Abstract

Implementing guidelines for the elimination of equipment and machinery assets through auction sales at Class II Auction Halls/Auction Officials is the latest breakthrough for UI as a Legal Entity State University (PTN-BH). This guide not only guarantees transparency, integrity, and regulatory compliance when delisting assets, but also becomes an important part of UI's asset management strategy. Having equipment and machinery asset write-off guidelines that set time limits is a very important step. However, in reality, the absence of guidelines related to the elimination of special assets of equipment and machinery and the absence of standards for the time or duration of implementation related to the asset write-off flow process make asset managers tend to be reluctant to write off assets. The reason for this is because of the lengthy administrative procedures and considerable time required for each asset write-off process. Qualitative research has been conducted to understand the implementation mechanism of the removal of equipment and machinery assets in UI through auction sales that are already underway. The results showed that this process took significant time. Therefore, it is very important to develop specific guidelines that are in accordance with Rector's Regulation no.11 of 2020, as well as set realistic time standards. The approach is carried out with three methods in making standard time / duration of activities (PMBOK guide 5, 2013), namely with Analogue Estimating, Group Decision Making Technique and Reserve Analysis with the main aim of ensuring that the process of removing equipment and machinery assets owned by UI through auction does not exceed six months. Through this research, we emphasize the need for a focused and efficient flow in the elimination of equipment and machinery assets through auction sales at Class II Auction Halls/Auction Officials. Thus, UI can improve process effectiveness, ensure regulatory compliance, and achieve Good University Governance optimally.

Abstract

This research aimed to develop the competence of animal handlers at Ditpolsatwa Korsabhara Baharkam Polri in animal care and to recommend a training design model for enhancing this competence. Using a qualitative research approach, the study found that while Ditpolsatwa is well-recognized and has improved in personnel, material, and facilities, the competence of animal handlers in providing first aid for animal health is minimal, relying heavily on veterinarians. Current knowledge of animal care among handlers is basic and passed down generationally. To improve performance, it is essential to enhance animal handlers' skills through targeted training. The study suggests using the ADDIE model to design training programs that enable handlers to provide first aid, manage animal health, and perform post-treatment and physical care independently.

Abstract

The purpose of this research is to improve the role and function of the Directorate of Development of Cultural Personnel and Institutions in supporting the development of cultural personnel and institutions that are right on target for Museum Curator technical personnel at Government Museums in DKI Jakarta Province, to find out the targeted coaching model for Museum Curator technical personnel at Government Museums in DKI Jakarta Province, and to increase the effectiveness of coaching programs for Museum Curator technical personnel at Government Museums in DKI Jakarta Province. The research method used is descriptive research with a qualitative approach. The results showed that the technical guidance activities for museum curators facilitated by the Directorate of Personnel Development and Cultural Institutions are activities that will equip museum curators in increasing their competence. The evaluation of technical guidance is carried out with the CIPP model which identifies the background of the activity, objectives, facilitators/organizers, instructors, participants, activity schedules, evaluation reports, and museum curator certification.

Abstract

This study aims to determine the background of employee performance within the Directorate of Human Resources and General Affairs of LPP RRI which is not optimal, and to find out strategies to improve employee performance within the Directorate of Human Resources and General Affairs of LPP RRI. The research method used in the research is descriptive research method with qualitative approach. The results showed several factors affecting employee performance at the Directorate of Human Resources and General Affairs of LPP RRI. Among them, the lack of open appreciation of employees can reduce motivation and job satisfaction. The level of internal coordination that needs to be improved also has an impact on efficiency and collaboration between employees. A poorly structured recognition and reward system can reduce morale, while periodic evaluations may not be optimal in maintaining and increasing employee motivation. Work design involving inclusive attitudes, promotion of tolerance, and administrative skills need to be improved to create a positive and efficient work environment. Factors such as interpersonal relationships, communication, compensation, supervision, work facilities, employee loyalty, and work discipline also affect performance and need attention in order to improve overall performance. The strategy to improve employee performance at the Directorate of Human Resources and General Affairs of LPP RRI focuses on three main aspects, namely Motivation, Traits, and Self-Concept. In the Motivation aspect, measures such as internal motivation development, structured recognition and rewards, and flexible HR policies are implemented to create a supportive and motivating environment for employees. In the Traits aspect, improved employee management, inspirational motivation, and employee development through continuing education programs are the focus to improve organizational efficiency and employee skills. While in the Self-Concept aspect, physical, emotional, intellectual, social, and spiritual improvements are made through various programs such as fitness, interpersonal training, and professional development. Through the implementation of this strategy, the Directorate of Human Resources and General Affairs of LPP RRI is expected to create a dynamic work environment, support holistic growth of employees, and ultimately improve overall performance.

