Abstract

Pemuda Tani Indonesia (PTI) merupakan organisasi pertanian yang memiliki program pemberdayaan yaitu program on-farm petani mandiri di Desa Tahalak Ujung Gading Kabupaten Tapanuli Selatan, Sumatera Utara. Tujuan penelitian ini adalah untuk mendeskripsikan keragaan organisasi PTI, menganalisis peran PTI dalam pemberdayaan petani, dan menganalisis hubungan peran Pemuda Tani Indonesia dalam pemberdayaan petani dengan taraf hidup petani. Metode penelitian yang digunakan adalah tipe exploratory sequential mixed methods dengan pendekatan kualitatif yang diikuti pendekatan kuantitatif. Pengambilan data menggunakan metode kuesioner, wawancara mendalam, FGD, dan studi literatur. Penentuan responden dan informan menggunakan teknik purposive sampling. Berdasarkan hasil penelitian, peran PTI dalam pemberdayaan petani mayoritas berada pada kategori sedang dan tinggi. Taraf hidup petani di Desa Tahalak Ujung Gading mayoritas berada pada kategori sedang. Adapun variabel peran PTI dalam pemberdayaan dengan taraf hidup petani memiliki hubungan yang moderat namun tidak signifikan.

Abstract

Food security is one of the important issues in the study of deagrarianization. In macro level, deagrarianization can weaken food security which is indicated by the ability of food production which continues to decline due to the structural transformation of the economy from agriculture to non-agriculture. The purpose of this study is to determine food security at the community level when the symptoms of macro deagrarianization have occurred. This research is conducted by qualitative methods. An ethnosociological approach is used by combining community case study methods and ethnographic methods. The results show that food security at the community level is still well-maintained. Deagrarianization has not diminished the ability of the community to meet their food needs. Communities have internal mechanisms that secure their food sufficiency through food strategies and non-food strategies. The food strategy is carried out through saving yields for grain stores (family food barns) and reduce the amount of consumption. Meanwhile the non-food strategy is carried out through diversification of livelihoods by relying on available extractive landscapes. Swamps (balongan) are used as a food source that provides various types of local fish, crabs and snails as a source of protein for family consumption and also for sale to local collectors.

Abstract

Land use and land tenure implemented through agrarian reform in the concept of the Land management paradigm are reflected in praxis that improves people's welfare. The welfare of the people achieved is in line with realizing the vision of Golden Indonesia 2045. The current problematic situation is an argumentative discussion on assessing the success of agrarian reform that improves people's welfare towards the Golden Indonesia 2045. This paper explains with a qualitative descriptive method with a critical constructivism paradigm through an ethnographic approach to reflect on agrarian reform in the frame of the economic system. The research was conducted in West Java Province until 2022. The research data comes from primary data from interviews and secondary data from processed various literature sources. The data is analyzed to understand how agrarian reform can be achieved and provide reflections to earn an economic system that has implications for Indonesia's development in 2045. The results showed that agricultural reform carried out primarily in West Java Province and in general in Indonesia had an impact on economic growth/increase in the economic system in line with realizing the vision of Golden Indonesia 2045, even though there were obstacles, namely disputes, conflicts and judicial cases as the residual economic value of the land.

Abstract

The agrarian structure is a changing place where people fight for certain positions. This study looks at how the agrarian structure changed before, during, and five years after the land redistribution program was put into place in Pasawahan Village, Ciamis, West Java. For this research, both quantitative and qualitative descriptive case studies are used. Respondents whose information was used came from a group of 540 land redistribution recipients who owned a total of 838 plots of land. The results showed that there was a big difference between the agrarian structure before land redistribution, at the time land redistribution was put into place, and after it was put into place. When land redistribution is put into place, economic and symbolic capital, access to jobs, and access to knowledge have a negative effect on the agrarian structure. At the same time, capital makes the agrarian structure better. Access to knowledge has a bad effect on the agrarian structure, while redistribution of land, economic and symbolic capital, and access to technology all have a positive effect. After the land is redistributed, capital has a positive effect on the agrarian structure.

Abstract

Communal land, the dominant form of land ownership in West Sumatra Province, is a legal place customarily to carry out economic activities with the principle of mutual benefit, and no transfer of communal land ownership is permitted. However, current state policies in economic activity tend to change the form of communal land ownership. The legality constructed by the state has made the transfer of ownership of communal land when used for economic activity, which disrupts the system of ownership and tenure of communal land. These conditions led to the emergence of community resilience in maintaining ownership and tenure of communal land. The method used in this research is a case study in two villages/ nagari, where data collection was carried out through in-depth interviews with several elements in the nagari. Community resilience is carried out by converting communal land ownership from nagari communal land to clan or subclan communal land and vice versa. The conversion of ownership type is a form of the resilience of the community against state policies that threaten communal land ownership and tenure while at the same time maintaining a balance of social and economic benefits from the use of communal land for economic activity.

