Abstract

Hutan merupakan kesatuan ekosistem yang vital perannya bagi masyarakat sekitar hutan. Dalam upaya mengurangi ketimpangan penguasaan, pemerintah melegalisasi penguasaan yang dilakukan oleh masyarakat di wilayah kerja Perhutani dengan Perhutanan Sosial skema IPHPS. Peraturan tersebut merubah sistem tenurial yang telah ada dan menciptakan kapital-kapital dalam lapisan sosial paling atas pada masyarakat. Penelitian ini bertujuan untuk menganalisis hubungan sistem tenurial pasca Perhutanan Sosial IPHPS dengan stratifikasi sosial baru dalam masyarakat serta implementasi Perhutanan Sosial dengan skema IPHPS mengubah sistem tenurial yang mengarah pada pemerataan dan keadilan agraria. Lokasi penelitian ini yaitu Dusun Patrol, Desa Dano, Kecamatan Leles, Kabupaten Garut. Metode yang digunakan untuk menggali fakta, data, dan informasi dalam penelitian adalah pendekatan kuantitatif melalui metode survei dengan kuesioner dan didukung data kualitatif dengan teknik wawancara mendalam. Pengambilan sampel dilakukan dengan teknik accidental sampling dan snowball. Data dianalisis menggunakan uji korelasi Rank Spearman dan uji Paired T-test. Hasil penelitian menunjukkan bahwa terdapat hubungan yang lemah diantara sistem tenurial pasca Perhutanan Sosial dengan stratifikasi sosial yaitu dengan P-value dari korelasi 0,048 dan nilai koefiesien Rank Spearman sebesar 0.261. Adapun perubahan sistem tenurial pasca Perhutanan Sosial meliputi penguasan lahan yang lebih luas oleh elit petani, durasi penguasaan yang diperpanjang, penguasaan moda produksi lebih dimiliki oleh elit, dan menurunnya intensitas relasi dengan Perhutani.Kata Kunci: penguasaan lahan, perhutanan sosial, stratifikasi sosial masyarakat======ABSTRACTThe forest is a vital ecosystem for the community around the forest. The regulation changes the existing tenure system and creates capital in the upper social layer of society. This study aims to analyze the relationship between the post-Social Forestry IPHPS tenure system with new social stratification in the community and the implementation of Social Forestry by implementing IPHPS to change the tenure system that is directed at agrarian equality and agrarian. The location of this research is Patroli Hamlet, Dano Village, Leles District, Garut Regency. The method used to support facts, data, and information in research is quantitative through survey methods with questionnaires and supported by qualitative data with advanced interview techniques. Sampling was done by accidental sampling and snowball techniques. Data were analyzed using the Spearman Rank trial and Paired T-test. The results showed that there was a weak relationship between the post-social Forestry tenure system and social stratification, with a P-value of 0.048 and a Spearman Rating coefficient of 0.261. Related to changes in the tenure system post-Social Attention Regarding broader land tenure by the peasant elite, increased extended tenure, more dominant modes of production demanded by the elite, and increasing intensity of relations with Perhutani.Keywords: community social stratification, land tenure, social forestry

Abstract

Conflicts have colored human history and occurred in various places. The ranges of conflict vary, from international, national to local scales. There can be economical, political, territorial and other sorts of conflict. One example of common type of the conflicts in Indonesia is local ethnic conflict between Indonesian local government and Bajo ethnic over marine territory at Tomini bay. This research aims not only to analyze this conflict at Tomini bay area but also to explore its causes, types, and resolution. The research uses critical theory and applies historical sociology and case study. The data is analyzed through qualitative method. The research shows that the ethnic conflict at Tomini bay was stimulated by the local government decision to give a license to a timber company and fishing industry at the bay. This policy has threatened Bajo’s social and economic systems at the bay and triggered authority, economy and knowledge conflicts. Intensive dialogues have been conducted to resolve the conflicts but have not yielded significant resolution. The best solution to terminate the conflict and give legal certainty over the use of the bay area is that the conflicting zones must be mapped justly and all interests are accommodated equally.

