Abstract

 ABSTRACT This article explains how the City of Bandung adapts to the food security situation in the era of the Covid-19 pandemic. The City of Bandung has been implementing the Urban Agriculture program since 2014. The Urban Agriculture Program, also known as “Buruan Sae”, is a program that focuses on increasing public awareness to be able to provide some parts of their own food. The initiation of this program came as an answer to food challenges in the city of Bandung, including the low food accessibility index in the city of Bandung and inflation in the city of Bandung which is often caused by rising food prices. The City of Bandung through this program has successfully implemented it in almost 151 urban villages in the City of Bandung, and based on periodic reports submitted to the Ministry of Home Affairs regarding the availability of food, the City of Bandung has not experienced problems since the beginning of the pandemic, which shows the City of Bandung can adapt to food security stability in society. ABSTRAK Artikel ini menjelaskan bagaimana Kota Bandung melakukan adaptasi terhadap situasi ketahanan pangan di era pandemi Covid-19. Kota Bandung telah melaksanakan program Pertanian Perkotaan sejak tahun 2014. Program Pertanian Perkotaan yang juga dikenal dengan istilah “Buruan Sae”, merupakan salah satu program yang fokus pada peningkatan kesadaran masyarakat untuk dapat menyediakan beberapa bagian dari pangannya sendiri. Inisiasi program ini hadir sebagai jawaban atas tantangan pangan di Kota Bandung, antara lain rendahnya indeks aksesibilitas pangan Kota Bandung dan inflasi di Kota Bandung yang seringkali diakibatkan oleh kenaikan harga pangan. Kota Bandung melalui program ini telah berhasil melaksanakannya di hampir 151 kelurahan yang ada di Kota Bandung, serta berdasarkan laporan berkala yang disampaikan pada Kementerian Dalam Negeri terkait ketersediaan panga, Kota Bandung tidak mengalami kendala sejak awal terjadinya pandemi, yang menunjukan Kota Bandung dapat melakukan adaptasi terhadap stabilitas ketahanan pangan di masyarakat.

Abstract

Latar belakang penelitian ini berawal dari fenomena masih sering ditemuinya gelandangan yang menderita gangguan jiwa atau gelandangan psikotik yang terlantar dan berkeliaran di kota-kota besar termasuk Kota Bandung. Metode yang digunakan dalam penelitian ini adalah metode penelitian kualitatif dengan pendekatan deduktif dengan mengacu pada koordinasi efektif yang dikemukakan oleh State Service Commision (2008), yang didalamnya terdapat tiga dimensi utama dalam koordinasi, yaitu dimensi mandat, sistem dan perilaku. Dari penelitian ini dapat disimpulkan bahwa koordinasi dalam penanganan gelandangan psikotik di Kota Bandung masih belum berkaitan dengan dimensi mandat, sistem dan perilaku. Agar koordinasi dalam penanganan gelandangan psikotik di Kota Bandung dapat berjalan efektif, diperlukan peningkatan dalam beberapa aspek yang berkaitan dengan dimensi koordinasi, yaitu dalam hal komitmen pemimpin, tujuan yang terdefinisikan secara jelas dan disepakati bersama, kerangka kerja dan akuntabilitas, pengukuran kinerja, ketepatan dan kemampuan perwakilan dan kepemimpinan dalam tim, serta budaya dan nilai bersama. ABSTRACT The background of this research came from the phenomenon are often seen the homeless people with mental illness or psychotic vagrant displaced and wandering in major cities including Bandung. The method used in this study is a qualitative research method with a deductive approach by reference to the effective coordination proposed by the State Services Commission (2008) , in which there are three main dimensions in coordination, the dimensions of the mandate, systems and behaviors. From this research, it can be concluded that the coordination in handling psychotic vagrant in Bandung still not associated with the dimensions of the mandate, systems and behaviors. In order to coordinate the handling of psychotic vagrant in Bandung can be effective, it needs improvement in some aspects related to the dimensions of coordination, namely in terms of commitment to leadership, the goals are clearly defined and agreed together, frameworks and accountability, performance measurement, accuracy and the ability of representation and leadership in the team, as well as shared culture and values.

