Abstract

This study analyzes the role of the National Amil Zakat Agency (BAZNAS) of Sidenreng Rappang Regency in distributing zakat, both consumptively and productively. The issues raised are the low effectiveness of zakat institutions in carrying out comprehensive and well-targeted distributional functions, as well as the still dominant consumptive distribution pattern that has not yet addressed the structural root causes of poverty. This study employs a descriptive qualitative approach focusing on BAZNAS's role as motivator, facilitator, and mobilizer. Data were collected through in-depth interviews, observation, and documentation with key informants including the BAZNAS Chairman, distribution staff, mustahik (zakat recipients), and community leaders. The research findings indicate that BAZNAS Sidrap has effectively performed these three roles through continuous socialization, needs-based verification mechanisms, and cross-sector collaboration. Supporting factors include local government support, public trust, professional amil (zakat officers), and the utilization of digital technology. Meanwhile, inhibiting factors include limited human resources, minimal operational funds, low zakat literacy, and suboptimal business mentoring. This study recommends strengthening institutional capacity through amil training, digitalization of data systems, and expanding partnerships with the private sector to enhance the effectiveness of productive zakat. This study provides policy implications for local governments in strengthening the regulatory framework for zakat management through the allocation of a special budget for strengthening the institutional capacity of BAZNAS, improving the competence of amil through continuous training programs, and integrating productive zakat programs into the regional poverty alleviation system as part of a social-economic development strategy based on justice.

Abstract

This study analyzes the implementation of the three Practice Licenses (SIP) policy for specialist doctors and its impact on outpatient service quality at Arifin Nu'mang Regional Hospital, Sidenreng Rappang Regency. The policy regulated under Law Number 17 of 2023 on Health and the Ministry of Health Circular Letter Number HK.02.01-MENKES-6-2024 allows specialist doctors to practice at three different health facilities. This study employed a quantitative method with a descriptive approach involving 396 outpatient respondents. Data were analyzed using simple linear regression, multiple linear regression, and mediation tests. The results showed that the implementation of the three SIP policy significantly influenced patient waiting time (B=0.610; p<0.001; R²=0.400) and service quality (B=0.722; p<0.001; R²=0.474). However, waiting time did not significantly affect service quality (B=0.089; p=0.083) and did not mediate the relationship between policy implementation and service quality (Z=1.730; p=0.084). These findings confirm that policy implementation directly influences service quality without going through the waiting time variable, indicating that service quality perception is more determined by the interpersonal aspects of doctors rather than the technical factor of waiting time.

Abstract

This study aims to analyze the role of village government officials in public services through the use of the SIBERAS application and to identify the obstacles faced by officials in its implementation in Sipodeceng Village, Baranti District, Sidenreng Rappang Regency. The research method used is descriptive qualitative with data collection techniques in the form of in-depth interviews, observation, and documentation. The data were analyzed using a thematic approach supported by NVivo coding to map the patterns of the role of officials, the use of the application, and its impact on village public services.The results showed that village officials played a fairly good role in supporting digital-based services, especially in terms of service attitude, responsibility, and initiative in helping the community. However, limitations were found in technical competence and clarity of task distribution, which caused some officials to experience difficulties in operating SIBERAS. This study also revealed a number of obstacles, such as dynamic system changes and low digital literacy among the community. Nevertheless, officials made various efforts such as socialization, assistance, and routine coordination to overcome these obstacles. Overall, the use of SIBERAS had a positive impact on improving the efficiency, transparency, and quality of village public services.

Abstract

This study analyzes the work motivation of Sipodeceng Village government apparatus and the factors affecting public service performance. Unlike previous predominantly quantitative research, this study employs a phenomenological qualitative approach to explore the subjective experiences of village apparatus in understanding their work motivation. Data were collected through in-depth interviews with 8 informants (Village Head, Village Secretary, 2 Hamlet Heads, and 4 village staff), observation, and documentation, then analyzed using NVivo 12 Plus with data validity techniques including source triangulation, method triangulation, and member checking. Results show that work motivation is formed through a combination of intrinsic motivation (responsibility, pride in serving) dominant at leadership levels, and extrinsic motivation (work facilities, allowances) that more significantly influences implementing staff. Findings confirm Self-Determination Theory and Herzberg's Two-Factor Theory, while revealing new dimensions such as local identity-based motivation and the role of paternalistic leadership. Apparatus performance improves through balanced intrinsic-extrinsic factors, supportive work environment, and responsive leadership. Practical implications include the need for performance-based recognition systems, continuous technology training, improved work facilities, and fair remuneration policies at village government level.

Abstract

This study develops the Rais-MR3 Prototype as an innovative model of village governance that integrates four core pillars: Management, Regulation, Responsibility, and Result. The model aims to enhance transparency, accountability, and community participation in implementing the 200 Ducks per Household Program in Sipodeceng Village. Using a qualitative descriptive approach with a prototype development method, the research involved village officials, BUMDes managers, and beneficiary households as key informants. The findings reveal that while the program’s governance aligns socially with good governance principles, it remains largely conventional and lacks systematic digital integration. The Rais-MR3 implementation successfully strengthens actor coordination, standardizes regulations and SOPs, and establishes real-time, data-based public accountability. The study contributes an integrative model of digital village governance replicable for other local economic empowerment initiatives. Practically, it promotes digital literacy among village officials and aligns local systems with regional e-Government policies to realize adaptive and sustainable village governance.

