Abstract

Pendidikan yang bermutu sangat bergantung pada kebijakan yang dilandasi oleh filsafat dan etika yang kuat. Artikel ini bertujuan untuk mengkaji peran filsafat dan etika dalam pembentukan kebijakan pendidikan yang bermutu di Indonesia. Filsafat pendidikan memberikan dasar bagi tujuan dan asas pendidikan, sedangkan etika pendidikan mengarahkan penerapan nilai-nilai moral dalam hubungan antara guru, siswa, dan masyarakat. Kedua aspek ini saling melengkapi untuk menciptakan kebijakan yang tidak hanya efektif dalam meningkatkan prestasi akademik, tetapi juga dalam membentuk karakter dan nilai-nilai sosial siswa. Tujuan melihat Peran Filsafat dalam pembentukan Kebijakan Pendidikan yang bermutu. Metode penelitian dengan menggunakan studi pustaka, penelitian ini mengungkap bahwa kebijakan pendidikan yang dilandasi oleh filsafat dan etika dapat menciptakan lingkungan belajar yang lebih inklusif, berkeadilan, dan mendukung perkembangan siswa secara holistik. Hasil integrasi filsafat dan etika dalam kebijakan pendidikan memegang peranan yang sangat penting dalam mewujudkan sistem pendidikan yang bermutu dan menyeluruh. Filsafat pendidikan memberikan landasan yang kuat bagi perumusan tujuan dan prinsip pendidikan, yang tidak hanya mencakup aspek kognitif tetapi juga pengembangan karakter siswa. Saran integrasi filsafat dan etika dalam kebijakan pendidikan sangat penting untuk meningkatkan mutu pendidikan di Indonesia.

Abstract

This study aims to evaluate the effectiveness of academic supervision based on the Merdeka Teaching Platform (PMM) in enhancing teacher performance and the quality of learning in elementary schools in Semarang Regency, Central Java. Employing Kirkpatrick's four-level evaluation model—Reaction, Learning, Behavior, and Results—the study adopts a mixed-methods approach (quantitative and qualitative) through data collection techniques including pre-tests, post-tests, classroom observations, in-depth interviews, and document analysis. This study was analyzed using descriptive statistics and t-tests. The findings revealed that PMM-based supervision has a positive impact on improving teacher competencies and student learning outcomes. At SD Negeri Karanganyar 01, teacher performance scores increased from an average of 62% on the pre-test to 86% on the post-test, with a 20% improvement in student learning outcomes. At SD Negeri Kesongo 01, teacher scores rose from 58% to 84%, accompanied by an 18% increase in student achievement. At SD Negeri Delik 02, despite challenges in digital literacy, teacher performance improved from 60% to 82%, with a 15% rise in student outcomes. Similarly, at SD Negeri Candirejo, teacher scores increased from 55% to 80%, with a 16% improvement in student performance. The study concludes that PMM-based academic supervision is effective in enhancing teachers' professional competencies, particularly in designing learning activities aligned with the Merdeka Curriculum, as well as improving student learning outcomes. However, optimal implementation requires continuous assistance tailored to the unique needs of each school. The findings also recommend strengthening technology-based training, providing adequate infrastructure, and expanding PMM implementation to other schools to support the national success of the Merdeka Curriculum.

Abstract

This study aims to develop a peer-based academic supervision model to enhance 21st-century teaching skills in elementary schools. The research employs a Research and Development (R&D) approach based on the Borg & Gall model, utilizing a mixed-method design with a Sequential Exploratory Design. The research subjects consist of teachers from SD Negeri Banyubiru 01, Semarang Regency, Central Java Province. Data were collected through observations, interviews, questionnaires, and documentation, which were subsequently analyzed using both qualitative and quantitative approaches. Product validation involved two experts (content and language). Qualitative data validation applied source triangulation and technique triangulation, while quantitative data validation employed expert judgment. Qualitative data were analyzed using the Miles and Huberman model, while quantitative data were processed using the Mann-Whitney statistical test. Expert validation resulted in an average score of 90% (categorized as highly feasible) for content and 93% (highly feasible) for language. The findings indicate that the peer-based academic supervision model positively impacts teachers' teaching skills, as evidenced by the Mann-Whitney test results, which reveal a significant difference in teachers' pedagogical competence before and after the implementation of academic supervision. Through this approach, teachers can exchange experiences, provide constructive feedback, and enhance their professional teaching practices. Moreover, the model fosters a collaborative school culture and encourages innovation in teaching methods. The peer-based academic supervision model has proven effective in improving teachers’ teaching skills in the context of 21st-century education. Therefore, this model is recommended for broader implementation with policy support from schools and educational authorities to sustainably enhance the quality of teaching and learning.

