Abstract

The Job Creation Law, enacted in Indonesia in November 2020, has provided a new understanding of the sectors, such as investment and business activities, employment, and ease of conducting business, that are directly related to various aspects of regulatory adjustment. Research and innovation related to regulatory adjustments have received growing attention in recent years. This article thus attempts to reveal regulatory amendments from the strategic policy of job creation, particularly in terms of research and innovation, grouped into four topics: 1) conducting research and innovation activities; 2) supporting human resources and expertise; 3) stipulating policy support for facilitation, licensing, and taxation; and 4) endorsing the institutional implications of research and innovation in the regions.

Abstract

Technology always plays a significant role for humans in simplifying and optimizing tools and ideas to solve problems. When the first society was created began with foraging and livestock, the population increased. The Industrial Revolution 4.0 significantly impacted agriculture at the country level in a tolerable and understandable way. This paper aims to assess the implementation of preparation IR. 4.0 in Indonesia achieved its objectives or could be optimized. The previous research was in general and mainly focused on technological factors. . Indonesia is the fourth most populous country globally, and many of its citizens depend on their livelihood from the agriculture sector (Badan Pusat Statistik / Central Bureau of Statistic, 2021). Based on the national policy of Making Indonesia 4.0 and programs implemented in The Ministry of Agriculture, This research employs both quantitative and qualitative methods. A systematic review was conducted to check published articles regarding the topic from Food and Agricultural Organization (FAO) and Indonesian Governmental Institutions. To fully understand the topic, four research sources were used to find relevant data published between 2000 and 2021. The inclusion criteria were related to the IR 4.0 impact on the agriculture sector, original research, and published in English. Thirty articles have met the criteria. The findings have shown that IR 4.0 has revolutionized agriculture to become Agriculture 4.0, and various innovations are taken to increase the productivity of food production. Applications also built a stepping stone but yet worked for one purpose only.

Abstract

This paper discusses the governance of the Watesjaya village government in empowering farmers affected by the development of the Lido SEZ. The development of the Lido SEZ not only gives hope that it will be produced but also has a direct impact on the farmers of Ciletuh Hilir village, Watesjaya village. This happens due to the conversion of agricultural land into non-agricultural land which causes the Ciletuh farming community to be powerless and need to be empowered, this is the duty and obligation of the government to re-empower these residents to remain productive. This obligation is not only the responsibility of the center or the regions, but is the responsibility and authority of the village as the executor of government at the level closest to the community. To find out how the process of implementing village government governance works, the researcher uses 4 principles of good governance as indicators that will be investigated in the Watesjaya village government. These principles are accountability, transparency, openness, and the rule of law. This paper is descriptive with a phenomenological approach and the data collection of this research includes observation, interviews, and literature study.

Abstract

This article is a bibliometric analysis of articles published in Scopus indexed journals that discuss grant programs using Vosviewer. The purpose of bibliometric analysis is aimed at knowing the development of studies related to the grant program. Specifically, this study looks at the development of citations, publication trends, author collaboration, trend terms titles, trend terms author keywords, trend terms abstracts, and state statistics on grant program articles in 2015-2020. Data were collected from the Scopus database using the keyword "grants program". Furthermore, the author uses vosviewer software to analyze and visualize the database obtained. The results showed that the highest number of citations (citations) occurred in 2019 as many as 203 citations. In the publication trend, the most publications occurred in 2019 with 72 articles. Only one author collaborated with three other co-authors namely Kegler M.C. The most used term in the title is 'human' with 143 occurrences. The most used keyword term is 'cash transfer' with 11 passes. The most widely used term in the abstract is 'human' with 143 occurrences. Furthermore, the countries that published the most grant program articles were the United States with 246 articles, Canada with twenty-four articles, and Australia with eighteen articles.

