik dan sistematis. Upaya-upaya dalam mewujudkan smart village di Kelurahan Pondok Ranji tersebut akan optimal apabila menerapkan pemerintahan kolaboratif dengan model penta helix. Abstract

The purpose of this study was to determine the provision of free land for transmigration development, identify issues, constraints, challenges in implementing transmigration in the era of regional autonomy, formulate material for consideration policies among limited land for the future. The research applied qualitative; types of data required in this research were secondary and primary data. Main data in this research were in the form of transmigration area development planning documents, regulations and research reports. The results of the study found that people who were at the transmigration development site gave their land for free to the local government accompanied by a report of the handover an area of 4 hectares. The novelty of this research focuses on the policy of providing free land in Payahe transmigration area to gain community support and participation without causing conflict of interest so that the development of the transmigration area can proceed smoothly. The analysis process is focused on aspects of policies and strategies for providing land supply processes and mechanisms, constraints and challenges, and the impact of transformation of land provision policies. Based on the results of the data analysis, it will be grouped and formulated as policy information for the formulation of policies for the provision of transmigration land.

Abstract

Open Data (OD) is data that is publicly available and free for anyone to use, reuse and redistribute. The Bandung City Government is the first municipality government in Indonesia to implement OD programs as a form of public service in the digital era. Although E-government practices have been applied to public services provided by various Central and Regional government agencies in Indonesia, in general there are still obstacles related to the extent to which the data can be accessed and used-reused by the public for various purposes. The study conducted in the Bandung Municipality Government was directed at efforts to find an effective OD innovation management model in the public sector by using qualitative methods with a case study strategy. Based on field findings, the OD program carried out at the Bandung Government is a collaboration of multiple actors and stakeholders (communities, private sector, NGOs) starting from the initiation stage up to its implementation. In this case, the Bandung City Government together with the various parties involved built an Open Data ecosystem that aims to produce credible data for decision making, and create a more transparent and accountable government. The implementation of this program has not been fully effective because the implementation has not been optimally integrated in Public Information Services (LIP). This has implications for the mechanism of unclear and non-smooth coordination and communication between fields and between Regional Government Work Units (SKPD) which are responsible for implementing OD and LIP. The stuation raises different views on the selection and display of data published (information dissemination).

Abstract

This article reveals the reality, policy strategies, and roadmap plans for human resource development in Indonesia's research and innovation field. The result of human resources in a lot of research and innovation is an important one, especially after the government's commitment through the issuance of Presidential Regulation Number 18 of 2020 concerning the National Medium-Term Development Plan (RPJMN) for 2020-2024 and also the Presidential Decree of the Republic of Indonesia Number 21 of the Year 2021 concerning the National Talent Management Task Force, where research and innovation are one of the sectors developed in national talent management. This study uses a qualitative method with a descriptive approach. The investigation resulted in four aspects of concern, namely the existing conditions and the Indonesian government's experience in developing human resources in the field of research and innovation, which had been initiated since the era of President Soekarno, then the presence of a scholarship program created by Prof. Eng. BJ Habibie, who at that time served as Minister of State for Research and Technology by providing scholarships to more than 1,500 people during 1982-1996 to study in several countries which would later become talents for the national strategic industry and research and development institutions in Indonesia. The results of talent management policy mapping in the research and innovation sector are discussed in the next section. To enrich understanding, a comparative study of talent management and policy was carried out in Japan, the Philippines, and Malaysia. In the end, a proposed strategy and roadmap for implementing research talent and innovation in Indonesia are presented.

Abstract

Poverty alleviation is one of the efforts to improve the welfare of society. The resulting impact can affect life and the fulfillment of basic needs of society such as food needs. This study aims to analyze the implementation of the non-cash food assistance program in Takalar Regency. The method used in this research is qualitative-explorative to examine the implementation of the non-cash food assistance program as a national initiative to fight poverty. Data was collected from interviews, field observations and existing literature, then Nvivo 12 Pro was used to analyze the results. The location in this study is in Takalar Regency. The research results show that the implementation of the non-cash food assistance program has gone well, such as access to information. However, the findings in this study that were considered less than optimal were related to executor accountability, timeliness, suitability for needs, not on target, and target group coverage.

Abstract

Penelitian ini merupkan hasil penelitian mengenai Efektitas Pengelolaan Sampah Domestik Pada Daerah Aliran Sungai Citarum di Kecamatan Dayeuhkolot. Penelitian ini dilatarbelakangi oleh ketertarikan penulis terhadap keadaan Daerah Aliran Sungai Citarum yang tercemar oleh sampah domestik dan mengakibatkan dampak buruk bagi lingkungan sekitarnya. Dampak buruk yang dirasakan salahsatunya adalah banjir yang kerap terjadi di Kecamatan Dayeuhkolot. Setelah ditelusri lebih lanjut, tercemarnya Sungai Citarum oleh sampah domestik ini juga dipengaruhi oleh pengelolaan sampah di kawasan Daerah Aliran Sungai Citarum.            Dalam menelusuri persoalan diatas, penelitian ini menggunakan teori pengelolaan sampah oleh Pires, Martinho, Rodrigues, dan Gomes yang mencakup lima aspek pengelolaan sampah yaitu Descriptive, Performance, Economic, Environmental, dan Social. Metode Penelitian yang digunakan adalah metode penelitian kualitatif, dengan teknik pengumpulan data melalui studi literatur dan studi lapangan (obsercasi dan wawancara). Teknik penentuan nforman yaitu menggunakan teknik purposive.            Berdasarkan hasil penelitian dapat diketahui bahwa pengelolaan sampah domestik pada Daerah Aliran Sungai Citarum di Kecamatan Dayeuhkolot masih belum berjalan efektif dikarenakan masih ditemukan berbagai masalah dalam pengelolaan sampah yang dilakukan. Rute pengangkutan sampah sampai ke TPA dinilai belum efektif, selain itu kurangnya TPSS juga kemudian menjadi sumber masalah selanjutnya yang belum teratasi. Partisipasi masyarakat dalam pengeloaan sampah juga masih dirasa kurang mendukung program yang ada.