Abstract

This research aims to determine the performance of school principals and how it influences teacher performance. This research is evaluation research with a discrepancy model and a research approach using descriptive qualitative. The subject of this research is SD Negeri 02 Kumpulrejo Salatiga. Data collection techniques use qualitative data collection techniques through interviews, observation, and documentation. Data triangulation uses technical triangulation and source triangulation. Technical triangulation was carried out through interviews, documentation studies, and observations. Source triangulation was carried out by matching the results of the principal's interview with the results of interviews with teachers, supervisors, and school committees by providing the same question instrument. The data analysis technique consists of three activity streams, namely data reduction, data presentation, and conclusion. The results of the research show that from each stage in the discrepancy evaluation model, namely the design, installation, process, product, and cost-benefit stages, it is stated that the principal's managerial performance has met the standards of adequacy, suitability, and fairness. So it can be concluded that the principal has been able to carry out his managerial competencies well.

Abstract

This study aims to evaluate the implementation program of the project to strengthen the Pancasila student profile (P5) in the independent curriculum at SDN Genting 02, Jambu District, Semarang Regency, which is a driving school. The research method used is a type of evaluation research using a qualitative descriptive method. This research uses the CIPP evaluation model (context, input, process, product). Data collection techniques used interviews, documentation studies, and observation. Data analysis techniques include Data collection, data reduction, data presentation, and drawing conclusions, in accordance with data analysis techniques according to Miles and Huberman. The research findings indicate that the P5 context aspect is crucial for boosting student achievement and fostering enthusiasm for learning. The Input aspect, namely in the fields of planning, schedules, implementation mechanisms, teachers, staff, financing, facilities, and infrastructure are appropriate but there is a need for improvement in several fields. The results of research on process aspects include preparation, activity process, obstacles, and aspects of suitability to the needs of students.  The results of research on the product aspect are the increasing academic and non-academic achievements of students, and also good character in students.

Abstract

To facilitate teachers in administrative matters related to reporting students' learning outcomes, an E-Report is used as a reporting tool. This research aimed to analyze or evaluate the use of the Independent Curriculum E-Report at Ngasinan Elementary School in Semarang Regency. The research utilized the CIPP evaluation model (Context, Input, Process, Product). Interviews, documentary studies, and observations were employed to collect data. Data collection, data reduction, data presentation, and drawing conclusions were the data analysis techniques used in this research. The research findings on the contextual aspect align with the Curriculum Implementation Guidelines, which emphasize the periodic delivery of student reports through E-Reports. The input aspect in the areas of planning, human resources, financing, and infrastructure is generally in accordance, but there is a need for improvement in certain areas. The process aspect includes pre-implementation procedures, implementation, management of infrastructure, human resources, and financing in accordance with the guidelines. The product aspect involves the improvement of human resource quality, accurate and up-to-date information, accountability, efficiency, convenience, and reports in both print and digital formats. The driving factors include collaboration, awareness, convenience, motivation, transparency, infrastructure, financing, and efficiency. The inhibiting factors include a lack of infrastructure, internet connectivity, skills, and systems.

Abstract

The objective of this research is to evaluate the training provided to high school chemistry teachers in Boyolali Regency for developing learning evaluation instruments, specifically focusing on creating questions in Testlet format. This study employs a Research and Development (R&D) approach, utilizing a mixed-method strategy based on the ADDIE model. Data collection was conducted through interviews, documentation, and questionnaires, with validation achieved via triangulation of sources and methods. The development process followed seven stages: identifying potential and problems, data collection, product design, design validation, product revision, trial, and final revision, involving ten chemistry teachers from the region. Analysis was conducted using the methods of Miles and Huberman. Findings indicated a significant lack of participation among chemistry teachers in question preparation training, alongside inadequate resources and challenges such as limited time, low motivation, and insufficient understanding of the training content. To address these issues, a training module was developed to enhance teachers' competencies in preparing testlet questions. The module includes an introductory section, four learning activities, and a closing segment. Validation from module experts, material experts, and potential users yielded suitability scores of 80.88%, 88%, and 92%, respectively. After limited-scale testing, the training module demonstrated an N-gain score of 0.7646, translating to a 76.46% increase in competency. The results affirm the module's effectiveness in improving the skills of high school chemistry teachers in Boyolali Regency.