Abstract

Kementerian Lingkungan Hidup dan Kehutanan mengeluarkan peraturan baru mengenai Program Perhutanan Sosial di wilayah kerja Perhutani yang bertujuan untuk mengurangi ketimpangan lahan dan mewujudkan pemerataan ekonomi. Respons positif masyarakat diperlukan agar program terlaksana dan tujuan tercapai. Tujuan dari penelitian ini adalah menganalisis transformasi tata kuasa hutan Gunung Haruman, tingkat kapasitas individu petani hutan pra Perhutanan Sosial, dan respons masyarakat desa hutan terhadap Perhutanan Sosial. Metode yang digunakan dalam penelitian ini adalah pendekatan kuantitatif yang didukung data kualitatif yang dianalisis dengan uji regresi linier sederhana. Sampel yang dipilih sejumlah 40 orang dengan menggunakan teknik sampel acak sederhana. Hasil penelitian menunjukkan kapasitas individu petani hutan memberikan pengaruh yang signifikan terhadap respons yang diberikannya pada Program Perhutanan Sosial dengan kontribusi sebesar 12.8% dan nilai signifikasi sebesar 0.024 (p<0.05). Respons yang diberikan oleh masyarakat berupa respons positif untuk menyertakan dirinya dalam pelaksanaan Program Perhutanan Sosial. Kata kunci: Kapasitas MDH, Perhutanan sosial, Respons MDH

Abstract

One of the efforts of Local Government in financing regional development is through local taxes. Bekasi City is a cross-trade City and its strategic location has great potential to be able to maximize local revenue through the local tax sector, e.g. advertisement tax. The purpose of this research was to determine the growth rate and the contribution of advertisement tax to local taxes, measure the effectiveness and efficiency of advertisement tax, and determine the strategy in the implementation of revenue advertisement tax collections. Analysis methods of this research includes calculation of growth and contribution ratio as well as effectiveness and efficiency ratio and the analytical hierarchy process (AHP). Results of this research show that the growth rate of advertisement tax in Bekasi City average 20.65% and its contribution to local taxes average of 3.52% with the average effectiveness rate 82.20% (“quite effective”) and the efficiency level 6.31% (“highly efficient”). It is suggested from the AHP results that the Local Government of Bekasi City should implement a strategy of improving the quality and quantity of human resources as well as a strategy of improving technical guidelines on advertisement tax collection.Keywords : advertisement tax, growth and contribution, effectiveness and  efficiency, strategy, Bekasi City.

Abstract

Gerbangmas-Taskin is a poverty alleviation program in South Kalimantan province with the concept three (human empowerment, economic and the environment). This study aims to analyze the implementationof Gerbangmas-Taskin effectiveness, to evaluate the sustainability of Gerbangmas-Taskinand prioritize participatory empowerment strategy for effectiveness and sustainability of Gerbangmas-Taskin at PandakDaun Village, Banjar Regency. The methods used include descriptive analysis, RAPfish modification (RAPGerbangmas-Taskin) and Analytical Hierarchy Process (AHP). The data consists of primary data obtained from the results of in-depth interview and a questionnaire given to Poor Households (RTM), while the secondary data obtained from the publication of the relevant agencies. The result showed that Gerbangmas-Taskin program did not impact earnings accretion for the beneficiaries of capital. Gerbangmas-Taskin sustainability index is 34.79 % (less sustainability), consist of :Infrastructure by 62.39% (sustainable enough) while economic, social and environmental showed less sustainable, respectively by 36.85%; 30.22% and 27.11%. The main priority in the strategy of the effectiveness and sustainability of Gerbangmas-Taskin program are the coordination and synergy with the section / SKPD (19%) and increasing the capacity of human resources (16%).

Abstract

This research purposes are (1) to analyze communities perception about land certificate, (2) to analyze determinant factors of communities perception toward systematic land registration, (3) to analyze the impact of systematic land registration toward communities social economic conditions, and (4) to  formulate policy implication which can be improved from execution of systematic land registration and its impact to communities social economic conditions. This research used descriptive statistic and inferensia statistic method through survey approach. Primary data collected using structured interview with questionnaire guidelines from 100 respondent with purposive sampling from Curug Village and Sukatani Village in Cimanggis Subdistrict on Depok Regency. This research used range criteria, ordinal logistic regression, Mann-Whitney Test. The results of this research were: (1) communities perception about land certificates represent that certificate perceived very important for strongest evidence of land ownership, safety, easier sell, higher price. While, land certificate perceived important in credit collateral; (2) factors which significantly influencing communities perception toward systematic land registration were time, cost, and procedure of registering land ownership; (3) the impact of systematic land registration toward community social economics condition were land owner safety, land sell amenity, land price and land tax; (4) The systematic land registration is a  feasible project, but need  improvement in: giving high priority for area with productive agriculture and population with low income, project well planning, optimizing of counselling, prohibiting illegal fee with giving punishment and giving reward for countryside officer which have  the vital role