Abstract

This study describes the coordination of the stunting prevention team in an effort to accelerate the reduction and prevention of stunting in Kuningan Regency. At this time, Kuningan Regency is included in one of the regencies in Indonesia with a high prevalence of under five stunting. Considering that the problem of stunting is a multidimensional problem, good coordination is needed between the agencies involved in its implementation. However, in reality the coordination in efforts to accelerate the reduction and prevention of stunting in Kuningan Regency is still not as expected, so it is interesting to study. The method used in this study is a qualitative research method that aims to analyze, understand, and explain various aspects that exist in the coordination of efforts to accelerate the reduction and prevention of stunting in Kuningan Regency. The theory of effective coordination techniques as proposed by (Bose, 2012). The results of this study showed us that coordination in accelerating the reduction and prevention of stunting in Kuningan Regency had not fully met effective coordination techniques. This is due to the absence of a clear and detailed division of tasks and responsibilities between the agencies involved, frequent changes in membership, especially in strategic positions in the Kuningan Regency Stunting Management Team due to mutations, and the absence of written Standard Operating Procedures that serve as joint guidelines, management of stunting data management that is not optimal and integrated, active participation of members in the implementation of coordination meetings is still lacking, and the leadership of the team leader has not been effective in coordinating and controlling the implementation of acceleration of stunting reduction and prevention in Kuningan Regency. ABSTRAKPenelitian ini menjelaskan tentang koordinasi tim penanggulangan stunting dalam upaya percepatan penurunan dan pencegahan stunting di Kabupaten Kuningan. Pada saat ini Kabupaten Kuningan termasuk ke dalam salah satu kabupaten di Indonesia dengan tingkat prevalensi balita stunting tinggi. Mengingat permasalahan stunting merupakan masalah multidimensi, maka dibutuhkan koordinasi yang baik diantara instansi yang terlibat dalam pelaksanaannya. Namun dalam kenyataannya koordinasi dalam upaya percepatan penurunan dan pencegahan stunting di Kabupaten Kuningan masih belum sesuai dengan harapan, sehingga menarik untuk diteliti. Metode penelitian yang digunakan adalah metode penelitian kualitatif yang bertujuan untuk menganalisis, memahami, dan menjelaskan berbagai aspek yang ada dalam koordinasi upaya percepatan penurunan dan pencegahan stunting di Kabupaten Kuningan. Teori teknik koordinasi yang efektif sebagaimana dikemukakan oleh (Bose, 2012) dijadikan sebagai acuan atau guidance di dalam penelitian ini. Hasil penelitian menunjukkan bahwa koordinasi dalam percepatan penurunan dan pencegahan stunting di Kabupaten Kuningan belum sepenuhnya memenuhi teknik koordinasi yang efektif. Hal tersebut disebabkan karena belum adanya pembagian tugas dan tanggung jawab yang jelas serta terperinci antara instansi yang terlibat, sering terjadi perubahan keanggotaan khususnya pada jabatan strategis dalam Tim Penanggulangan Stunting Kabupaten Kuningan yang disebabkan karena adanya mutasi, belum adanya Standar Operasional Prosedur secara tertulis yang dijadikan sebagai pedoman bersama, manajemen pengelolaan data stunting yang belum optimal dan terintegrasi, partisipasi aktif anggota dalam pelaksanaan rapat koordinasi yang masih kurang, dan belum efektifnya kepemimpinan yang dilakukan oleh ketua tim dalam mengkoordinasikan dan mengendalikan pelaksanaan percepatan penurunan dan pencegahan stunting di Kabupaten Kuningan.

Abstract

The major problems of Indonesian rural development are unemployment, poverty, and inequality. To solve these problems, instead of giving direct financial assistance, the government prefers to facilitate the rural community on generating their own income by involving them in the economic activities through the establishment of Village Owned Enterprise (VOE). However, the establishment of VOE does not automatically empower the rural community. In many cases, VOEs compete with the existing Small and Medium Enterprises (SMEs) then fail to empower rural community. Therefore, the effectivity of VOE’s role to empower rural community is still questionable. This paper will answer above question using systematic literature review and mapping the pathways of VOE on empowering the rural community, then finds the significant variables influence the effectivity of VOE to empower the rural community. Those variables are local economic potential, community participation, and business scaling up. Since the number of VOE in Indonesia is continuously increasing but only 20 percent of them has active transactions, this study contends that scaling up the VOE business is the key issue to empower the rural community and recommends further strategy to scale up the VOE business.

