Abstract

Purpose: This research aims to analyze the implementation of the regulation of the board of directors of the TVRI public broadcasting institution regarding non-civil servants (Study at the Indonesian Television Public Broadcasting Institute (TVRI), East Nusa Tenggara Station. Research methodology: In this study, the authors used an interpretive research paradigm. The interpretive approach aims to understand the "world of human experience". In this study, the total population was 110 people consisting of 27 non-civil servants and 83 civil servants. Furthermore, purposively, the researcher selected 11 people as informants with details of 1 Head of the Office as Key Informants and 10 non-civil servants as Ordinary Informants Results: The conclusions of this study can be grouped into four aspects, namely actors, organizations, procedures, and techniques. Limitations: this research only analyzes the implementation of policies on the development of Indonesian migrant workers' families in the field of economic empowerment in Kupang city. Abstract

This study applies Edmund Husserl’s phenomenological approach to explore the transformation of dowry practices in the Sabu tradition. The dowry, once represented by kenoto a container of areca nut and betel leaf with sacred symbolic value has shifted to modern forms such as cash, fruits, or packaged food. The focus is to understand the subjective responses of the Sabu diaspora in Kupang City toward these cultural changes. Data were gathered through in-depth interviews and observations, then analyzed using phenomenological reduction to uncover the essence of lived experience. Findings reveal a dilemma between preserving the symbolic meaning of kenoto and adapting to the demands of modern life. Economic conditions, education, religion, and media exposure emerge as significant factors influencing this shift. Some community members reject the change, arguing that it diminishes sacred values and weakens communal ties. Others perceive it as a necessary adjustment to contemporary realities, ensuring that the tradition remains relevant without losing its social function. The study concludes that the transformation of dowry is not only a material change but also a negotiation of values between tradition and modernity. This reflects the ongoing reconstruction of cultural identity among the Sabu people, especially in the diaspora context. The research contributes to existing literature by emphasizing subjective experiences rather than purely legal, religious, or sociological perspectives. By highlighting how the community interprets these transformations, the study enriches scholarly discussions of cultural shifts and underscores the dynamics of consciousness and identity in local communities navigating modernization.

Abstract

Tenun Ikat is not just a fabric, but a reflection of the identity, beliefs, and noble values of the local community. Each motif, color, and pattern woven into the ikat has a strong symbolic meaning, telling the stories of ancestors, customary rituals, and the worldview of the community. This research aims to identify the symbolic meanings of ikat weaving used in the invitation designs created by students of SMKN 4 Kupang. It analyzes the role of social interaction in shaping the meaning of ikat symbols. in the design of invitations and examining the implications of using ikat weaving symbols for the preservation of local culture in Kupang. This research employs a qualitative approach of Symbolic Interactionism. Data collection techniques were conducted through in-depth interviews, participatory observation, and documentation involving students, teachers, local weavers, and local designers. The results of this research indicate that the utilization of traditional ikat weaving motifs in the digital wedding invitation design by students of SMKN 4 Kupang is not merely an aesthetic trend, but rather a profound cultural process. Through Roland Barthes' semiotic approach, it is revealed that the weaving motifs (Katak Ayotupas, Belis Danu, and Mamuli) possess layers of rich symbolic meaning, from literal denotation to cultural myths that are deeply rooted in local identity and spirituality. The symbolic meaning of the motifs is not created individually. Instead, this meaning is negotiated and enriched through collective dialogue. This interaction transforms the historical and emotional context that transforms motifs into a living heritage. The implications of preserving local culture, through the use of ikat weaving in modern media such as digital invitations, serve as an indirect educational tool for the community, reinforcing the cultural identity of the couple and strengthening cultural ties that may begin to fade. Thus, this research concludes that the design of digital invitations can be an effective medium to bridge tradition and modernity, ensuring that cultural heritage remains relevant, authentic, and continues to thrive in the digital era.