Abstract

Tujuan penelitian ini adalah untuk mengetahui Refleksi Scenario Planning "MENANG" dalam Pelaksanaan Reforma Agraria di Provinsi Jawa Barat.  Jenis penilitian ini adalah kualitatif meskipun sebagian data yang dikumpulkan berasal dari data-data sekunder. Di tataran metodologis dasar kajian ini menggunakan pendekatan etnografi, atau dalam istilah etnometodologi dikenal sebagai refleksivitas (reflexivite). Lebih jauh sebagai praktik sosial refleksivitas adalah bstakeholders) tercipta dan bermakna.atas praksis RA dengan segala kelindannya. Dalam hal ini dengan skenario pendasaran Planning, Monitoring, Evaluation, Normative, Accelaration, Network, Gainful (MENANG), peneliti dan tineliti (para pihak) berikhtiar menerawang ulang sejauhmanakah praksis RA telah mampu tumbuh dan merangkai Kebijakan Land Use, Land Tenure, Land Value dan Land Development dalam tata kelola pertanahan (yang berkelanjutan) di Provinsi Jawa Barat. Sementara itu kelembagaan GTRA yang dalam hal ini yang bersifat fungsional, bukan struktural, dalam kiprahnya sering terkendala dalam kewenangan, dalam perolehan dukungan penganggaran, dan tentu saja dalam eksekusi kebijakan RA di Jawa Barat. Ajuan saran dari kajian ini ialah implementasi RA di lapangan (Provinsi Jawa Barat dalam hal ini) akan semakin efektif jika Pemeriah membentuk badan khusus yang bersifat struktural di aras pusat yang memiliki kewenangan penuh atas pelaksanaan RA sehingga akan dapat meminimalisir kesenjangan dan peluang terjadinya distorsi kebijakan, yaitu antara idealita dengan praksis empirik di lapangan.

Abstract

Land conversion takes place more rapidly than the addition of new land. This paper attempts to investigate these two events by offering a more sensible solution to answer the need for land provision which over time continues to clash with various interests in land. The best solution to land provision is to give recognition to the ‘living space and the farming profession' by stating that the agricultural profession is the noblest profession, the most realistic profession, and constitutionally justified. They are a group of people whose profession is on going, or continuing, and it only requires political commitment as well as recognition of their living space and their profession that farmers and farming are a profession as well as a right to life. Local initiatives such as those emerging in the Kasepuhan community, the Subak tradition in Bali, and the determination of Sedulur Sikep community with their farming traditions should have earned their right not to be ‘disturbed’ but to be let live and get recognition and protection. Protecting these existing and sustainable forms of local farming initiatives is a real manifestation of the solution to the deadlock of the search for new agricultural land that faces various obstacles. Recognition should not only be given to indigenous groups as it has been done, but also to food farmer communities that have independently developed their agriculture in a sustainable manner.

Abstract

Land conflict in Ternate have been in existence from the era of pre-independence to the present reform era. One example is the conflict over the development of Sultan Babullah Ternate Airport, which has victimized the peasant communities in the village of Tafure. This srudy used a strategy of qualitative method of research. It is intended to development of Sultan Babullah Ternate Airport, examine the formation and development of new social movements in Ternate and its relation to the issues of environmental and socio-economic impacts as well as the issues of ulayat (custom) land and the rights of custom communities, and determine to what extent the peasants’ movements could become a solution to win the peasants’ rights and at the same tme feasible as the forum to struggle for better life of peasants. This study found that the peasant communities initially launched protests to get the financial compensation for the land used for the airport and then in the next development they changed their movement identity from peasants to custom communities. It was also found that there were some factors that triggered the birth of the new social movement, for example lost farm land, lost housing land, disappearing acces to forest area, lost rights for custom land, lost houses or settlement, lost sources of livelihood or incomes, lost plantation land and cemetery, etc. The emergence of the peasants’ social movement in Ternate is motivated by equal feeling of poor life and strong desire for a change However, the management of organizational aspects have not yet fully run well such as filing, financing, and work division. In its development, the peasant’s movement has experienced some structural constraints, for example the weak position of peasants concerning the evidence of land ownership, while the cultural obstacle is the presence of internal conflicts or divisions in the movement.

Abstract

Penelitian ini bertujuan untuk menganalisis aspek sosio-budaya komunitas penggemar burung di Jawa. Konteksnya adalah keterkaitan antara konstruksi pemaknaan yang berkembang di tingkat komunitas dengan setting sosio-kultural di mana komunitas itu berada, termasuk di dalamnya adalah dinamika dalam setting sosio-kultural komunitas. Pemahaman mengenai setting sosio-kultural dalam hal ini difokuskan pada dimensi kepentingan aktor yang bermain dalam komunitas penggemar burung maupun komunitas lain dalam ranah yang lebih luas. Penelitian ini dilakukan dengan memilih dua lokasi yang berbeda latar setting sosio-kulturalnya, yaitu Surabaya dan Yogyakarta. Surabaya merepresentasikan setting sosio-kultural masyarakat Jawa yang berpusat pada kegiatan ekonomi pesisir, sedangkan Yogyakarta merepresentasikan masyarakat Jawa yang berpusat pada tradisi Jawa kerajaan yang masih kuat. Temuan dari lapangan menunjukkan adanya perbedaan diantara kedua lokasi tersebut dalam merepresentasikan kekuatan aktor yang bermain sebagai manifestasi dari setting sosio-kultural serta dinamika konstruksi pemaknaan yang berkembang di tingkat komunitas terhadap burung.

Abstract

Permasalahan sumberdaya agraria tanah merupakan salah satu ‘tema pokok’ yang marak dalam diskusi dan kajian berbagai pihak di Indonesia. Demikian kasus dan kajian agraria yang umum dan menjadi fakta yang kontekstual dan aktual terjadi. Tulisan ini akan berusaha memaparkan bagaimana kasus redistribusi lahan dipandang sebagai salah satu alternatif pencapaian tujuan reforma agraria, lebih tepatnya land reform by leverage. Redistribusi lahan yang terjadi di Jawa Timur kini telah menunjukkan dampak atau manfaat dalam peningkatan kesejahteraan masyarakat khususnya penerima redistribusi lahan.
