Abstract

The state forest existence is expected to provide maximum benefits for the people's prosperity. This study identified the forest state existence through a land tenure structure in Segah District Berau Regency East Kalimantan Province. It also described a portrait of rural development including the condition of infrastructure and community income/expenditure, and identified the influence of state forest existence on rural development. The methods used to analyze the structure of land tenure by overlaying land cover maps and boundaries of area functions in each village, then classifying villages using a matrix of plots based on the percentage of forest and forest area. Analysis of rural development was carried out using scalogram analysis and oneway ANOVA. Meanwhile, the analysis of the influence of state forest existence on rural development was carried out using descriptive analysis and multiple linear regression. The results of this study showed that the land cover of the forest and land tenure of forest area were dominant. This means that the land tenure structure in the administrative area of Segah District was dominated by state forest. Rural development in terms of infrastructure was found in a condition that was quite even lacking of the needs of the rural population, while average household expenditure is above the national average minimum expenditure limit. The state forest existence was indicated to have a role in influencing the development of rural infrastructure and household expenditure, especially in the activity of entering the forest which can reduce the expenditure of primary household needs.

Abstract

Issue of land grabbing and its relevation, such as violence, discrimination and criminalization of peasents, often escapes from the mainstream of the media. For this reason, a strategy is needed to make the people become aware of the issue of land grabbing. So far the strategy that has been done by activists, academics and related parties to defend the peasents who have been violence, discriminated and criminalized with conventionally. The purpose of this study is to analyze the communication strategies of peasant resistance movements on social media. The method used in this study is virtual etnography with participatory online observation techniques through two stages; studying and carrying out details the object. The researcher doing online partisipatif observation to the Instagram accounts @jogja_darurat_agraria by identifying elements of: communicators, communicants, messages, media, and effects. The results showed that the account already has carried out a well strategy communication, so that their ideological message well deliver to the communicant. The online activism of the peasant movement is the first step to mobilize the people to move in real terms.

Abstract

This research is aimed to analyze socio-ecological vulnerability of the community in Segara Anakan against the impact of changes in ecological condition. This analisis on vulnerability is linked to social ecological resilience, which in this context covers mechanism for the people to live together as a community, and to learn from changes and unpredictable schocks. The analysis is based on the social ecological system approach, with data collected through interviews with 241 respondents drawn purposively from citizens of four villages in the District of Kampung Laut in April-May 2010. The result shows that in the case of Segara Anakan Lagoon, a number of problems which are social-economical in nature has resulted in low resilience or high vulnerability. Such problems covers land use conflict, economic competition, deforestation and land convertion. These problems are triggered by changes in ecosystem characteristics, from those of maritime toward the terrestrial one, and which results in changes in the community livelihood pattern. Villagers who were more into fishery transform to agricultural and industrial communities. In line with such changes and transformation, a number of prominent factors emerged to cause high vulnerability in Segara Anakan, namely poor educational performance and lack of socio-economic infrastructure. Furthermore, the result suggests that improving the resilience in Segara Anakan should be focused on advancement of ecomic environment facilitated by infrastructures that add no further burden to  the environment. Key words: vulnerability, social-ecological system, social vulnerability, ecological vulnerability, community, lagoon, Segara Anakan lagoon

