Abstract

Abstract: Agrarian reform without interaction between the state and society only addresses temporary issues. The implementation of agrarian reform in Indonesia has been overly focused on achieving outputs based on easily measurable quantities, leaving social problems unaddressed. The aim of this research is to elaborate the implementation of agrarian reform, particularly in the management of assets in the Mekarsari Agrarian Reform Village. The method used is a quantitative approach using questionnaires and in-depth interviews with 50 respondents who are beneficiaries of agrarian reform. The data were then analyzed using descriptive statistics method. The results of the study indicate that the implementation of management at the planning, implementation, and monitoring and evaluation stages shows that the interaction between the responsibility of state actors and community participation is low. As a result, the implementation of agrarian reform is still one-way, limited to completing the output targets of land redistribution and granting access decided by the organizers. Without meaningful community participation, it will be difficult for the community to take control to decide on the appropriate use of resources. For this reason, the implementation of agrarian reform in Mekarsari Village still needs to be contested. Keywords: Agrarian reform, Contested, State-society interaction

Abstract

Background: In Indonesia, land acquisition policies prioritize providing compensation in the form of cash. This policy allows the community to obtain replacement land, investment, business capital, etc. Entrepreneurship is widely recommended as a more sustainable solution for the livelihoods of peasants who have lost their agricultural land. Entrepreneurship is a strategic solution for unemployment and employment discrimination of land-lost peasants. Purpose: This research examines the entrepreneurial actions of peasants who lost land due to land acquisition in Indonesia. Design/methodology/approach: The entrepreneurial actions of peasants who lost land due to land acquisition were revealed using questionnaire survey data from 125 farming households relocated due to the construction of an international airport in Kulon Progo, Yogyakarta. Finding/Result: The research results show that entrepreneurial actions after land acquisition are significant with the variables of intention (feasibility), age, income, and understanding of land acquisition policies. Displaced peasants who have the confidence to conduct entrepreneurship are primarily in their older age with higher incomes and better acceptance of land acquisition policy. Conclusion: Job/business training must continue on an ongoing basis, and mentoring and supervision must be carried out until people feel capable of becoming independent entrepreneurs. Originality/value (State of the art): This research was the first study on land-lost peasants’ entrepreneurship due to land acquisition in Indonesia. The research results were expected to provide new evidence and understanding regarding the influence of land-lost farmers' knowledge of land acquisition policies on entrepreneurial actions. Abstract

The Ciletuh-Palabuhanratu UNESCO Global Geopark (CPUGG) is a geopark area that is also a tourist destination in Sukabumi, West Java, Indonesia. CPUGG is experiencing rapid regional development, which can be seen from the increase in tourist visitors, changes in land use from agricultural land to built-up areas, the rapid growth of infrastructure and facilities, and the emergence of various economic activities. This study aims to determine local sustainability performance based on the spatial distribution pattern of the local sustainability index (LSI) in CPUGG using a spatial autocorrelation approach. The results show that the CPUGG development is not evenly distributed yet. The spatial distribution pattern of the local sustainability index in economic, social, and environmental are clustered. Each clustering shows that each village influences the surrounding villages. So, increasing the economic, social, and environmental sustainability index in several villages with a low sustainability index is necessary. Good cooperation is needed between the government, society, and several stakeholders to improve economic, social, and environmental development in The Ciletuh-Palabuhanratu UNESCO Global Geopark, West Java, Indonesia.

Abstract

Contemporary  peasant  movements   are still important to be studied, especially under the reformation era (or the democracy transition).  The objective of this study were to analyze the relationship  of the determinant  factors on peasant  movement. Qualitative  approach was applied in  this  case. Data  was  employed in triangulation using  dept  interviews, documentations,   and secundary data. Result showed that the combination   of political opportuniiq structure and structure of resource  mobilization   affords  groups a certain structural  potential for action, they remain, in the absence of two other factors,  insuffisient to account for peasant movement.  The two factor were the sub-culture  of peasant opposition as the antecedent factor and collective framing  as the mediating factor.

Abstract

Communal land, the dominant form of land ownership in West Sumatra Province, is a legal place customarily to carry out economic activities with the principle of mutual benefit, and no transfer of communal land ownership is permitted. However, current state policies in economic activity tend to change the form of communal land ownership. The legality constructed by the state has made the transfer of ownership of communal land when used for economic activity, which disrupts the system of ownership and tenure of communal land. These conditions led to the emergence of community resilience in maintaining ownership and tenure of communal land. The method used in this research is a case study in two villages/ nagari, where data collection was carried out through in-depth interviews with several elements in the nagari. Community resilience is carried out by converting communal land ownership from nagari communal land to clan or subclan communal land and vice versa. The conversion of ownership type is a form of the resilience of the community against state policies that threaten communal land ownership and tenure while at the same time maintaining a balance of social and economic benefits from the use of communal land for economic activity.