Abstract

This study aims to analyze village government governance in the utilization of yard land and identify the challenges faced in supporting family economic welfare in Sipodeceng Village, Baranti District, Sidenreng Rappang Regency. The utilization of yard land is one of the strategies used by rural communities to improve food security and household income, thus requiring good and participatory governance from the village government. This study uses a qualitative approach with a case study method. Data were collected through in-depth interviews, observations, and document analysis, then analyzed thematically with the help of NVivo software to map patterns of field findings. The results show that the governance of the Sipodeceng Village Government in the utilization of yard land has implemented most of the principles of Good Governance, including participation, transparency, accountability, effectiveness-efficiency, and the rule of law. The community is actively involved in the planning and implementation of programs, while the village government strives to convey information openly and be accountable for the implementation of activities. However, the implementation of this governance still faces several challenges, such as limited time and knowledge of the community, unequal distribution of information, limited technical assistance and agricultural facilities, and the absence of specific regulations related to the utilization of yard land. This study concludes that good village government governance plays an important role in encouraging the utilization of yard land as a source of income and economic security for families. Despite various obstacles, the practice of utilizing backyard land has had a positive impact on reducing expenses, increasing additional income, and strengthening family food security. This study provides theoretical implications for the development of governance and village development science, practical implications for the community in managing backyards productively, and policy implications for village and local governments in formulating more effective and sustainable empowerment programs.

Abstract

This study analyzes the impact of digitalization on public service quality in Sipodeceng Village, Baranti District, Sidenreng Rappang Regency using a SERVQUAL-based quantitative approach. Data were collected through surveys of 64 digital village service users and analyzed using simple linear regression with SPSS. Results show digitalization has a positive and significant effect on service quality (p=0.003, B=0.555, R²=0.135), improving speed, accuracy, accessibility, and transparency of services. Despite contributing 13.5%, findings demonstrate digitalization effectiveness at village level, though continued support remains necessary for communities with low digital literacy. The novelty lies in applying quantitative SERVQUAL analysis in rural South Sulawesi, integrating user perspectives in evaluating village digitalization, serving as reference for developing more adaptive and inclusive digitalization policies.

Abstract

Village financial management faces challenges of transparency, accountability, and equitable distribution of development benefits despite being regulated in Permendagri No. 20 of 2018. This study aims to analyze the financial management of Sipodeceng Village based on the Rais-MR3 Model. This study uses a qualitative approach with descriptive methods using interviews, observations, and documentation, and is analyzed using NVivo. The results show: (1) the Management dimension has followed formal procedures but community participation is limited; (2) the Regulation dimension has an adequate legal basis but information disclosure is not yet optimal; (3) the Responsibility dimension shows that the division of tasks among officials is running well but social accountability is not yet evenly distributed; (4) the Result dimension has a positive impact on infrastructure but the equitable distribution of benefits still needs to be improved. The financial governance of Sipodeceng Village is in a compliance-based condition that requires strengthening transparency, community participation, and equitable development to achieve good governance. Practical implications include strengthening the capacity of officials through technical training, digitizing the village financial information system, and improving mechanisms for public participation in budget planning and oversight.

This study analyzes the implementation of Minister of Education and Culture Regulation No. 33 of 2019 concerning Disaster-Safe Education Units (SPAB) and its effect on early childhood disaster preparedness in Sidenreng Rappang Regency. Using Edward III's policy implementation theory, this quantitative research involves 55 PAUD/kindergarten teachers through total sampling. Simple linear regression analysis shows that policy implementation significantly affects children's preparedness (β=0.950; p=0.000) with a contribution of 90.3%. The novelty of this research lies in its focus on SPAB policy implementation at the PAUD level, which is rarely studied, especially in areas with limited resource capacity. Implementation remains weak in resource aspects and bureaucratic structure. Strengthening through cross-agency coordination, special budget allocation, and continuous teacher training is essential to improve the effectiveness of SPAB programs in disaster-prone areas.

Abstract

This study aims to analyze the transformative role of e-government in enhancing transparency in public service delivery in the era of digitization. A systematic literature review was conducted using the Scopus database from 2004 to 2024. Trend analysis and visualization techniques with RStudio software were applied to identify dominant research themes, influential authors, and leading institutions in the e-government and public service literature. The findings demonstrate that e-government substantially contributes to improving efficiency, accessibility, and transparency of public services by integrating digital technologies. Nevertheless, persistent challenges, including the digital divide and data security risks, continue to constrain effective implementation of e-government systems. Theoretically, this study highlights the need to integrate technological advances with social and economic dimensions to strengthen inclusive and sustainable public services. From a practical perspective, the research provides actionable insights for governments and policymakers in designing e-government strategies that are responsive to societal needs and technological innovations. Despite its contributions, this study is limited by including the limited scope of the literature reviewed and the retrospective nature of the analysis, which may limit relevance to future developments. Future research should incorporate broader data sources and examine emerging digital innovations to enhance the effectiveness of e-government initiatives.