Abstract

Dalam fungsi legislasi DPRD memiliki fungsi membuat peraturan daerah, melalui fungsi ini DPRD berada pada posisi yang sangat berpengaruh terhadap kelangsungan masa depan daerah , maka dari itu dalam pelaksanaan fungsi legislasi ini di perlukan produktifitas DPRD yang maksimal. . Tetapi dalam kenyataan nya fungsi ini tidak berjalan maksimal . DPRD kabupaten Garut dinilai kurang produktif karena sedikitnya Rancangan Perda yang diajukan atas inisiatif dewan. Kurang optimalnya fungsi legislasinya yang dijalankan DPRD Kabupaten Garut karena di sebabkankan oleh beberapa faktor , mulai dari rekrutmen calon anggota legislatif oleh partai politik yang tidak memperhatikan tingkat pendidikan dan pengalaman sebagai calon wakil rakyat , kurangnya skill yang di miliki anggota DPRD dalam merancang Perda, dan tidak ada ketaataan mengenai mekanisme kerja terkait tugas sebagai DPRD. Selain itu faktor kerjasama diantara para anggota DPRD terjadi Tarik menarik antara kepentingan partai politik yang berpengaruh terhadap perda yang dihasilkan.In the legislative function the DPRD has the function of making regional regulations, through this function the DPRD is in a position that is very influential on the continuity of the future of the region, therefore the implementation of the legislative function requires maximum productivity of the DPRD. . But in reality this function does not work optimally. Garut Regency DPRD is considered less productive because at least the Draft Perda was submitted at the initiative of the council. The lack of optimal legislative functions carried out by the Garut Regency DPRD is caused by several factors, starting from the recruitment of legislative candidates by political parties who do not pay attention to the level of education and experience as candidate representatives, lack of skills that DPRD members have in drafting regulations, and not there is compliance with the work mechanism related to the task as a DPRD. In addition, a factor of cooperation among DPRD members occurs between the interests of political parties that influence the regulations produced

Abstract

Bukti menjadi bagian penting dalam proses perumusan kebijakan publik agar kebijakan yang dihasilkan berkualitas dan efektif. Salah satu jenis bukti yang kini penggunaannya mulai menjadi perhatian adalah bukti penelitian. Badan Penelitian dan Pengembangan Provinsi Sumatera Barat adalah lembaga think tank milik pemerintah daerah yang memiliki tugas dan fungsi untuk penelitian dan pengembangan. Salah satu dari misi lembaga ini adalah pemanfaaatan hadil penelitian sebagai bahan masukan atau rekomendasi dalam kebijakan publik. Penenelitian ini bertujuan untuk bagaimana pemanfataan hasil penelitian sebagai masukan dalam kebijakan publik dalam perspektif peneliti. Metode yang digunakan dalam penelitian ini adalah metode deskriptif. Teknik pengumpulan data adalah melalui studi kepustakaan dan wawancara. Hasil penelitian menunjukan bahwa pemanfataan hasil penelitian sebagai bahan masukan atau rekomendasi dalam kebijakan pubik di Badan Penelitian dan Pengembangan Provinsi Sumatera Barat didasarkan pada permintaan dan disesuaikan dengan kebutuhan data kepala daerah dan organisasi perangkat daerah. Hasil penelitian agar mudah menjadi masukan atau rekomendasi dalam kebijakan publik perlu mendapat dukungan dari pembuat dan pelaksana kebijakan. Oleh karena itu, peneliti diharapkan tidak hanya memiliki pengetahuan ilmiah melainkan juga pengetahuan politis, serta pengetahuan praktis implementasi. Tiga pengetahuan ini diperlukan bagi peneliti untuk mengurangi kesenjangan antara peneliti dan pembuat kebijakan sehingga hasil penelitian dapat lebih mudah dipahami oleh pembuat dan pelaksana kebijakan.  Evidence is an important part of the process of public policy formulation so that the resulting policies are of high quality and effective. One type of evidence that is now being used is becoming a concern is research evidence. The West Sumatra Provincial Research and Development Agency is a think tank owned by the local government that has duties and functions for research and development. One of the mission of this institution is the use of research material as input or recommendation in public policy. This research aims at how the results of the study are used as input in public policy in the perspective of the researcher. The method used in this research is descriptive method. The technique of collecting data is through library research and interviews. The results showed that the use of research results as input or recommendations in public policy in the Research and Development Agency of West Sumatra Province was based on demand and adjusted to the data needs of regional heads and regional organizations. The results of research so that it is easy to become an input or recommendation in public policy needs to get support from policy makers and implementers. Therefore, researchers are expected to not only have scientific knowledge but also political knowledge, as well as practical knowledge of implementation. These three knowledge are needed for researchers to reduce the gap between researchers and policy makers so that research results can be more easily understood by policy makers and implementers.