Abstract

The purpose of this research is to describe the impact of freedom to learnon Kampus Merdekaat Karyadarma University, Kupang, East Nusa Tenggara, Indonesia. This research was carried out with the Survey Method. The subject of this research is the entire academic community of Karyadarma University Kupang which consists of Lecturers, Education Personnel and Students. The data collection techniques and instruments used in this research are survey techniques using online questionnaires developed by the Spada Dikti Team. The data obtained were analyzed using descriptive analysis techniquesand regresianalysis. The result showed that the impact of freedom to learnon Kampus Merdekaat Karyadarma University Kupang is reflected through the implementation of the learning process, improvement of student soft and hard skills, improvement of student skills and capacity building of lecturers and education staff. The correlation of knowledge about freedom to learnin Kampus Merdekawith an increase in student soft and hard skills and an increase in student skills is in the weak category, while the correlation of knowledge about freedom to learnin Kampus Merdekawith an increase in lecturer capacity is in the high category

Abstract

This study examines the revitalization of Pela-Gandong, a traditional inter-village kinship system from the Maluku archipelago of eastern Indonesia, as a local wisdom foundation for peace communication among post-conflict youth in Ambon. Drawing on a phenomenological-hermeneutic approach with Paul Ricoeur’s three-stage mimesis framework (prefiguration, configuration, refiguration), this research conducted in-depth interviews with 15 purposively selected youth informants from diverse interfaith backgrounds. The findings reveal that Pela-Gandong is not merely an inherited cultural relic but a living social practice actively reinterpreted by Generation Z through collaborative arts, social activism, environmental work, and digital media. From the empirical data, this study proposes the HAHESI Luhukay Peace Communication Model, a novel theoretical contribution that conceptualizes peace as an ongoing communicative process of binding, maintaining, and renewing social bonds, analogous to the traditional Maluku craft of weaving sago-leaf roofing with hahesi cord. The model comprises five interrelated elements: collective memory (Daun Sagu), communication channels (Bangkawang), reconciliatory practices (Hahesi), interfaith community groups (Panggepe), and custodians of tradition (Tukang Atap). This study contributes to peace communication theory by demonstrating that grassroots, culturally rooted communication processes are central to sustainable post-conflict reconciliation. ABSTRAK Penelitian ini mengkaji revitalisasi Pela-Gandong, sistem kekerabatan antarnegeri tradisional dari kepulauan Maluku di Indonesia timur, sebagai fondasi kearifan lokal bagi komunikasi perdamaian di kalangan generasi muda pascakonflik di Ambon. Menggunakan pendekatan fenomenologi-hermeneutika dengan kerangka tiga tahap mimesis Paul Ricoeur (prafigurasi, konfigurasi, refigurasi), penelitian ini melakukan wawancara mendalam dengan 15 informan muda yang dipilih secara purposive dari berbagai latar belakang lintas iman. Temuan menunjukkan bahwa Pela-Gandong bukan sekadar warisan budaya yang sudah usang, melainkan praktik sosial yang hidup dan aktif ditafsirkan ulang oleh Generasi Z melalui seni kolaboratif, aktivisme sosial, kerja lingkungan, dan media digital. Dari data empiris ini, penelitian mengajukan Model Komunikasi Perdamaian HAHESI Luhukay, kontribusi teoretis baru yang mengonseptualisasikan perdamaian sebagai proses komunikatif berkesinambungan dalam mengikat, merawat, dan memperbarui ikatan sosial, serupa dengan tradisi Maluku membuat atap rumbia dengan tali hahesi. Model ini terdiri dari lima elemen: memori kolektif (Daun Sagu), kanal komunikasi (Bangkawang), praktik rekonsiliatif (Hahesi), komunitas lintas iman (Panggepe), dan penjaga tradisi (Tukang Atap).