Abstract

The 2020 State Higher Education Entrance Joint Selection (SBMPTN) is carried out completely computer-based (CBT), with the number of participants served as many as 713,319 participants which in its implementation requires the availability of an adequate number of test equipment at each State University Computer-Based Test (CBT) Center. This has an impact on the length of the exam administration time with a large number of exam sessions. This condition requires good governance related to the assignment of people in the administration of the State University (CBT) Center especially in the conditions of the Covid 19 pandemic, where the implementation of the CBT SBMPTN in 2020 is faced with conditions of crowd restrictions and the application of health protocols that are strictly enforced. Of course, it requires unusual treatment.This study aims to see how the governance of the exam implementation in the Covid-19 pandemic conditions, covering institutional aspects, human resources, exam systems and infrastructure from planning, implementation to evaluation. Practically, this study aims to provide input for policy improvement in the form of recommendations for good governance models in the implementation of the Joint Selection for State Universities in Indonesia during the Covid 19 pandemic.The research was conducted using qualitative methods. The results of this study indicate that the implementation of computer-based examination governance in the Covid-19 pandemic requires a breakthrough outside the normal conditions of the examination, especially in the substance and number of items tested as well as the allocation of participants in the session and exam room.

Abstract

 Problem mantan narapidana terorisme setelah keluar dari lembaga pemasyarakatan, adanya stigma negative dari masyarakat dan minimnya modal dan tidak memiliki lahan. Hal ini kalua tidak mendapat perhatian pemerintah dan masyarakat serta keluarga, dapat dimanfaatkan kembali oleh kelompok-kelompok radikal untuk direktrut kembali. Pembangunan Kawasan Khusus Nusantara dalam program Penanggulangan Terorisme, bertujuan untuk memberikan saran pembelajaran dan mendorong kemajuan pembangunan dan perekonomian daerah sehingga mampu meningkatkan kesejahteraan mantan narapidana terorisme dan  masyarakat sekitarnya yang pada akhirnya mampu meminimalisir gerakan radikal terorisme. Penelitian ini menggunakan  metode deskripsi dengan pendekatan kualitatif. Responden penelitian, yaitu mantan napiter, keluarga, jaringan, masyarakat sekitarnya dan penyintas, pemda, akademisi, kementerian/lembaga, dan swasta. Pengumpulan  data dengan teknik wawancara mendalam, studi pusaka, studi dokumentasi dan FDG. Data yang dikumpulkan dianalisis dengan teknik analisis kualitatif. Hasil penelitian membuktikan bahwa para mantan napiter, setelah kembali ke masyarakat sangat sulit untuk mendapatkan pekerjaan. Hal ini disebabkan oleh sejumlah hambatan dan sangsi sosial. Disarankan perlunya pembangunan kawasan khusus nusantara untuk para mantan napiter, keluarga, jaringannya, masyarakat sekitarnya dan penyintas guna menghasilkan nilai ekomoni untuk memenuhi kebutuhan hidupnya sehingga meminimalkan paham radikal terorisme.

Abstract

Public services are a series of activities carried out by the public bureaucracy to meet the needs of service users. Therefore, the quality of public services must be in accordance with customer expectations and this means that government organizations must always be responsive and anticipatory to any changes in customer needs. Motor Vehicle Tax is the largest source of regional tax revenue in Banten Province, various efforts have been made by the local government both extensification and intensification in increasing regional income, one of which is through motor vehicle tax levies as a form of digital public service carried out in Samsat around the world. Banten Province. The purpose of this study is to find out the performance of Public Services in Banten Province, especially regarding the application of e-Sambat during the Covid-19 Pandemic, what are the obstacles and efforts in public services related and carried out by the Banten Provincial Government. This research uses a descriptive qualitative approach. In collecting the data, this research uses observation, interviews, book studies, and internet searching. Data collection in this research was carried out with existing literature review.