Abstract

Ketersediaan air sangat erat kaitannya untuk mendukung ketahanan pangan. Air merupakan masukan penting untuk produksi pertanian (World Bank, 2020). Penelitian ini bertujuan untuk menginventarisir stakeholders dalam tata kelola air untuk pertanian kewenangan pusat di Sumatera Barat berdasarkan power dan interest. Penelitian ini merupakan penelitian deskriptif kualitatif. Pengumpulan data dilakukan melalui wawancara, observasi, dokumentasi, dan gabungan ketiganya. Data yang diperoleh dalam studi ini adalah data primer dan sekunder. Hasil penelitian menunjukkan bahwa terdapat banyak stakeholders yang terlibat dalam tata kelola air untuk pertanian kewenangan pusat di Sumatera Barat. Berdasarkan analisa model grid menggunakan interest dan power diketahui bahwa BWSS V Padang, Dinas PSDA Provinsi Sumatera Barat, GP3A, dan P3A merupakan Players dalam tata kelola air untuk pertanian kewenangan pusat Provinsi Sumatera Barat. Sedangkan yang menjadi Subjects adalah Komisi Irigasi, Dinas Pertanian Kabupaten/Kota, Dinas Pekerjaan Umum Kabupaten/Kota, dan Dinas Pangan dan Holtikultura Sumatera Barat. Kemudian, Context setters adalah Bappenas, Kementerian PUPR, dan Lembaga Donor Internasional (ADB dan IFAD). Selanjutnya, Crowd adalah para petani yang tidak tergabung dalam P3A dan masyarakat yang tidak mempunyai lahan pertanian. Setiap stakeholders memiliki kepentingan yang berbeda dan pengaruh yang berbeda satu sama lain. Oleh karena itu, diharapkan adanya kolaborasi antar stakeholder dalam tata kelola air untuk pertanian kewenangan pusat di Sumatera Barat. The availability of water is closely related to supporting food security. Water is an important input for agricultural production (World Bank, 2020). This study aims to take an inventory of stakeholders in water management for agriculture with the central authority in West Sumatra based on power and interest. This research is a qualitative descriptive study. Data was collected through interviews, observation, documentation, and a combination of the three. The data obtained in this study are primary and secondary data. The results show that there are many stakeholders involved in water management for agriculture with the central authority in West Sumatra. Based on the grid model analysis using interest and power, it is known that BWSS V Padang, West Sumatra Provincial PSDA, GP3A, and P3A are players in water management for agriculture, the central authority of West Sumatra Province. While the subjects are the Irrigation Commission, Regency/City Agriculture Service, Regency/City Public Works Service, and West Sumatra Food and Horticulture Service. Then, Context setters are Bappenas, Ministry of PUPR, and International Donor Agencies (ADB and IFAD). Furthermore, Crowd are farmers who are not members of the WUA and people who do not have agricultural land. Each stakeholder has different interests and different influences from each other. Therefore, it is hoped that there will be collaboration between stakeholders in water management for agriculture with the central authority in West Sumatra.