Abstract

After the reform era, forest management approaches tend to change from state-based to community-based.  Arising awareness about the importance of involving communities in forest management, it will not succed without support from the community.  Since 2001, Perhutani has implemented a partnership program in the form of CBFM (Joint Forest Management Society), designed to accommodate the dynamic and needs of the community.  This paper aims to study the perception of society, equality of status of the community, and to formulate alternative forestry policy.  This research was quantitative and qualitative research. Sample were taken purposively.  Research location in Perhutani office (BKPH) of Parung Panjang, KPH Bogor.  Public perceptions of CBFM are positive and able to increase revenue, income, absorb labour, and grow productive business. Biophysical condition are better with the following: the fire and illegal logging are reduced, and the rehabilitation of forest is better.  However, it is difficult for the community to get water since Acacia mangium were planted.  The level of community participation in planning and evaluation is low but high in the implementation.  The pattern of partnership is asymmetrical because the decision-making is dominated by Perhutani officers.  In the cooperative agreement, there are many inequalities positions.  CBFM is derivative of developmentalist ideology contrary to the principles of community empowerment.  The partnership is focused more on corporate interests, and is used as reducer of conflict.  Policy scenarios of CBFM are institutional strengthening, acces to forest resources, equality in forest management partnership, and productive business.   Key words: community forestry, partnership, equality, institutional

Abstract

Residential solid waste is being a critical problem in many cities in clauding Jakarta.  Cummnity-based management is the most important strategy even when sophiticated treatment such as bio-energy or waste industrial park word be implemented soon, as every waste processing neds separated wastes.  Increasing the participation through community-based manajement is more effective than cange people’sperception and behavior on domestic wastes.  In some cates, to change community behavior in waste separition and recycling need more than ten years i.e. at Kampung Banjarsari, but with appropriate support system on sosial planning only took two years i.e. Kampung Rajawati.  The implementation constrain of this progammeis on replication or expandability of the progamme to implemented in another place.  There are also lack of government’s significantefforts to push and to supprots than action.  It’s true that some cummunities develop the some model, but without acceleration and exvandable progamme, the significance of that effort is very poor.  This study tried to ellaborate the model of system based ofnspatial analyses to determine resedential typology and found five resedential types i.e. high, middle-high, middle, middle-lower and lower level of resendential.  Quantitative analyses to determine typology of community participation found four types of cummnity participation i.e. moral-normative, moral-remunerayive, calculative-remuneraive and calculative-coercive.  Qualitative analyses had been ellaborated to determine authority or government policies typology.  Breaking down from these clssification, there strategies could develop, namely community participation strategy, infastructure development strategy and institutional manajement strategy.  Implementation of these models could accomodate the heterogeneity of communities and give positive impact on social acceptability.   Key words: social planning, community management, residential solid wastes

Abstract

Indonesia's population growth has increased. This increase was not followed by the addition of the amount of area available on earth. Around 237 641 326 Indonesian people now have to rely on the environment that will animate them. Became one of the industry's growth efforts for the country to be able to improve the welfare of its people. Results from this study showed that the difference Based Wilcoxon test, there were no significant differences in welfare conditions before and after the cement maker, Z = -0.089; p> 0.05, which means that the presence of these companies do not improve the welfare of the community objective. Based on the results of Spearman Rank correlation there is a significant correlation between changes in the agrarian structure and the level of prosperity in the pre-construction period (20 years), r (41) = 0,030; p <0.05, and the correlation between the two was significant (p <0.05). The condition of public welfare changes caused by changes in the agrarian structure which occurred before the company operates so as to encourage changes in the landscape and community involvement.Keywords: mine production, agrarian structure, landscape changing-----------------------ABSTRAKPertumbuhan penduduk Indonesia mengalami peningkatan. Peningkatan ini tidak diikuti dengan penambahan jumlah wilayah yang tersedia di muka bumi. Sekitar  237.641.326  jiwa penduduk Indonesia kini harus menggantungkan hidupnya pada lingkungan yang akan menghidupkan mereka.  Pertumbuhan industri  menjadi salah satu usaha bagi negara untuk dapat meningkatkan kesejahteraan masyarakatnya. Hasil dari penelitian ini menunjukkan bahwa berdasarkan uji perbedaan Wilcoxon, tidak terdapat perbedaan yang signifikan pada kondisi kesejahteraan sebelum dan setelah adanya perusahaan semen, Z = -0,089; p>0,05 yang artinya dengan adanya perusahaan tersebut tidak meningkatkan kesejahteraan objektif masyarakat. Berdasarkan hasil korelasi Rank Spearman terdapat hubungan yang signifikan antara perubahan struktur agraria dan tingkat kesejahteraan pada waktu pra-construction (20 tahun terakhir), r(41) = 0,030; p<0,05 serta korelasi antara keduanya signifikan (p<0,05). Kondisi kesejahteraan masyarakat mengalami perubahan yang diakibatkan oleh perubahan struktur agraria yang terjadi sebelum perusahaan beroperasi sehingga mendorong perubahan bentang alam dan pelibatan masyarakat.Kata kunci  : produksi tambang, struktur agraria, perubahan bentang alam