Abstract

Pandemi covid 19 tidak hanya memberikan tekanan terhadap pertumbuhan ekonomi secara keseluruhan, namun juga kemampuan wilayah untuk tetap menyediakan kebutuhan pangan bagi masyarakat. Bagi pemerintah daerah Provinsi Banten, tuntutan untuk tetap mempertahankan produktivitas pertanian pangan dihadapkan pada beberapa persoalan krusial seperti permintaan yang rendah sebagai akibat dari pandemi dan resesi ekonomi, serta semakin berkurangnnya lahan pertanian yang salah satunya disebabkan oleh kebijakan Rencana Tata Ruang. Namun begitu, produktivitas hasil pertanian beras ternyata masih tetap terjaga, bahkan mengalami peningkatan. Provinsi Banten tercatat sebagai produsen beras peringkat 3 nasional, dengan surplus beras mencapai 160.132 ton pada panen raya Oktober 2020.Penelitian ini hendak mengetahui bagaimana strategi Pemerintah Daerah dalam mempertahankan produktivitas pertanian pangan, terutama beras, selama masa pandemi Covid 19. Penelitian ini menggunakan konsep Agropolitan sebagai strategi pengembangan kawasan pedesaan. Metodologi yang digunakan dalam penelitian ini adalah kualitatif deskriptif guna mengetahui secara mendalam bagaimana strategi Pemerintah Daerah dalam mempertahankan produktivtas pertanian pangan selama masa pandemi Covid 19. The COVID-19 pandemic not only pressure on overall economic growth, but also the region's ability to provide food for the community. For the local government of Banten Province, the demand to maintain agricultural food productivity is faced with several crucial problems such as low demand as a result of the pandemic and economic recession, as well as the decreasing agricultural land, one of which is caused by the Spatial Planning Policy. However, the productivity of rice agricultural products is still maintained, even increasing. Banten Province is listed as a national 3rd rank rice producer, with a surplus of rice reaching 160,132 tons at the October 2020 harvest.This study aims to find out how the Regional Government's strategy to maintain agricultural food productivity, especially rice, during the Covid 19 pandemic. This study uses the Agropolitan concept as a strategy for developing rural areas. The methodology used in this research is descriptive qualitative in order to find out the strategy of the Regional Government in maintaining the productivity of food agriculture during the Covid 19 pandemic.

Abstract

Poverty is a condition of economic inability to meet the standard of living of the average community in an area. This inability condition is characterized by the low ability of income to meet basic needs in the form of food, clothing, and housing. This low income ability will also have an impact on reducing the ability to meet average living standards such as public health standards and education standards (Wini, 2010:21). The city of Banjar has the potential for agricultural natural resources to be developed which is supported by the population based on data from the Central Statistics Agency (BPS), the population of Banjar City who is in the poverty line is 5.70 percent, meaning that the agricultural sector has not been able to save the people of Banjar City in alleviating poverty. The city of Banjar, like other regions in Indonesia, must be able to help make this happen by prioritizing its food security, that national food security is the main key in facing the next crisis period after the corona pandemic outbreak ends. All countries in the world in the recovery period will begin to build their own food strength by increasing agricultural production.

Abstract

The research goal is to investigate the evolution of watershed management research through an investigative scientific article published by Indonesian researchers in various journals and conferences indexed by Scopus. Scopus publication data was searched using the terms “watershed management" and "Indonesia," and the results were narrowed down by paper type, topic area, and affiliate country. Totally, 181 retrieved articles are then analysed with R Studio and Vos Viewer software for analysis related to bibliometric profile, authorship, co-occurrence, and collaboration. From 1982 to 2021, there was a rise in the number of publications with the topic of watershed management in Scopus indexed journals and proceeding articles. The productivity of publications is increasing. The IOP Conference on Earth and Environment has become the main reference for publications by scholars from Indonesia, with a total of 68 articles published. Bogor Agricultural University is the most productive institutional with 31 articles published. The most productive writers are Arifin (affiliated with University of Lampung) and Suryaatmojo (affiliated with Gadjah Mada University), both of whom had five articles published. Collaborations between authors and nations such as the United States, Canada, and Japan demonstrate the most prevalent research collaborations on relevant topics. In Indonesia, research on the theme of watershed management is still dominant in scientific perspectives such as the environment, forestry, flood control, disaster management, and climate change, so research in other perspectives of blended knowledge, such as public administration, is required for future research.