Abstract

This study aims to identify the factors that cause the suboptimal competence of the Head of Administrative Affairs, so as to provide a better understanding in improving performance in the Police General Planning and Budget Staff environment, as well as to determine the right strategy in improving the competence of the Head of Administrative Affairs in the Police General Planning and Budget Staff environment. The research method used in this research is descriptive research method with qualitative approach. The results of this study indicate that the strategy of renewal attitude, compliance attitude, collaboration attitude illustrates Kaurmin's commitment to continuously assess and improve performance through a critical and data-based approach. Through a policy-leading attitude and a collaborative attitude that strengthens teamwork, Kaurmin can ensure that the planning and budget process not only complies with the rules, but is also enriched by joint contributions, creating an efficient, effective and change-responsive environment that supports the planning and budget objectives of the Police Planning and Budget Staff. The importance of the Chief Administrative Officer's knowledge of planning technology, police regulations, related innovations, performance indicators and monitoring, and digital collaboration, in the context of planning and budgeting within the Police Planning and Budget Staff is significant. This study found that there is a need for a strategy to improve several specific skills in the context of improving the performance of the Head of Administrative Affairs in the Police Planning and Budget Staff, namely with Expertise in in-depth understanding of policies and regulations, providing a solid foundation for preparing plans and budgets in accordance with the applicable legal framework. Skills in analyzing needs and strategic plans are the focus, where analytical skills are an important asset in identifying opportunities, overcoming challenges, and formulating strategic steps.

Abstract

Community participation in supporting technological change is very much needed to run effectively and efficiently. Low community participation will hinder the technological change that is being implemented. The purpose of this study is to increase community participation in utilizing the Hospital Management Information System (SIMRS) at Leuwiliang Hospital. This study uses a qualitative approach. Data were collected through interviews, observations and secondary data, then the data were analyzed qualitatively using the Lawrence Green concept approach (predisposing factors, enabling factors, reinforcing factors) and analyzed with SWOT IFAS and EFAS. The results of the study showed that there were several factors causing low community participation in utilizing SIMRS, namely predisposing factors in the form of knowledge, attitudes, beliefs, culture and community characteristics. Enabling factors consisting of the availability of facilities, accessibility or ease of the system, supportive policies and community commitment and Reinforcing factors consisting of hospital staff, opinions from others, community support, the influence of friends and the environment. The strategy that can be used to increase community participation in utilizing SIMRS is an aggressive strategy, utilizing strengths to capture opportunities, including first increasing the optimization of the use of integrated SIMRS as the main instrument in supporting digital-based services, in line with national policies that require the use of information technology in health services, second encouraging the strengthening of the image of the hospital as a type B referral hospital with superior specialist services to expand the reach of the service area to cover all potential sub-districts, third developing sustainable and promotive and preventive health services based on SIMRS data in responding to the trend of increasing life expectancy and the need for long-term services.

Abstract

This study aims to analyze the strategy for improving the quality of performance accountability in the Bogor Regency Government through the public accountability approach by Bovens (2007) and the GRIT strategy introduced by Duckworth (2016). Although there have been advancements in implementing electronic-based planning, reporting, and evaluation systems, SAKIP evaluation results indicate performance stagnation in recent years. A qualitative approach was used with a case study method and data collected through in-depth interviews with key actors managing performance. The study findings show that reporting and evaluation aspects have not been fully utilized as a basis for decision-making. The strategy implemented by the Bogor Regency Government contains elements of GRIT: the courage to initiate breakthroughs, resilience in facing limitations, initiative in making improvements, and perseverance in maintaining coordination rhythms. However, this spirit has not yet fully become an organizational culture. Therefore, it is necessary to optimize accountability forums, strengthen objective reward and punishment systems, and systematically internalize GRIT values across all regional apparatuses.