Abstract

Beberapa hasil penelitian menunjukkan bahwa telah terjadi degradasi lingkungan di laguna Segara Anakan Dibutuhkan upaya menahan laju degradasi laguna dan mempersiapkan masyarakat untuk merespon kondisi tersebut. Berbagai  ebijakan telah diambil untuk merespon degradasi tersebut seperti pembuatan infrastruktur dan fasilitas dari pemantapan pengelolaan sumberdaya dan program rehabilitasi lingkungan. Terdapat dua kriteria penting untuk memilih suatu implementasi kebijakan dan program, yaitu efektivitas dan efisiensi. Kajian ini mengukur pembiayaan untuk berbagai pilihan kebijakan dengan menggunakan metode survey yang dilaksanakan pada bulan April - May 2010. Kajian ini menggunakan data yang dikumpulkan dari tokoh kunci yang telah ditentukan sesuai tujuan kajian untuk menggambarkan kelompok masyarakat yang memanfaatkan sumberdaya di laguna Segara Anakan. Jumlah total responden adalah 41, yang terdiri dari 25 orang nelayan, 5 orang petani, 5 orang pembudidaya tambak, 2 orang pedagang, dan 2 orang penderes. Sejumlah pertanyaan diajukan untuk mendapatkan informasi tentang jenis insentif, seperti insentif hak kepemilikan, insentif mata pencaharian, insentif pasar, dan insentif fiskal. Hasil kajian menunjukkan bahwa insentif yang tidak langsung seperti pengerukan laguna, budidaya kepiting atau upah untuk yang mau melakukan penanaman mangrove pada lahan tambaknya merepresentasikan pilihan tepat dari pandangan alternatif pengembangan mata pencaharian dari sisi keefektifan pengelolaan lingkungan. Title: Identification of Incentive System of the Resources Management in Segara Anakan Lagoon Several previous research results indicated environmental degradation at the Segara Anakan Lagoon. There is a need to slow down degradation rate of the lagoon and preparing the community to response it. Some policies were implemented to response degradation such as developing infrastructures and facilities and rehabilitation programs. There are two important criteria for setting policies, namely effectiveness and efficiency. This research is to asses costs pertinent to various policy options based on a survey method that was conducted in April- May 2010. This research used data from selected key respondents through purposive sampling to represent clusters of community dwelling at lagoon. Forty-one respondents were selected consisting of 25 fishers, 5 farmers, 5 brackish water pond operators, 2 middlemen, and 2 palm sap tappers. Research questions include information on various kinds of incentives, such as property right incentive, livelihood incentive, market incentive, and fiscal incentive. Research results showed that indirect incentives such as lagoon dredging, crab seedling or salary for those who have willingness to plant mangrove in brackish ponds represented good options from the perspective of alternative livelihood development as well as the effectiveness of environmental management.

Abstract

Abstract: Population density is a serious problem for the existence of the peasant community and its agricultural landscape. In this situation, deagrarianization becomes a necessity because the economies scale of farming are becoming smaller and not profitable for peasants. This paper aims to analyze the community's strategy in maintaining its agrarian landscape. Data for this study were obtained through community case study method. Live in strategy is done for 2.5 months to deepen understanding at the community. The results showed that the peasant community was actively defend not to get out from agriculture. Expansion by increasing land ownership and reducing population numbers are the two main strategies. This strategy allows the ratio of agrarian landscape and agrarian density not to make the younger generation lose the opportunity to own agricultural land. Optimism to increase ownership of agricultural land for the younger generation is done by buying agricultural land from those who are not interested in pursuing agriculture.Keywords: land ownership, agriculture, deagrarianization, community strategyIntisari: Kepadatan penduduk merupakan masalah serius bagi eksistensi komunitas petani dan bentang agrarianya. Dalam situasi serupa ini, deagrarianisasi menjadi sebuah keniscayaan karena skala ekonomi usaha tani menjadi semakin kecil dan tidak menguntungkan bagi petani. Tulisan ini bertujuan untuk menganalisis strategi komunitas dalam mempertahankan bentang agrarianya. Data untuk penelitian ini diperoleh melalui metode studi kasus komunitas. Pendalaman di tingkat komunitas dilakukan dengan live in selama 2,5 bulan. Hasil penelitian menunjukkan bahwa komunitas petani secara aktif berstrategi untuk tidak keluar dari pertanian. Ekspansi dengan menambah kepemilikan lahan dan mengurangi jumlah populasi merupakan dua strategi yang utama. Strategi ini memungkinkan rasio bentang agraria dan kepadatan agraris tidak membuat generasi yang lebih muda kehilangan kesempatan untuk memiliki lahan pertanian. Optimisme menambah kepemilikan lahan pertanian bagi generasi yang lebih muda dilakukan dengan cara membeli lahan pertanian dari mereka yang sudah tidak berminat menekuni pertanian.Kata Kunci: kepemilikan lahan, pertanian, deagrarianisasi, strategi komunitas