Abstract

Penelitian ini menggambarkan mengenai Jejaring Kebijakan dalam Pembangunan Perumahan bagi Masyarakat Berpenghasilan Rendah (MBR) di Kabupaten Bandung. Penelitian ini dilatarbelakangi oleh ketertarikan penulis terhadap kebijakan penyediaan hunian yang layak bagi MBR di Kabupaten Bandung yang melibatkan berbagai aktor multisektor seperti dari pemerintah, pengembang perumahan swasta, akademisi, masyarakat, dan media massa. Teori yang digunakan dalam penelitian ini adalah teori dimensi jejaring kebijakan oleh Frans Van Waarden (1992) yang mencakup aktor, fungsi, struktur, pelembagaan, aturan bertindak, hubungan kekuasaan, dan strategi aktor. Metode yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Data diperoleh melalui studi kepustakaan dan studi lapangan (observasi dan wawancara). Teknik penentuan informan yaitu menggunakan teknik purposive sampling.Hasil dari penelitian ini menunjukkan bahwa jejaring kebijakan dalam pembangunan perumahan bagi MBR di Kabupaten Bandung belum memenuhi dimensi-dimensi jejaring kebijakan, diantaranya yaitu peran dari masyarakat sendiri belum terlibat secara langsung dan cenderung kurang aktif karena saat ini aspirasi dan keluhan masyarakat hanya disampaikan melalui Lembaga Swadaya Masyarakat (LSM), tidak adanya mekanisme kerja yang dibangun dalam jejaring kebijakan, tidak adanya jadwal pertemuan secara rutin yang dilakukan antar aktor sehingga koordinasi yang dilakukan lebih sering melalui Whatsapp Group saja, dan para aktor kebijakan kurang memaksimalkan saluran informasi yang ada saat ini.

Abstract

Gender representation can be seen from the number of representation of women officers in strategic positions and their contribution to decision making. The Depok City Government with the number of female ASNs which continues to increase every year shows that the involvement of women in government is good, but if it is seen from the available data, the higher the position, the fewer the presence of women. In addition, several regional apparatuses show disparities between the percentage of male and female officers. This qualitative research method aims to determine gender representation in female ASN structural positions within the Depok City Government using the perspective of glass walls theory. The guidelines used in this study are the result of the elaboration of the three theories proposed by Reid, Kerr, & Miller (2003), Reskin & Hartmann (1986), and Eklund, Barry, & Gunberg (2017). The results obtained through interviews, observations, and literature studies indicate that gender representation in the Depok City Government has not been fully realized, because female officers are still faced with glass walls triggering factors, such as segregation of jobs based on gender and the perspective of ASN itself in placing employees, that women are better placed in jobs that are not difficult because of their dual role as mother and wife in the family. However, various gender responsive policies to support women's rights are very supportive of fulfilling the rights of working women. Thus, gender representation within the Depok City Government can be realized because there is an understanding that gender representation does not require women to always appear but by involving women in all lines can be said to be representative. Representasi gender terlihat dari angka keterwakilan aparat perempuan dalam posisi strategis serta kontribusinya terhadap pengambilan keputusan. Pemerintah Kota Depok dengan jumlah ASN perempuan yang terus meningkat setiap tahunnya menunjukkan bahwa keterlibatan perempuan dalam pemerintahan sudah baik, namun jika dilihat pada data yang tersedia semakin tinggi jabatannya, keberadaan perempuan semakin sedikit. Selain itu, beberapa perangkat daerah menunjukkan ketimpangan antara persentase aparat laki-laki dan perempuan. Penelitian dengan metode kualitatif ini bertujuan untuk mengetahui representasi gender dalam jabatan struktural ASN perempuan di lingkungan Pemerintah Kota Depok menggunakan perspektif glass walls theory. Pedoman yang digunakan dalam penelitian merupakan hasil elaborasi dari ketiga teori yang dikemukakan oleh Reid, Kerr, & Miller (2003), Reskin & Hartmann (1986), dan Eklund, Barry, & Gunberg (2017). Hasil penelitian yang didapatkan melalui proses wawancara, observasi, dan studi literatur ini menunjukkan bahwa representasi gender di lingkungan Pemerintah Kota Depok belum sepenuhnya terwujud, sebab aparat perempuan masih dihadapkan pada faktor pemicu glass walls, seperti segregasi pekerjaan berdasarkan gender serta perspektif ASN sendiri dalam menempatkan pegawai bahwa perempuan lebih baik ditempatkan pada bidang pekerjaan yang tidak menyulitkan dikarenakan peran gandanya sebagai Ibu dan Istri dalam keluarga. Namun, berbagai kebijakan responsif gender untuk menunjang hak-hak perempuan sangat mendukung untuk memenuhi hak perempuan yang bekerja. Dengan demikian, representasi gender di lingkungan Pemerintah Kota Depok dapat terwujud sebab adanya kesepahaman bahwa representasi gender tidak mengharuskan perempuan selalu tampil melainkan dengan melibatkan perempuan di semua lini sudah dapat dikatakan representatif.