Abstract

The Indonesia Smart Program (PIP) is an aid from the Indonesian government that aims to provide educational assistance to underprivileged students in order to increase access to education for all citizens. Given the importance of PIP funds in equalizing access to education, this program has challenges in its implementation that can affect the effectiveness of the PIP program. Therefore, this study aims to analyze the implementation of PIP in senior high schools to find the problems faced. This research uses a Mix Methods approach by giving questionnaires to students and in-depth interviews to school principals and parents. Data collection techniques use questionnaires, interviews and documentation. Qualitative data validation techniques use data triangulation and method triangulation. Quantitative data validation techniques use expert judgment. Qualitative data analysis uses Milles and Huberman techniques, which include data collection, data reduction, and drawing conclusions. Quantitative data analysis uses percentage analysis. The role of schools in the PIP program is to provide opportunities for students who experience economic constraints to obtain PIP assistance. Parents play a role in ensuring that the PIP funds obtained are budgeted for the fulfillment of children's educational needs and not for other purposes. So that the role of schools in monitoring students who receive PIP needs to be done systematically. The data obtained shows that PIP funds have a positive impact on meeting educational needs by 76.5% in the good category, the impact of PIP on academic aspects by 62.9% in the good category. The PIP program has an impact on motivation and sustainability of education by 72.94% in the good category.

Abstract

Terhambatnya akses pendidikan yang layak, minimnya fasilitas pelatihan, serta keterbatasan infrastruktur menjadi kendala utama dalam pengembangan SDM di Kabupaten Nduga, yang menyebabkan potensi lokal tidak dapat dimaksimalkan secara optimal untuk kesejahteraan masyarakat. Penelitian ini mengkaji mengenai PENA Papua sebagai Strategi alternatif Pembangunan sumber Daya Manusia di Kabupaten Nduga, adanya inisiatif dari Penulis sebagai anak asli suku Nduga yang berkomitmen dalam pengembangan sumber daya Nduga. Penelitian ini menggunakan metode kualitatif dengan wawancara mendalam terutama penulis sendiri sebagai kunci informan dan Sembilan informan yang terlibat langsung, terdiri dari Pengurus PENA Papua, Siswa, Mahasiswa dampingan serta Perwakilan LSM yang bergerak di bidang Pendidikan untuk SDM Nduga. Data penelitian juga didukung dengan analisis program perencanaan Pembangunan SDM dengan Pembinaan, Pendampingan, yang dilakukan serta sumber media digital sebagai data sekunder. Dengan analisis hasil penelitian menunjukkan bahwa Yayasan Peduli Tunas Harapan Papua ( PENA Papua) terlibat dalam Pembangunan sumber daya manusia Nduga secara kolektif yang dilakukan oleh Narik Yimin Tabuni. Yang berperan dalam mengejar ketertinggalan Pendidikan di kabupaten Nduga baik secara input, proses dan output Pendidikan.  Kesimpulannya, dengan adanya model ini dapat mendorong peningkatan kapasitas individu, tetapi juga memperkuat identitas, rasa percaya diri, dan kemandirian masyarakat Nduga dalam menghadapi perubahan global. Implikasinya, SDM Nduga dapat berkembang lebih optimal, meningkatkan taraf hidup, dan berkontribusi pada pembangunan berkelanjutan.

Abstract

Effective financial management is fundamental to the successful implementation of curricula and the promotion of student development in Vocational High Schools (SMK). This study explores the impact of budget planning, income and expenditure management, and financial oversight on the quality of teaching and learning outcomes. Using a qualitative research approach, the study examines how financial strategies can be aligned with educational objectives to address diverse student needs. The findings underscore the importance of transparent and accountable financial practices in facilitating inclusive education, optimizing resource allocation, and supporting innovative teaching methodologies. By strengthening financial systems, vocational schools can achieve their educational goals and prepare students for dynamic career environments.