Abstract

Abstract: Women are one of the parties being affected by the process of land acquisition for the construction of public infrastructure. This article aims to analyse the change of women role after the implementation of land acquisition for the construction of Yogyakarta International Airport in Kulonprogo regency, Special Region of Yogyakarta. The research is carried out in Kebonrejo village, Temon district using quantitative approach supported by qualitative approach. Quantitative data are collected through a survey among 30 female respondents in the households selected by a simple random sampling and analysed through Rank Spearman test, while qualitative data are obtainded through documents review, participant observation and depth interview with key informants. The research findings demonstrate that there is a weak relationship between the participation of women throughout the implementation of land acquisition and the change of women role after the completion of land acquisition. This is due to the fact that despite there is a strong emphasize of public consultation and participation in the regulation of land acquisition, the will and power of the government is very strong and could not be influenced by the whole affected community. In addition, the process of land acquisition itself often put aside women’s specific aspiration and intereset. Consequently, a relative equal gender relation within the household during land acquisition process didn’t have any effect throughout the process and afterward. Keywords: women participation, the roles of women,  land acquisition, development of public infrastucture.   Intisari: Perempuan adalah salah satu pihak yang terimbas oleh pengadaan tanah untuk pembangunan infrastruktur publik. Artikel ini bermaksud untuk menganalisis ,perubahan peran perempuan setelah pengadaan tanah untuk pembangunan Yogyakarta International Airport di Kabupaten Kulonprogo, Daerah Istimewa Yogyakarta. Penelitian lapangan dilakukan di Kalurahan Kebonrejo, Kapanewon Temon dengan menggunakan pendekatan kuantitatif yang didukung pendekatan kualitatif. Data kuantitatif diperoleh dari survei atas 30 responden perempuan dalam rumah tangga yang dipilih secara simple random sampling dan diolah dengan uji Rank Spearman, sementara data kualitatif diperoleh melalui studi dokumen, pengamatan terlibat dan wawancara mendalam dengan para informan. Hasil penelitian menunjukkan bahwa terdapat hubungan yang lemah antara keterlibatan perempuan selama proses pengadaan tanah untuk pembangunan Yogyakarta International Airport dengan peran perempuan setelah pengadaan tanah. Ssekalipun keharusan konsultasi dan partisipasi publik sangat ditekankan dalam regulasi pengadaan tanah, namun kehendak dan kekuasaan yang kuat dari pemerintah membuat proses pengadaan tanah tidak dapat dipengaruhi oleh masyarakat terdampak secara keseluruhan. Selain itu, proses pengadaan tanah itu sendiri abai terhadap aspirasi dan kepentingan spesifik kaum perempuan. Akibatnya, relasi gender yang relatif setara di level rumah tangga selama proses pengadaan tanah tidak memiliki hubungan apa pun sepanjang proses tersebut maupun setelahnya.  Kata Kunci: keterlibatan perempuan, peran perempuan, pengadaan tanah, pembangunan infrastruktur publik.

Abstract

Abstrak. Kajian pola konversi lahan dan strategi perlindungan lahan sawah di daerah Sukabumi secara kualitatif dan kuantitatif diindikasikan bahwa lahan sawah mengalami penyusutan sebesar 2,23% sedangkan lahan berkembang telah meningkat sebesar 3,35% dalam waktu 10 tahun (2002-2012). Perubahan penggunaan lahan dipengaruhi oleh tenaga kerja, petani regenerasi, dan fragmentasi kepemilikan lahan. Secara fisik, konversi lahan dipengaruhi oleh kepadatan penduduk, panjang jalan dan lereng. Strategi yang dapat diimplementasikan untuk melindungi sawah di Sukabumi, antara lain: (1) peningkatan kapasitas agribisnis petani, (2) merumuskan rencana aksi untuk regenerasi petani muda, (3) mengendalikan perizinan penggunaan lahan, dan (4) pemerintah Kota Sukabumi membeli sawah produktif. Upaya lebih lanjut dilakukan kajian tentang Agropolis dan Agroedutourism di Sukabumi.Abstract. The assessment for protecting paddy fields by identifying land coversion pattern in Sukabumi city by qualitative and quantitative approach, it is indicated that paddy fields has decreased by 2.23 percent while developed-land has increased by 3.35 percent within 10 years (from 2002 to 2012). The landuse change was influenced by labor, farmers regeneration, and land tenure fragmentation. Physically, it was influenced by population density, the length of the road and slope. The strategies can be implemented to protect paddy fields in Sukabumi, namely: (1) by increasing the farmer’s agribusiness capacity, (2) formulating the action plan for regenerating young farmers, (3) by controlling the permission regarded to land coversion, and (4) Sukabumi municipal city should buys the productive paddy fields. For further, it seems that municipal city government should conduct an assessment on studying the agropolis and agroedutourism concept in Sukabumi.