Abstract

Penyebaran Covid-19, menuntut pemerintah untuk merumuskan berbagai program kebijakan guna percepatan penanganan pandemi Covid-19. salah satu program pemerintah dalam percepatan penanganan Covid-19 yaitu melalui pelaksanaan program vaksinasi nasional, dengan target capaian pada akhir tahun 2021 sebanyak 75% populasi sudah mendapatkan vaksinasi.  Akan tetapi pada prakteknya, capaian vaksinasi di Indonesia dirasakan masih kurang efektif, hal ini ditandai dengan belum meratanya capaian vaksinasi di daerah. Vaksinasi di Kabupaten Tanggamus sampai dengan akhir tahun 2021 masih belum sesuai harapan, dimana vaksinasi dosis 1 baru tercapai 72,00% sementara dosis 2 baru 34,93%. Beberapa kendala seperti keterbatasan dan keterlambatan distribusi vaksin Covid-19, penyebaran gerai vaksinasi dan tenaga vaksinator yang belum merata, kurangnya sinergi antar instansi dalam pelaksanaan program vaksinasi hingga masih adanya ketakutan masyarakat akan dampak lanjutan pasca vaksinasi. Mendasari hal tersebut, Bupati Tanggamus telah menerbitkan Surat Edaran Bupati Nomor: 360/4924/25/2001 tentang Vaksinasi Terpadu Dalam Rangka Percepatan Vaksinasi Covid-19 di Kabupaten Tanggamus. Hal ini guna mendorong percepatan pelaksanaan program vaksinasi nasional untuk membangun kekebalan komunitas (herd immunity) sebagai salah satu dalam memutus mata rantai penyebaran Covid-19. Adapun untuk mendukung implementasi kebijakan tersebut, perlu penguatan sinergi antar instansi dalam percepatan program vaksinasi melalui tahapan pengorganisasian, interpretasi dan penerapan. The ongoing spread of Covid-19 requires the government to formulate various policy programs. One of the government's focuses is in Accelerating the handling of Covid-19, namely through the implementation of a national vaccination program with a target of achievement of 75% of the population by the end of 2021. However, in practice, vaccination achievements are still ineffective, this is indicated by the unequal distribution of vaccination achievements in the regions. In Tanggamus Regency until the end of 2021 is still not as expected, where the 1st dose of vaccination has only reached 72.00% while the 2nd dose is only 34.93%. Several obstacles in the implementation of the vaccination program, such as the limitations and delays in the distribution of the Covid-19 vaccine, the uneven distribution of vaccination booths and vaccinator staff, the lack of synergy between agencies in the implementation of the vaccination program and the public's fear of post-vaccination effects. Based on this, the Regent of Tanggamus has issued a Circular Letter of the Regent Number: 360/4924/25/2001. This aims to accelerate the achievement of the target in realizing community immunity (herd immunity). As for supporting the implementation of the policy, it is necessary to strengthen the synergy between agencies in accelerating the vaccination program through the stages of organization, interpretation and implementation.

Abstract

This article discusses the handling of domestic waste through institutional innovation and co-production as an alternative in reducing and utilizing organic and inorganic waste. Waste in Bandung Regency is a very serious problem, almost all sub-Regencys experience problems in managing waste, even though the local government has created many waste management programs but the waste problem still continues. Therefore, a new concept is needed with reference to the concept of co-production. Co-production is a concept of joint production that exists between the government and the community to produce innovations in waste management through the Thematic Waste Bank. This writing refers to one variable, namely the role of the government, this article is finding various waste handling innovations designed and managed by the local government with a qualitative analysis approach using interviews with informants from the Bandung Regency Environmental Agency. The result of this study is that the local government has carried out various innovations that prioritize broad public participation and community commitment in dealing with the challenges of solid waste issues in Bandung Regency, but these innovations have not been able to significantly reduce waste generation in Bandung Regency. This Thematic Waste Bank Program does not cover all sub-Regencys in Bandung Regency. The result of this study is that the local government has carried out various innovations that prioritize broad public participation and community commitment in dealing with the challenges of solid waste issues in Bandung Regency, but these innovations have not been able to significantly reduce waste generation in Bandung Regency. Abstract

Government Nagari is the leading government in the region of West Sumatra Province, which was held back in 2001. The Government of Nagari has a long history in its implementation. The government that had existed before this independent Indonesia had once been removed as part of the system of state administration and was replaced with a Village Government by Law No. 5 of 1979 concerning Village Government. The enactment of the Law on Regional Government in 1999 became the momentum of the change in the Village Government to be re-established with the Government Nagari in West Sumatra. The hope built on this government is the creation of a government that is in accordance with the characteristics of the communal West Sumatra community. As long as the reorganization of the Nagari Government, it turned out that various institutional problems arose related to its existence as a government institution. Using a qualitative approach, the results of the study show that the hybrid system designed by the Central Government has been the originator of various institutional problems that emerged throughout the administration of the Nagari Government. The birth of Law No. 6 of 2014 concerning Villages, which gave rights to the regions to choose whether to be a Village or Customary Village with other names added to the long list of intricate problems of institutional governance of the Nagari. The Nagari government needs to be a government institution that combines with appropriate indigenous values into the body of public administration through appropriate institutional adaptation.