Abstract

The digital transformation of banking is often understood as a technological change, even though it is a social process that involves shifting values, norms, and power relations in dimensional organizations that have not been touched much by banking leadership studies, especially in Regional Development Banks in the Eastern Indonesia region. This research aims to examine leadership transformation in PT Bank Pembangunan Daerah Nusa Tenggara Timur (Bank NTT) through the perspective of digital sociology. The research uses a qualitative approach with a case study method, with primary data from in-depth interviews with directors and heads of divisions as well as participatory observations, and secondary data from internal documents and official publications of Bank NTT. The results of the study show that the success of Bank NTT's digital transformation is supported by leadership capacity that develops multidimensionally, strategic actions that integrate infrastructure strengthening, service innovation based on local needs, and organizational culture transformation, as well as sensitivity to the social dynamics of the NTT community including the digital divide, changes in social relations, and the construction of digital trust. These findings confirm that banking leadership in the digital age is evolving into collaborative and participatory network leadership. This research contributes to offering an analytical framework that integrates transformational leadership, digital sociology, and functionalism to understand digital transformation in regional banks more holistically

Abstract

This study aims to examine strategies for improving digital literacy among students at SMK Negeri 6 Kupang through a digital sociology approach. Digital literacy is viewed as a 21st- century competency that is essential for vocational students' work readiness. The research method used a descriptive qualitative approach with observation, in-depth interviews, and documentation techniques. The research subjects were 21 informants consisting of students in grades XI-XII, teachers, and school policy makers. Data analysis followed the Miles, Huberman, and Saldana model with validity testing through source and method triangulation. The results showed: (1) students' digital literacy profiles were divided into three categories—active-critical users (23%), active-consumptive users (45%), and passive users (32%); (2) determinant factors included infrastructure, teacher competency, school policies, and the social environment; (3) school strategies implemented through curriculum integration, e-learning, IDUKA collaboration, teacher development, and digital competitions; and (4) real impacts on improving critical thinking, information verification skills, and technology-based work readiness. The findings confirm that digital literacy is a social construct shaped by the educational ecosystem as a whole. The implications of this study highlight the importance of ecosystem-based digital literacy policies in vocational education through curriculum integration, teacher capacity development, infrastructure strengthening, and collaboration with industry to support students’ critical thinking, digital identity formation, and work readiness in the digital era.

Abstract

This study explains why formally established collaborative arrangements produce limited effectiveness in local revenue mobilization, with specific attention to regional levy administration in Sikka Regency, Indonesia. Rather than treating leakage as a narrow technical or accounting problem, the article conceptualizes it as a governance problem generated through shallow collaboration among interdependent public organizations and affected stakeholders. The study employs a qualitative case study design based on in-depth interviews, observation, and document analysis involving government agencies, field collectors, regulated actors, compliant and non-compliant levy payers, community beneficiaries, civil society organizations, and media actors. Guided by the collaborative governance framework of principled engagement, shared motivation, and capacity for joint action, the analysis shows that collaboration exists procedurally but remains weak in substance. Principled engagement is constrained by narrow problem discovery, fragmented knowledge sharing, weak data-based deliberation, and limited collective determination. Shared motivation is weakened by inter-agency distrust, contested legitimacy, weak fiscal transparency, and uneven commitment to collective revenue goals. Capacity for joint action is undermined by hesitant leadership, thin institutional arrangements, non-integrated databases, weak monitoring routines, and limited administrative and digital support. The article advances the concept of shallow collaboration to describe a condition in which meetings, coordination language, and formal mandates are present, yet collective problem solving, relational commitment, and operational follow-through remain insufficient. The study contributes to collaborative governance and fiscal governance scholarship by showing how information fragmentation and relational weakness become mechanisms through which local revenue leakage is reproduced in decentralized settings. Its findings caution against assuming that formal coordination is equivalent to collaborative capacity and demonstrate why subnational revenue mobilization requires both institutionalized data integration and relationally credible governance.