Abstract

The resistance of the peasants is inseparable from the social class that is intertwined in it so that this resistance is only a tool of the interests of the actors to secure land. The resistance of Wonogoro farmers in opposing social forestry was due to the redistribution of 2 hectares of land. This study uses a theoretical analysis of class dynamics and agrarian change in rural areas. Seeing the social class of farmers who can mobilize farmers to oppose social forestry based on control over land tenure. This research uses a critical paradigm. The research location is in the Wonogoro area, Malang Regency, East Java, Indonesia. This study used purposive sampling with 20 respondents. The results of the research are the mystification of peasant resistance as shown by the mobilization of proletarian farmers by capital farmers. The mystification of peasants 'resistance shows the disparity of the peasants' social class with land management. Unbalanced land management is due to massive privatization. Unequal land tenure forms the social class of farmers. The capital peasant class by controlling the land can control the proletarian peasants as agricultural laborers. The resistance of farmers against social forestry shows that there is the mobilization of resistance by capital farmers to secure land with a 2-hectare land redistribution scheme.

Abstract

Conflict is a part of social phenomenon. The conservation policy of Batang Gadis National Park (TNBG) –at Mandailing Natal Regency Sumatera Utara Province- coloured with diverse interests of the actors. These interests had caused a conflict due to the overlap of area of TNBG and area of mining concession owned by PT. Sorikmas Mining (PT. SMM). This research pur-poses to explore and examine the interests behind establishment of conservation policy of TNBG which had emerged conflict from political eclogy perspective. The finding shows that establish-ment policy of TNBG was not purely initiated by environmental preservation motives, but TNBG was an existence of diverse economic interests of many actors. TNBG is also became arena by local elites and the NGO activist for their local political purposes. This study is using political ecology as the approach and the data collection is using field research. Analysis is using qualitative technique.Keywords: Conservation policy, political ecology, conflict.

Abstract

Spatial Dynamic of Registered Land and Its Implications to the Livelihood System of Local Communities in Takalar Regency Takalar Regency is part of the Mamminasata Urban Region in South Sulawesi Province, which is designed to accelerate regional economic growth . Therefore, the government needs to make efforts to create a conducive investment climate in Takalar Regency. One of effort was by accelerating land registration through the Systematic and Complete Land Registration Program (PTSL). PTSL has been implemented in Takalar Regency since 2017. This research aims to identify the spatial dynamic of land registered in Takalar Regency and analyze its implications to the livelihood system of local communities. Data of land registered were analyzed by descriptive analysis, overlaid, and Moran Index spatial autocorrelation analysis was conducted to identify spatial dynamics. Data of livelihoods system, i.e. the human capital, natural capital, social capital, physical capital, and financial capital, were analyzed by Score Index method. Purposive sampling was applied to three village typologies, namely the developing coastal village, the independent coastal village, and the developing non-coastal village. The result shows that unp to 2019, 55% of the number of land parcels in Takalar Regency had been registered. Registered land had increased by 11% from 2017 and PTSL had contributed 54% of the increase. The ratio of land registered to the number of land parcels in 29 villages had changed and showed a random spatial distribution pattern dominated in northwest areas of the regency. The spatial dynamics of land registered were also followed by the dynamics of land transactions, land values, and land conversion. The result of the Scoring Index method showed that the livelihood capital of local communities after implementation of PTSL was categorized as sufficient for all typologies of sample villages. Land registration had direct implications for natural capital and financial capital.
